Members of Bayan-Negros and Karapatan-Negros staged a “Kalbaryo ng Bayan” and indignation rally at the Fountain of Justice in Bacolod City yesterday to call for justice for all victims of human rights violation and to dramatize the sufferings of the poor sector due to the inefficiency and neglect of the government.

The protestors were dressed like the apostles while some held placards indicating their demands during the activity that coincide with the observance of Lent.

Clarizza Singson, Karapatan-Negros secretary general, said yesterday that they are also calling the attention of government to provide adequate food assistance and health services like vaccination against COVID-19 which the people need especially during this pandemic.

Singson said they also welcome the February 18 dismissal of the Regional Trial Court Branch 42 of the motion to quash the search warrant and suppress evidence, against Kilusang Mayo Uno spokesperson Noli Rosales, Karapatan paralegal officer Proceso Quiatchon and Teatro Obrero organizer Cherryl Catalogo on March 25.

The cases against them and the dismissal of those against National Federation of Sugar Workers secretary general Butch Lozande, and Albert Dela Cerna together with his daughter Karina, only proved that the charges against them were baseless and mere fabrication, she said.


They also condemn the recent death threats against their group from an unknown message sender that was recieved by the national office of Karapatan on March 7 and 8. These threats were sent after the attacks in Southern Tagalog, Singson said.

The public information desk of Karapatan national office received text messages indicating the names of 11 prominent mass leaders from various sectors and organizations in Negros, she said.

A former member of a progressive group in Negros Occidental turned against her ex-comrades and expressed willingness to become a state witness, according to the city prosecutor of Escalante City, Negros Occidental.

In a press conference on March 29, Atty. Ranela dela Fuente said
Aiza Gamao, a former member of the Kalipunan ng Damayang Mahihirap or Kadamay, now had the desire to testify for the government, thinking that “the cause she had been fighting for was not for the common good; and that her group’s doctrine was not meant to bring peace and change, but destruction and unrest.”

Gamao was one of the eight suspected communist insurgents arrested on Sept. 18, 2019 in Escalante City, for alleged illegal possession of firearms and explosives.

Atty. Charo Tupas-Fajardo, Gamao’s legal counsel, said her client already executed an affidavit against her former group, although as of the moment the affidavit could not yet be publicized as she was not yet presented to the court.

When asked if Gamao’s former colleagues would claim that the government forced her to switch sides, Fajardo replied that they were already expecting such.


The lawyer showed an audio visual statement of Gamao, wherein she stated that her decision was on her own volition, that she was not coerced by anyone.

Meanwhile, Dela Fuente said Gamao’s life may also be in danger.

“Prosecuting cases involving communists is difficult to do due to the lack of witnesses,” Dela Fuente pointed out. “As a matter of fact, the prosecution of criminal cases involving communist terrorists in northern Negros has a very dismal record.”

Dela Fuente said most of the cases were dismissed.

When Gamao came out and expressed her desire to help the government, it was a “breakthrough for the prosecution.”

The court may place Gamao under witness protection program.

In 2019, Gamao, who was then an officer of Kadamay-Negros, was arrested at a police checkpoint in Barangay Jonob-jonob, Escalante City after cops seized six .45-caliber pistols, a .38-caliber revolver, a KG9 machine pistol, three rifle grenades, two improvised explosive devices, and 21 molotov cocktails.

The group initially claimed back then that the firearms and explosives in their vehicle were “planted.”

 The incident also occurred two days prior to the city’s observance of the anniversary of the Escalante City Massacre.

The Central Committee (CC) of the Communist Party of the Philippines (CPP) on Wednesday urged the New People’s Army (NPA) to strengthen its unity with the peasant masses as the key to frustrating and overcoming the regime’s war against the revolutionary movement. The CC said this in its 7,700-word statement entitled “Frustrate the vicious counterrevolutionary war of the US-Duterte fascist regime,” on the occasion of the NPA’s 42nd anniversary last March 29.

The CC stressed that the NPA must defend peasant and minority communities who are being subjected to an “increasingly cruel” war for close to four years now. It pointed out that entire villages and communities are currently being placed under “military garrison and hamlet-style” rule which constitute “the dirtiest and most brutal tactics of suppression,” in a vain attempt to “cut the links between the NPA and its peasant mass base.”

Human rights records indicate that at least 22 massacres have been perpetrated by the regime. Majority of the victims (over 110) were farmers and indigenous people communities defending their right to their land. Most these happened in Negros and Bicol, both covered by Rodrigo Duterte’s Memorandum Order No. 32, and in Mindanao.

On top of these, farmers are also subjected to arbitrary searches and arrests, interrogation, food and economic blockades, and forcible “mass surrenders.” Entire communities are also subjected to retaliation and collective punishment after NPA tactical offensives, and relentless intimidation and psywar campaigns. The most recent cases include the military’s bombing spree in Mansalay and Roxas, Oriental Mindoro from March 25 to 26, and in Ozamis City on March 6; and the killing of 17-year old student Aldren Faburada by 79th IB in Negros Oriental on March 15. These aforementioned attacks were all perpetrated by various military units after suffering defeats in successive NPA offensives.

The Party pointed out that the the AFP is currently mounting an all-out nationwide offensive mobilizing close to 150 battalions of AFP and PNP combat forces in a desperate to attempt to meet its rescheduled target to decimate the NPA before the end of Duterte’s term. The regime’s large-scale military offensives called “focused military operations” (FMO), primarily affect peasant communities in the countryside.

These offensives involve both combat and psywar operations, and cover several towns and scores of villages in intertown or interprovincial border areas. Hundreds of ground troops are deployed in FMO areas who typically occupy civilian communities for months to overwhelm and terrorize the people.

These are usually supported by drone surveillance and the use of aerial bombardment and strafing, as well as light and heavy artillery shelling, in utter disregard of the safety of civilians residing in nearby communities. Farmers are also forcibly recruited by the AFP into the CAFGU to meet its target to recruit at least 9,000 more paramilitary forces.

In the face of these attacks, the Party reminded the NPA to endeavor to unite with the peasant masses and “fight tooth and nail against the enemy’s attacks and the occupation or garrisoning of villages.” The Party emphasized that the NPA must “untiringly and creatively conduct political work among the masses” to raise their determination to resist the regime’s suppression campaign. It also urged both the NPA and farmers to “denounce and oppose” the presence of abusive military and police troops, and to actively expose them in the media and social media.

