Brother of Abu Sayyaf bombmaker Mundi Sawadjaan killed in Sulu clash

From Rappler (Apr 24, 2021): Brother of Abu Sayyaf bombmaker Mundi Sawadjaan killed in Sulu clash

Joint Task Force Sulu chief Major General William Gonzales says 2 Abu Sayyaf members were killed in the clash in Patikul town

The eldest brother of Abu Sayyaf bombmaker Mundi Sawadjaan and another member of the terrorist group were killed in a clash with soldiers in Patikul, Sulu, on Friday, April 23.

In a statement, Joint Task Force Sulu identified the Abu Sayyaf members as Mujafal "Jhapz" Sawadjaan and Muktihar Taha alias Mukti.

JTF-Sulu said that Mujafal is the eldest brother of Mundi Sawadjaan, whom the military had tagged as responsible for the twin suicide bombings in Jolo, Sulu that killed at least 15 and injured at least 75 on August 24, 2020.

JTF said the remains of the two Abu Sayyaf members were recovered at around 3:20 pm on Friday.

The military said that the clashes started at around 9:30 am, and that troops had a series of encounters with the Abu Sayyaf group led by Mundi.

“We have received initial reports indicating that Mundi’s youngest brother Al-al Sawadjaan was also neutralized during today’s encounters. All our forces are on high alert as we continue to hunt for Mundi Sawadjaan,” said JTF-Sulu chief Major General William Gonzales, commander of the 11th Infantry Division.

The incident happened a week after an Egyptian terrorist and two Abu Sayyaf members under Mundi were killed during an encounter with government troops.

In 2019, troops killed Mundi's younger brother, Nanz Sawadjaan, also in an encounter in Patikul.

The Sawadjaan brothers are nephews of Abu Sayyaf subleader Hatib Hajan Sawadjaan, who the military said was likely killed after he was wounded in a clash with government troops in July 2020.

ILOILO City – The Philippine Army (PA) is asking for public cooperation as it started deploying teams on the ground to implement its Community Support Program (CSP). The goal is to clear Communist Terrorist Group (CTG)-affected areas here.

Yesterday, the PA’s 3rd Infantry Division (3ID) together with the city government and Iloilo City Police Office (ICPO) held a send-off ceremony for CSP teams to be deployed to seven barangays here.

The teams, which belonged to the 33rd CMO Coy of the 3ID, have the task to clear the areas affected by activities of the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP).

“Diri sa Iloilo City, may mga na-identify kita nga mga barangays affected sang presence sang mga legal fronts sang CPP-NPA nga naga-organize kag naga-mobilize sang mga tawo…mga patalang nga mga propaganda against sa gobyerno,” said ICPO director Police Colonel Uldarico Garbanzos.

The seven barangays were West Timawa, North Fundidor and South Fundidor in Molo district; Nava-is, Mandurriao; Sinikway, Lapuz; Baldoza, La Paz; and Hechanova, Jaro.

According to Garbanzos, several activities and dialogues with people in these communities will be conducted.

Lieutenant Colonel Rommil Abayo, commanding officer of the 3ID’s 3rd Civil Military Operations Battalion, said all CSP activities will adhere to the International Humanitarian Law.

“Talagang i-adhere at strictly observed ang implementation ng human rights at habang naga-conduct kita sang white area operation, naga-deliver kita ng mga peace and development,” said Abayo.

The official appealed for the Ilonggos’ cooperation.

“Kami sa military kag sa Philippine National Police (PNP) ara gid sa inyo para suportahan ang programs sang aton gobyerno…. Sana suportahan ninyo ang PNP kag Philippine Army dito sa area,” Abayo said.

On the other hand, Major Cenon Pancito III, spokesperson of the 3ID, said the CSP is a tool for clearing the barangays “that’s why the rebels focus their attacks on CSP soldiers who are not the red fighters of the AFP.”

