Camp Aquino, Tarlac City, April 27, 2023 - Combined troops of the Armed Forces of the Philippines and the United States Armed Forces constructed and completed a community health care facility in Barangay Suklayin, Baler Aurora, as part of the Engineering Civic Action Project (ENCAP) of Balikatan 38–23.

After twenty-five days of construction, with the cooperation and team work of the construction team from the 355th Aviation Engineer Wing, Philippine Air Force, and the 9th Engineer Support Battalion of the US Marines, the Community Health Center of barangay Suklayin, Baler Aurora, was formally turned over to the residents in a dedication ceremony held on the project site on April 26, 2023.

The community health care center was established in response to the residents of the aforesaid barangay's need for immediate and convenient access to quality health services.

The dedication ceremony of the said Balikatan project was led by Aurora Governor Christian Noveras, who expressed his gratitude to Balikatan Exercises for choosing the province of Aurora as one of the recipients of the projects.

"This community health care center will serve as a tangible testament of the unending friendship between the United States and the Philippines. I would like to thank the US forces and the armed forces of the Philippines for choosing the province of Aurora as a recipient."

He further emphasized that the Balikatan Exercise is equally focused on community development as it is on military training.

"I hope it won't be the last time that Balikatan will be conducted in the province. This project symbolizes that Balikatan is not all about joint military exercises, but rather it is an attestation of the strong commitment to addressing the plight of our people through humanitarian civic assistance."

For his part, Lieutenant Colonel Marcos Gillet, US Marine Corps, Commanding Officer of the 9th Engineer Support Batallion, said that the project is a reflection of the friendship between the Philippines and the United States and decades of working together as partners and allies.

Meanwhile, residents of Barangay Suklayin also expressed their gratitude to the Balikatan for their newly constructed health care center.

"I am grateful to Balikatan Exercises for building a health center in our barangay; it is a great help to our very large barangay. We will utilize it properly and take care of it," said Antonio Mata, Barangay Captain of Barangay Suklayin.

Helen Portera, a barangay health worker also happily expressed her gratitude to the Balikatan for their community health facility.

"For the past 12 years, as a BHW, we have not had a designated area; now, we are very happy that we have one, and those who need treatment, especially pregnant women and children, will be accommodated."

The community health center in barangay Suklayin, Baler Aurora, is one of the three development projects carried out under the Engineer Civic Action Program of Balikatan Exercise 38-2023. One of these is the health center in Sarrat, ILocos Norte, and a multi-purpose hall project in Antique.

This was made possible through the joint effort of the Philippine Army and the United States Army Pacific.
 
The newly-built facility was turned over to the local government of Brgy San Joaquin, Sarrat, Ilocos Norte, on Friday, April 28, 2023 with the attendance of COMMO KARL A DECAPIA, PN, Deputy Commander of NOLCOM and other stakeholders.
 
The Balikatan forces' commitment to breaking barriers and building bridges, providing much-needed assistance to the communities they serve, is exemplified by the newly-constructed Health Care Center.

ILOILO CITY – Filipino and American soldiers built a multi-purpose hall at the Inabasan Elementary School in Sibalom town, Antique province as part of the “Balikatan” military exercises that ended last Friday.

Present during the April 27 turnover ceremony were Philippine Army 301st Infantry Brigade (IB) deputy commander Col. Leroy Daanton, US Marine Corps 3rd Civil Affairs Group detachment commander Lt. Col. James Colvin, Antique Gov. Rhodora “Dodod” Cadiao, Sibalom Mayor Gian Carlo Occeña, and Sibalom Schools District Supervisor Dr. Demar Cahilig.

The P1.69-million project was part of Balikatan’s Engineering Civic Action Program (ENCAP).


“Balikatan ENCAP aims to contribute to the welfare and social development of the communities through infrastructure development, building schools, and other community-focused structures,” Daanton said.

Colvin said that constructing the multi-purpose hall not only strengthened the bond between Filipino and American forces but also the community in Sibalom.

