MANILA – The Department of Justice (DOJ) on Thursday dismissed as “gross travesty” the claims made by the Communist Party of the Philippines-New People’s Army (CPP-NPA) that government troops caused the death of a 9-year-old child caught in the cross fire during an encounter in Taysan, Batangas.

In a message to reporters, DOJ spokesman Mico Clavano said available evidence show that it was the armed communist rebels who attacked a military unit in Sitio Amatong, Barangay Ginhawa, Taysan, Batangas who were responsible for the death of the minor who was caught in the cross fire.

“The evidence we have now point at those CPP-NPA members against whom we will be filing cases against. They can take their statements to court and present their supporting evidence to prove what they are saying is true. Otherwise, it's all bark and no bite,” Clavano said.


“The gross travesty here is that a nine-year-old child was stripped of his future. We only go where the evidence takes us,” he said.

The DOJ official added that everybody hopes for peace and stability for our country, and there are proper channels to ventilate grievances and protests.

“If what they are fighting for is their ideology, let's do it like civilized people. Bring them out through the proper channels,” he said.

The DOJ on Wednesday said prosecutors have approved the filing of criminal charges against four communist rebels who figured in an encounter with members of the Philippine Army Patrol Base San Marcelino, Delta Company, 59th Infantry Battalion in Batangas province last July 18, 2022 which resulted in a death of minor.

In a DOJ resolution dated Dec. 27, 2022, prosecutors approved the filing of murder charges for violation of Republic Act 11479 (Anti-Terrorism Act of 2020) against Isagani Isita, Junalice Arante-Isita, Mariano Bico, Gilbert Orr and one alias Ching.

They were identified as members of the Sub-Regional Military Area-4C (SRMA-4C), Southern Tagaog Regional Party Committee (STRPC) of the CPP-NPA.

The respondents, who were allegedly armed with shotguns, rifles and improvised firearms, fired upon the government troops that resulted in injury to one trooper and the death of the 9-year-old child.

“While it may appear that the victim was not the direct target of herein respondents and was just caught in the line of fire when the respondents fired upon members of the Philippine Army, her death clearly was the result of the unlawful acts perpetrated by the respondents,” the DOJ said.

MANILA – The Philippine National Police (PNP) on Saturday denied reports that it has mobilized all units and resources to foil a supposed destabilization plot of the Armed Forces of the Philippines (AFP).

In an online press conference, PNP spokesperson Col. Jean Fajardo said there was no instruction or order to go on full alert after three versions of a supposed memorandum circulated on social media.

"There was no instruction for full alert status. What we can confirm is that the PNP is on heightened alert status in preparation for the Traslacion," said Fajardo, loosely referring to the Feast of the Black Nazarene or the Quiapo feast in Manila on Monday.


A heightened status is the second highest alert, equivalent to the AFP's blue alert.

The Feast of the Black Nazarene draws millions of devotees but the Traslacion, or the transfer of the life-sized replica from Quirino Grandstand to the Quiapo Church, will not be held for the third straight year, which started in 2021 due to the Covid-19 pandemic.

Instead, there will be a "Walk of Faith" that will follow nearly the same route but sans the replica.

The rumors spread during the turnover of command between incoming AFP Chief of Staff Gen. Andres Centino and Lt. Gen. Bartolome Vicente Bacarro at Camp Aguinaldo in Quezon City.

The event finished "smoothly," according to a statement of Col. Medel Aguilar, AFP spokesperson.

Based on the circulating memos purportedly issued by the PNP chief, Gen. Rodolfo Azurin Jr., all units are to be placed on full alert due to "developing issues in Camp Aguinaldo,” "resignation of all personnel in DND (Department of National Defense)” and "destabilization movements from the AFP."

"The AFP assures everyone that everything is normal," Aguilar said.

In all three versions, police units were supposedly instructed to ensure 100-percent attendance, conduct exercises for the camp defense plan, monitor the activities of the military, account for pesonnel and firearms every hour starting at 1 p.m., and prepare the necessary firepower and communication equipment for all possible scenarios.

“The photos that were circulating (about armored personnel carriers or APCs inside Camp Crame in Quezon City), we can confirm that it is part of our preparations for Traslacion. These were readied in case they are needed," Fajardo clarified.

Fajardo added that it is normal for the APCs to move around as part of monitoring on operational readiness.

She said Azurin is aware of the circulating messages and has already issued an instruction to verify the sources of the fake memos.

Confirmed on full alert status are the Malay-PNP in Aklan province for this weekend's Boracay Ati-Atihan festival and the Cebu province-PNP since Jan. 4 in preparation for Sinulog fiesta activities leading to the grand parade next Sunday, Jan. 15.

Both feasts are in honor of Sto. Niño, the child Jesus.

The AFP is fully behind Centino, assured Aguilar.

"As a professional organization, the AFP supports the decision of the Commander-in-Chief, His Excellency Ferdinand R. Marcos Jr. The AFP will continue in its mission to defeat all armed threat groups for the security and safety of our people, for the defense of our territorial integrity and national sovereignty," Aguilar said. MANILA – As he returned to the helm of the Armed Forces of the Philippines (AFP), Gen. Andres Centino received assurances of full support from the heads of the institution's major services.

Centino formally assumed his post as the AFP's 59th Chief-of-Staff at Camp Aguinaldo, Quezon City last Saturday. He replaced Lt. Gen. Bartolome Bacarro.


In a statement, the Philippine Army (PN) said its various units provided ceremonial honors during the AFP change of command.

Centino had served as the Army's commanding general from May 14 to Dec. 10, 2021.

"The Saluting Battery of the Army Artillery Regiment rendered arrival and departure honors for the outgoing and incoming military chiefs while the Security and Escort Battalion joined the AFP Composite Honor Guard Battalion which rendered ceremonial honor guards for the activity," the statement read.

Army spokesperson Col. Xerxes Trinidad said as a professional organization, the PA always respects and supports the decision of the Commander-in-Chief.

"We are confident that Gen. Centino, who earlier led the AFP from November 2021 to August 2022, will support the Philippine Army in attaining its vision of becoming a world-class land force that is a source of national pride by 2028. The organization is assured on its strides in its modernization thrusts," Trinidad said in a statement.

The Navy also welcomed Centino's designation as the AFP Chief of Staff.

"Being a professional organization, the PN wholly supports the decision of the Commander-in-Chief, His Excellency Ferdinand R. Marcos Jr. The Philippine Navy will continue to fulfill its mandate to support the mission of the AFP in protecting and securing our country and our people," it said in a separate statement.

The Philippine Air Force also voiced similar support for Centino's leadership.

"As a major service of a professional AFP, the PAF remains a stable and dependable organization, and supports the decision of the Commander-in-Chief, His Excellency Ferdinand R Marcos Jr.," it said.

"The PAF remains loyal to our flag and our Constitution, and as a force provider, we will stay committed in our mandate to support the mission of the AFP in securing and defending our country and people," it added.

Centino, who had served as the AFP's 57th Chief of Staff from November 2021 to August 2022, pursued key four thrusts during his stint: operational efficiency, optimal use of resources, advancement of professionalism and meritocracy within the organization and capability development.

“As I take on the responsibility as Chief-of-Staff, I reiterate what I have focused on in the past to comply with the urgent tasks at hand. While significant gains have been achieved in our security campaigns, there remain critical tasks to be carried out that need to be fully complied. We must ensure that all our resources are employed to definitively address all the current and emerging threats,” he said.

