Armed Forces of the Philippines (AFP) Southern Luzon Command chief Lt. Gen. Antonio Parlade Jr. on Friday alleged that women’s group Gabriela is “part of the terrorist organization.”

Parlade made the allegation after he was accused of “red-tagging” actress Liza Soberano when he warned her about engaging with Gabriela.

In an interview over ABS-CBN News Channel, Parlade claimed that Gabriela, especially those nominated as party-list members, are allegedly connected with communists.

“You cannot be nominated as a party list representative of Gabriela, as well as Makabayan bloc member if you are not a hard-bearing member,” he also claimed.

“They cannot deny it, it’s the CPP (Communist Party of the Philippines) who nominates these people, so are they part of the terrorist organization? Yes, definitely. Definitely,” the military official said.

INQUIRER.net reached out to Gabriela Women’s Party-list Rep. Arlene Brosas for comment on Parlade’s remarks but has yet to receive a response as of writing.

Parlade claimed that his Facebook post on Tuesday was to urged Soberano’s critics to stop red-tagging her – or labeling someone as sympathetic to the local communist movement – after she appeared in an online seminar hosted by Gabriela. The military official said the actress is “not yet” part of the New People’s Army, the armed wing of the Communist Party of the Philippines (CPP).

Brosas expressed belief that Parlade’s statements involving Soberano were meant to discredit Gabriela despite its background as a staunch women’s rights defender.

“These rabid NTF-ELCAC executives are using their rehashed script to discredit Gabriela Women’s Party despite our long track record of advocating women’s rights,” the congresswoman said in an earlier statement.

“Our 20 years of advancing women and children’s rights inside and outside of Congress cannot be smeared by their repeated lies,” she added.

After issuing a stern warning against actress Liza Soberano for her women and youth advocacies, a ranking military officer expressed disappointment over Manila Mayor Francisco “Isko Moreno” Domagoso’s order to take down several tarpaulins declaring the Communist Party of the Philippines – New People’s Army – National Democratic Front of the Philippines (CPP-NPA-NDFP) as “persona non grata” or unwelcome persons in the City of Manila.

Lieutenant General Antonio Parlade Jr., one of the most vocal members of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), a government anti-communist task force created and chaired by President Duterte, asked if Domagoso was actually “welcoming” communist rebels –whom the military official tagged as terrorists– in Manila when he decided to remove the banners denouncing the communist groups.

“Why would Manila order the removal of these tarps? Is Mayor Isko welcoming this terrorist? Let’s clarify from Yorme the basis for his action. Is it fear of retribution? It’s about time we hear it from Yorme Isko. Will he now declare the NTF-ELCAC persona non grata in Manila instead?” asked Parlade, who is also the commander of the military’s Southern Luzon Command (SolCom).

He said that 96 cities across the country have declared the CPP-NPA-NDFP as persona non grata.

Domagoso has yet to issue a statement in response to Parlade’s remarks.

Propaganda war

On Wednesday, Domagoso issued a directive to remove the propaganda tarpaulins which were put up at footbridges near the US Embassy in Ermita and on a billboard along Mendiola. There were also similar banners spotted in Paranaque City and along EDSA.

The tarpaulins bore the message: “Ang teroristang CPP-NPA-NDF ay persona non grata sa Metro Manila” (The terrorist [groups] CPP-NPA-NDF are declared as persona non grata in Metro Manila.)

There was no confirmation about this declaration from the local government of Manila.

But Domagoso said the city government “[does] not need those kinds of shenanigans” as he called for unity among the public to fight COVID-19 instead of spreading propaganda.

“We are still in the midst of a health emergency, a pandemic. We are now dealing with the effects economically. It affects people’s lives, and that must be addressed,” Domagoso said.

The CPP-NPA-NDFP is facing a proscription case before the Manila Regional Trial Court after the Department of Justice filed a petition to declare it as a terrorist organization in February, 2018. The court case has yet to be resolved.

The military has been calling the CPP-NPA a terrorist group in its official statements and press releases.

The NTF-ELCAC has also been tagging left-leaning groups and activists as communist rebels and terrorists based on Proclamation No. 374 signed by Duterte on December 5, 2017 which declared the CPP and NPA as “terrorists.”

The tarpaulins bore the logos and hotlines of the NTF-ELCAC and the Philippine National Police (PNP).

PNP Chief General Camilo Pancratius Cascolan and Interior Secretary Eduardo Ano had said that the NTF-ELCAC was the one behind the campaign.

“I don’t know who ordered it and I’m not privy to [the] latest decision of NTF-ELCAC on this,” Parlade said.

He had earlier warned actress Liza Soberano to cut ties with the left-leaning Gabriela Women’s Party or “suffer the same fate” as those who were killed by communist rebels.

Soberano spoke about women and youth empowerment in a forum organized by the Gabriela Youth last week.

Interior Secretary Eduardo Año on Thursday said he would encourage local chief executives (LCEs) to allow the display of tarpaulins denouncing communist rebel groups.

“As to the action of [Manila] Mayor Isko Moreno, he must have his own reasons, but I would encourage LCEs to allow it. As I said, these tarpaulins are peaceful expressions of our people,” Año said in a text message when sought for a reaction regarding Moreno’s order to remove tarpaulins that declare the communist groups as not welcome in the National Capital Region.

“If you are not a member of the CPP/NPA/NDF [Communist Party of the Philippines, New People’s Army, and the National Democratic Front], then you have nothing to worry about,” he added.

Previously, tarpaulins and banners declaring CPP-NPA-NDF as persona non grata sprouted along Roxas Boulevard and other areas in Metro Manila.

Moreno said anti-communist banners must be taken down because he wanted to “spread love, not hate, in this time of the pandemic.”

Likewise, the interior chief welcomed the banners against the CPP-NPA-NDF, noting that the communist rebels should return to their “peaceful lives.”

“I believe that these tarpaulins are expressions or manifestations of citizens or certain groups that they are already fed up with abuses and atrocities perpetrated by the CPP/NPA/NDF. I welcome such kind of expression to send the message to the [members] of CPP/NPA/NDF that they are not welcome in the national capital region, just like the constituents of other provinces, cities, and municipalities all over the country did,” he said.

“It’s time for the communist rebels to go back to the fold of the law and start peaceful and productive life,” Año added.

Año previously ordered local government units to declare communist groups as persona non grata, saying the National Task Force to End the Local Communist Armed Conflict is serious about ending the insurgency.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) said it is “consolidating” evidence against the Communist Party of the Philippines (CPP) and its supposed allies for them to be formally tagged as terrorists under the controversial Anti-Terrorism Act.

“We are consolidating evidence to support the designation of this Communist Party of the Philippines as a terrorist organization including all its alliances,” NTF-ELCAC spokesperson Lt. Gen. Antonio Parlade Jr. told ANC’s Headstart on Friday.

Parlade also said, “We’re just waiting for this designation and proscription of these organizations to be proscribed as terrorist organizations.”

During the interview, Parlade accused the women’s party Gabriela, youth organizations Anakbayan and League of Filipino Students, labor group Kilusang Mayo Uno, human rights group Karapatan, thinktank IBON Foundation, and lawyers’ group National Union of People’s Lawyers as “legal fronts” of the CPP.

These organizations have routinely denied the charge, which is frequently brought up against them by military and government officials.

Support for and even membership in activist groups is not the same as taking up arms against the government.

Under the heavily challenged Anti-Terrorism Act, the Anti-Terrorism Council (ATC) will automatically adopt the United Nations Security Council Consolidated List of designated terrorists and their financiers.