He added: “Our CSP soldiers are deployed to the barangays to help maintain peace and order and prevent the rebels from infiltrating and recruiting communities.”

The soldiers will conduct the CSP for three months or until the six villages are free from the influence of rebels.

“We are grateful for the trust given by the city government to the CSP teams. They will perform better to ensure the fast delivery of government services to the communities,” Pancito said.

“I am encouraging the village chairmen to support our soldiers and the PNP as they help the Ilonggos achieve a peaceful and progressive city,” he added.

2 NPA rebels killed, female fighter captured in Zambo clash (Graphic photos)

From the Mindanao Examiner (Apr 22, 2021): 2 NPA rebels killed, female fighter captured in Zambo clash

PAGADIAN CITY – Security forces killed 2 communist rebels and captured a woman fighter following a gun battle on Thursday in Zamboanga del Sur province in southern Philippines, officials said.

Military photos released to the regional newspaper Mindanao Examiner show the rebel weapons recovered by troops following a gun fight that killed 2 New People's Army rebels and the capture of a female fighter in Zamboanga del Sur's Tigbao town on April 22, 2021.

Army Lt. Gen. Corleto Vinluan, Jr., chief of the Western Mindanao Command, said the fighting broke out in the village of Guinlin in Tigbao town after soldiers and policemen tracked down the hideout of the rebels and tried to arrest them.

Vinluan said those killed were members of the Main Regional Guerilla Unit of the New People’s Army. “While approaching the target’s location, the terrorists opened fire which forced the operating troops to retaliate,” he said.

He identified the slain gunmen as Felimon Suazo and James Cordero, and the captured rebel, Elvie Doctor.

Suazo, according to a military dossier, was an executive committee member of the Western Mindanao Regional Party Committee and also its political instructor and finance officer. He was one of those senior rebels from Davao who were sent to Zamboanga Peninsula in 2009 to reinforce the dwindling number of fighters in the region.

While the woman, the military said, is also a senior rebel member of the same regional party committee, where she is a known propaganda expert.

There was no report of military or police casualties, but Vinluan said troops were pursuing a small group of rebels who managed to escape during the fighting. He said soldiers also recovered the bodies of the slain rebels and their weapons – an M16 automatic rifle with grenade launcher, two automatic pistols and four 40mm rifle grenades, including dozens of ammunition.

The rebel group is fighting for many decades now to overthrow the democratic government and put up a communist state. Peace talks with the Duterte administration and past governments had failed after communist negotiators demanded the release of jailed rebels and power-sharing in running the affairs of the state.

3 terrorists killed, 10 surrender in Sulu

From the Mindanao Examiner (Apr 24, 2021): 3 terrorists killed, 10 surrender in Sulu

ZAMBOANGA CITY – Security officials said 3 Abu Sayyaf terrorists were killed and two police commandos wounded in separate clashes in Sulu and Basilan provinces under the restive Muslim autonomous region in the South.

A military photo shows 10 Abu Sayyaf terrorists (second row) and supporters (third row) following their surrender Friday, April 23, 2021 in Sulu province.

Army Col. Benjamin Batara, commander of the 1102nd Infantry Brigade, said troops clashed with a band of terrorists in the village of Panglayahan in Sulu’s Patikul town and killed cousins Mujaffar and Muktimar Sawadjaan.

Friday’s clash was the result of an all-out offensive launched by the military against the Abu Sayyaf and foreign terrorists ISIS following the recent killing of an Egyptian ISIS soldier and 2 of his Filipino fighters.

“The neutralization of the Abu Sayyaf militants came amid the continuing focused military operation launched by the 11th Infantry Division to destroy the ASG in Sulu. This is the second time that the operating troops encountered the same group for this month,” Batara said.

There was no report of military casualties in the fighting, according to Batara.

Despite the fighting, Vinluan said four Abu Sayyaf terrorists and six women who are supporters of the notorious group surrendered the same day to the members of the Marine Battalion Landing Team-1 in Panamao town.