In particular, the CPP instructed the NPA to continuously build and strengthen local Party branches, revolutionary mass organizations and village militias. It tasked the NPA to ensure that revolutionary propaganda, education, campaigns and antifeudal struggles are “carried out interminably” even in the presence of military forces in the villages. It ordered the NPA to heighten the recruitment of Red fighters from the peasant mass bases. To help strengthen local guerrilla units, the Party encouraged all militias to have a three- or six-month tour of duty.

The Party noted that the NPA units have successfully expanded to new territories or recovered old areas, even in areas under the enemy’s priority. It recognized the NPA’s efforts to widen the area of operations of guerrilla fronts and to build new guerrilla fronts. It explained that this enables NPA units to “widen their area of maneuver, force the regime to further spread its forces thin and make enemy encirclement operations more difficult and costly.”

The Party stressed the significance of waging agrarian revolution in advancing the protracted people’s war. It reminded the NPA of its task to arouse, organize and mobilize the peasant masses in mass struggles and campaigns for rent reduction, lowering interest rates on loans, increasing wages of agricultural and farm workers, raising farm gate prices, lowering rentals on farm equipment, setting up cooperatives and mutual help groups to increase production and income from sideline occupation.

It reminded the NPA to combine all these efforts in mass base building and agrarian revolution to further heighten the armed struggle, and overthrow the oppressors and exploiters.

Gigaquit, Surigao del Norte – A commander of the CPP-NPA Terrorists (CNTs) died and another was captured in a clash between the troops of the 30th Infantry (Fight On) Battalion, Philippine Army against Sandatahang Yunit Pangpropaganda (SYP) Platoon 16C1, Guerilla Front (GF)16 of North Eastern Mindanao Regional Committee (NEMRC) under Roel Tremidal Neñiel alyas Jacob in the hinterlands of Brgy Lahi in Gigaquit on Tuesday morning, March 30, 2021.

The Government troops were sent out for patrol upon receipt of reliable information that a group of NPA was threatening the IP Communities whom they blamed for not facilitating their food supplies supposedly used to celebrate the NPA’s 52nd Founding Anniversary on March 29, 2021. While approaching the said location, the armed group of Communist NPA Terrorists (CNTs) fired upon the troops who immediately retaliated to defend themselves and an hour of gun battle ensued. This resulted to the death of an NPA commander, capture of another and recovery of one (1) M16 rifle, one (1) M203 grenade launcher, fragmentation grenades, food stuffs and personal belongings.

The NPA fatality was brought to Gades Funeral Homes at Brgy Campo, Bacuag, Surigao del Norte. He was identified as certain “Aka WAR” Vice Commanding Officer of SYP Platoon 16C1, GF16, NEMRC whose true name is withheld until his next of kin is notified. The captured rebel who was slightly wounded was administered with first aid by the troops at the encounter site and was evacuated at the Municipal Health Unit in Gigaquit for further medication. He was then handed over to Gigaquit Police for filing of appropriate criminal charges. He was identified as “Aka Bebot”.

It can be recalled that last March 18, 2021, another firefight transpired between the troops of 30IB and armed group of the CNT in Sitio Baliw, Brgy Payapag, Bacuag where one (1) male member were also killed, left behind by his comrades at the encounter site.

Lt Col Ryan Charles G Callanta, the Commanding Officer of 30IB said; I personally express my gratitude and appreciation to the local citizens of Surigao del Norte on their full cooperation in providing vital information regarding the CNTs plans and whereabouts, without their support, the CNTs may have been roaming freely and continue to wreck havoc and violence particularly against the Indigenous People’s communities. The cooperation of the people provides us the motivation particularly for our soldiers who are risking their lives to serve and protect the people against these lawless CNTs.

“On the other hand, I am deeply saddened once again on this tragedy, where another rebel loses his life paying the ultimate sacrifice while fighting for a senseless cause in an attempt to preserve a futile ideology of the CNTs. In behalf of my troops, I extend my condolences to the bereaved family of the dead CNT member”.

“The remaining Rebels are offered a lot of opportunities under the Enhanced Comprehensive Local Integration Program (E-CLIP) and will be granted with full amnesty by the Presidential Proclamation number 1093. At our ends, we will also provide all the necessary assistance to them just like what we did to the Former Rebels who are now enjoying their new lives or otherwise, same fate will happen to them if they choose to continue their futile struggle. We will conduct relentless military pursuit to run after them, and use all our available assets to eliminate those who attempt to disrupt the peace and development programs in Surigao del Norte,” LTC Callanta added

An explosion of clan feuding and land related conflict in 2019 threatens to stall the momentum towards peace in the Bangsamoro region. This is according to Conflict Alert(this link will open in a new window), a subnational conflict monitoring system focused on Mindanao in the Philippines, which launched its 2020 Bangsamoro conflict report.

By close of 2019, the conflict monitoring system logged a total of 2,655 violent conflict incidents in the five Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, and Tawi-Tawi, including the cities of Cotabato and Isabela – a decrease of 9% from the previous year.

Even as overall conflict incidents trended downward, flashpoints developed in many pockets and corners of the BARMM, said Nikki de la Rosa, Country Director of International Alert Philippines, which developed and maintains Conflict Alert.

In a virtual presser, De la Rosa said that the clan feuding incidents they tallied from police and media reports rose by nearly 50% with highest concentrations in Lanao del Sur and Maguindanao, including Cotabato City.

These feuds, fueled by personal and political grudges and land conflict, also involved former combatants of the Moro Islamic Liberation front (MILF) and the Moro National Liberation Front (MNLF), as well as local violent extremist groups such as the Bangsamoro Islamic Freedom Fighters (BIFF), she revealed.

In 2019, thirteen clan feuds involved MILF-affiliated actors and caused the displacement of thousands.

"The irony is that previous combatants who ought to be retired from decommissioning and normalization processes are instead training their weapons against each other, against indigenous peoples, and against other claimants of land surrounding their previous camps. The combatants who lived in these camps desire permanent rights and ownership and these claims are now exacerbating tensions in the post-conflict normalization process," de la Rosa said.

The BARMM celebrated its founding anniversary last week, a year after the ratification of the Bangsamoro Organic Law (BOL) that created the autonomous regional government through a two-part plebiscite. Celebrations were done amidst a call by the MILF-led Bangsamoro Transition Authority (BTA) for Congress to amend the BOL and allow a three-year extension of the transition process.

Local leaders in Cotabato City and Sulu who had been against the inclusion of their territories in the BARMM oppose the extension as it would postpone the holding of the 2022 national elections in the region and prolong the interim government’s rule to execute political and normalization agreements that, it said, were hampered by the COVID-19 pandemic.
Morphing of violent extremism

The overall decline in violent conflict in the Bangsamoro was matched too with the shift in the kind of violent extremism, according to Conflict Alert report.