Members of radical Islamist groups such as Al Qaida, the Islamic State in Iraq and the Levant, Rajah Solaiman Movement, Abu Sayyaf Group and Jemaah Islamiyah are in the UN list, but not the CPP.

The European Union, however, has designated the CPP and its armed wing, the New People’s Army (NPA), as terrorists.

The Anti-Terrorism Act provides that the ATC may adopt requests for designation by other countries or supranational entities, such as the EU, as long as the person or organization to be designated meets the criteria under United Nations Security Council Resolution No. 1373.

Assets of individuals or groups who will be designated as terrorists will be frozen, as provided under the Anti-Terrorism Act. Under the law’s implementing rules and regulations, the names of those designated as terrorists will also be published online.

Proscription, meanwhile, is the declaration by the court that a group is outlawed due to terrorist activities. This is initiated by the Department of Justice (DOJ), authorized by the ATC upon the recommendation of the National Intelligence Coordinating Agency.

Under the law, a court may preliminarily proscribe a group as a terrorist organization within 72 hours after the DOJ’s application if it has determined that probable cause exists and that the issuance of the order is necessary to prevent the commission of terrorism.

“It’s very clear being members of this terrorist organization or recruiting people to be members of these organizations or being part of these preparatory acts … you will be liable in this law,” Parlade said.

Propaganda war?

Parlade landed in hot water yet again for issuing veiled threats against actress Liza Soberano after she spoke at a webinar hosted by Gabriela Youth.

In a statement posted on the official Facebook page of NTF-ELCAC, Parlade said Soberano still has a chance to “abdicate” the group and that if she does not, she will “suffer the same fate Josephine Anne Lapira,” a communist rebel who was killed in an encounter with soldiers.

For Parlade, this is just part of a propaganda war the government is waging against communist rebels and refused to apologize to Soberano.

“Now the government understands that this is actually political warfare, you have to engage the propaganda machinery of the CPP, the enemy, the threat,” he told ANC.

But for Akbayan chair emeritus Etta Rosales, Parlade’s red-tagging is just plain abuse.

“Abuse is abuse, whether it is from the NPA or the military. Akbayan will not tolerate either,” Rosales said in a statement.

“We will not allow our consistent stand against the atrocities and abuses of non-state actors to be exploited by irresponsible military leaders to threaten and red-tag civilians, much more muzzle the voice of legitimate dissent,” she said, in response to being tagged by Parlade as a “good left group.”

With the continuous joint peace efforts of 1102nd Bde and the local government, Twenty-three former rebels (FRs) from the Municipality of Patikul, Sulu were officially presented to Patikul Municipal Mayor Kabir Hayudini and 1102nd Brigade Commander Brigadier General Ignatius N. Patrimonio, PA last October 20, 2020 at Brgy Taglibi, Patikul, Sulu . Afterwhich, they were assisted to avail for birth late registration at the Local Civil Registry of same municipality.

In order to address the problem that most FRs don’t have any official documents on their own which consequently disqualifies them from availing livelihood and other programs, 1102nd Brigade facilitated the conduct of the said activity through the Municipal Task Force to End Local Armed Conflict (MTF ELAC) . Further, this is also an initiative to strengthen the monitoring system of the MTF ELAC to all of its FRs in the municipality of Patikul.

” As the father and Mayor of Patikul, I’m so happy that you have decided to come home. We welcome you with open hearts and we will do what we can in order to help get you back to your normal lives. With a document like your birth certificate, you will have a better access to all available programs of our government and other non government organization , ” said by Mayor Hayudini .

Indeed, the government is sincere of rehabilitating and helping our FRs to retrieve back their normal lives.
As what BGEN PATRIMONIO stated, ” Our efforts for the Former Rebels doesn’t stop on the day they have laid down their arms. Our help extends from providing security up to their full recovery physically, psychologically and even economically. That is how sincere we are in helping them ,though once upon a time they were our enemies.”

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela – BGen Laurence E Mina PA, Commander, 5th Infantry Division, Philippine Army joined Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Carlito Galvez Jr., as he leads the ceremonial decommissioning and destruction of firearms turned-in by the former members of Cordillera Bodong Administration-Cordillera People’s Liberation Army (CBA-CPLA) on October 23, 2020 at Camp Bado Dangwa, La Trinidad, Benguet.

A total of 444 firearms have been inventoried under the Disposition of Arms that is one of the components of the Memorandum of Agreement (MOA) between the Philippine Government and the CBA-CPLA. To recall, on November 21, 2013 there were 27 explosives that were detonated as part of the decommissioning. The said MOA signed by both parties signifies ceasefire agreement famously known as the Mt. Data Peace Accord or Sipat.

Prior to this, communist insurgency in the Cordillera was triggered by the exploitation of resources such as the establishment of Chico River Dam project and the Cellophil Logging Operations in the decade of the 70’s. After realizing that the ideology of the Communist Party of the Philippines-New People’s Army runs counter to the aspirations of the Cordillera People for ancestral domain and right to self-preservation, the Cordillera NPAs bolted out from the CPP-NPA. This was the birth of the CPLA.

Eventually, Executive Order No 49 signed by former President Benigno Aquino III, on July 04, 2010, called for the transformation of the CBA-CPLA into a legal socio-economic entity thus formation of the Cordillera Forum for Peace and Development.

In his message, OPAPP Secretary Galvez said that, “Nakita namin na talagang ‘yong pagbibigay ng armas sa ating gobyerno ay isang napaka-humbling experience po sa atin. Rest assured na yung ginawa niyo pong pagpapakumbaba at pagbibigay ng armas ay amin pong papantayan.”

Meanwhile, BGen Mina gave a brief summary of 5ID’s efforts in recognizing the voices of the Cordillerans and the government’s response to achieve the mutual goal of lasting peace and prosperity. He further reassured the Command’s support to the provisions of peace agreement between the GRP and CPLA.

Talacogon, Agusan del Sur – Fatigue and food scarcity had pushed the six (6) members of the Communist Terrorist New People`s Army (NPA) and Militia, to lay down their arms and surrendered to the 26th Infantry Battalion of the Philippine Army, today, October 23, 2020.

The surrender of six (6) NPA members consists of four (4) regulars and two (2) militias were the result of the intensified military offensive against them resulting in scarcity of food and fatigue in order to evade the presence of military forces. Anxious for their life and security, the former rebels decided to surrender and leave the terrorist movement bringing along with them their firearms.

In an interview, alias “Ben”, one of the former rebels and squad leader of Squad 2, Platoon 1, of SDG COMPAQ, North Central Mindanao Regional Committee (NCMRC), burst into tears as he reminisces his troubled life long experience in the armed group and loneliness for being far from his family. “Lisod kaayo among kahimtang sa sulod tungod sa amung pagpaningkamot nga makaikyas sa mga kasundaluhan nga naggukod sa amua. Wala kami tarong tulog ug kaon ug dili pud me makaduol sa amung mga kanhi masa sa pagpangayo ug tabang tungod nga mahadlok sila nga madamay sa amung gipangbuhat”, he said.

Alias “Ben” also expressed his anger towards NPA leadership cursing them that the promised of being equal in the society and inside the armed group as their campaign propaganda to urge more recruits are untrue. “Sa sulod sa unom katuig ug tulo kabulan nga naglihok ako sa armado, wala gyuy pag asenso sa akong kinabuhi sama sa ilahang gisaad nga kaharuhay nga matagamtagaman kung kami mag apil ug magsuporta sa kumonistang kalihukan. Ug ang kapait, pilion lang nila paghatag ug suporta ang mga pamilya sa among mga kadagkuan, ug kami nga ubos sa ilaha, pulos lang pasalig ang ilang ihatag”, he added.