CAMP AQUINO, Tarlac City – The Armed Forces of the Philippines and the United States Armed Forces' 38th Balikatan Exercises 2023 have taken a significant step towards improving the lives of the residents of Barangay San Joaquin, Sarrat, Ilocos Norte.

A newly constructed health care center opened its doors after its construction started on March 28, and is now providing much-needed medical assistance to the community.

Joint Task Unit, 548th Engineer Construction Battalion, 51st Engineering Brigade of the Philippine Army, and the 523rd Engineer Support Company, 130th Engineer Brigade, of the United States Army Pacific worked together as part of the Humanitarian Civil Assistance (HCA) and Engineering Civic Action Program (ENCAP) to construct the facility.

The dedication ceremony for the community health center was held on Friday, April 28, and was personally attended by Commodore Karl A. Decapia, the deputy commander of the Northern Luzon Command.


During the event, a ribbon-cutting ceremony was held, the building marker was unveiled, and the facility was blessed.

The formal turnover of the facility to Barangay San Joaquin marked a significant moment for the community, as the health care center will allow residents to receive medical attention without having to travel to other barangays.

For the people of Barangay San Joaquin, the health care center represents hope, compassion, and a brighter future.

Barangay Chairman Michael A. Lardizabal expressed the community's immense gratitude for the initiative and efforts of the US-PH militaries.

"Barangay San Joaquin is indeed blessed today to be a recipient of the Balikatan 38-23 project that is putting a community health care center that would cater to the medical needs of our constituents,” said Lardizabal.


“After a month, this project has come to a reality and today we dedicate this project to the people of Sarrat.
The project is really a great help to us,” added Lardizabal.

In his message, Decapia highlighted that this undertaking is enabled by the Balikatan Exercises.

“The Mutual Defense Board-Security Engagement Board form the annual framework directs and enables defense and security cooperation between the US and Philippine militaries. This is anchored on the Mutual Defense Treaty between these two allies who share the same values and commitment to peace and security.

The Balikatan Exercise that we have now is an enabling arm of this treaty,” said Decapia.

“You are the reason why this center was built, and we believe that it will serve its purpose in providing you with quality healthcare services with utmost compassion and care. The benefits of this health facility will be felt by our community for years to come, which serves as a reminder of the importance of international partnerships and collaborations towards achieving sustainable development goals,” added Decapia.

This is not the first time that Balikatan forces have brought healthcare to a community in need. Another barangay health center in an ENCAP site in Barangay Suklayin, Baler, Aurora, was formally turned over to the local government on April 26.

“The Balikatan forces are committed to breaking the barriers and building bridges, providing much-needed assistance to the communities they serve. The newly built health care center is a testament to its unwavering dedication, hard work, and service to the people,” said Decapia.

BRIGADIER General Patricio Ruben Amata, commander of the 1002nd Infantry Brigade, 10th Army’s Infantry Division, joined other stakeholders in gracing the culmination of a three-month inter-agency project known as Peace and Development Alternative Literacy System (Pedals) on Friday, April 28, in Sitio Sultana, Barangay Donganpekong, Matanao, Davao del Sur.

Sitio Sultana is in the heart of Mount Alip Range on the border of Sultan Kudarat and Davao Del Sur and can be accessed by one-hour trail walk from the newly constructed road in Datal Fitak, Matanao.

The area was a former Communist Terrorist Group’s (CTG) guerilla base in which various encounters transpired between the government security forces and the CTG’s New People’s Army (NPA) in the previous years.


It is also the location of the closed CTG-run Lumad school that became their recruitment haven to lure the IP youth as well as the whole IP community into their wage of war against the government.

Donganpekong Village Chief Rodulfo Lauda, during his speech is at awe as he expressed his gratitude and honor for the presence of Brigadier General Amata in his area of jurisdiction.

He also emphasized that this endeavor strongly manifest that Sitio Sultana along with the whole province of Davao del Sur is indeed peaceful and insurgency-free.

Amata joined the Local Government Unit of Matanao led by Mayor Vincent Fernandez and Vice Mayor Irick Agbon along with the different collaborating agencies in the program.