International Alert senior peace and conflict adviser Francisco Lara, Jr., pointed out that violent extremism took a new form in 2019 in the island province of Sulu with suicide bombings perpetrated by female, Filipino, and foreign extremists.

The suicide bombings carried out by the ISIS-affiliated Abu Sayyaf Group in Jolo in January and in Indanan in June and September resulted in 21 and 11 deaths, respectively which were 90% and 72% of deaths attributed to violent extremism in these towns, the Conflict Alert report revealed.

These were followed in 2020 by two successive suicide bombing attacks in Jolo on 24 August that killed 14 civilians, policemen, and soldiers, and wounded 75.

"The suicide attacks reveal how the influence of ISIS has remained potent and that the attacks in August 2020 are not expected to be the last. There is a potential for suicide bombings to be reproduced in other parts of Mindanao, especially as security is tightened in Sulu," said Lara.

The Conflict Alert report shows that violent extremism events dropped 26% to 195 in 2019 from the previous year with fewer incidents involving the Abu Sayyaf in Sulu and Basilan and the BIFF in Maguindanao. However the rate of decline in the incidence of violent extremism and the resulting deaths was lowest in Sulu at 13% and 10% respectively because of the suicide bombings. Incidents involving the Maute Group in Lanao del Sur was steady at 21 in 2019.

Lara shared that continued recruitment and regrouping of ISIS-affiliated armed groups had been reported in Lanao del Sur. Financial incentives are also being offered to lure new members to the BIFF.
Persistence of shadow economies

Illegal drugs and illicit weapons persisted as the leading singular cause of conflict in 2019, Conflict Alert reported.

The number of Illegal drug related incidents climbed 14% in 2019. All provinces except Basilan including Isabela City registered increases. Tawi-Tawi led with a 74% increase in illegal drug-related incidents, followed by Lanao del Sur and Sulu, each with 19%, then Maguindanao, including Cotabato City, with 5%.

According to Conflict Alert, the government’s campaign against the illegal drug trade revealed new hotspots such as Buluan, Maguindanao where incidents doubled.

The use of handguns, the most common type of weapon in the region, also increased by 6% between 2018 and 2019, the report revealed. Handguns were used in illegal drug incidents, clan feuding, and personal grudges and robberies, and during the 2019 elections. Violent extremists such as the Abu Sayyaf and the BIFF used handguns to carry out assassinations.

Lara said that the ongoing Bangsamoro normalization process must be considered amidst a proliferation of illegal guns in the area.

"The target of the weapons decommissioning had already limited the number to those guns allegedly deployed or supplied by the MILF and allowed the exemption of weapons allegedly owned by the combatants themselves. Pit this against RA 10591 or the national gun law that says citizens, which include decommissioned MILF combatants, can own up to 15 registered firearms. A former MILF combatant who is embroiled in clan feuds may reason that his firearms are for private use and register them, or just keep his unregistered weapons anyway. The rise in gun-related violence will certainly make it more difficult to convince former combatants to lay down their guns and render themselves vulnerable to personal attacks," Lara said.
Implications

"One would expect that violence will less likely happen under the watch of the BTA and BARMM, but peace takes a while to grow, and peace agreements hardly lead to a post-conflict future at once or at all," explained Dela Rosa.

“Studies have shown that democratic transitions can spin-off identity-based, ethnic conflicts when conditions for open, inclusive, and accountable rule are not in place. This is what our Conflict Alert data are showing this time in the Bangsamoro, with land resources as the locus of horizontal conflicts,” de la Rosa added.

“This period of transition-induced violence bears watching and the BTA must act on land related conflicts as a first priority,” said de la Rosa.

According to the group, a land law must be crafted through a “strong, evidence-based and participatory and publicly accessible process”. The situation also requires the establishment of a mechanism to settle land and property disputes to prevent the escalation of violence in the region, they said.

Lara emphasized that the MILF must exert coordinated effort to rein in violence from active or decommissioned MILF combatants and their respective clans, in cases of land and resource conflicts, and to counteract similar threats from the BIFF.

The organization recommended that a better orchestrated approach is needed to prevent violent extremism, citing a combination of capacity building in the deradicalization of the youth, implementing restorative justice programs, conduct of social media campaigns to prevent recruitment into extremist groups, on top of intelligence gathering and security operations.

De la Rosa said that curbing the use and proliferation of illegal drugs and illicit firearms is crucial in addressing other enduring wars in the Bangsamoro and to prevent these from fueling extremist violence.

"International Alert has consistently advocated for a coherent gun-ownership policy that would mediate the national gun law and the decommissioning aspects of the normalization process. This should march in step with intensified efforts to capture and destroy illegal arms and weapons, hitting hard at paramilitary and criminal groups that hold firearm arsenals," she added.

Manila, 29 March 2021 – Recent clashes between military forces and the Bangsamoro Islamic Freedom Fighters (BIFF) serve as preview of more violence in Maguindanao as the region gears for the 2022 elections while continuing the transition to the Bangsamoro under the helm of the Moro Islamic Liberation Front (MILF), warned International Alert Philippines, a peacebuilding nongovernment organization.

The firefight that began on March 18 in Datu Saudi Ampatuan town was the latest episode involving the military and the BIFF, as monitored by Alert since January through its Critical Events Monitoring System that receives on-the-ground reports from local contacts.

The military claimed it attacked BIFF forces under the command of Kagi Karialan when the BIFF tried to violently thwart the establishment of a Joint Peace and Security Team in Brgy Kitango, Datu Saudi Ampatuan. The BIFF-Karialan faction has escalated its armed attacks in recent months, targeting indigenous groups including the Teduray in other municipalities such as South Upi.

“This may be an effort to demonstrate the Karialan group’s superiority over other extremist groups in the area and hence gain more recruits and support, or it can be part of a ‘slow burn’ or a gradual yet deliberate escalation of violence that leads to a major political battle before or during the 2022 elections,” said Francisco Lara Jr., Senior Peace and Conflict Adviser of International Alert Philippines.

The first Bangsamoro parliamentary election is slated for 2022 along with the election for local posts. A proposal seeks to desynchronize the parliamentary and local elections. Another wants to delay the parliamentary election by extending the life of the Bangsamoro Transition Authority (BTA), the interim administrator of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) that is led by MILF members and their nominees, by three years.