“Busa gina awhag ko ang tanan nakung kanhi kaubanan nga anaa pa sa kalihukan sa pag surrender na mintras dili pa ulahi ang tanan, ang atong gobyerno sa nasud andam mutabang kanato alang sa pagsugod sa bag-ong kinabuhi nga gawasnon uban ang atong pamilya”,alias “Ben” further stated.

The six (6) Former Rebels are currently undergoing custodial debriefing and various types of assessment and documentation prior enrollment to the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government where the Former Rebels will be assisted during their reintegration and starting anew in their community.

Meanwhile, Lt.Col. Reynald Romel A. Goce, 26IB Commanding Officer, congratulates the six (6) Former Rebels on their decision to surrender. “I am glad that these people finally realized the futility of their distorted ideology. They have been experiencing hardships inside the armed group. Gladly, they manage to escape and make their way out from their complicated and messy life inside the terrorist movement. May their experiences urged the remaining members of NPA to go back to mainstream society and live a peaceful life with their family just like what the six (6) of their former comrades have done”, he said.

Lt. Col. Goce also appeals to other remaining members of NPA. “The government is committed in giving its full potential to assist any of you in your transition in going back to mainstream society as it was undertaken in the implementation of EO70 the “whole of nation approach”. But if you were hesitant to the law, I guarantee to all of you that the Army will not hesitate and always ready to use its force against peace spoilers and other threat groups who will continue to spouse terrorism, ” he ended.

BUENAVISTA, Agusan del Norte – Three (3) members of the New People’s Army (NPA) Communist Terrorist Group (CTG) in Agusan del Norte were successfully apprehended in their respective residences in a joint operation conducted by the 23rd Infantry Battalion and the Philippine National Police (PNP) in Butuan City at around 5:45 on the afternoon of October 21, 2020.

The three (3) NPA members were identified as Sherlita Perales, alias Bago @BEBE/ NANAY, legal age, female, married, and a resident of P-4, Brgy Caloc-an, Magallanes, Agusan del Norte; Honey Grace Kamanyan Perales @TISAY, of legal age, a resident of the same area, and a member of Guerilla Front (GF) 4A of the North Central Mindanao Regional Committee (NCMRC) of the NPA; and Maniel Bahian @RIBO/REVO, of legal age and an Intel Staff Officer of GF-4A, NCMRC.

The three were apprehended by the joint forces of the 23rd IB, the Magallanes Municipal Police Station, Agusan del Norte Police Mobile Force Company (ADNPMFC) and Butuan City Police Office (BCPO).

Sherlita Perales has a standing arrest warrant for the violation of Republic Act 9516 under Criminal Case No. 2019-517 issued by Judge Eduardo S. Casals of Regional Trial Court (RTC) Branch 2 in Butuan City while Honey Grace Kamanyan Perales is facing charges for Robbery in Band under Criminal Case No. 2019-610 in RTC Branch 5 in Butuan City.

Bahian, on the other hand, is charged with the crime of Arson under Criminal Case No. 2019-598 at RTC Branch 5 in Butuan C with no Bail Bond.

The three CNTs are members of the fund generating team of GF 4A who receive and collect extorted money and send it to Jelan Pinakilid alias BAKING, the Finance Officer, GF-4A, NCMRC, through money transfer.

“The arrest of the three CNT members is a big blow to the CNTs as we effectively cut their financial and other forms of support,” Paulo said.

The arrest will further weaken the remaining members of GF 4A in the area of Agusan del Norte and Butuan City.

“GF 4A is among the notorious CTG in Caraga Region and known for its extortion activities and harassments of villages especially in remote areas. For years, through the massive operations by the 23rd IB, this communist front is effectively debilitated with a handful of armed members remaining that threaten the local residents in remote areas,” Paulo said.

He emphasized that the Army will not stop in pursuing the remaining members of GF 4A until they make up their mind and go back to the fold of the law.

“We are always willing to help you to go back to normal life and we will never hesitate to assist you in availing the support of the government, especially from the Enhanced Comprehensive Local Integration Program (ECLIP) for you to start a new life,” Paulo said.

BUENAVISTA, Agusan del Norte – The 23rd Infantry (Masigasig) Battalion in supervision of the 402nd Infantry (Stingers) Brigade and in partnership with the Philippine National Police (PNP) and the local government units (LGU) of Nasipit and Carmen in Agusan del Norte and the municipality of Magsaysay and Gingoog City in Misamis Oriental conducted an Area Clearing Evaluation (ACE) to the eleven (11) barangays which are considered affected by the influence of the Communist New People’s Army Terrorist (CNT) and declared the aforementioned barangays as cleared from CNT affectations on October 22, 2020.

The eleven (11) villages include Aclan in Nasipit; Poblacion and Rojales in Carmen; Kalipay, Kamanikan and Malinao in Gingoog City; Cabalawan, Mindulao, Tinaan, Gumabon and Abunda in Magsaysay town. The ACE process conducted in the said barangays will be validated by the Area Clearing Validation Board (ACVB).

From June 29 to July 01 this year, series of send-off ceremonies for the Community Support Program (CSP) and Community Action (ComAct) teams were conducted by the 23rd IB, the PNP and the LGUs in the above-stated barangays. The activities were aimed to identify and address the issues exploited by the CNTs that continue to pollute the minds of the populace and persuade them to go against the government.

Pursuant to the guideline set in the Joint Letter Directive No. 3 of the Armed Forces of the Philippine (AFP) and the PNP, a barangay will only be declared as insurgency-free when the parameters are met. These considerations include the dismantling of the CPP-NPA politico-military structure; the denial of CPP-NPA access to the area, resources, and manpower and the establishment of a functioning barangay information network and integrated community public safety system, among others.

After a thorough analysis and spontaneous contribution of ideas from the local chief executives (LCEs), Punong Barangays, the PNP, 23IB, and other concerned agencies, ACE chairman Col. Cerilo O. Balaoro Jr., the deputy brigade commander of 402nd Infantry Brigade declared that the subject eleven (11) barangays have passed the parameters set by JLD No. 3, revised version, series of 2020, and can now be considered insurgency-free.

The said barangays have sustained the parameters set as totally free from CNT affectation with an endorsement to the National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC) to be considered as priority barangays for development in 2021 and on succeeding years.

The LCEs in said municipalities have expressed gratitude to the members of the CSP and ComAct teams of the 23rd IB and the PNP for their untiring efforts to clear the subject barangays from CNT affectation.

Lt. Col. Julius Cesar C. Paulo, the acting commanding officer of 23rd IB commended the barangay captains for their full support to the CSP and ComAct teams and to their dedication in fighting the insurgents in their respective localities.

“Insurgency is not only the concern of the Army, but this is the concern of everybody. We will work together with one mission to end the local armed communist in our municipalities,” Paulo said.

He also expressed sympathy to the struggles, fears and other forms of discomforts that the constituents in said barangays have undergone for years due to the presence of the CNTs.

“Sustain your resistance and defiance against these lawless and heartless terrorists and continue to support the democratic government of this country,” Paulo said.

He added that the dismantling of the organs of the communist movement in these barangays will pave the way for the different government interventions, to include infrastructures projects, economic programs and social services.

Col. Balaoro also commended the chief executives and barangay officials for the support they provided in continuing the campaign against insurgency, as they regarded them as the partners of the AFP and the PNP in peace and development works.

“The clearing evaluation process is an important step, not only in clearing these barangays from the influence of the CNTs, but also in the groundwork of allowing development initiatives that have long been hindered by conflicts caused by the presence of these terrorists,” Balaoro said.