Meanwhile, Bacarro laid out a five-pronged guidance that echoes the president and commander-in-chief’s call for unity during his five-month tour of duty as military chief.

Bacarro pursued thrusts based on his guidance summarized in the acronym “UNITY”: unparalleled professionalization; noble utilization of resources; the invigoration of capability development; tenacity in sustaining operational gains; and yearning for service excellence.

MANILA – First Lady Liza Araneta-Marcos Jr. is “sick and tired” of people using her name to stir controversy on the appointment of Intelligence Service Armed Forces of the Philippines (ISAFP) officials.

In a video message sent to members of the Malacañang Press Corps (MPC) Saturday, Araneta-Marcos said she had nothing to do with the appointments of ISAFP officials because it was a job that only her husband, President Ferdinand R. Marcos Jr., has the power to do.

“I just want everyone to know that I have nothing to do with ISAFP. I don’t know the people involved. I have nothing to do with the appointments, I leave that up to my husband,” she said in the 35-second video.


Under the Administrative Code of 1987, the President has the power of control over the executive branch including restructuring, reconfiguring, and appointments of their respective officials.

Araneta-Marcos also warned individuals using her name that they would never succeed in getting appointed for positions they wanted.

“If I find out that somebody is using my name, I shall tell my husband not to appoint you, okay?” she added.


She released the video a day after the President reappointed Gen. Andres Centino as chief of staff of the Armed Forces of the Philippines (AFP).

Marcos named Lt. Gen. Bartolome Bacarro as AFP chief of staff in August last year, replacing Centino.

Centino will be retiring from the service in February.

Bacarro was supposed to be the first AFP chief of staff with a fixed three-year term based on Republic Act 11709, which sets the fixed term of key military officials.

MANILA – Philippine Army (PA) commander Lt. Gen. Romeo Brawner Jr. ordered newly-appointed 9th Infantry Division (9ID) chief Maj. Gen. Adonis Bajao to sustain the unit's operations and gains against the communist insurgents in its areas of operation.

On Sunday, Bajao formally assumed command of the Camarines Sur-based 9th Infantry Division.


"Lt. Gen. Brawner, in his keynote speech, called on Spear troopers (nickname of the 9th Infantry Division) now led by Maj. Gen. Bajao, to sustain their gains against the communist terrorist group (New People's Army insurgents) in the 9ID area of operations in the Bicol region and parts of Mindanao" PA spokesperson Col. Xerxes Trinidad said in a statement Monday.

The PA chief also said that by acting cohesively and as one, the military could better serve the country.

"Together, when we act as one, we can better serve our country,” said Brawner during the ceremony," he added.

Bajao served as the PA's 35th vice commander before being named as the 9ID commander.

He also held key positions throughout his career such as 9ID assistant division commander; head of 1002nd Infantry Brigade and Joint Task Force General Santos of the 10th Infantry Division; and 8th Infantry Division assistant chief of staff for civil-military operations.

Bajao, a member of the Philippine Military Academy (PMA) Class of 1989, also held key posts in the Armed Forces of the Philippines office-of-the chief of staff for operations (OJ-3).

He holds a Doctor of Public Administration degree from the University of the Philippines and a Master in Public Management Major in Development Security from the Development Academy of the Philippines.

Bajao replaced acting 9th Infantry Division commander Brig. Gen. Jaime Abawag, who will return to his former post as the unit's vice commander.

Abawag, a member of PMA Class of 1990, held leadership roles in the 902nd Infantry Brigade; Presidential Security Group; and 16th Infantry Battalion.

MANILA – Officers and crew members of missile frigate BRP Antonio Luna (FF-151) were given a risk management briefing last Jan. 6 to ensure that accidents will be prevented while the ship is on patrol.

The briefing was done by the frigate's safety officer Lt. (junior grade) Wilson Pioquinto, the BRP Antonio Luna said in a Facebook post on Monday.

"Last Friday, 06 January 2023, the ship’s Safety Officer, Lt. (jg) Wilson Pioquinto PN, gave a lecture on PN (Philippine Navy) Risk Management Plan to remind the crew of the importance of safety in their daily work onboard," it added.

The PN Risk Management Plan comprises the so-called hazard identification, risk assessment and determining control (HIRADC), operational risk management (ORM) and job hazard management (JHM).

These are system processes and a tool plan useful for administrative and operational activities that address or preempt possible hazards and risks.


"It has been emphasized that safety of life at sea comes at the top of the priority list and that neglecting it can lead to unfathomable circumstances," it added.

The BRP Antonio Luna and its sister ship BRP Jose Rizal (FF-150) are modern warships capable of surface, sub-surface, air, and electronic warfare using state-of-the-art electronic sensors, long-range missiles, acoustic guided torpedoes, and embarked anti-submarine helicopters.

The BRP Jose Rizal was delivered to the Philippines in May 2020 and commissioned in July of the same year while the BRP Antonio Luna was commissioned on March 19, 2021.

The contract for the two ships was placed at PHP16 billion with another PHP2 billion for weapon systems and munitions.

MANILA – The Armed Forces of the Philippines (AFP) on Tuesday said it performed well in the campaign against communist insurgency during the first six months of President Ferdinand R. Marcos Jr.'s administration.

"Maganda po ang tinakbo ng atin kampanya laban sa insurgency. Marami po sa guerrilla fronts ang natunaw, bumaba na ang kanilang strength to more or less 2,000 fighters (Our campaign against insurgency went well. A lot of their guerrilla fronts have melted and their active strength is down to more or less 2,000 fighters)," AFP spokesperson Col. Medel Aguilar said in a Laging Handa briefing, when asked for an assessment of the military's internal security campaign.

The AFP earlier said that out of the 89 guerrilla fronts recorded in 2016, only 24 or 23 are left with only five remaining active or capable of conducting any actions.

As for the mass organizations set up by the New People's Army (NPA) and its allies, Aguilar said a lot of its members are being recovered and have returned to the fold of the law.

"This means we are gaining headway in our campaign against communist insurgency," he added.

Medel said they are hoping to conduct more aggressive conduct of localized peace initiatives as NPA ranks continue to crumble following the death of Communist Party of the Philippines (CPP) founder Jose Maria "Joma" Sison and the neutralization of its key leaders.

In operations against so-called local terrorist groups, Aguilar said the AFP has so far neutralized 50 personalities and seized more than 50 high-powered firearms.

He attributed this to the success of their security "template" which was further highlighted by the surrender of local terrorist group members in Mindanao.

MANILA – The Armed Forces of the Philippines (AFP) is keen on expanding its military ties with Türkiye.

Newly appointed AFP chief Gen. Andres Centino and Turkish Ambassador to Manila Niyazi Eyren Akyol discussed this matter in a courtesy call made by the envoy at the AFP headquarters in Camp Aguinaldo, Quezon City on Tuesday.

Centino noted that because the existing memorandum of understanding with Türkiye only covers defense industry cooperation, the ongoing talks should proceed to expand the relations of both countries "by forging a broad military cooperation framework to explore other areas which are not covered under the existing defense agreement."

"In their meeting, the CSAFP (Chief of Staff of the AFP) expressed his gratitude for the significant contribution of the government of Turkey to the AFP modernization with the acquisition of the Philippine Air Force Attack Helicopter (AHAP T129) and Philippine Army M113 APC Fire Power Upgrade," AFP public affairs office chief Col. Jorry Baclor said in a statement.