The violence from extremist groups such as the BIFF and the shadow economies in drugs and weapons will combine and feed into the violence surrounding these political contests, Alert said.

The BIFF will continue to be a threat, despite the unceasing military campaign against it and reports of surrenders among its members, as it continues to receive funding from other armed groups, including ISIS. The group also receives protection money from local politicians, businessmen, and violent entrepreneurs involved in deadly shadow economies.

Alert’s research has also borne out the robustness of the illegal drug and weapons trades despite the State’s crackdown as law enforcers focus on the more urgent issues of extremist violence and the COVID-19 crisis.

“Reports from our early response network reveal how some local politicians are orchestrating violent incidents in Datu Saudi Ampatuan and nearby towns to depict the BTA as ineffective in improving the security in this conflict-ridden area and hence weaken the legitimacy and authority of the Bangsamoro transition government,” Lara said.

“Many politicians are interested in seizing control of the BTA and the BARMM if elections are held as scheduled in 2022. Others are aware that the MILF is also planning to field candidates against them in their local bailiwicks,” Lara added.

KORONADAL CITY (MindaNews / 30 March) – Violence might escalate in Maguindanao province as the new Bangsamoro region gears up for its first ever elections next year if the Islamic State-aligned Bangsamoro Islamic Freedom Fighters (BIFF) will not be pulverized, International Alert Philippines has warned.

The peacebuilding non-government organization (NGO) noted the Moro Islamic Liberation Front (MILF), apart from the military, plays a crucial role to avert the escalation of armed conflict in Maguindanao, the front’s bailiwick.

“The military and the MILF will need to show greater resolve in neutralizing the BIFF and other extremist groups before the elections,” Alert said in a statement Monday.

“For the MILF, it will mean disregarding kinship ties in going after the BIFF, even if it leads to internal fissures,” it added.

On March 18, clashes erupted between the military and Karialan faction of the BIFF in Datu Saudi Ampatuan town and the Dawlah Islamiya–Turaife Group.


Data from the Bangsamoro Autonomous Region in Muslim Mindanao–Rapid Emergency Action on Disaster Incidence (BARMM–READi) showed that at least 9,347 families or 46,735 individuals were displaced from the towns of Shariff Saidona Mustapha, Shariff Aguak, Datu Saudi Ampatuan, Datu Unsay and Mamasapano.

Maj. Gen. Juvymax Uy, 6th Infantry Division chief, said troops clashed with the members of the BIFF–Karialan faction and the Dawlah Islamiyah–Turaife Group, leaving 14 enemies dead after four days of fighting.

Uy ordered the troops to intensify the military operations to neutralize the extremist groups.

“We also offer them a peaceful means of laying down their firearms, return to the folds of the law, and live a peaceful life with their families,” he said in a statement.

Interior and Local Government Minister Naguib Sinarimbo said the BARMM government and the military have been relentlessly exerting efforts to flush out the BIFF, with the help of the MILF.

“We are saddened by the resumption of hostilities triggered by the ISIS-inspired group’s movement in the ‘SPMS box’. The MILF forces, in coordination with AFP, is now engaging this ISIS-inspired groups,” Sinarimbo said.

The “SPMS box” is collective name for the four municipalities of Shariff Aguak, Pagatin (now Datu Saudi Ampatuan), Mamasapano and Datu Salibo, which are strongholds of the BIFF.

International Alert said the firefight that began March 18 in Datu Saudi Ampatuan town was the latest episode involving the military and the BIFF, as monitored by the NGO since January through its Critical Events Monitoring System that receives on-the-ground reports from local contacts.

Francisco Lara Jr., senior peace and conflict adviser of International Alert Philippines, said the clashes involving the BIFF–Karialan faction could be part of a gradual yet deliberate escalation of violence that might lead to a major political battle before or during the 2022 elections.

The first Bangsamoro parliamentary election is slated for 2022 along with the national election.

Several election watchdogs have proposed to desynchronize the parliamentary and national elections. Another wants to delay the parliamentary election by extending the life of the Bangsamoro Transition Authority (BTA), the interim administrator of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) that is led by MILF members and their nominees, by three years.

“Reports from our early response network reveal how some local politicians are orchestrating violent incidents in Datu Saudi Ampatuan and nearby towns to depict the BTA as ineffective in improving the security in this conflict-ridden area and hence weaken the legitimacy and authority of the Bangsamoro transition government,” Lara said.

“Many politicians are interested in seizing control of the BTA and the BARMM if elections are held as scheduled in 2022. Others are aware that the MILF is also planning to field candidates against them in their local bailiwicks,” Lara added.

The violence from extremist groups such as the BIFF and the shadow economies in drugs and weapons will combine and feed into the violence surrounding these political contests, Alert said.

Abu Sayyaf terrorists bombed a bridge at dawn Wednesday in Basilan province, one of the major strongholds of the pro-ISIS group in the volatile Muslim autonomous region in southern Philippines.

The blast failed to destroy the bridge that links several villages in Sumisip town. The attack occurred after the bridge’s contractor allegedly failed to pay extortion money to the Abu Sayyaf.

The terrorist group has sent a letter to the project contractor and demanded money, according to authorities. No other details were made available by the police and military, but they linked the bombing to the group of Abu Sayyaf commander Pasil Bayali.

The Abu Sayyaf has been largely blamed for the spate of deadly attacks and series of bombings in Basilan over the last decade.


In October 2019, government forces thwarted planned attacks by Abu Sayyaf terrorists under Furuji Indama to bomb the circumferential road in the province following a clash with gunmen in the village called Calang Canas in Maluso town and troops had recovered 6 improvised explosives.

But a suicide attack a year earlier by Moroccan ISIS fighter Abu Katheer al Maghribi in Basilan’s Lamitan City left over a dozen casualties. Authorities said 11 people were killed when a car bomb exploded at a security checkpoint in Bulanting village, about 2 kilometers away from downtown Lamitan.

The powerful explosion obliterated the vehicle and left a huge crater and among those killed were a woman and a child; and the militia commander whose unit is under the supervision of the Philippine Army. Five soldiers and several civilians were also wounded in the explosion. (Mindanao Examiner)

BUENAVISTA, Agusan del Norte, Mar. 29 -- The 23rd Infantry (Masigasig) Battalion (23IB), Philippine Army joined the members of the Provincial Task Force-End Local Communist Armed Conflict (PTF-ELCAC) and the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of Agusan del Norte during the conduct of the mass graduation and the launching of the Barangay Development Program (BDP) in Sitio Bokbokon, Barangay Lawan-lawan in Las Nieves town.