He also emphasized that winning the war against insurgency can only be achieved through combined efforts of all sectors and stakeholders.

“We will work with you in your communities not only to address the security and peace concerns but also to assist and facilitate the delivery of government services,” Balaoro said.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela – “Be sure to have your best understanding in the dynamics of peace and conflict in your Area of Responsibility,” a resounding reminder of MGen Arnulfo Marcelo B Burgos Jr PA, Commander, Northern Luzon Command, as he delivered his message to the Startroopers in his talk to troops upon his first visit in 5th Infantry Division, Upi, Gamu, Isabela on October 21, 2020.

MGen Burgos Jr lauded the accomplishments of the Startroopers in winning the peace in North Eastern Luzon despite the challenges brought about by COVID19 pandemic.

In his message, MGen Burgos Jr acknowledged that the campaign of 5ID against insurgency is on the right track. He further reechoed that revisiting and reassessing the status of the insurgency campaign is important to identify the gaps and problems encountered in addressing insurgency.

He then encouraged the Startroopers to support the programs and activities of the Regional and Local Task forces to End Local Communist Armed Conflict to sustain collaboration among all involved government agencies through the Intensified Stakeholder’s Engagement.

He concluded his message by expressing his confidence that the Startroopers can level up the tone and tempo for a joint, strategic, and synergized Unified Command. “We shall incrementally strive to be the model Unified Command for the AFP. Let us achieve our milestones and waypoints as articulated in our transformation roadmap.”

Meanwhile, MGen Burgos also visited the 502nd Infantry Brigade in Echague, Isabela and 503rd Infantry Brigade in Tabuk City, Kalinga to ensure that all units are doing well in the campaign against insurgency and to assess the preparedness of the units in extending humanitarian assistance and disaster response amidst the threat of the CoVid -19 pandemic. On the other hand, Col Steve D Crespillo Inf (GSC) PA, Commander of 501st Infantry Brigade based in Lal-lo, Cagayan was also engaged by NOLCOM Commander during the activities at 5ID Headquarters.

CLAVERIA, Misamis Oriental- A total of 250 leaders out of 1500 members of Underground Mass Organization (UGMO) withdrew their support to the Communist Terrorist Groups (CTGs) and vowed allegiance to government during a Peace Rally held at the Covered Court of Don Restituto Baol Central Elementary School, Gingoog City, Misamis Oriental yesterday, October 21, 2020.

The activity was made possible through the joint effort of the Local Government Unit (LGU) of Gingoog City, Gingoog City Police Station (CPS), City Disaster Risk Reduction Management Office (CDRRMO), and the Army’s 58th Infantry “Dimalululpig” Battalion under the leadership of Lt. Col. Ricky L Canatoy.

The former mass supporters who were fed up with the lies and deceptions of the NPA came from different affected communities in Gingoog City such as Brgy Lunao, Santiago, Agay-ayan, Brgy 29, Brgy 24, Brgy 26, Kipuntos, San Luis, San Juan, Punong, and Binakalan.

The highlight during the activity was the burning of CPP-NPA flag which signifies their withdrawal support and at the same time, the Oath of Allegiance to government which also denotes their full support to the campaign against insurgency. This was followed by the signing of commitment and support of the people of Gingoog to the government’s peace programs.

During the activity, Mr Leopoldo Regis, a former mass organizer shared his experiences on how he was deceived for 18 years and how he struggled on bringing the issues of their communities in rallies hoping for it to be resolved as what the NPA had promised. However, he was disappointed after realizing that all were false promises and he was only used for organizing associations that will go against the government.

“We are grateful to the Community Support Program (CSP) teams of 58IB and the LGU Gingoog City for their efforts in reaching us, for making us realized the deceptions and exploitations of the CPP-NPA. Now, there will be no more support to the NPA while we are in full support to the government in attaining lasting peace,” said Regis.

In his message, Hon. Erick Cañosa, Municipal Mayor said, “We are peace partners and rest assured that we will give our best effort to drive away these pests from all the communities so that we can achieve peace and development of our beloved city.”

Meanwhile, Lt. Col. Ricky L Canatoy, Commanding Officer of 58IB said, “This peace initiative symbolizes the empowerment of the affected communities to fight against terrorists. Moreover, this is a challenge for the Local Chief Executives to strengthen their efforts in resolving issues and concern of their constituents in order to prevent them from being exploited and deceived by the CTGs.”

The said activity was concluded by a march protest rally in which participants were raising placards with messages denouncing NPA infiltration and messages supporting the government’s campaign against insurgency.

CAMP LEON KILAT, Tanjay City, Negros Oriental – The 302nd Infantry Achiever Brigade has a new Commander, COL LEONARDO I PEÑA (MNSA) PA replacing BGEN NOEL T BALUYAN PA during the Change of Command Ceremony on October 20, 2020, tuesday at the Headquarters, 302nd Brigade, Camp Leon Kilat, Tanjay City, Negros Oriental, with MGEN ERIC C VINOYA PA as Presiding General Officer.

After successfully leading the Achiever Brigade for one (1) year and two (2) months, BGEN Baluyan relinquishes his command to COL LEONARDO I PEŇA (MNSA) PA as the Commander of the 302nd Brigade. BGEN Baluyan will take post as the new Assistant Division Commander (ADC), 3ID, PA at Camp Peralta, Jamindan, Capiz. In his message, Brigadier General Baluyan described his stint as “the most socially enriching, fulfilling, rewarding and exciting assignment” he has ever had.

He thanked all the stakeholders, the governor, the local chief executives, LGUs, the PNP counterparts, his troops and the higher Headquarters that he has immensely worked with that enabled him to achieve the mission and vision of the Brigade. He requested them to give the same level of support, if not more, to the incoming Brigade commander, COL PEÑA.

COL PEÑA is now the new commander of the 302nd Infantry Achiever Brigade. He was formerly the Chief of the Unified Command Staff (CUCS) of the Western Mindanao Command (WESTMINCOM) AFP. COL PEŇA in his acceptance speech said, “God has a plan and vision for me to fulfill as I humbly assume this position to be of service to the Filipino people of Visayas, particularly, Negros Island. Rest assured that I will be a team player in achieving our ultimate goal of peace and progress in this part of our country. Peace requires the integration of an encompassing approach, one that demands the employment of military and non-military solutions and leaves no sector behind. With this in mind, we shall converge and harmonize our efforts to attain our comprehensive security template.

We will continue strengthening our cooperation with government agencies and partner stakeholders to realize inclusive peace and pursue our localized peace initiatives and community support programs.” He further stressed that the 302nd brigade “will remain a force to be reckoned with not by mere weapons but by deeds.”

The keynote speaker and presiding officer for the said occasion is MGEN Eric Vinoya, PA, the commander of the Joint Task Force Spearhead and the 32nd commander of the 3rd Infantry Division. In his message, he congratulated and thanked BGEN Noel Baluyan for the remarkable services he has rendered to the 3rd Infantry Division. CAMP Siongco, Maguindanao – Another unexploded ordnance was found by a civilian active auxiliary in Purok 4, Brgy New Igbaras, Pigcawayan, Cotabato on October 17, 2020.

Acting on the tip from a civilian active auxiliary the troops from 34 Infantry Battalion immediately proceeded to the area for security. In response to such, the 34th Explosive and Ordnance Disposal Team imposed safety procedures with the recovered UXO, and they further determined that it was 76mm high explosive cartridge.

34th EODT immediately rendered safety procedure and brought the said cartridge at a designated disposal site.

Major General Juvymax R. Uy, Commander of 6th Infantry Division and Joint Task Force Central appealed to the people to immediately report to proper authorities if they discover or stumble upon unexploded ordnance and other suspected items to avoid accidents.