Meanwhile, a total of 110 B’laan children and adults undergone the Project Pedals that aims to provide basic literacy education to communities in Geographically Isolated and Disadvantaged Areas (Gidas) that have no or limited access to formal education to further protect these vulnerable communities from being deceived and exploited by the CTGs.

The inter-agency program was a brainchild of Youth for Peace Movement (YFPM) Davao del Sur as part of their peace advocacy in partnership with the 39th Infantry Battalion and Department of Education Davao del Sur.

It was then executed in collaboration with the Provincial Local Government Unit (PLGU) of Davao del Sur, Local Government Unit (LGU) of Matanao, National Commission on Indigenous People (NCIP) Davao del Sur, Department of Science and Technology (DOST) Davao del Sur, Provincial Youth and Development Center (PYDC) Davao del Sur, Provincial Social Welfare and Development (PSWD) Davao del Sur, Junior Chamber Inc (JCI) Duwaling, Goodlife Foundation, and Philippine National Police.

The Pedals culminating activity started with a Fun Run for Peace showcasing a peaceful and insurgency-free Matanao.

It was then followed by a Motorcycle Trail Ride carrying the school supplies and food packs to be distributed in the community and a trekking towards the venue proper.

Moreover, vaccination to livestock, turn-over of water tub to the community sitio leader and a site visitation to the LGU procured land where the DepEd school will be established was also conducted.

THREE New People's Army (NPA) rebels withdrew their support from the communist group and surrendered to government authorities in Sultan Kudarat, the military said on Sunday, April 30.

The three NPA rebels, whose identities were withheld except that they belong to the Far South Mindanao Region (FSMR), surrendered to Lieutenant Colonel John Paul Baldomar, 37th Infantry Battalion commander, around 6 p.m. on Friday, April 28, at Camp Brigadier General Belita in Tibpuan village, Lebak, Sultan Kudarat.

They handed over one 7.62-millimeter (mm) M14 rifle, one 5.56-mm M4 Carbine, and one caliber .45 pistol.


Major General Alexander Rillera, Joint Task Force Central commander, said that the surrender of the three NPA rebels bespeaks the group's continuous downfall due to the untiring efforts of the armed forces to conduct focused military operations (FMOs) and the effective implementation of community support programs in their mass bases.

During the debriefing, the three NPA surrenderers revealed that they experienced hardships and pressure due to the military's continuous conduct of FMOs and the lack of moral and financial support from the leadership of FSMR, hence their withdrawal of support from the group.

The three NPA surrenderers are currently at the 37IB headquarters for custodial debriefing and Enhanced Comprehensive Livelihood Program processing.

Lieutenant General Roy Galido, Western Mindanao Command chief, commended the Joint Task Force Central for their relentless efforts to end terrorism in Central Mindanao.

Galido also urged the remaining terror group members to follow in the footsteps of their former comrades.

"It is best for them to end their armed struggle peacefully because we assure that we will never allow them to reemerge and wreak havoc in the communities," he added. (SunStar Zamboanga)

TACLOBAN CITY – Following the encounter between troops from the 803rd Infantry Brigade and members of the New People's Army which left seven armed rebels dead on Sunday, April 30, a wounded rebel surrendered to the 1st Northern Samar Provincial Mobile Force Company in Barangay Trangue, Catarman, Northern Samar.

He used to be a medical officer of the dismantled Front Committee-2 (FC-2), Sub-Regional Committee (SRC) Emporium, Eastern Visayas Regional Party Committee (EVRPC).

Reportedly, personnel from the 1st NSPMFC received a phone call from his mother, Margie Cardenas, chairman of Barangay Trangue, informing them that a wounded NPA member went to their barangay hall to surrender.

Silvestre disclosed that at about 2 a.m., he was at their camp located between Barangays Himaraganan and San Tander in Bobon, Northern Samar when they were raided by the Army.

The encounter was a result of a Joint Focused Military Operation following the information given by concerned civilians who saw a group of armed men passing through the outskirts of the barangay.