The mass graduation and the launching of the BDP, led by the Technical Education and Skills Development Authority of Agusan del Norte (TESDA-ADN) under the leadership of Provincial Director Rey M. Cueva was also in time with the conduct of the two-day immersion activity of the Provincial Peace and Order Council (PPOC) of the province.

A total of 104 Indigenous Peoples (IPs) belonging to the Higaonon tribe received their Certificates of Training during the activity. Of the 104 IPs who graduated from the TESDA-ADN training, 50 have completed their Land Preparation for Organic Crop Production Training, 25 completed the Fishpond Preparation Training while 29 completed the Basic House Wiring Training.

During the graduation ceremony, Dir. Cueva urged the new graduates to apply what they have learned during the sets of training to help them improve their lives.

“We are now doubling our efforts to reach more communities in geographically isolated and disadvantaged areas to ensure and promote sustainable livelihood for the people. May they use the skills taught to them in order for them to pull themselves out from poverty,” Cueva said.

Meanwhile, Lt. Col. Julius Cesar C. Paulo, the commanding officer of 23IB, also witnessed the graduation of the IPs and expressed gladness over the milestone they achieved in their lives.

“Through the implementation of the Executive Order No. 70 (EO 70) institutionalizing the Whole-of-Nation Approach, the PTF-ELCAC and PRLEC in Agusan del Norte have provided different opportunities and the prioritization of the IP communities, especially those that need assistance and help them become productive citizens,”
Paulo said.

He added that through the services and projects implemented by the government, residents, especially in remote areas, will have a chance to be given different sustainable livelihood programs to support their daily needs.

“These programs and services are implemented with the aim to end the insurgency. The Communist New People’s Army (NPA) Terrorists (CNTs) are using poverty issues in their propaganda to deceive people,”
Paulo said.

MARAWI CITY, Mar. 29 (PIA)--A total of 51 youth from the different municipalities of Lanao del Sur graduated from the first Ranaw Youth Peace and Leadership Summit (RYPLS) spearheaded by the 103rd Infantry (Haribon) Brigade and the provincial government of Lanao del Sur.

The participants came from Marawi City, Ganassi, Bacolod, Binidayan, Butig, Marantao, Sultan Dumalondong, Maguing, Madamba, Lumbatan, Tugaya, Poona-Bayabao, Pagayawan, Malabang, Wao, Piagapo, Tamaparan, Madalum, Saguiaran, and Bubong, among others.

Abdul Raffy Casan, a youth leader and peace advocate from Lumbatan town shared that a leader needs to continue learning.

"If you want to know how to lead, you have to learn more and more. Learning is a continuing process," he said.

Casan also said they will be reechoing the learnings they acquired to their fellow youth in their community.

"We believe that we have to educate them. If they are not informed well, there is a tendency na sasali sila sa kung anong organisasyon [that they will join in other organizations]," he added.

The young public servant also urged his fellow youth to remain inspired and determined in implementing their advocacies.

"Maging inspired lang at determinado [We should be inspired and determined]. We have to be determined in certain things that we are going to impose," he said.

Meanwhile, Mohammad Sokur Panondiongan, a youth leader from Bacolod Kalawi, said that he learned the values of discipline, cooperation, and unity from the summit.

The 7-day summit, according to him, is a good avenue for the youth to help them grow.

Meanwhile, Lanao del Sur Police Director PCol Rex Derilo urged the youth not to forget where they came from which will guide them to become a better leader.

Save the Children Philippines will also provide P10,000 grant to youth groups in 26 municipalities of Lanao del Sur.

Tito Revereal of Save the Children shared that their organization is committed to help the youth in their journey towards peace and development in Lanao del Sur.

“We are very happy to provide support to all of you to start some capacity building as well as direct activities that can help in the promotion of peace and development,” he said.

CAGAYAN DE ORO CITY, March 30 (PIA)--In consonance with President Rodrigo Roa Duterte's Executive Order (EO)-70 creating the the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), a nationwide candle lighting ceremony dubbed "National Day of Solidarity, Condemnation and Outrage against the CPP-NPA-NDF" was held yesterday, March 29, to show unity and sorrow over the deaths wrought by the Communist Terrorist Group (CTG) atrocities.

Held on the same day of the New People's Army’s (NPA) founding anniversary, the ceremony aims to unearth the truth about the NPA’s barbarity and scourge in the communities.

Various participants from both public and private sectors joined the event, which paid tribute to the victims by sharing their stories and photos from their families alongside performances by local artists.

Southern Luzon Command (Solcom) commander, Lt. Gen. Antonio Parlade Jr., the spokesperson of NTF-ELCAC shared that he is mourning with the victim’s families, as he expressed optimism that the government will be successful in ending local communist armed conflict in President Duterte’s term. "The government is now on the right path of solving the issue by tackling its political, social, and economical factors," he said.

In Northern Mindanao, the Regional Task Force (RTF)-ELCAC has implemented the Enhanced Comprehensive Local Integration Program (ECLIP) assistance to 895 former rebels (FRs) amounting to P 44,338,805.61 with bulk of the allocation going to livelihood assistance inline with the President’s mandate to end the conflict with less bloodshed as possible.

Echoing Parlade’s sentiments, Presidential Communications Operations Office (PCOO) Undersecretary Lorraine Marie Badoy also believes that in addition to solving key issues in the political, social, and economic spheres, a reconstruction and rehabilitation of the country’s educational system must also be in place to inform the future generations of the CTG-NPA’s actions and to prevent radicalization among one of the country’s vulnerable sectors - the youth.

“Those of us who know the truth, those of us who hold the truth in our hands have to be louder about the truth than their lies,” she said.

With over 654 individuals and offices from the different regions joining over Zoom, National Security Adviser Hermogenes Esperon Jr. thanked the participants and cited that the solidarity shown in the candle lighting ceremony is merely one of the many examples of the whole-of-nation approach to finally end the cycle of violence by the misguided principles, and to finally move forward toward building a peaceful and resilient nation.

TAGBILARAN CITY, Bohol, March 29 (PIA) -- Bohol Vice Gov. Rene Relampagos has sought clarification from police and military authorities in Central Visayas on the "red area" tag of Bohol.

This came after the Philippine National Police (PNP) during its briefing with the Regional Peace and Order Council (RPOC) late last year placed Bohol and Negros Oriental as the region’s "red" areas.