CAMP SIONGCO, Maguindanao – Three members of the Communist New People’s Army terrorist were presented to Maj. Gen. Juvymax R. Uy, Commander of 6th Infantry Division and Joint Task Force Central, during a simple ceremony at 602nd Brigade, Carmen, North Cotabato on October 19, 2020.

The former rebels have withdrawn their membership to the Communist Terrorist Group and yielded to the members of 90th Infantry (Bigkis-Lahi) Battalion based in Lower Paatan, Kabacan, North Cotabato through the leadership of their Commanding Officer, Lt. Col. Rommel Mundala.

One of the returnees said that they have been in the movement for several years but nothing has changed. The 3 former members of CTG belonged to the Guerrilla Front 53, Southern Mindanao Regional Committee where they carried along with them 3 high powered firearms and anti-personnel mine (APM).

Brigadier General Roberto S. Capulong, 602nd Brigade Commander, vows to continue working to step up the pace in the campaign to end local communist armed conflict in its area of operation, “the withdrawal of support and membership of these CTNs is an indicator the we are winning the fight against these decades long fight against the communist organization“ BGen Capulong said.

“I would like to express my gratitude to the former CNTs who decided to return to folds of the government. I urge you to convince your comrades to do the same and be with their families and love ones” Major General Uy said.

The presence of Honorable Governor Nancy Catamco of North Cotabato highlighted the event. She assured the former rebels that the government of North Cotabato will help facilitate the psychosocial programs intended for those who have returned to the mainstream society.

CAMP Siongco, Maguindanao – The team from 6th Field Artillery Battalion (6FAB) was declared as the winner in the endurance firing while the pair from 38th Infantry (We Clear) Battalion won the Map reading and Land Navigation in the first day of Amazing Race dubbed as “KAMPILAN Buddy Challenge 2020” held at 602nd Brigade, Camp Lucero, Carmen, North Cotabato on October 19, 2020.

With so much enthusiasm, courage and zeal, the team of 6th FAB won by hitting 9 bull’s eye of their targets with the least time during the running phase of this event.

In the Map Reading and land navigation competition, the team from 38th Infantry (We Clear) Battalion got the first place, followed by teams from Tactical Operations Group (TOG12) as 2nd place and 6th IB as the 3rd placer.

All other teams were determined to finish on top but in every game, there are always those who are better than the others, thus exemplifies the essence of sportsmanship.

“Attitude lang talaga, huwag lang maging negatibo at pag-aralan ang bawat movements ng laro” one of the participants said during the interview while the event is ongoing.

Major General Juvymax R. Uy, Commander of Joint Task Force Central said that he replicated the amazing race from the United States when he took courses there. He wanted to share those experiences to the soldiers of 6th ID and JTF Central to better enhance the skills, stamina and camaraderie among our units. It is also highlight by the participation of the different stakeholders which the command considers as the “Buddy’s” in bring peace, security, prosperity and development in this part of Mindanao.

This year’s anniversary activities focused on the theme “Tatlumpu’t Tatlong Taon na Makataong Serbisyo kaisa ang Mamamayan tungo sa Kapayapaan, Kasaganahan at Kaunlaran ng Timog Sentral Mindanao.”

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela – 95th Infantry (SALAKNIB) Battalion, Philippine Army facilitated a three-day Indigenous People Leadership Summit at Camp Melchor F Dela Cruz, Upi, Gamu Isabela on October 19-21, 2020.

The said activity was participated in by 18 Calinga tribe leaders and members who came from different IP communities in San Mariano, Isabela. The activity aimed to build the capability of the Calingas as vital members of the society.

Marites Baraquio, a Calinga leader who is among the participants, showed how enthusiastic she was on the appreciation in their role in the society.

“Sa pamamagitan ng aktibidad na ito, naramdaman namin ang kalinga at pagpapahalaga ng pamahalaan sa aming tribo. Nabigyan kami ng pansin at importansya sa aktibidad nan ito. Malaking bagay ang mabigyan kami ng pagkilala upang makilala ang aming kultura. Patutunayan namin ngayon ang aming kapabilidad para makapag-ambag sa pagsasa-ayos ng takbo ng aming lokalidad.”

She also said that the activity benefited her and the other participants with the leadership training. As an IP leader, Baraquio learned how to handle issues that concerns their tribe in which she will eventually pass on to the members in their community.

“Napakalaking tulong po nitong summit dahil marami kaming natutunan. Una ay ang patungkol sa tunay na kalagayan ng seguridad at insurhensiya sa bayan at kung anu ang mga hakbangin ng pamahalaan para sa mamamayan. Pangalawa, ay ang mga dapat gawin sa pagkakataong may mangyaring krimen sa komunidad. Napakalaking bagay din na natutunan sa kahalagahan ng pagkakaisa at pagdadamayan ng bawat isa.”

She expressed her gratitude to the Philippine Army for their sincerity in addressing their issues that made them feel the peace and progress that they have been hoping for. “Mabuti na lang at dumating ang mga sundalo sa San Mariano para hindi na kami natatakot sa mga rebeldeng grupo. Malaki rin ang pasasalamat ko na may ganitong aktibidad para sa amin dahil mas naliwanagan kami sa ginagawang panlilinlang sa amin ng mga makakaliwang grupo. Ngayon, kaya na naming ipagtanggol ang aming mga karapatan at alam na namin kung sino ang tunay na malalapitan.”

National Commission on Indigenous People Region 02 Director Ronaldo Daquioag graced the said event. In his speech, he emphasized the importance of the implementation of Indigenous Peoples Rights Act (IPRA) Law for the protection of the Calingas rights and welfare. This is also a protection for the IPs against the Communist Terrorist Groups’ (CTGs) deception and recruitment. IPLS is a big deterrent to insurgency and also a way to educate the Calingas regarding the said law.

Isabela Police Provincial Office headed by PCol James Cipriano also briefed the said tribe on their campaign against criminality while National Intelligence Coordinating Agency shared their insights on the CTGs’ movements. Good governance through the Whole-of-Nation Approach is just a step to attain inclusive peace and development in our community that may result in ending the local communist armed conflict.

BGen Laurence E Mina PA, Commander, 5th Infantry Division, recognized the effort of the Salaknib Battalion in order to protect the welfare of the Calinga tribe. “Let us advocate the implementation of IPRA Law for our IPs and let them feel that they belong to the mainstream of the society. TANDAG CITY, Surigao del Sur, Oct. 23 (PIA) -- Local authorities have intercepted a green Fuso canter truck (Plate No. RFT 250) carrying explosives, and groceries and food supplies believed to be headed for the Communist Terrorist Group (CTG) camp recently in the province.

According to the report from the 36th Infantry Battalion (36IB), around 1:45pm, Oct. 14, the 36IB troopers and the Provincial Mobile Force Company (PMFP) at a checkpoint along the National Highway of Brgy. Zone 3, Lanuza flagged down a cargo truck loaded with various items.

Prior to the incident, the 36IB troopers had coordinated with the Municipal Police Station of Lanuza for they were tipped about the transport of the goods by civilian informants. After more than an hour, the team successfully intercepted the cargo truck.

The arrested suspects were identified as Marcelo Ramos Omos, driver; Ramil Pan Berezo, mason/carpenter; Marlon Febra Cervantes, laborer; Joey Mercansel Silagan, carpenter; Brian Balatero Paglinawan, laborer. They were brought to the Lanuza Municipal Police Station (MPS) for investigation.