Akyol, meanwhile, extended Ankara’s commitment to continually assist the AFP in its modernization program as he touted his country's competence in the defense industry.


Indian envoy meets with Navy chief

Also on Tuesday, Indian Ambassador to the Philippines Shambhu Kumaran visited the Philippine Navy (PN) headquarters in Manila and paid a courtesy call on PN flag officer in command Rear Adm. Toribio Adaci Jr.

Adaci welcomed the visiting ambassador and had meaningful discussions on expanding the two countries' friendly relationship, and the conduct of Navy-to-Navy bilateral exercises, Navy spokesperson Commander Benjo Negranza said in a statement.


"Emphasizing the importance of working together toward achieving shared goals and mutual interests, Rear Admiral Adaci assured Ambassador Kumaran that the PN 'will come to support you, learn from you, engage you and pursue greater and bigger relationships,'" the Navy added.

Kumaran said both countries' friendly relations are vital in ensuring a safe, free and open Indo-Pacific region.

He also conveyed India's greetings and gratitude to the PN for this accommodation.

MANILA – Newly appointed Department of National Defense (DND) Secretary Carlito Galvez Jr. called on the agency’s officials to rally behind President Ferdinand R. Marcos Jr.'s call for unity and keep the "One Defense" team intact.

Galvez made the call during a transition briefing at the DND main office in Camp Aguinaldo on Tuesday.

“We will sustain the gains of the past Secretaries and will also further enhance the capability of our national defense,” he said in a statement Wednesday.


He also emphasized the importance of employee morale in the DND and professionalism in the Armed Forces of the Philippines (AFP) in maintaining the trust and confidence of the Filipino people.

During the briefing, Galvez was presented with a formal report highlighting the department's plans, as well as the 10-point agenda initiated by outgoing officer-in-charge (OIC) Undersecretary Jose Faustino Jr.

Galvez also met with senior officials and heads of bureaus and held a discussion with members of the Executive Committee.

The new DND chief also met with Faustino before attending the transition briefing at Camp Aguinaldo.

Faustino briefed Galvez on the different accomplishments of the department, along with his recommendations to ensure continuity in the agency.

The DND-Armed Forces of the Philippines (AFP) are set to hold a New Year’s call on Wednesday.

Meanwhile, a command conference set on Thursday will be presided over by Galvez and AFP chief of staff Gen. Andres Centino.

Marcos on Monday named Galvez as the new DND chief after he accepted Faustino's resignation as OIC.

On Tuesday, DND spokesperson Arsenio Andolong said "seven to nine" officials of the agency have tendered their courtesy resignation after Faustino stepped down as OIC.

He, however, said this is part of the normal procedure amid a change in the agency's leadership.

MANILA – A ranking Department of National Defense (DND) official on Wednesday said they will honor Defense Secretary Carlito Galvez Jr.'s call for unity and decided to remain with the agency despite the leadership change.

"We all agreed that we stay, the senior leaders and assistant secretaries," DND Undersecretary for Capability Assessment and Development Angelito de Leon said in a press briefing shortly after the traditional New Year's Call held at the Armed Forces of the Philippines (AFP) headquarters in Camp Aguinaldo, Quezon City.

De Leon, a member of the Philippine Military Academy Class of 1984, was appointed to his present post last July.

He also clarified that no resignation took place in the DND following the appointment of Galvez as its new secretary.


"Wala pong, gusto ko lang pong i-stress para po sa paguunawa ng lahat (There is none, I would like to stress for the benefit of everybody that) a courtesy resignation is a customary process, whenever there is a new head of the agency, the key officials will render their courtesy resignation for the purpose of giving a free hand to the newly designated head of the department, this is nothing extraordinary even in other agencies, moreso with the One Defense Team because kami po we value tradition so (it is) normal po yun," De Leon said.

He also added that it is up to Galvez on whether he will accept or reject their courtesy resignations.

"In the case of Secretary Galvez while we are ready with our courtesy resignation in accordance with customs, there is nothing extraordinary about it, he immediately gave the order, everybody stays put and hence nobody would resign or get out of DND, as manifested, we are intact," he said.

De Leon also said that there is no need for a loyalty check in the DND and even in the AFP which had a change of leadership recently after President Ferdinand R. Marcos Jr. appointed Gen. Andres Centino to replace Lt. Gen. Bartolome Vicente Bacarro as its chief last Jan. 6.

"Wala pong kailangang (there is no need for a) loyalty check, the AFP remains steadfast and loyal to the constitution, the flag and the duly constituted authorities," he added.

The AFP New Year’s Call was held jointly with the DND.

Military commanders from the Army, Air Force and Navy as well as chiefs of offices, senior staff officers, and senior enlisted personnel, together with their spouses attended the event.

Also present were defense attachés and officials from the General Headquarters civilian human resources department.

As one of the most cherished traditions observed and held annually by the AFP, the New Year’s Call served as an opportunity for the DND secretary and AFP chief to highlight the organization’s accomplishments in the past year as well as to reaffirm their commitment to the flag and country.

It is also a venue for the top defense and military leaders to convey their message and guidance for the coming year.

Centino led the traditional toast and enjoined every officer, enlisted personnel, and civilian human resource professional to be unified in embodying only the highest standards of excellence across all of the AFP’s mission areas.

"The new leadership in the AFP and the DND shall represent a renewed commitment to unity. In ensuring the cohesiveness and professionalism of our institutions while serving as role models to the subordinates following us, we fortify the relationship of our soldiers to their units and enhance the formidable foundation upon which the legacy of the AFP is built upon," he said.

MANILA – A ranking Department of National Defense (DND) official said there would be no changes in the military's handling of matters concerning the West Philippine Sea (WPS).

"I think the handling of the WPS, based on the foreign policy initiated by our chief architect, the President of the Republic (Ferdinand R. Marcos Jr.), remains to continue," DND Undersecretary for Capability Assessment and Development Angelito M. De Leon said in a briefing Wednesday, shortly after the traditional New Year's Call of defense and military officials.

This came after President Ferdinand R. Marcos Jr. named Presidential Peace Adviser Carlito Galvez Jr. and Gen. Andres Centino as the new DND Secretary and Armed Forces of the Philippines (AFP) chief, respectively.


Galvez succeeded resigned DND officer-in-charge Undersecretary Jose Faustino Jr. while Centino replaced Lt. Gen. Bartolome Vicente Bacarro.

Marcos earlier said not one inch of Philippine territory will be lost under his watch.

In December last year, the DND directed the AFP to beef up its presence in the WPS following Chinese activities monitored near the Pag-asa Island.

The DND also said such actions also endanger the marine environment and undermine the stability of the region.

De Leon, meanwhile, said the morale of DND and AFP personnel remains high based on the turnout of military officials in Wednesday's event.

"Let me give my assessment based on the turnout in this morning's (Wednesday) traditional joint DND (AFP) New Year's Call, all the key commanders were there including the key staff officers of the AFP and the DND civilian bureaus, so I think there is no issue on the morale, the morale remains high, we are focused on our mandate," he added.

MANILA – The Philippine Army (PA) on Thursday announced the appointment of a new acting commander of its 51st Engineering Brigade.

Col. Jose Eduardo Liboon assumed as the brigade's acting chief in a turnover ceremony presided over by PA chief Lt. Gen. Romeo Brawner Jr. at Camp Rigoberto Atienza in Libis, Quezon City on Tuesday.

Liboon replaced Brig. Gen. JT T. Bajet who retired from the service.