Relampagos, who represented Gov. Arthur Yap during the online meeting, wanted to be clear about the meaning of "red area," making certain whether Bohol is already an area recovered by the Communist Terrorist Groups (CTGs), or is still a target for recovery.

By CTGs, authorities also mean the Communist Peoples Party-National Democratic Front’s armed terrorists of the New People’s Army (NPA).

On this, Regional Intelligence Chief Police Lt. Col. Robert Lingbawan said the tag of Bohol as a red area is unlike that of the case of Negros Oriental.

Lingbawan explained that what the Regional Police Office 7 has on Bohol are monitored recovery efforts of the CTGs with the presence of armed groups in two municipalities, hence the tagging.

Over this, Relampagos asked authorities to be careful in tagging the whole of Bohol as a red area as this may send a wrong message and affect Bohol’s promotion as a major tourism area.

The former governor, congressman and now Sangguniang Panlalawigan presiding officer, further argued that since Bohol was declared insurgency-free, reports of the presence of CTGs or initiatives by CTGs to recover certain areas could not serve as basis for the red area tag.

The regional intelligence officer explained that the red area tag is intended to mean the monitored presence of armed components of CTGs in Bilar, Bohol.

Relampagos expressed his intent of asking authorities to be careful in tagging the entire province as red area as this can make people feel unsafe and afraid.

RPOC-7 Chair Mayor Oscar Labella re-echoed Relampagos’ concern as he reminded everyone to be circumspect in making sweeping statements.

Regional authorities said the red-area tag for Bohol is apparently more of allowing government forces keep their defensive stance against any effort of the communist terrorist groups (CTG) to reestablish their lost positions here.

“Bohol has always been a target for recovery by the CTG after it has been successfully cleared of armed insurgents in the mid-2000s. Ever since, the government security forces took a defensive stance against the CTG for any attempt to re-establish their influence," explained Police Lt. Col. Glenn Mayam who gave the briefing in behalf of Police Brigadier Gen. Ronnie Montejo.

The recent encounter, including the discovery of an encampment late last year, only shows their attempt to recover Bohol will never prosper.

The Armed Forces of the Philippines and PNP will always be there to protect the people of Bohol, Mayam assured during the online meeting held Dec. 3, 2020.

Cebu City and the cities of Lapulapu and Mandaue, including Cebu Province, and Siquijor are now the region’s "white" areas.

During the last quarter meeting of the RPOC, authorities learned that Central Visayas has four operational CTG guerilla fronts, namely: Central Negros (CN1), CN2, Southeastern Front (SEF) and Bohol Party Committee.

These all belong to the Komiteng Rehiyon Negros, Cebu, Bohol Siqiijor (KR NCBS).


During the security and threat assessment, the region’s internal security operators reported the eventual dismantling of the SEF, which operated in the mountains of Siaton-Santa Catalina, Negros Oriental.

The combination of focused law enforcement and military combat operations led military authorities to dismantle the SEF of the NPA in Negros, according to Mayam.

One of the greatest legacies of the PNP in Central Visayas, and probably in the campaign against insurgency, is Oplan Sauron.

The police officer claimed Oplan Sauron and its subsequent operations caused a significant damage in the reputation, credibility and power of the CPP-NPA-NDF in Negros Oriental, which led to the dismantling of the SEF, one of the guerilla fronts in the island.

In their assessment, internal security operators in Central Visayas said the dismantling of SEF is a big blow to the KR-NCBS, and they think an attempt to recover it is impending. (rahc/PIA-7/Bohol)

TAGBILARAN CITY, March 30 (PIA) -- A group of former rebels who have returned to the fold of the law staged an indignation rally to condemn what they described as a communist terrorist movement during the 52nd founding anniversary of the New People’s Army (NPA) on March 29, 2021 in front of the Trinidad town hall.

In a statement, the Philippine Army’s 47th Infantry Battalion said that around 100 individuals composed of former NPA rebels and some members of farmer groups joined the rally.

The three-hour event started at 9:00 a.m. with a motorcade from Brgy. Soom going sa Sitio TTIFA, Brgy. San Vicente in Trinidad town.

Antonio Muring, chairman of the League of Filipino Students-Bohol and former Anakbayan spokesperson, during his speech called on others not to support the rebel movement which, he said, is following a misguided ideology.

“Miundang ko sa kalihukan, kay sa akong pagka armado human mahimong aktibista, wa nako kasabot sa sistema nila. Wala nako kasabot sa programa sa mga komunistang NPA. Ug karon isip usa na ka kanhi rebelde, akong padayong pag awhag sa katawhan nga dili na mosuporta sa walhong grupo (I left the rebel movement because I could no longer understand their system. I could no longer understand the program of the NPA. Now, as a former rebel, I urge everyone not to support this leftist group),” Muring said.

The former rebel said the rebel movement is still leading its followers nowhere 52 years after its inception and should be stopped.

“Daghan ng biktima sa ilang walay klaro nga pagtoo. Singkwentay Dos nga pagpanglingla sa katawhan ug paghatag ug kagubot sa atong nasud (They have victimized others due to their misguided beliefs. Fifty-two years of deceiving the people and causing trouble in the country),” Muring added.

A candle-lighting rite was also held and prayers were offered for the souls of all the victims of the five-decade armed struggle.

The said rally is one of the initiatives of the former NPA rebels to show support to the government to put an end to the armed struggle with the communists CPP-NPA-NDF.

ILOILO CITY, March 30 (PIA) --The Army’s 3rd Infantry (Spearhead) Division formally turned over the newly-constructed learning hub to the Department of Education (DepEd) - Concepcion District Office through a ceremony in Bacjawan Sur Elementary School (BSES) on Monday, March 29, 2021.

Concepcion, Iloilo mayor Raul Banias, together with the 3ID officers, personnel of DepEd - Concepcion District Office, and faculty and staff of BSES led by its principal, Rogie Espulgar, attended the turn-over and blessing of the learning hub.

The construction of the said learning hub was a result of the initiative of the Teacher Fellows, namely Maria Isabelle Vinoya, Celine Marie Santos, and Mae Rosette Patio, and from the Teach for the Philippines, a non-stock and non-profit organization, a press release from the 3ID Public Affairs Office said.

The Army's 3ID, through its Post Engineer Detachment (PED), started the construction of the leaning hub on February 2, 2021 and completed on March 24 of this year.


Major General Eric C Vinoya, Commander, 3ID, said that the Army as an active partner of the DepEd in molding responsible future leaders of our country through quality education, adding that the Philippine Army is more than willing to provide the students a place conducive for learning.