The authorities seized the following items: two improvised bombs; one Bagong Hukbong Bayan flag; 20 pairs of black rubber boots; three sacks of rice; one sack of flour; one half (½) sack of salt; 20 packs “Odong”; 30 Bioderm bath soaps; one box mega sardines; 20 pairs of black socks; nine packs sanitary napkin; six pieces of men’s underwear; 20 kilos brown sugar; Five bags of Super Lamig Menthol Candy; 10 bags of Nescafe stick; Four bags Nescafe 3n1; two gallons cooking oil; one-gallon soy sauce; Five empty plastic containers; and six cellophane sacks.

According to 36IB commander Lt. Col. Jezreel Diagmel, they have already closely monitored the companies or business firms/contractors, politicians, and other supporters from the different sectors based on the profile they have on the record.

Lt. Col. Diagmel added that the relentless conduct of checkpoints of the PNP and AFP and other stakeholders has paid off in stopping the flow of supplies towards the NPA terrorists.

"This resource control operation will continue in order to put a stop to this scheme of the armed group targeting particularly the contractors, politicians, business firms, and individuals," he said.

"We urged them to stop supporting the armed struggle instead, support our government. We will institute security measures together with the PNP to safeguard the flagship projects in our area of operations," Lt. Col. Diagmel added. (PIA-Surigao del Sur)

BUENAVISTA, Agusan del Norte, Oct. 23 -- The troopers of 23rd Infantry “Masigasig” Battalion (23IB) discovered another hideout of the CPP-NPA Terrorist (CNT) in the forested area of Sitio Fatima, Barangay Ibuan, Las Nieves, Agusan del Norte on October 17, 2020, at around 4:00 p.m.

While the troops were conducting security operations, they discovered an abandoned CNT hideout which has an estimated land area of two hundred square meters (200m) that can accommodate more or less 20 persons and believed to be abandoned for about a month ago prior to discovery.

The government troops also seized in said abandoned hideout 20 rolls of Blasting Cap Leg Wire; one D-Size Battery (Eveready); and one small Plastic Box.

Lt. Col. Julius Cesar C. Paulo, the Acting Commanding Officer of 23IB, expressed his gladness on the continuous recovery of CNT hideouts stating that they will be having a hard time to adjust in their present situation.

“As we can see, these CNTs have been leaving their hideouts and they cannot settle in a stable place because surely, the troops will always locate them wherever they hide. I don’t know how deep the CNT propagandas have rooted in the soul of the NPAs why they still choose to suffer living in the mountains. I cannot imagine why they choose to live in those temporary-built hideouts which cannot even protect them nor provide convenience to their daily living, where in fact, they can go back to their respective homes and live a peaceful life with their families,” Paulo said.

He also called on the people of Barangay Ibuan, be vigilant on the activities of the CNTs whom he described as traitors for their continued disrespect of human rights.

“These CNT members are killers as they always have that intention to kill, not only the government forces but also the innocent civilians, especially the Indigenous Peoples (IPs),” Paulo said.

He emphasized that the recovered blasting caps, leg wires and other war parapernalias are proofs of CNTs continued production and use of the banned Improvised Explosive Devices (IEDs) which brings great threat not only to the government forces but also to the innocent civilians.

“We encourage everyone to stop supporting their group whenever they will go back to the said hideout. Report it immediately to us in order to prevent them from conducting atrocities in your peaceful community. ASIPULO, Ifugao, Oct. 22 (PIA) - - The government through the Enhanced Comprehensive Local Integration Program (ECLIP) has provided more than P6 million- worth of assistance and benefits to former rebels and their supporters in the province.

The Provincial Social Welfare and Development Office (PSWDO) reported that a total of 134 regular New Peoples Army (NPA) and Militia ng Bayan (MB) members mostly from the municipalities of Asipulo and Tinoc had surrendered to government authorities at the end of 2019. The government provided these surrenderees a total of Php6, 577,000.00-worth of assistance consisting of immediate assistance, livelihood assistance and firearm remunerations.

Morever, the 54th Infantry Battalion reported that through their Community Support Program in partnership with all stakeholders, the Kilusang Larangang Guerilya (KLG) – Ifugao was dismantled in the fourth quarter of 2019.

QUIRINO, Ilocos Sur, Oct. 23 (PIA) - Member-agencies of the Poverty Reduction Livelihood Employment Cluster in Ilocos Sur (PRLEC) of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC), through the 69th Infantry (Cougar) Battalion of the 702nd Infantry Brigade, 7th Infantry Division Philippine Army, headed by Lt. Col. Mario J. Igmen INF (GSC) PA, engaged with the residents of barangay Patungcaleo here through a community dialogue held last Oct. 20.

The activity aimed to establish a stronger linkage between the residents and the government.

It was attended by 92 residents of the said barangay — the majority of whom are former members of the Save Quirino Movement (SQM) - a Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) affiliated mass organization formed and exploited by communist organizers from Kilusang Larangang Gerilya-Abra, Mountain Province, Ilocos Sur (KLG-AMPIS).

Through the Community Support Program efforts of the 69IB, members of SQM were enlightened of the communist deceptive scheme that led to their withdrawal of allegiance from the CPP-NPA-NDF.

They will formalize their withdrawal of support by taking an oath and signing a pledge of commitment to the government in an activity this October to be facilitated by the local government unit (LGU), according to 1LT Laurence Mark P. Agbayani (INF) PA, Commanding Officer of the Bravo (HUNTER) Company, 69IB, 7ID.

In his testimony, Rowel Valdez, President of Upper Madapoy Farmers Association (formerly Dur-as Patungcaleo Farmers Association), expressed his gratitude to the 69IB for opening their minds on the communist deceptive scheme of the CPP-NPA-NDF.

“Inakit nila kami sa pamamagitan ng pagbibigay ng mga kailangan sa pagsasaka katulad ng pala, bareta panghukay, kartilya at palakol. Noong binigay na nila ang mga iyon, sinasama na nila kami sa mga rally,” he said.

He added, “Noong dumating ang 69IB dito at ipinaliwanag na illegal iyong mga nag-organize sa amin dahil sumusuway ito sa gobyerno, napagisip-isipan namin na talagang hindi umaayon sa gobyerno iyong founder namin kahit nagbibigay sila ng tulong pero nilalabag naman ang gobyerno."

“Na-realize namin na ito ang tamang gawin at nagpapasalamat kami sa Philippine Army dahil mas newspanatag na kami ngayon,” he further added.

During the dialogue, the Technical Education and Skills Development Authority (TESDA), headed by Provincial Director Socorro Galanto and the Department of Trade and Industry (DTI) in Ilocos Sur, headed by Provincial Director Grace Lapastora, introduced the various trainings and assistance that are available and can be provided to the target recipients to improve and develop their livelihood based on the resources they have in the community.

The women sector identified the need to undergo skills training on dress making and beauty care so the TESDA committed to conduct training on Dressmaking NC II, and Manicure and Pedicure.

The DTI also committed to conduct Basic Skills Training on Commercial Baking as the residents believed that cakes, pastries and breads are in demand not just during occasions but every day because they have become common food items in homes.

“Kung sino ang mga maunang mag-training, sila ang magsisimula at magtutuloy-tuloy at i-assign namin na magtuturo ng paggawa ng tinapay sa inyong komunidad kasi we are not giving the training to an individual but to a community,” PD Lapastora told the recipients.

"Alagaan natin ang mga oppurtunity na ito. Kapag sinimulan po natin ay sana tapusin din po natin dahil kung hindi natin makuha lahat ng lectures/demonstrations, hindi natin ma-a-aral ng mabuti ang training na ibibigay namin sa inyo,” PD Galanto added.