The troops, knowing the hideout was heavily fortified and surrounded by prohibited anti-personnel mines (APMs), asked for close air and artillery support before the raid was done.

At least seven still unidentified NPA members were killed and four high-powered firearms were seized after the fight.

Meanwhile, Silvestre was brought to the hospital after sustaining multiple injuries.

MANILA, Philippines — Seven suspected New People’s Army (NPA) guerrillas were killed following an encounter with government security forces in Northern Samar yesterday morning, according to the military.

The firefight also resulted in the seizure of four firearms including an AK-47, R4 and two M-16 rifles as well as bomb paraphernalia and subversive documents.

Reports said that police officers and soldiers from the Army’s 803rd Brigade were conducting patrol in the hinterlands of Barangay Santander when they encountered around 40 armed men.

The men reportedly belonged to the NPA’s Sub-Regional Guerrilla Unit as well as remnants of the dismantled Front Committee 2 Sub-Regional Committee Emporium of the Eastern Visayas Regional Party Committee led by Mario Sevillano, alias Durok.

The rebels’ heavily fortified camp and the improvised explosive devices planted around the area prompted government forces to use air and artillery support during the firefight.

The rebels retreated, leaving behind their dead comrades, who have yet to be identified.


Clearing operations at the scene of the encounter were ongoing as of yesterday afternoon.

Maj. Gen. Camilo Ligayo, commander of the Army’s 8th Infantry Division and Joint Task Force Storm, attributed the success of the operation to the military’s campaign to clear communities, especially remote barangays of the presence of communist rebels.

“Last year, we cleared areas under the control of the NPA’s Front Committee 2 and dismantled the movement. With the help of local officials, residents of Northern Samar now understand their responsibility in helping solve the insurgency problem,” Ligayo said.

He urged the remaining members of the “CNTs or communist NPA terrorists” to surrender and return to their families.

“The government is willing to help you start a normal life,” Ligayo said.

Meanwhile, another suspected NPA guerrilla was killed while his companion was arrested following an encounter in Canlaon, Negros Oriental on Friday.

The Army identified the fatality as Anthony Curson, alias Miguel, and his companion as Leonido Montero, alias Lanie Dindo.

Troopers recovered two pistols, ammunition and bags together with Curson’s remains at the scene of the firefight that occurred in Sitio Malatanglad in Barangay Budlasan.


Lt. Col. William Pesase, commander of the Army’s 62nd Infantry Battalion, said Montero has pending arrest warrants for murder and illegal possession of firearms and explosives.

No bail was recommended for Montero’s provisional liberty, Pesase said. — Gilbert Bayoran

SEVEN New People’s Army (NPA) rebels were killed when the military assaulted an NPA hideout in Bobon town in Northern Samar yesterday morning, the military reported.

Capt. Jefferson Mariano, spokesman of the Army’s 8th Infantry Division, said the NPA hideout was fortified, forcing troops to call for air and artillery support.

Mariano said soldiers from the Army’s 803rd Brigade conducted the operation after residents reported the presence of the rebels in their area.

He said soldiers launched an operation to track the rebels, leading to the discovery of the NPA hideout in Barangay Santander in Bobon and a subsequent firefight with about 40 rebels.

Mariano said the rebels are members of the NPA’s Sub-Regional Guerrilla Unit and remnants of the dismantled NPA Front Committee 2 of the Sub-Regional Committee Emporium.

Mariano said the NPA lair was “heavily fortified and surrounded by prohibited anti-personnel mines,” prompting the troops to call for close air and artillery support.

After the 30-minute clash, troops recovered at the scene the bodies of seven still unidentified rebels, an R4 rifle, two M16 rifles, an AK47 rifle, an anti-personnel mine, and rebel documents.

Mariano said “heavy bloodstain” was seen at the withdrawal route of the fleeing rebels, indicating the NPAs suffered more casualties during the firefight.


Mariano said the encountered NPA unit is behind numerous atrocities in Northern Samar, including ambuscades, extortions, and killings over the past years.

