SANTIAGO, Ilocos Sur, March 31 (PIA) - - Members of the Salincub Women’s Livelihood Organization (SWLO) in Barangay Salincub, here, are now capacitated with basic skills training on Steamed Snacks Making.

Through the Department of Trade and Industry (DTI) in Ilocos Sur, as a member-agency of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Task Force to End Local Communist Armed Conflict (TF-ELCAC), in coordination with the local government unit and the Philippine Army through the 81st Infantry (SPARTAN) Battalion, 28 members of the SWLO recently underwent skills training to make steamed snacks such as puto cheese, puto pao, siomai, dumplings and kutsinta.

This is in relation to the request of the organization to be provided with livelihood as their additional source of income during the Serbisyo Caravan held last year.


Members of the SWLO are mostly housewives and do not have a permanent source of income, according to reports from the DTI-Ilocos Sur.

They are very grateful to the government for its initiative to help.

Brenda Vasquez, SWLO president, hopes that the project they will be starting will improve their living condition through their unity and cooperation as an organization.

DTI-Ilocos Sur Provincial Director Grace Lapastora expressed her appreciation to the group for their interest in acquiring livelihood skills to improve their lives.

She further encouraged the participants to take advantage of skills training being offered in their barangay so that they can have better income-generating options.

Meanwhile, Salincub Barangay Captain Arnel Lodivico, thanked the DTI for facilitating such a project and providing all the equipment needed in steamed snacks making.

He also mentioned the barangay’s support to the SWLO by looking for a facility that the organization may utilize for their income-generating activities.

Moreover, the Alpha Company of the 81st IB expressed its commitment to handhold the SWLO in their new endeavor.

SSgt. Jose Villena III said that part of the Philippine Army’s mission of building and maintaining peace in the community is ensuring inclusive development and prosperity.


The Basic Skills Training on Steamed Snacks Making is the fifth of the six livelihood training conducted for the promotion of women entrepreneurship in celebration of the Women’s Month.

Simultaneously, a Diskwento Caravan was held to offer the residents of Barangay Salincub discounted prices of basic and prime commodities. (JCR/VHS/JMCQ,PIA Ilocos Sur)