They also assured that if they cannot conduct the said training this year, they shall allocate budget for its implementation for the first quarter of year 2021.

Moreover, Lt.Col. Igmen thanked the support of the PRLEC member-agencies as well as the LGU Quirino to the National Task Force-ELCAC’s campaign to end the local communist armed conflict not just in the province but in the country.

“We are happy to see the developments in our campaign to end the local communist armed conflict. We believe that with every concerned government agency performing its mandates and addressing the prevailing issues in the communities, we will end this insurgency. We assure everyone that the Philippine Army will always be your partner in our quest for lasting peace in the country,” said in an interview.

SANTIAGO, Ilocos Sur, Oct. 23 (PIA) - - Another 39 members of the Underground Mass Organizations (UGMO) in Ilocos Sur withdrew their support to Communist Terrorist Groups (CTGs) and pledged their loyalty to the government in a ceremony held at Barangay Salincub covered court here on Oct. 20.

These 39 UGMO members came from the following groups: three from Sangay sa Partido sa Lokalidad (SPL), 22 from Pambansang Kilusan ng Magsasaka (PKM), eight from Malayang Kilusan ng Bagong Kababaihan (MAKIBAKA), and six from Kabataang Makabayan (KB).

According to 81st Infantry (SPARTAN) Battalion (IB) Commanding Officer Lt. Col. Rodrigo A. Mariñas, Jr. of the Philippine Army (PA), the activity was a result of the joint efforts of the Community Support Program (CSP) team of Alpha Company 81IB, Santiago Municipal Police Station, and the local government unit (LGU) through its municipal task force in ending local communist armed conflict.

“This is a part ng peace at reconciliation effort ng Philippine Army sa area sa pamamagitan ng support ng LGU para maliwanagan ang mga residente lalong-lalo na ang mga kabataan at kababaihan dito para matigil na ang pagsuporta nila sa Komiteng Larangan Gerilya - South Ilocos Sur (KLG-SIS) at pagtigil ng paglilinlang nila sa mga residente rito,” said Lieutenant Colonel Mariñas.

Said UGMO members also pledged loyalty to the Flag (Panunumpa sa Watawat) and took their Oath of Allegiance to the government in a ceremony officiated by Vice Mayor Adrien Lawrence Miranda.

After the ceremony, the Technical Education Skills and Development Authority (TESDA) in Ilocos Sur conducted profiling of the said UGMO members and had them fill out Learner's Profile Form for the conduct of Electrical Installation and Maintenance NC II under the Special Training for Employment Program (STEP), funded by the Office of Second District Representative Kristine Singson.

It will be conducted by the Tagudin Institute of Science and Technology, Inc., a Technical Vocational Institution which undertakes specialized training activities for TESDA accredited programs.

In his message, Vice Mayor Miranda thanked the Philippine Army and the Philippine National Police for working hand-in-hand in keeping their municipality peaceful, thus ending insurgency in the affected barangay.

“Hindi lamang ang mga kasama natin dito na dating miembro ng UGMO ang naisalba mula sa maling impluwensya kundi ang buong Barangay Salincub at Bayan ng Santiago dahil isa sa mga taktika ng kabilang grupo ay once na maka-recruit sila, inuutusan nila ang mga ito na mag-recruit pa ng iba kaya patuloy na lumalaki ang bilang ng mga kumakalaban sa gobyerno. Kaya naman nagpapasalamat kami sa Philippine Army dahil napigilan itong mangyari at sana wala ng residente sa ating bayan ang malinlang pa ng mga CTGs,” he said.

In her testimony, Alias ‘Gigi’, a member of the women and the youth sector in barangay Salincub who was one of the said UGMO members, narrated some of her experiences during her stay in the mountains with the CTGs.

“Mahirap po kasi kapag naipit ka sa sitwasyon kaya ginusto ko ring sumama sa kanila sa bundok para makita ko iyong sitwasyon nila pero isa sa mga na-experience ko ay tinuruan nila kami kung paano magkalas ng baril. Alam ko po na mali iyon,” she said.

“Nilinlang nila kami sa pamamagitan ng pananakot kaya nagpapasalamat kami sa Philippine Army at binuksan nila ang aming isipan sa mga maling gawain nila,” Alyas ‘Mario’ added.

Alyas ‘Toto’, one of the said UGMO members and a barangay official, is hopeful that through this, barangay Salincub will remain insurgency-free maintaining its peacefulness and continuing its progress and development.

“Sa pamamagitan ng programa ng gobyerno, naputol na ang komunikasyon ng ating barangay at mga NPA. Kaya aking mga kabarangay, pahalagahan natin ang aral na ito dahil sa pamamagitan ng pakikipag-usap o pagbibigay natin ng kahit kaunting tulong sa kabilang grupo ay malaki na ang epekto sa insurhensya na siyang problema natin ngayon. Nagmamakaawa kami na sana’y pagtulong-tulungan natin na panatilihin ang kapayapaan upang magtutuloy-tuloy ang progreso sa ating barangay,” he said.

Earlier, 42 UGMO members in Narvacan, Ilocos Sur also withdrew their support from the CTGs.

Through the continuous efforts of the CSP teams deployed in various CTG affected areas in the province, with the help of the LGUs, more UGMO members will be enlightened and withdraw their allegiance to the CTGs in the pursuit of ending insurgency in Ilocos Sur. (JCR/JPD/JMQ, PIA Ilocos Sur)

A suspected communist New People’s Army (NPA) rebel allegedly behind the killing of a village councilor in Surigao del Norte in 2018 was arrested by authorities Friday morning, a police official said.

Capt. Dorothy Tumulak, Police Regional Office in Caraga (PRO-13) public information officer, identified the suspect as Daniel Revil Betita, 26, of San Francisco town, Surigao del Norte.

“Betita was apprehended by the combined forces of San Francisco Municipal Police Station, the 1st Surigao del Norte Provincial Mobile Force Company and 29th Infantry Battalion of the Army, in a law enforcement operation conducted against wanted person around 5:20 a.m. today (Oct. 23) in Barangay Magtangale (San Francisco),” Tumulak said.

Betita was among the three suspects in the killing of Johnny Yortas Bernadez, a barangay councilor in Magtangale in ? town on July 28, 2018, Tumulak said.

PRO-13 director Brig. Gen. Romeo Caramat Jr. said the suspect is an active member of Guerrilla Front 16B of the NPA's North Eastern Mindanao Regional Committee.

“The arrest is part of our continuous campaign against criminality and insurgency in the Caraga Region,” Caramat said.

On Oct. 21, police and Army operatives also arrested three suspected NPA members in Agusan del Norte who have pending arrest warrants for various crimes.

“This notable accomplishment bespeaks of the dedication of the involved Philippine National Police and AFP (Armed Forces of the Philippines) personnel and their commitment to serve and protect the Caraganons,” Caramat said.

The recent arrest of three suspected communist New People's Army (NPA) members dealt a major blow to their extortion activities in Agusan del Norte, an Army official said Friday.

Police and Army personnel apprehended Sherlita B. Perales, 62; Honey Grace C. Perales, 18; and Marnel G. Bahian, 25; on Wednesday in separate operations in the towns of Magallanes and Buenavista, both in Agusan del Norte.

The three have standing warrants of arrest for various crimes, and are allegedly active members of Guerilla Front 4A of the NPA's Northeastern Mindanao Regional Committee.

Lt. Col. Julius Cesar C. Paulo, commander of the Army's 23rd Infantry Battalion, said the three were tasked with generating money for the rebel unit.

“The three CNTs (Communist NPA Terrorists) are members of the fund generating team of GF 4A who receive and collect the money being extorted in Butuan City and other towns in Agusan del Norte,” Paulo said.