The terrorists were identified as Makkin Salidin, 28; Idjo Abduraja, 32; Haris Jul, 35; and Raham Saddih, 37. They also surrendered three M16 automatic rifles and one M14 rifle, including a .45-caliber pistol and ammunition.

The Abu Sayyaf supporters were also named as Marissa Marajan, 35; Maybat Saliddin, 60; Armilyn Abduraja, 20; Arsalyn Abduraja, 17; Parida Abduraja, 22; and Mussah Abduraja Saddih, 28. The group yielded an M1 rifle. Most of the women are relatives or kin of Abu Sayyaf terrorists.

But 2 police commandos were wounded in a clash Friday with the Abu Sayyaf in Basilan’s Lantawan town that also left one terrorist dead. This was confirmed by Army Lt. Gen. Corleto Vinluan, chief of the Western Mindanao Command, who identified the terrorist as Poloy Hallang, whose group clashed with Special Forces soldiers and police commandos.

“The firefight also resulted in the wounding of two SAF personnel who are now in stable condition,” Vinluan said, referring to the Special Action Force, an elite police unit.

An army dossier on Hallang linked him to the murder of Capt. Mark Zember Gamboa, a member of the 14th Special Forces Company in 2014, and the killing of civilian Noning Jainal in Lantawan town.

Army commander warns presence of CPP-NPA-link Anakbayan in NegOr

From the Philippine Information Agency (Apr 22, 2021): Army commander warns presence of CPP-NPA-link Anakbayan in NegOr (By Jennifer Tilos)

NEGROS ORIENTAL, April 21 (PIA) -- The 302nd Infantry Brigade (302 IB) of the Philippine Army has alerted the public, especially residents in the hinterland areas, to be on their guard as some Anakbayan members of leftist groups have been reported to recruit and exploit individuals in different areas of the province.

Col. Leonardo Peña (standing, left), brigade commander of the 302nd Infantry Brigade, urges members of the Provincial Peace and Order Council to also address the threats of remaining armed insurgents and the roots of insurgency in Negros Oriental. (PIA Negros Oriental)

In a Provincial Peace and Order Council (PPOC) meeting, Col. Leonardo Peña, brigade commander of 302 IB, said his command received reports that Anakbayan members have been visiting the Balinsasayao Twin Lake, Bacong town, and part of the municipality of Siaton.

It was noted that Anakbayan is reportedly secretly recruiting children who will be trained and used as child warriors, in addition to residents or farmers.

Peña said although these groups are not armed, most of them are organizers and CPP-NPA-linked activists.

He said although the Communist Party of the Philippines-New People’s Army (CPP-NPA) only has 148 manpower operating in the province compared to government security forces, however “the strategy of this terrorist group is protracted warfare that is why they last for 52 years in their service.”

“Meaning, the longer it takes it will be at their own advantage. Because they become stronger, they can recruit, and agitate the target communities or residents on the present social problems to stir up conflict against the government,” said Peña.

Peña reiterated his call to the remaining members of the CPP-NPA to abandon the armed struggle, return to the folds of the law, as the government is willing to help them go back into the mainstream society.

He also urged government agencies and even the community to share their efforts to totally end communist armed conflict.

The Army official added that "fighting the communist terrorist group is not the sole responsibility of your security forces, it is our responsibility.”

“Ang kailangan haharap diyan ay ang ‘whole of government approach,' if there are target issues pertaining to social problems, kailangan mag act ang different agencies of the government to address that problem. Kailangan tayo mag tulungan. Likewise, we need to prevent them from further recruiting particularly the young generation,” urged Peña.