"Col. Liboon is a member of the Philippine Military Academy Class of 1994. He also graduated from the Western Institute of Technology with a Bachelor of Science in Civil Engineering and from the University of the Philippines with a Master in Community Development. Prior to his new designation, he served as the unit's Deputy and also held leadership positions in the 53rd Engineer Brigade, 3rd Infantry Battalion, and 52nd Engineer Brigade," PA spokesperson Col. Xerxes Trinidad said in a statement.


Bajet led the brigade since August 2021.

"Under his leadership, the unit has put into action the thrusts of the Commanding General by prioritizing the welfare of the soldiers, enhancing the skills of the Army engineers through continuous training, and ensuring the proper utilization of resources from the command," he added.

Brawner extended his well wishes to Liboon and Bajet.

He also emphasized the role of the Army engineers not just in nation-building, but also in the PA's previous and future campaigns.

MANILA – To address challenges to the country's territorial integrity, newly-appointed Department of National Defense (DND) Secretary Carlito Galvez Jr. said he fully supports the ongoing Armed Forces of the Philippines (AFP) Modernization Program.

This is among the new DND chief's thrusts he bared during Thursday's AFP command conference in Camp Aguinaldo, Quezon City,


"Address the growing and significant challenges to the country's territorial integrity and sovereignty by guaranteeing full support to the modernization program, strengthening coordinative mechanisms with interagency partners, and leveraging and maximizing with the country's defense partnerships," he said.

The Horizon 3 of the AFP Modernization Program is scheduled from 2023 to 2028.

The military is supposed to acquire external defense equipment in this phase such as missile systems and multi-role fighters, among others.

Galvez also wants existing defense initiatives and efforts towards attaining the vision of a transformed defense organization that guarantees Philippine security, territorial integrity, and sovereignty.

This is aside from transforming the DND into a reliable partner in national development and a strategic partner in the region.

Galvez is also pushing for the total defeat of the communist insurgency through the dismantling of all guerrilla fronts and clearing of affected barangays, neutralizing threat groups, and supporting national and local efforts for peace.

"This also involved our preparation for the post-conflict and final political settlement of all insurgent groups," the DND chief said.

Galvez also thanked President Ferdinand R. Marcos Jr. for the trust and confidence placed upon him on his appointment as DND chief.

"And I commit myself to be loyal to the mandate of the AFP and the DND in securing the state and protecting our people and also protecting this administration. We would like to announce that the AFP and the DND are together to ensure the success of the Marcos administration," he added.

MANILA – The Department of Foreign Affairs (DFA) is looking forward to co-hosting with the Department of National Defense the 10th Philippines-United States Bilateral Strategic Dialogue (BSD) from Jan. 19 to 20.

“Both sides view the forthcoming meeting as an important opportunity to progress discussions on concrete initiatives to achieve the objectives outlined in the Joint Vision for a 21st century United States-Philippines Partnership adopted by both sides during the 9th BSD,” the DFA said in a statement released on Thursday.

The BSD is an annual event which serves as the main platform for the two countries to affirm the longstanding alliance and friendship, discuss current challenges, and identify new areas for cooperation at the working group and senior officials’ levels.


The 9th BSD was held in Washington DC in November 2021 as the two countries take turns in hosting the meeting.

“Next week’s discussions will cover the gamut of our relations, including in the areas of defense, economic, people-to-people, and other related cross-cutting issues at the bilateral, regional, and global levels,” the DFA said.

The 10th BSD is expected to sustain the positive trajectory and momentum of the PH-US alliance and partnership, guided by the thrusts and priorities of the Marcos Administration in advancing peace and prosperity.

It will be followed by a year of successive high-level meetings and exchanges of visits.

MANILA – The Armed Forces of the Philippines (AFP) on Friday announced the promotion of three key officials to three-star ranks.

AFP chief Gen. Andres Centino led the donning of ranks ceremony at the AFP headquarters in Camp Aguinaldo, Quezon City on Thursday, military public affairs office chief Col. Jorry Baclor said in a statement.

Promoted to the rank of Lieutenant General were Maj. Gen Arthur M. Cordura, AFP vice chief of staff, and Maj. Gen. Efren P. Baluyot, Southern Luzon Command chief.

"Further, Rear Admiral Toribio D. Adaci Jr., the flag officer-in-command of the Philippine Navy, received his third star, having been promoted to the rank of Vice Admiral," Baclor added.


Centino cited the "excellent performance of their duties" for their promotion.

“It is incumbent upon them to continue serving our institution, our country, and our people, in the best possible ways they can. The three distinguished officers we have the pleasure of honoring today are exactly that – capable, competent, professional military leaders,” he added.

MANILA – The Department of Budget and Management (DBM) has released PHP14 billion to finance the monthly pension of more than 137,000 eligible military retirees for the first quarter of 2023.

Budget Secretary Amenah Pangandaman approved on Thursday the release of a Special Allotment Release Order (SARO) amounting to PHP14,025,351,666 to the Armed Forces of the Philippines (AFP), which operates under the supervision of the Department of National Defense.

The SARO and its corresponding Notice of Cash Allocation cover the regular pension requirements of military retirees from January to March this year.

“The fund is chargeable against the Pension and Gratuity Fund (PGF) under the 2023 General Appropriations Act,” the DBM said.


The PGF is one of the several items in the 2023 budget placed by President Ferdinand R. Marcos Jr. under conditional implementation to ensure conformity with existing laws, policies, rules and regulations.

Under the 2023 budget, the PGF shall only cover the arrears for the period during which the military veterans were entitled to the total administrative disability pensions, among others.

As of Dec. 31, 2022, about 137,649 pensioners are covered by the monthly pension requirement for the first quarter of 2023, according to AFP payroll records.

Pangandaman said the timely release of funds for the pension requirements of military retirees signifies the government’s recognition of their critical role in the security and stability of the country.

“It is our responsibility to make sure that our retirees, as well as their families, always get the benefits entitled to them,” the budget chief said.

“Malaking tulong ‘yan sa kanila. Matagal na panahon silang nagsilbi para tulungan at protektahan ang ating bayan. (That’s a big help for them. They served for a long time to help and protect our country.) This is the least we can do to show them our sincerest gratitude and respect,” she added.

MANILA – All programs, projects and activities of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) would proceed despite the transition to a new leadership.

"NSA (National Security Adviser) Dr. Clarita Carlos stressed that work on the programs, projects and activities of the regions’ work did not stop during the transition to a new leadership," the National Security Council Strategic Communications Office said in a statement released on Friday.

Carlos noted this on the second day of the year-end reports of the Joint Regional Task Forces under the NTF-ELCAC.


The Western Visayas task force, for example, reported that 314 livelihood projects are fully funded and that 195 of them have been completed.

They also intensified its information drive, including counter-youth infiltration, to neutralize and overwhelm communist terrorism group propaganda.

Moving forward, the regional task forces said they would strengthen inter-agency collaboration, focus on environmental protection, and zero in on a participatory approach.

In turn, the Central Visayas NTF-ELCAC task force reported that they have enhanced their umbrella program, the Retooled Community Support Program, and that the program has successfully identified targets for basic services and strengthened local government empowerment which have led to greater public awareness and expanded infrastructure and resource management.

Carlos said she was encouraged by the progress and accomplishments made by regional NTF-ELCAC task forces.

She urged them to “focus on outcomes and the changes in attitude” from the interventions and projects to determine the positive impact of NTF-ELCAC activities on the communities.