“We are glad that we have been given this opportunity to help the students through this learning hub. With this, we will be consistent in supporting the future programs of the DepEd," Vinoya said.

ILOILO CITY, March 30 (PIA) -- The Army's 301st Infantry Brigade participated in the first Panay multi-sectoral peace caravan and prayer on 29 March 2021 at Lapaz, Iloilo City to call for peace and end of armed struggle.


According to 301 Bde Civil Military Operations Officer Capt. Hazel Joy Durotan, the event kicked-off at 8:00 o’clock in the morning with a motorcade which was joined by multi-sectoral stakeholders who carried with them "Yes for Peace" flag-lets and tarpaulins.

The Peace Caravan was highlighted by the different activities to include ecumenical prayer spearheaded by the religious leaders, indignation rally against the atrocities of the Communist NPA in the region, and releasing of doves as a symbol of peace and freedom against the insurgency, Durotan said.

On the other hand, BGen Marion Sison, the 301st Brigade Commander, stressed the importance of being united and of standing as one against the communist armed conflict and praying to stop the senseless armed struggle of the CTGs.

“The effort of the various sectors that joined this peace caravan is a manifestation of their bravery to stand against the communist terrorist groups' deceptive recruitment of minors and atrocities against the government troops, vital installations and defenseless civilians,” Sison added.

The Peace Caravan and Prayer is an initiative of SAMBAYANAN-PANAY in cooperation with different stakeholders.

The event aimed to promote peace, unity and partnership to put an end to communist terrorists’ deception.

CAMP ELIAS ANGELES, Pili, Camarines Sur, March 30 (PIA) -- A show of unity to condemn the bloodsheds and atrocities done by Communist Terrorist Groups (CTGs) to innocent civilians and uniformed personnel marked the “National Day of Solidarity, Condemnation and Outrage Against the CPP-NPA-NDF” commemoration held March 29, Monday in the 6 provinces of the Bicol Region.

Expressed in simultaneous indignation rallies, Bicolanos showed their abhorrence and repugnance to the senseless killings done by CTG members in the past decades, a testimony that they want an end to the 52 years of terrorism and their support to the government’s program in ending the conflict that snatched the lives of many innocent people.

As an active member of the Regional Task Force to End Local Communist Armed Conflict, 9th Infantry (SPEAR) Division also took part in the activity and held a simple program in its Multi-Purpose Gym.

Division Public Affairs Office (DPAO) Spokesperson Capt. John Paul Belleza, in a press statement said that the Bicolanos conjoin to express their abhorrence, condemnation and disgust against the atrocities, deceptions and terrorism of the Communist Terrorist Group (CTG) through the region-wide indignation rallies.

“One of the highlights of the activity was the simultaneous candle lighting to mourn for the death of the people who died due to the CTG’s terrorism and the burning of the replica of CTG's flags. Prior to this, series of peace and indignation rallies were already conducted in various barangays in Masbate along with the rising number of LGUs declaring the CTG as persona non-grata,” Belleza stated.

Ka James, one of the Former Rebels (FR) who once lived the lawless life while in the organization, shared his experience during the event. He became emotional when he recalled the time when the government, which he once considered as enemy, helped him to start anew and live a better life.

“Tama na. Itigil na natin ang singkwentang taong karahasan at pagpatay. Walang patutunguhan ang gyerang ito. Ako mismo ang magpapatunay niyan (This is enough. Let’s stop this 50-year violence and killing. No one will benefit from this war. I am a living testimony of that)," Ka James said.

Joint Task Force Bicolandia and 9th Infantry “Spear” Division Commander MGen. Henry A. Robinson Jr., PA, stressed that the government will not stop until genuine peace is achieved.

“The 52 years of havoc, wickedness, ruthless, unlawful and terroristic acts of the CTG is more than enough already. Now, is the right time to eliminate and put an end to this worthless-battle and suffering that destroy our country, economy and our people, in particular,” Robinson said. NAGA CITY, March 30 (PIA) -- With the theme: ”Kabataan Sagipin sa Mapanlinlang na Idolohiya ng mga Mapang-Abusong Teroristang CPP-NPA-NDF (CNN) (Save the Youth from the Deceiving Ideology of Abusive CPP-NPA-NDF (CNN) Terrorists),” Camarines Sur 1st Provincial Mobile Force Company (PMFC) and Camarines Sur Police Provincial Office (CSPPO) commemorated the demise of their colleagues and denounced the CPP-NPA-NDF atrocities thru a Mural Painting Competition.

The competition was participated by different government agencies, Municipal Police Stations (MPS), Philippine Army (PA) and various colleges in the province. Artists were mostly youth who showcased their talents by creating a mural at the walls of CSPPO in Concepcion Grande, here.

Goa MPS grabbed the first prize with a cash gift of Php5,000.00, trophy and certificate of participation, Milaor MPS landed in the 2nd place and received Php3,000.00 and a certificate of participation while Libmanan MPS received the 3rd prize with Php 2,000.00 cash and certificate of participation.

Other attendees were the Department of Social Welfare and Development (DSWD), National Housing Authority (NHA) and the Dept. of Education (DepEd) representing the government agencies; other MPS present were Iriga, Pili, Canaman, Ragay, Calabanga, Nabua and Naga CMFC and the Philippine Army represented by 91st CMO, CamSur 2nd PMFC, and 83rd IB received Php500.00 and certificate of participation as consolation prizes.

Three colleges in the province namely Naga College Foundation (NCF), University of Nueva Caceres (UNC) and Partido College also received Php500.00 and certificate of participation as consolation prizes.

CSPPO Acting Provincial Director PCOL Bernardo Perez said that the activity involves the youth for them to realize that they should not engage in any terroristic activities that only results to violence.

“We are calling on our youth to stay away from violence and denounce it. We would like to remind them that they should not be swayed by the recruitment and false promises of the CPP-NPA-NDF and think only of the good future that awaits them,” Bernardo said.

CSPPO PCADU Acting Chief PMAJ Louie Dela Peña, who is also one of the board of judges, said that the activity is pursuant to the provisions of Executive Order No.70 or the Institutionalization of the Whole-of-Nation approach in attaining Inclusive and Sustainable Peace, and the creation of the National Task Force to End Local Communist Armed Conflict (ELCAC) and directing the National Peace Framework.

“We denounce violence and the atrocities done by the CPP-NPA-NDF on this day that they call their anniversary thru this mural painting competition. This is our way of showing our adherence to peace through nonviolent ways like mural painting while sending the message that we detest their deception to the members of the community, especially in far-flung areas,” Dela Peña added.