Meanwhile, the Philippine Army has reported that the infantry brigade has conducted four armed engagements with rebel groups or communist terrorist groups (CTGs) in Siaton, Guihulngan City, and La Libertad that resulted to the recovery of several firearms and explosives, the arrest of two armed men, and nine rebels killed in January to March of this year. From the Philippine Information Agency (Apr 23, 2021): 9th ID’s 49th Infantry Battalion (49IB) discovers firearms Cache in Albay (By Ana-Liza S. Macatangay)

CAMP ELIAS ANGELES, Pili, Camarines Sur (PIA) -- The Philippine Army (PA) in Bicol sustains the momentum of its campaign to topple the Communist Terrorist Group (CTG) as it discovered a firearm cache belonging to the said group, April 21, Wednesday.

Seized caliber 5.56 bushmaster rifle, caliber 5.56 Colt AR-15 rifle, eight magazines, 187 rounds of ammunition, bandolier and terrorist propaganda materials by 9ID's 49th Infantry Battalion (49IB) in Brgy. San Antonio, Oas, Albay, April 21, Wednesday. (Photo credits: DPAO/49IB)

The said firearms cache which consists of caliber 5.56 bushmaster rifle, caliber 5.56 Colt AR-15 rifle, eight magazines, 187 rounds of ammunition, bandolier and terrorist propaganda materials were found in the hinterlands of Brgy. San Antonio, Oas, in the province of Albay.

A tip-off from concerned citizens guided the elements of the 49th Infantry Battalion (49IB), who are conducting security operations on that day in the said place.

“Some concerned citizens reported about the suspicious things left by the CTG members in Sitio Tinahuban when they chanced upon the said war materiel. Fortunately, our government troops are there to conduct their usual security operations,” Division Public Information Office (DPAO) Spokesperson CAPT John Paul Belleza stated.

In a press statement, Lt. Col. Benjamin Tapnio, Commanding Officer of 49IB said that with the discovery and capture of the said firearms and propaganda materials, violence and recruitment schemes of the CTG will be prevented.

"Nagpapasalamat kami sa mga residenteng tumulong at nakipag-ugnayan sa atin. Kung hindi natin ito nakuha, gagamitin na naman ito ng mga komunistang terorista laban sa tropa ng gobyerno at sa mga inosenteng sibilyan (We would like to extend our gratitude to the residents who helped and coordinated with us. If we were not able to seize these items, it will be used by the communist terrorists to the government troops or to innocent civilians)," Lt. Col. Tapnio said.

902nd Infantry Brigade Commander Col. Jaime Abawag Jr., directed the troops to continue scouring the area as the presence of the arms cache is part of the communist NPA terrorists (CNTs) mischievous scheme and dirty tactic.

"The CTG doesn't go to an area without an ill motive. Keeping their firearms in the said place means that they are just around the corner, lying in, waiting to launch their lawless acts. Pero hindi natin hahayaan mangyari ‘yan. Sa patuloy na pakikipagtulungan ng mga Bicolano, hindi mangyayari ‘yan (We will not allow that. With the continuous cooperation that the Bicolanos, it (terroristic acts) will not happen.” Col. Abawag said.

9ID and Joint Task Force Bicolandia (JTFB) Commander MGEN Henry A. Robinson, Jr. PA, corroborated the statement made by Col. Abawag, thanked the public and asked for their cooperation for the government to win the war against the CTG. He also cautioned the public and asked them to be vigilant.

"Hindi pa nga isang araw, may score na naman tayo. Isali pa natin 'yong nasamsam na kilo-kilong anti-personnel mines at nadiskubre nating illegal mining site na kinukontrol ng CTG sa Lagonoy (It was not even a day yet but we scored again against our fight with the CTG. Lets include the kilos of anti-personnel land mines tha our government troops have seized in a mining area controlled by CTG).”

“With these losses, the CTG will surely retaliate in a desperate manner to cover-up their waning capability. That is why we are implementing stringent security measures all over Bicol to thwart any possible terroristic acts of this communist insurgents," MGen. Robinson stated.