Other regional task forces focused on barangay development, community consultations, and youth participation in local governance.

Meanwhile, a key official of the Philippine Army in Negros on Friday welcomed the decision of Carlos that all programs, projects and activities (PPAs) of the NTF-ELCAC will continue under the Marcos administration.

Brig. Gen. Leonardo Peña, commander of the 302nd Infantry Brigade of the Philippine Army based in Tanjay City, Negros Oriental, said the move would further motivate the forces in Central Visayas to pursue efforts to end local terrorism.

“I am happy (about it). The positive direction of the NTF-ELCAC towards the completion of its programs, projects, and activities is very motivating not only for our forces here in Central Visayas but for the entire TF-ELCAC membership,” Peña told the Philippine News Agency.

The 302nd IBde’s area of operations covers the central and south portions of Negros Oriental and the “CHICKS” area (Candoni, Hinobaan, Ilog, Cauayan, and Kabankalan City and Sipalay City) in Negros Occidental.

Among the four provinces in Central Visayas or Region 7, Negros Oriental still has the most significant insurgency problem posed by the Communist Party of the Philippines-New People’s Army.

MANILA – Newly-appointed Department of National Defense (DND) Secretary Carlito Galvez Jr. dismissed talks of unrest within the ranks of the Armed Forces of the Philippines (AFP).

Rumors of unrest came following the resignation of DND officer-in-charge Jose Faustino Jr. and the appointment of Gen. Andres Centino as AFP chief, replacing Lt. Gen. Bartolome Vicente Bacarro.

"There is no truth to unrest. Maybe may nakita tayo some (we saw some) valid issues but we are resolving it now. Isa doon ang tinatawag nating (One those what we call) some delays in promotion. But yesterday (Wednesday) I talked to the President (Ferdinand R. Marcos Jr.) is it okay that we can submit immediately the promotion recommendations, he said even Saturdays and Sundays you can give it to me," he told reporters during a press conference on the sidelines of the AFP command conference in Camp Aguinaldo, Quezon City on Thursday.

Galvez said they are now fast-tracking some remaining promotions and deployment assignments of some military commanders.


"That’s why I’m asking the Board of Generals to do overtime even during the weekend because during the promotion we have to bear in mind that Congress will be convening on January 16 so we have to finish the submission of the Board of Generals," he added.

Asked on the guidance he received from the chief executive, Galvez said the President told him to keep the focus on two major concerns which are to maintain the "integrity of our country and, second, to eliminate the different insurgencies that we have".

The DND chief added that Marcos has also ordered the AFP to refocus its mission on supporting the peace process.

"And that’s one of our guidance, to harmonize our mission. One of our core missions of the AFP is to support the peace process to succeed. And that is our commitment. And we would like to convey to the President that the AFP and the DND (are) intact. And we are now looking forward (to) the thrust of the guidelines we have to accomplish for 2023 and beyond," he added.

Upholding meritocracy

Galvez, meanwhile, said meritocracy, inclusivity and a sense of fairness will always prevail in the professionalization of the AFP.

"We can assure during our watch we will also always maintain the integrity of the Board of Generals and the decisions of the Board of Senior Officers. And that is the one we are asking our leaders.. to respect the traditions and the mandated power of the Board of Generals and our senior officers. So yan ang ginawa namin (That is what we will be doing)," he added.

Galvez said he already reminded the Board of Generals of their sacred oath of upholding meritocracy and promoting governance and goodwill in selecting the promotion and placement of people within the organization.

MANILA – Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. on Friday presented eight New People's Army (NPA) commanders who surrendered to authorities.

In a press briefing in Camp Crame, Quezon City, the DILG chief said he is happy to welcome these surrenderers back to mainstream society.


“Ang tumulak dito is they have seen an opening na pagkakataon na ito sinasabi ng ating Pangulo (Ferdinand R. Marcos Jr.), pagkatiwalaan ang ating pamahalaan kaya nga binababa namin. Sa iba, maniwala kayo sumurrender kayo dahil yung hinihingi ninyo nandirito na ang gobyerno (What drove them to this is they have seen an opening, an opportunity that our President is saying, trust our government that's why we are urging to turn themselves. To other rebels, just surrender because the government is here for what you are asking for),” he said.

While he did not elaborate on other details of the surrenderers, Abalos assured that government interventions are in place to assist them.

“Well as I have mentioned, sila ay mga commanding officers, mahaba ang involvement nila, dumaan na sa proseso, kamukha ng sinasabi ko importante rito ang interventions of government na gagawin talaga namin ito yung ipapakita namin (Well as I have mentioned they are commanding officers, they have been involved for a long time, have gone through the process, As what I am saying, the interventions of government are important here and we will actually do what we are espousing),” Abalos said.

'Preposterous' allegation

In the same briefing, Abalos described as "preposterous" the accusation of Negros Oriental 3rd District Representative Arnolfo Teves Jr. of plotting a raid in his house.

"I do not want to glorify that statement by answering it. It is a preposterous accusation. I have never had that issue in my whole life. Sinabi ko nga 'yung pagkatao ko na lang yung mag-aano sa akin (I just have said that my character would answer for me),’’ he said.

Asked on Teves' call for his resignation, Abalos said the solon is entitled to his own opinion.

On Thursday, Teves pointed to Abalos as the one allegedly behind efforts to secure a search warrant at his residence and even plant evidence if nothing illegal is found.

MANILA – The defeat of five active guerrilla fronts of the Communist Party of the Philippines-New People's Army (CPP-NPA) in Northern Samar and South Cotabato is already in sight, according to National Security Adviser Clarita Carlos on Friday.

Speaking at a Laging Handa press briefing, Carlos said the four CPP-NPA guerrilla fronts in Northern Samar province are expected to be dismantled by the first quarter of 2023 while the one remaining guerrilla front in South Cotabato province "already considerably weakened."

"Napakagandang mga istorya ito na talagang kapag nawala na lahat ng guerrilla fronts at kakaunti na rin ang remaining communist terrorist group members (It's a good story if we are able to dismantle all guerrilla fronts since there are only a few communist terrorist group members)," Carlos said.


"Baka ang buong kapuluan ay ma-declare na ni Presidente na insurgency-free. Ano ang implication nito? Ang implication nito (It's possible that President [Ferdinand R. Marcos Jr.] might declare the country insurgency-free. What will be its implication? Its implication is) the moment we have peace and order, there will be economic growth," she added.

In a separate press briefing in Camp Crame, Quezon City on Friday, Interior and Local Government Secretary Benjamin Abalos Jr. presented eight NPA commanders who surrendered to authorities.

Only five out of the 89 communist guerrilla fronts remain active, based on the data released by the Armed Forces of the Philippines (AFP) in November 2022.


Carlos said the government, through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), will continue to beef up its efforts to defeat the CPP-NPA and achieve lasting peace and order in the country.

She made the vow, as she noted that she is "very happy" with the accomplishment report of the NTF-ELCAC.

"'Yung mga report na naririnig ko (The reports I've been hearing) for the past three days would be number of scholarships, number of jobs created, number of trainings [the NTF-ELCAC is offering to former communist rebels]). As I said, by and large they are all in positive territory," Carlos said.

"Walang pagbabago. Sa halip ay magkakaroon ng mas maigting na efforts (There will be no changes [in the NTF-ELCAC's initiatives]. Instead, we will continue to intensify our efforts [to address communist insurgency])," she added.