CSPPO also posted in their social media that they remember the evil acts, the atrocities and how the CPP-NPA-NDF victimized innocent civilians while the lawless group celebrate their anniversary.

GLORIA, Oriental Mindoro, Mar. 31 (PIA) – “Ayaw namin ng karahasan, gusto namin katahimikan, kapayapaan at respeto sa mga kabataan.” Ito ang isinisigaw ng mga kabatang nagsagawa ng peace rally kahapon sa bayan ng Gloria upang kondenahin ang pang-aabuso sa kanila ng mga rebeldeng New Peoples Army (NPA) at tahasang ipakita na ayaw nila ng karahasan sa kapwa nila kabataan para sa maling idelohiya laban sa pamahalaan.

Nagkabit ng mga placards na may mga mensahe sa kahabaan ng Nautical Hi-way ang grupo ng Sangguniang Kabataan (SK) at kasapi ng Kabataan Kontra Droga at Terorismo (KKDAT) upang maging boses nila at panawagan sa mga teroristang grupo.

Ayon kay Alex Caganan ng SK Gloria, ginagamit ng grupo ang mga kabataan pati mga katutubong Mangyan sa pamamagitan ng paghikayat na sumapi sa kanilang grupo na ang itinuturo ay labanan ang pamahalaan dahil wala anya umano itong naitutulong sa mamamayan.

Huwag din aniya silang gamitin at samantalahin ang mura nilang edad at kahinahan na sa bandang huli ay sila pa ang ginagawang frontliners sa labanan kontra mga sundalo at kapulisan.

Nanawagan pa si Caganan sa mga rebelde na bumaba na sa kabundukan at tamasahin ang malayang pamumuhay para makatulong sa pamilya, sa taongbayan at pamahalaan.

Bago isinagawa ang pagmamartsa ay nagalay muna sila ng panalangin at pagkatapos kanilang inilagay sa gilid ng kalsada ang mga mensaheng nais nilang iparating sa mga rebeldeng grupo.

Kasabay ng ika-52 anibersaryo ng NPA, pinangunahan ni Ka- Jerwin Castigador, Sr., presidente ng KADRE sa lalawigan ang pagpunit at pagpira-piraso sa mga papel na naglalaman ng larawan na sumisimbolo sa kilusan.

Sa isang programa, sinabi ni Castigador, na sa ngayon ay wala nang batayan ang mga ipinaglalaban ng CPP-NPA sapagkat sa ngayon ay wala na sa katuwiran ang mga ito at malaki na ang ipinagbago ng gobyerno, kung ikukumpara sa hinaing ng kilusan noong mga nakalipas na panahon.

“Wala nang batayan pa na magsulong ng armadong pakikibaka sa kasalukuyang panahon, pangalawa, nakalikha sya ng malaking pagkakamali at kasalanan sa pamayanan…nakalikha sya ng pagkawasak ng lipunan, pahayag ni Castigador.

Kaugnay nito, binigyang-diin din ni Ka Allan, dating pinuno ng NPA sa Palawan sa ilalim ng Bienvenido Valleber Command na bumagsak na ang puwersa ng dating pinamumunuang rebeldeng grupo sapagkat kung mapapansin aniya na wala nang gaanong aktibidad ang mga ito sa pagdiriwang ng kanilang anibersaryo.

“Hindi apektado ng pandemya ang kilusan, kaya naniniwala ako na hindi ang pandemya ang dahilan kung bakit tahimik sila ngayon kundi bumagsak na talaga ang puwersa ng NPA dito sa Palawan,” ani Ka Allan.

“Bakit pa sila magdidiwang, magtatagumpay lang ito kung susuportahan sila ng mga tao, pero ngayon sinusuka na sila ng mga tao, ayaw na ng mga tao sa karahasan, kaya para sa akin, wala na silang dapat ipagdiwang, hindi na nila maipakita na ang suporta ng mga tao ay nananatili oa sa kanla,” dagdag pa niya.

Sa opisyal na pahayag ng KADRE-Palawan na inilahad ni Castigador na wakasan na ang 52 taong pakikibaka ng NPA upang mabigyan aniya ng hustisya ang mga nagbuwis ng buhay at naapektuhan ng matagal nang gawain ng grupo.

Kasabay nito nanawagan din si Castigador sa mga dating kasamahan na bumaba na at magbalik-loob sa gobyerno, sapagkat sa ngayon ay nais din nilang iparanas sa kanilang mga dating kasamahang aktibo pa sa kilusan kung ano ang kanilang mga tinatamasang oportunidad na ipinagkakaloob ng gobyerno. TUGUEGARAO CITY, Cagayan, March 30 (PIA) – Residents from the six cleared barangays which were cleared from the influence of the CPP-NPA-NDF (Communist Party of the Philippines-New Peoples Army-National Democratic Front) will soon enjoy various peace and development projects intended to make their life easier under the whole-of-nation approach to End Local Communist Armed Conflict (ELCAC) program of the government.

According to the Department of the Interior and Local Government (DILG), P20 million each was allotted
to barangays Apayao and Villa Reyno in Piat town, barangays Liwan, Annurtutu, and Minanga in Rizal town, and barangay Balanni in Sto. Nino, all in Cagayan, under the support to Barangay Development Program (BDP).

The barangay beneficiaries have been cleared of communist influence from 2016-2019
and are now ripe for the package of development projects.


DILG Cagayan Provincial Director Rupert Maribbay said the budget is expected for release this year as documents required were already submitted to the Department of Budget and Management (DBM).

Among the specific projects indentified for the program are improvement and expansion of farm-to-market roads, provision of water systems, solar dryers, farm sheds, livelihood projects, additional electric posts, and construction of health stations and schools, among others.

The projects under the BDP were determined through multi-stakeholder, multi sectoral consultations, needs assessment studies and close cooperation with the local government units. The BDP were vetted through stringent measures and the implementation of the BDP will be through the LGUs and the regional offices of national government offices.

The DILG assured that they will monitor the implementation of the said projects.

Aside from the six mentioned, 21 other barangays from the towns of Allacapan, Baggao, Gonzaga, Lal-lo, Lasam, Rizal, Sto. Nino, and Santa Ana will soon receive funding support for peace and development-related projects once assessed by concerned agencies.

“We have already prepared the community. They have finished trainings and they are done with their Barangay Development Plans (BDP),” Maribbay said as the BDPs will serve as basis in identifying projects for funding by the DBM. (MDCT/JCK/GVB/PIA 2-Cagayan)