In particular, he said the suspects worked as collectors for money extorted by GF 4A finance officer Jelan Pinakilid from the different establishments and businesses in the province, and would send the collected cash through money transfers and couriers.

Paulo said Bahian, who is facing arson charges, also served as an intelligence staff of GF 4A operating in this city and the towns of Carmen, Buenavista, Nasipit, and Las Nieves in Agusan del Norte.

“The arrest of the three CNT members is a big blow as we effectively cut their financial and other forms of support,” Paulo said. “GF 4A is among the notorious CTG (Communist Terrorist Group) in Caraga Region and known for its extortion activities and harassments of villages, especially in remote areas."

In April 2016, Paulo said a former Milisya ng Bayan member under GF 4A who surrendered to the 23IB disclosed how the NPA collected millions from different businesses in Agusan del Norte.

Paulo said the Army's sustained operations have “effectively debilitated GF 4A with only a handful of armed members remaining that threaten the residents in remote areas".

He said that the Army will not stop pursuing the remaining members of GF 4A "until they make up their mind and go back to the fold of the law".

“We are always willing to help you to go back to normal life, and we will never hesitate to assist you in availing the support of the government, especially from the Enhanced Comprehensive Local Integration Program for you to start a new life,” Paulo said.

Armed Forces of the Philippines (AFP) chief-of-staff, Gen. Gilbert Gapay on Friday called for unity in protecting vulnerable sectors of the community from possible radicalization.

Gapay said these vulnerable sectors include schools, orphanages, and evacuation centers.

The AFP chief issued the statement to "contextualize" his earlier remark that the military is looking into sectors of communities that, owing to their vulnerabilities and prevailing circumstances, could be targeted by violent extremists and thus in danger of being radicalized.

”But while I am sincere with my desire to warn against radicalism and defeat violent extremism, I am mindful as I am concerned that I might have offended the feelings of some of our Muslim leaders, brothers, and sisters. That was never intended," Gapay said in a statement.

Gapay also clarified that he never said Madrasah (Islamic schools) are spreading radicalization or sowing terrorism among its students as he believes that Islam is a religion that espouses peace.

"What I meant to say was there are unscrupulous individuals wanting to infiltrate schools to do just that - spread hate and plant the seeds of terrorism. And this is what we in the AFP want to vigorously prevent," Gapay said.

Also, he added that combating violent extremism is a must when terrorism has gripped communities.

Gapay, however, said prevention is a better measure than countering it and this is why he is calling for cooperation, collaboration, and unity among the military, school administrators, and agencies of government like the Department of Education, Department of Social Welfare and Development, and National Housing Authority to address the issues that may possibly be exploited by the terrorist recruiters.

“As a gesture of our sincerity, and to further clarify the statement I have previously made, I desire to reach out to our Muslim leaders. I am initiating a dialogue through the help of well-meaning individuals. I am confident that by listening to each other, we can thresh-out and resolve issues," he added.

Department of National Defense (DND) Secretary Delfin Lorenzana thanked the Australian government for its continued support to the country's efforts to contain the coronavirus disease (Covid-19) pandemic.

Lorenzana showed his appreciation during a meeting with his Australian counterpart, Defense Minister Linda Reynolds, at the Villamor Air Base, Pasay City Thursday.

"Discussions focused on the coronavirus disease 2019 (Covid-19) with the SND (Secretary of National Defense) expressing appreciation for Australia’s $1 million support for the expansion of the infectious diseases ward of the Victoriano Luna Medical Center as well as the donation of $2 million in medical and personal protective equipment that will capacitate hospitals under the AFP Health Service Command," DND spokesperson Arsenio Andolong said in a statement Friday.

This gesture of support is anchored on the Enhanced Defense Cooperation Program, which expanded the defense cooperation between the two countries following Australia’s contributions to the Philippines’ counter-terrorism efforts, he added.

The bilateral meeting between the two defense chiefs followed a previous meeting at the sidelines of the 6th Asean Defense Ministers’ Meeting (ADMM)-Plus in Thailand in November 2019 as well as a virtual meeting last May.

Both countries have also expressed satisfaction that the Philippines and Australia have been able to sustain and further enhance the two countries’ defense relations despite the pandemic through the virtual defense and military dialogue.

"It was highlighted that preparations for Philippines-Australia activities next year have continued and that such activities will be conducted once conditions allow, subject to the approval of Philippine and Australian authorities," Andolong added.

Lorenzana also reaffirmed support for Australia’s co-chairmanship of the ADMM-Plus Experts’ Working Group (EWG) on Military Medicine with Brunei Darussalam.

Also, the DND chief expressed appreciation for Australia’s support for Asean centrality and lauded Australia’s 2020 Vision for Defence Engagements with the regional bloc.

The two defense chiefs also agreed on the importance of maintaining freedom of navigation and overflight in the South China Sea as well as compliance with international law, particularly the United Nations Convention on the Law of the Sea.

The Supreme Court (SC) may opt to seek the advice of more legal experts of long-standing practice to shed light on resolving the more than three dozen petitions questioning the Anti-Terrorism Act of 2020, Chief Justice Diosdado Peralta said on Friday.

In an online press briefing, Peralta said the court "will resolve that problem in due time", adding that he was referring to the plan to invite two or more "amicus curiae" (friend of the court) to assist the tribunal.

Aside from this, Peralta said the magistrate to whom the cases have been assigned is presently determining common issues raised in the 37 petitions and conceded that they "did not expect that many petitions to be filed".

Peralta said he hopes the justice to whom the cases had been assigned "will be ready to submit the issues to us when we come back on November 3 and set the case for a preliminary conference".

"I think, by the middle of November, we can already agree on the date of the oral argument," Peralta said. The original date for oral arguments had been set for September but has since been moved.

Last August, former Solicitor General Estelito Mendoza has petitioned the high court to be allowed to comment in the numerous suits questioning the Anti-Terrorism Act of 2020 even as he claimed there is no actual case involving the said law which would merit the court's attention.

In a 39-page petition, Mendoza, who has been practicing law since 1953 and has served as solicitor general during the late president Ferdinand E. Marcos' regime, asked the court to appear as 'amicus curiae'.

The term refers literally to a friend of the court, who may be asked by the court and are not parties to the case involved, to shed light on matters where they have extensive expertise.

In his petition, Mendoza cited "more than 500 instances" during martial law when he personally attended hearings of petitions for habeas corpus filed by those arrested and detained to challenge the legality of their arrest.

In a comment which Mendoza submitted along with the petition, he said the scores of suits now lodged before the tribunal are premature since these do not involve an actual case where the parties invoke the challenged legislation.

Mendoza pointed out that the petitions questioning the anti-terror law "do not sufficiently alleged, much less show that the petitioners have committed any act in violation of the Anti-Terrorism Act thereby creating an actual controversy involving a legally demandable and enforceable right for the exercise of judicial power".

"Where what is involved is a penal law which may not exist without the commission of any act, and no act is alleged to have been committed, there can be no actual controversy, involving rights which are legally demandable and enforceable, nor a determination of whether the enactment of the law or any power conferred therein amounts to grave abuse of discretion on the part of any branch or instrumentality of government warranting the exercise of judicial power," Mendoza said.

Mendoza said that aside from affecting the lives and liberties of parties who can show "injury in fact", the exercise of judicial power also affects relationships between the co-equal arms of the national government.

Citing precedents, Mendoza said "repeated and essentially head-on confrontations between the...branches of government will not, in the long run, be beneficial to either. The public confidence...may well erode if we do not exercise self-restraint in the utilization of our power to negate the actions of the other branches".