Carlos also reacted to National Commission on Indigenous Peoples chairperson Allen Capuyan's call on NTF-ELCAC Secretariat Executive Director Emmanuel Salamat to tender "voluntary" resignation" for supposed failure to "perform concrete actions" since the start of the Marcos administration.

She advised Capuyan to stop meddling with the NTF-ELCAC's affairs and instead help the government in its fight against communist insurgency.

Carlos said such call is not helpful and will do nothing good. Instead, she said it is better to just help each other to achieve lasting peace.

Established by virtue of Executive Order 70 signed in 2018, the NTF-ELCAC chaired by the National Security Adviser is mandated to pursue a "whole-of-nation" approach to counter communist insurgency and attain "inclusive and sustainable peace."

MANILA – The Philippine Army (PA) did well on the modernization front and performance of its mandate for calendar year 2022.

In a statement Friday, PA spokesperson Col. Xerxes Trinidad said among the Army's organizational highlights for the year include the reactivation of the 1st Tank Battalion, Armor Division and the activation of the 10th Field Artillery Battalion (SP-155), Army Artillery Regiment (AAR), two units that are at the forefront of Army modernization.

These were presented during the first PA Command Conference at Fort Bonifacio on Thursday.


"PA modernization projects that are currently on the tail-end of the Horizon 2 of the Revised AFP Modernization Program were likewise highlighted in his presentation," Trinidad said.

He also added that Army assistant chief-of-staff Col. Alvin V. Luzon also highlighted key accomplishments of the 110,000-strong PA for 2022 which include election security operations; disaster response efforts for typhoon and earthquake victims.

Other operational gains which resulted in four decisive engagements, 13 major engagements, 96 minor engagements, the neutralization of nearly 2,000 communist insurgents and local terrorist group members, and the capture of around 1,800 firearms.

The PA's major unit commanders, command group, general staff, personal staff, special staff, technical staff, functional commands, specialty enablers, and PA-wide support and separate units attended the Army-wide command conference on-site while brigade commanders attended the conference through video-teleconferencing.

Also discussed were key accomplishments based on its mission to develop, organize, train, equip, support, and sustain ground forces for the conduct of prompt and sustained ground operations to accomplish the AFP mission and progress on its updated Army Transformation Roadmap.

MANILA – The Sandiganbayan on Friday acquitted former Philippine Coast Guard (PCG) commandant Rodolfo Isorena and three others but four other ex-officials were convicted for the irregular purchase of more than PHP6 million worth of mobile phone cards in 2014.

The anti-graft court’s Special Second Division exonerated Isorena; Cdr. John Esplana; Capt. Joeven Fabul, then deputy chief for comptrollership; and accounting head Rogelio Caguioa from charges of multiple counts of violation of Republic Act (RA) 9184 or the Government Procurement Act.

The four others sentenced to at least 10 years imprisonment were Cdr. Joselito Quintas, former deputy chief of the Maritime Communications, Weapons, Electronics and Information Systems; Cdr. William Arquero and Capt. Ramon Lopez, staff Community Relations; and Rommel Supangan, deputy chief of the Maritime Safety Service.

“The evidence of the prosecution was able to establish beyond any reasonable doubt that accused Supangan, Arquero, Lopez and Quintas committed the splitting of a single purchase request and obligation request for the procurement of cellular phone cards into several transactions in violation of the RA 9184,” read the court decision.


Quintas was sentenced to up to 30 years in three of the seven charges, Lopez up to 20 years in two of the charges, and Arquero and Supangan got 10 years each.

The charges were filed in February 2018.

In the first information, investigators said the accused unlawfully split one purchase request for the procurement of mobile phone cards worth PHP899,700 into three transactions by procuring the same in three separate transactions for three consecutive dates from two suppliers.

Prosecutors said the transactions were done that way “in order to circumvent procedural purchase limits and avoid the requirement of public bidding.”

The six other informations varied only in the names of the suppliers and amounts involved, which ranged from PHP752,400 to up to PHP955,200.

In clearing Isorena and the three others, their signatures only prove their approval for the release of the cash advances and “the mere presence of their signatures therein does not amount to an act of splitting of payments.”

The four “relied to a reasonable extent on the good faith of their subordinates when they affixed their signatures,” the Sandiganbayan ruled.

In December 2016, the four acquitted and four accused were among the 25 ordered suspended by the Office of the Ombudsman for alleged irregularities in the purchase of office supplies and equipment worth PHP67.5 million, found to have “spurious liquidation documents…indicating respondents’ fraud and misrepresentation.”

Isorena was already retired for more than a year when the suspension order was handed to the Department of Transportation.

MANILA — President Ferdinand R. Marcos Jr. has appointed Eduardo Año as the new National Security Adviser (NSA), Malacañang announced on Saturday.

Presidential Communications Office Secretary Cheloy Garafil confirmed Año’s appointment after the oath-taking at the Palace on Saturday.

“Former DILG (Department of the Interior and Local Government) Secretary Eduardo Año took his oath before the President as the new National Security Adviser,” Garafil said.

The 61-year-old Año replaced Clarita Carlos who assumed the NSA post in June 2022.


Año, a member of the Philippine Military Academy Class of 1983, is a veteran intelligence officer who also served as the chief-of-staff of the Armed Forces of the Philippines (December 2016 to October 2017) under the Duterte administration.

Meantime, Carlos will “continue her pursuit of scholastic endeavors” by joining the Congressional Policy and Budget Research Department (CPBRD) of the House of Representatives, Garafil said.

The CPBRD provides the Lower House with technical service in the formulation of national economic, fiscal and social policies.

“I have realized that it is no longer politic to continue as NSA to the President and so, I have decided to migrate to another agency where my expertise on foreign, defense and security policy will be of use and I shall continue to help build a better Philippines,” Carlos said in a separate statement.

Carlos, a retired political science professor of the University of the Philippines-Diliman, served as the first female civilian president of the National Defense College of the Philippines.

She was also a consultant in Congress and other government agencies, including the Office of the Presidential Adviser on the Peace Process.

She authored books and papers about political parties, elections, defense and security, and foreign policy, among others.

MANILA – The Department of National Defense (DND) is looking forward to a harmonious working relationship with new National Security Adviser Eduardo Año.

In a statement on Sunday, DND Secretary Carlito Galvez Jr. said he believes Año will provide informed guidance to address various security concerns.

"Secretary Año will undoubtedly render his decisive, informed, and pragmatic guidance. The former Armed Forces of the Philippines (AFP) chief-of-staff and Secretary of the DILG (Department of the Interior and Local Government) has also been a stalwart advocate of our whole-of-nation approach on national security, especially in addressing the armed conflict brought by insurgency and terrorism," Galvez said.

Galvez and Año took their oaths of office before President Ferdinand R. Marcos Jr. at Malacañang Palace on Friday and Saturday, respectively.


Both were part of the Cabinet of the Duterte administration, with Galvez also retaining his post as Presidential Peace Adviser.

"We also thank former NSA Secretary Clarita Carlos for her service in the Executive Branch and wish her the best in her new role at the Congressional Policy and Budget Research Department of the House of Representatives,” Galvez added.

The 61-year-old Año was a member of the Philippine Military Academy Class of 1983. Galvez, 60, graduated two years later.

Año was the military chief during the Marawi siege in 2017 while Galvez was one of the ground commanders and became AFP head himself the following year.

Galvez was likewise chief implementer of the Covid-19 response in the previous administration and was at the forefront of negotiations to secure vaccines.