PARAÑAQUE CITY, April 23 (PIA) -- Speaking during the closing ceremony of the 36th iteration of the Philippine-US Balikatan Exercises today at Camp General Emilio Aguinaldo, Defense Secretary Delfin Lorenzana believes that the successful conduct of the Balikatan has two important messages – strength in cooperation and the need to share burdens with our friends and allies.

"Our success brings forth two important message to the world: first, nations become stronger if we work together; and second there is no threat too daunting if the burden is shared and shouldered together," Sec Lorenzana said.

Lorenzana also stressed that the Balikatan has become one of the premier military exercises in the region. The knowledge gained, however, has been mainly used for humanitarian assistance and disaster response, which Sec. Lorenzana says is indicative of how the Philippines intends to contribute in preserving international order.

"We have been doing this for the past 36 years, these military exercises. But we never had, even once, used our acquired knowledge to fight another country. But for disaster and humanitarian purposes, we have done this many, many times," the Defense Chief said.

PASIG CITY, April 24 (PIA) -- The Armed Forces of the Philippines (AFP) recently donated an assortment of vegetables and other produce to community pantries in Quezon City.

Through its Civil Relations Service, military personnel handed out the vegetables to stakeholders of community pantries along the streets of Maginhawa, Matatag and Mahinhin.

“It is also a way of Filipinos in demonstrating “bayanihan,” the AFP added.

To recall, the AFP has been actively involved in peace and development efforts in communities.

The military organization is now also facilitating development, reintroducing government services, and helping bridge the gap between local governments and communities.

The AFP highlights the importance of convergence, collaboration, and a grassroots, human rights-based approach to development.

This shows that the military’s role is evolving. While the AFP should continue its role of protecting the people and securing the sovereignty of the Philippines, it is also be open to collaboration with other government agencies and different stakeholders to bring peace down to the grassroots level. EU opposes unilateral actions in SCS; cites China ships in PH EEZ

From the Philippine News Agency (Apr 24, 2021): EU opposes unilateral actions in SCS; cites China ships in PH EEZ (By Joyce Ann L. Rocamora)

The European Union (EU) on Saturday opposed any unilateral actions in the South China Sea (SCS) as it cites the recent swarming of Chinese vessels at the Julian Felipe Reef, an area located within the Philippine exclusive economic zone (EEZ).

The bloc said tensions in the South China Sea, including the recent presence of large Chinese vessels at Julian Felipe Reef, also called the Whitsun Reef, "endanger peace and stability in the region."

"The EU reiterates its strong opposition to any unilateral actions that could undermine regional stability and the international rules-based order. We urge all parties to resolve disputes through peaceful means in accordance with international law, in particular UNCLOS (United Nations Convention on the Law of the Sea), including its dispute settlement mechanisms,"
it said in a statement.

It also renewed its recognition of the landmark 2016 Permanent Court of Arbitration award, which invalidated Beijing's expansive claim called the nine-dash line on the South China Sea.

"The EU is committed to secure, free and open maritime supply routes in the Indo-Pacific, in full compliance with international law, in particular the UNCLOS, in the interest of all," it said.

The bloc said it also looks forward to a binding Code of Conduct in the South China Sea and asked all parties to produce a document that does not prejudice the rights of other states outside the region.

"The EU supports the ASEAN-led process towards an effective, substantive and legally binding Code of Conduct, which should not prejudice the interests of third parties. The EU urges all parties to pursue sincere efforts towards its finalization," it said.

Two Abu Sayyaf Group (ASG) members, including a brother of its leader, were killed in clashes in the hinterlands of Sulu, military officials announced Saturday.

Lt. Gen. Corleto Vinluan Jr., commander of the Western Mindanao Command (Westmincom), said
the initial firefight took place around 9:30 a.m. Friday at the border of Barangays Taung, Taglibi and Panglayahan in Patikul, Sulu.

The troops of the Joint Task Force (JTF)-Sulu were conducting focused military operations when they chanced upon a group of followers of ASG leader Mudzimar Sawaadjaan alias Abu Mundi, Vinluan added.