MANILA – Congress has increased this year’s budget for the Armed Forces of the Philippines Modernization Program (AFPMP) by PHP6 billion, raising the total new appropriations to PHP45 billion.

“In all, there’s PHP45 billion for the AFPMP in the 2023 national budget – PHP27.5 billion in programmed appropriations plus PHP17.5 billion in unprogrammed appropriations,” Surigao del Sur Rep. Johnny Pimentel said in a news release on Sunday.

He said PHP45 billion is PHP6 billion higher than the PHP39 billion in programmed and unprogrammed appropriations for the AFPMP in 2022.


Pimentel said the Department of Budget and Management had originally sought only PHP40 billion in programmed and unprogrammed appropriations for the AFPMP this year.

“We are confident the government will find the money needed to finance this year’s unprogrammed appropriations for the AFPMP,” he said.

Programmed appropriations have funding sources, whereas unprogrammed ones provide standby authority for the Department of National Defense (DND) to sign additional contracts for modernization projects, depending on available government funds, including borrowed money.

“We are forcefully supporting the AFPMP not only because the law requires us to, but also to counteract the persistent swarming of Chinese vessels around Pag-asa Island,” Pimentel said.

Pag-asa is the largest Philippine-occupied landmass at the northeastern section of the disputed Spratly archipelago.

Pimentel was the former chairperson of the House strategic intelligence committee and a strong backer of the Visiting Forces Agreement (VFA) between the Philippines and the United States.

He also authored House Bill (HB) No. 1782, which seeks to appropriate PHP5 billion for the installation of new naval forward operating bases to secure the West Philippine Sea’s gas and oil deposits “for the enjoyment of future generations of Filipinos.”

Last month, Pimentel also introduced HB No. 6228, which seeks to declare Pag-asa as a leisure fishing tourism site to encourage the installation of additional Philippine structures on the 37.2-hectare island.

From December 2021 to June 2022, or in the last seven months of President Rodrigo Duterte’s administration, the DND signed PHP109 billion worth of acquisition contracts for the AFPMP, including:

--PHP28 billion for two anti-ship, anti-submarine, and anti-aircraft corvettes from South Korea’s Hyundai Heavy Industries Co. Ltd.;
--PHP18.9 billion for three shore-based supersonic ramjet missile batteries from India’s BrahMos Aerospace;
--PHP32 billion for 32 Black Hawk choppers from Poland’s PZL Mielec; and
--PHP30 billion for six long-range offshore patrol vessels, also from Hyundai.

MANILA – The Philippine Army (PA) said the appointment of former Armed Forces of the Philippines (AFP) chief of staff Eduardo Año as National Security Adviser (NSA) will greatly capacitate the National Security Council (NSC).

"His breadth and depth of leadership and administrative experience will surely bolster the NSC -- the government body that advises the President and Commander-in-Chief on issues related to the country’s national security," PA spokesperson Col. Xerxes Trinidad said in a statement Sunday night.

Trinidad said the PA, as a vital part of the Philippine defense and security establishment, welcomes the appointment of Año as NSA.


"Secretary Año, a Marawi War veteran, previously proved his mettle as former AFP chief and Philippine Army chief. He also led the Department of the Interior and Local Government (DILG) where he played a key role in the national government’s pandemic response," Trinidad said.

The 61-year-old retired general was a member of the Philippine Military Academy Class of 1983.

He served as secretary of the DILG under the Duterte administration from 2018 to 2022.

He replaced Dr. Clarita Carlos, who stepped down from the post to "continue her pursuit of scholastic endeavors" at the Congressional Policy and Budget Research Department of the House of Representatives.

MANILA – Naval personnel from the offshore patrol vessel BRP Ramon Alcaraz (PS-16) got a first-hand look at the Naval Shield Combat Management System (NSCMS) installed in the missile frigate BRP Antonio Luna (FF-151) last Jan. 12 to 13.

"BRP Antonio Luna has served a productive and purposeful local informational program visit (IPV) to the students of NSCMS of BRP Ramon Alcaraz PS16 last 12-13 January 2023," the missile frigate said in its Facebook post on Monday.

NSCMS is considered the nerve center of the Jose Rizal-class frigates and consists of onboard sensors that detect and monitor incoming surface, air and sub-surface threats. It also provides weaponry options that can neutralize these threats.

"Said IPV gave the students an adequate knowledge and practical training that equipped them to understand the sophisticated systems aboard ship, and have raised their level of appreciation when it comes to modern naval warfare. More so, this IPV helped the officers and personnel to be more prepared (for) their future roles as warfare directors and operations specialists," BRP Antonio Luna added.

This is the second visit of the crew of BRP Ramon Alcaraz to the BRP Antonio Luna for a local IPV and on-the-job training of their students in connection to their NSCMS familiarization course.

"FF-151 is indeed grateful to have showcased the warship’s modern systems and capabilities to the CIC (combat information center) team of PS-16," it added.


The BRP Antonio Luna and its sister ship BRP Jose Rizal (FF-150) are modern warships capable of surface, sub-surface, air and electronic warfare using state-of-the-art electronic sensors, long-range missiles, acoustic guided torpedoes and embarked anti-submarine helicopters.

The BRP Jose Rizal was delivered to the Philippines in May 2020 and commissioned in July of the same year while the BRP Antonio Luna was commissioned on March 19, 2021.

The contract for the two ships was placed at PHP16 billion with another PHP2 billion for weapon systems and munitions.

MANILA – The Philippine Army (PA) on Monday formally opened 92 career and specialization courses for military personnel aspiring to move up in their careers.

The opening rites of the 2023 1st Training Cycle were held during blended rites at the Training and Doctrine Command, Camp O' Donnell, Capas, Tarlac.


"5th Infantry Division Commander Brig. Gen. Audrey L. Pasia, who served as the opening ceremony’s guest of honor and speaker, challenged the officers and men who will take the various courses to excel and do their best in their respective schoolings," PA spokesperson Col. Xerxes Trinidad said in a statement Tuesday.

This year's training cycle would cater to a total of nearly 3,000 PA students who will undergo a range of courses that are needed for professional advancement.

The students attended the blended opening ceremony on-site and through video conferencing.

"The PA has been ramping up the implementation of courses to address the training backlog and the unintended impact of Republic Act 11709 which affects the attrition and promotion of Army personnel," Trinidad said.

He also said PA commander Lt. Gen. Romeo Brawner Jr. in his command guidance “SERVE,” has prioritized the enhancement of soldiers' individual skills and unit capabilities through continuous training.

MANILA – Two South Korean-made FA-50PH jet fighters from the 5th Fighter Wing provided air escort for President Ferdinand R. Marcos Jr.'s flight headed to Davos, Switzerland for the World Economic Forum.

The two FA-50PHs escorted the presidential flight until it was out of the country's territory last Jan. 15.

The Philippine Air Force (PAF) said the "flight was jibed with maritime patrol over our territorial waters and EEZ (exclusive economic zone)."


"The PAF once again performed one of its mandated tasks—air escort for PFRM’s flight to Switzerland on 15 January 2023. The escort is usually composed of at least two fighter aircraft that intercepts the presidential flight while leaving or returning to the country," the PAF's 5th Fighter Wing said in a Facebook post Monday night.

It added that the use of escort fighters started in World War II when fighter aircraft were sent to fly with bombers to protect them from enemy air attacks.