He said the clash lasted for about five minutes killing two ASG members identified as Mujafal Sawadjaan and Muktihar Taha, while their companions fled.

“Mujafal was on the ASG watchlist as of the yearend 2020. He is the brother of Mundi. On the other hand, Muktihar was not on the watchlist but he was known to be an active follower of Mundi,” he said
.

Maj. Gen. William Gonzales, commander of the JTF-Sulu, said sporadic clashes followed as troops pursued the fleeing ASG members.

He said Sawadjaan and Taha’s bodies were retrieved at the clash site around 3:20 p.m. Friday during clearing operations.

Last week, a foreign terrorist and two ASG members under the group of Mundi were killed in a clash as a result of the focused military operations in Sulu.

Four followers of wanted local terrorist Abu Toraife of the Bangsamoro Islamic Freedom Fighters (BIFF) were reported killed in a continuing artillery attack in the borders of Maguindanao and North Cotabato provinces.

Lt. Col. John Paul Baldomar, speaking for the 6th Infantry Division, said Saturday the artillery attacks were “surgical in nature and preemptive.”

“This is to prevent a similar incident last month in Barangay Kitango, Datu Saudi Ampatuan town where a big group of Bangsamoro Islamic Freedom Fighters has converged and launched attacks against non-combatants,” he said.

The target of artillery offensives was a remote area in Shariff Saydona Mustapha, Maguindanao, specifically near the marshland bordering North Cotabato where about 100 BIFF men were massing on Friday.

“The locals pinpointed to soldiers where the slain terrorists were buried in Shariff Saydona municipality,” Baldomar said.

He said there are reports that Abdulmalik Esmael alias Abu Toraife was wounded in the preemptive attack but has yet to be confirmed.

Baldomar said the artillery attacks and combat operations were duly coordinated with the local officials.

No evacuation of non-combatants was monitored, he added.

Local officials confirmed to military authorities that at least two BIFF members were immediately buried by the BIFF as the military continue its clearing operation in the area.

BALER, Aurora – Two members and a supporter of the Communist Party of the Philippines-New People's Army (CPP-NPA) are under validation following their surrender to government troops here on Friday.

Lt. Col. Reandrew P. Rubio, commander of the Philippine Army's 91st Infantry “Sinagtala” Battalion, said the government troops' intelligence build-up and intensified operation resulted in the surrender of a certain alias Marvin/Rexon, a former squad leader of Squad Dos, Regional Sentro de Gabridad (RSDG), Komiteng Larangang Guerrilla Quirino-Nueva Vizcaya (KLG Q-NV), Komiteng Probinsya Isabela Komiteng Rehiyon Cagayan Valley (KOMPROB ISABELA, KR-CV).

Another surrenderer is identified only as alias Jun, a former member of Sangay sa Yunit Propaganda (SYP) of the Central Front, KR-CV in Barangay Calabuanan, Rubio said in an interview.

Meanwhile, a former chairman of Aurora Justice and Peace Action Group (JPAG) alias Ed also yielded to the operatives of Alpha Company, of 91st IB, led by 1st Lt. Jevie J. Sagragao together with Police Executive Master Sgt. Manuel Roldan P. Gonzales of Dingalan Municipal Police Station and Mayor Shierwin H. Taay.

Taay, in line with the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC), facilitated Ed's withdrawal of support to the CPP-NPA.

Rubio said the number of surrenderers continues to increase after realizing that they have been fighting without cause and only bringing agitation to their families and communities.

"We will facilitate their E-CLIP (Enhanced Comprehensive Local Integration Program) assistance and other livelihood assistance from national government agencies and local government units while facilitating to go back in the mainstream of the society,” he said.

He branded this accomplishment as "remarkable" as it greatly shows the continuous weakening of the terror group through the loss of support from communities.

“Their surrender to the government and withdrawal of support from the terrorist group will save people from harm and hostile activities brought by the CPP-NPA-NDF,” Rubio said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