This came as hundreds of bomber planes and thousands of lives were lost during World War II by flying unescorted missions over enemy territory where they were attacked by hostile fighters.

"Today, sending fighters to escort presidential flights applies the same security principle. As members of the presidential security protect the head of state in a convoy when traveling by land, so does the PAF by air," the 5th Fighter Wing added.

It added that presidential planes are not usually capable of defending themselves from threats.

"The mission of escorting the presidential plane with fighter jets is not only to provide a layer of defense against any potential threat and to counter enemy attacks directed to the head of state in flight, but is also to give due honor to the President," it added.

MANILA – The Philippine Army (PA) on Tuesday said an investigation is now underway on the alleged suicide of a 25-year-old female officer.

The victim was identified as 2nd Lt. Stephanie R. Rebellon.

PA spokesperson Col. Xerxes Trinidad said the victim was found lying down in the comfort room of her quarters with a gunshot wound in her head at around 11 a.m. on Sunday.

"The 25-year-old female officer was assigned at Headquarters CMOR and undergoing orientation for her future role in the CMOR’s Civil and Public Affairs Center. 2nd Lieutenant Rebellon, who belongs to the Philippine Military Academy 'Bagsik Diwa' Class of 2022, was promptly rushed to the Army General Hospital in Fort Bonifacio but was declared dead on arrival by the attending physician," he said in a statement.


Trinidad said the PA leadership has given instructions for an internal investigation of the incident.

"CMOR was directed to look into all possible angles of the incident as it conducts a thorough and impartial probe. The Army ensures close coordination and cooperation with the Philippine National Police in its investigation of the apparent suicide case," he added.

Trinidad said the PA has extended its condolences to the family and loved ones of the victim.

MANILA – Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. on Tuesday said his predecessor in the agency Eduardo Año is more than qualified to become the country's National Security Adviser.

In a statement, Abalos said he has witnessed Año's efficient leadership as DILG chief during the Duterte administration.

"Noong ako ay chairman ng Metro Manila Development Authority (MMDA), naging saksi ako sa sipag at galing ni Año dahil kasama ko siya sa pakikipagdayalogo sa Metro Manila mayors sa paglutas sa mga suliraning kinakaharap ng mga local government units (LGUs) sa National Capital Region (When I was chairman of the Metro Manila Development Authority, I witnessed Año's hard work and skill because I was with him during dialogues with Metro Manila mayors in solving the problems faced by local government units (LGUs) in the National Capital Region)," Abalos said.

Abalos said he worked with Año in the development of strategies and ways to ensure the safety of Metro Manila residents under the Inter-Agency Task Force on the Management of Emerging Infectious Diseases at the height of the coronavirus pandemic.

These include the implementation of health and safety protocols and the rollout of the Covid-19 vaccination program in the region.

Abalos believes that Año will be able to fulfill his new role because of his extensive experience as chief of the Armed Forces of the Philippines and DILG Secretary.

MANILA – The Philippine Air Force (PAF) on Tuesday deployed C-295 medium transport aircraft to ferry wheelchairs and relief goods to areas in the Visayas and Mindanao.

PAF spokesperson, Col. Ma. Consuelo Castillo, said 100 wheelchairs were flown to Roxas City in Capiz province with the help of the Philippine Air Force Civil Military Operations Group (PAFCMOG) and Office of the Assistant Chief of Air Staff for Civil-Military Operations, A-7, in partnership with Far Eastern University.


"(These wheelchairs were flown) as part of the 3rd batch of Brigada Eskwela using C-295 medium-lift aircraft, on January 17, 2023," Castillo said in a statement.

These wheelchairs will be distributed to different schools in Roxas, City which will be utilized by their school clinics in case of emergencies.

Likewise, another C-295 medium-lift aircraft operated by the 220th Airlift Wing in coordination with PAFCMOG transported 500 boxes of relief goods from the Office of the Vice President to Tandag town, Surigao del Sur province, which has been affected by floods due to bad weather.

"This is a continuous effort of the PAF, to engage government and private partners in facilitating programs that respond to the needs of the community and the nation," Castillo noted.

MANILA – The Philippine Army (PA) announced that 164 troops have qualified as members of the elite Scout Rangers.

"A total of 164 troops received the 'Tabak' badge during the Scout Ranger Course (SRC) graduation rites at Camp Pablo Tecson, San Miguel, Bulacan on Jan. 17, 2023," Army spokesperson Col. Xerxes Trinidad said in a statement Wednesday.

Trinidad said the troops have completed the 10-month training course to become a member of the Army's prime counter-terrorism unit.


1001st Infantry Brigade Commander Brig. Gen. Jesus P. Durante III, the ceremony’s guest of honor and speaker, praised the 164 members of SRC Class 218-22 for successfully passing the grueling training course.

"I would like to congratulate all the members of the class for earning the prestigious Tabak. When you go back to the field, prove the skill, stamina, and spirit of a Scout Ranger and deliver the combat excellence and discipline you gained during your training," he added.

The Scout Rangers, who are under the First Scout Ranger Regiment (FSSR), are tasked with specialist missions, such as anti-guerrilla operations, counter-terrorism, hostage rescue, unconventional warfare, jungle warfare, raiding operations, ambushes, close-quarter combats, urban warfare, and sabotage.

The FSSR, established on Nov. 25, 1950, consists of five battalions. Its headquarters is located at Camp Tecson, San Miguel, Bulacan.


"For more than seven decades, Scout Rangers – known for their moniker 'Musangs' – have shown true grit and audacity on the battlefield. The 'Musangs' have never wavered in leading the way and delivering decisive results in combat operations against enemies of the state," Trinidad said.

MANILA – The Philippine Navy (PN) will host the 2nd ASEAN Multilateral Naval Exercise (AMNEX), which aims to promote interoperability among the region's various naval forces.

PN spokesperson Commander Benjo Negranza said in a news release on Wednesday that the 2nd AMNEX is slated in the second quarter this year, based on the final planning conference for the event held at The Heritage Hotel in Pasay City on Tuesday.

"A basic training plan that will direct the staging of this naval exercise aimed at advancing interoperability and seamless execution among ASEAN naval forces was developed at the conference by Navy representatives from ASEAN member countries Brunei, Cambodia, Indonesia, Laos, Malaysia, Singapore, Thailand, and Vietnam," Negranza said.

The idea for the AMNEX was submitted by the Royal Thai Navy during the 8th ASEAN Naval Chiefs Meeting (ANCM) in 2014.

The AMNEX, first held in 2017 in Thailand, is anchored on three main pillars – interoperability, responsiveness, and readiness – to address common regional maritime concerns.

"This endeavor represents the PN's resolve to forge closer ties, deepen understanding, and foster cooperation in the direction of a peaceful and stable ASEAN region," Negranza added.

Meanwhile, PN Fleet Marine Ready Force (FMRF) commander, Brig. Gen. Edwin Amadar, acting as the officer conducting the exercise, praised the strong attendance and dedication of international delegations, which demonstrated their ongoing support and cooperation toward a productive collaboration.

“It is a great privilege to the PN to be given the opportunity to host the 2nd AMNEX. I assure you that (the) Philippines will never run out of things to do, from culture, traditions, and scenery. Also, my sincerest gratitude to the people who have worked so hard for these activities to be possible. I am also grateful for the support and participation of our ASEAN counterparts towards our mutual efforts in securing our seas and maritime domain,” he added.

Aside from the second AMNEX edition, the PN is also tasked to host the 17th ANCM scheduled in April.