Maj. Gen. Camilo Ligayo, 8th ID commander, urged the rebels in the province to surrender and live a new life with their families.

“We urge the remaining members of the CNTs (CPP-NPA Terrorists) to lay down their arms and go home to their families, the government is willing and eager to help you to start a normal life,” said Ligayo.

Another NPA rebel also died and another was captured in a firefight with Army soldiers in Canlaon City in Negros Oriental last Friday.

The Army’s 3rd Infantry Division named the slain rebel as Anthony Curson, alias Miguel, while the captured was identified as Leonido Montero, who carries the aliases Lanie and Dindo.

3rd ID spokesman Lt. Col. Vicel Jan Garsuta said Curson and Montero are members of the NPA’s Central Negros 1.

Garsuta said troops from the Army’s 62nd Infantry Battalion were deployed to Sitio Malatanglad, Barangay Budsalan in Canlaon City after the military received information about rebel presence in their community.

During a combat operation last Friday, Garsuta said soldiers encountered five NPA rebels.
Apart from the death of the Curson and the capture of Montero, Garsuta said the five-minute firefight led to the seizure of two cal. 45 pistols with magazines and sling bags.

Garsuta said Montero has a standing arrest warrant for murder and other crimes.

MANILA, Philippines — Former combatants of the Moro Islamic Liberation Front (MILF) are being issued certificates of live birth through the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU)’s access to legal identity and social services for decommissioned combatants or ALIAS-DC program.

Under the program, former MILF fighters can now use their names and drop their aliases to avail themselves of the government programs.

The program aims to resolve legal identity issues faced by former MILF members as well as facilitate their applications for birth certificates, which is a basic requirement for government recognition and provision of services.

It is being implemented by the Initiatives for Dialogue and Empowerment through Alternative Legal Services (IDEALS) program, and funded by the Australian embassy, European Union, Japan and The Asia Foundation.

The ALIAS-DC will be rolled out in six MILF-acknowledged camps in Lanao, Maguindanao and Cotabato provinces.

It is among the commitments made by the government under the normalization track of the Comprehensive Agreement on the Bangsamoro.


The OPAPRU and the MILF are providing oversight to the civil registration project through the Task Force for Decommissioned Combatants and their Communities (TFDCC) in coordination with the Joint Task Forces on Camp Transformation.

The government and the MILF, through the TFDCC, will provide directions to the interventions being carried out under the ALIAS-DC.

Ten months after the project’s launch, the IDEALS was able to accommodate 35,665 civil registration applications, which is 112 percent of its 31,715 target.

Gunman linked to death of SAF 44 killed during gov’t ops in Maguindanao

CAMP SIONGCO, Maguindanao – One of the gunmen involved in the killing of 44 elite police officers in Mamasapano, Maguindanao in 2015 was killed during law enforcement operations in Datu Saudi Ampatuan town, the Army confirmed on Sunday.

Lt. Colonel Michael Glenn Manansala, 6th Infantry Battalion commander, said a team of police and Army operatives were to serve a warrant of arrest against Bansir Samaon when the latter resisted and, using his caliber .45 pistol, opened fire on government forces about noon on Friday.

Samaon, also known as “Malang” and “Bungo,” was a member of the Bangsamoro Islamic Freedom Fighters (BIFF), an outlawed group that pledge allegiance to ISIS.

“He was a bomb courier of the BIFF and one of the gunmen linked to the killing of Police Special Action Force in 2015,” Manansala said.

“The soldiers only defended themselves when the suspect fired his pistol toward the operating units,” he added.


Samaon’s relatives immediately claimed his body from the local police office and buried it according to Islamic rites.

SAF 44 refers to the 44 members of the elite police Special Action Force killed in Barangay Tukanalipao, Mamasapano, Maguindanao in a botched police operation against a Malaysian bomb maker on January 25, 2015.

The PNP-SAF was part of state forces tasked to arrest Malaysian bomb expert Zulkifli Bin Hir, alias Marwan, who was in the US government’s wanted list.

After Marwan was killed, Moro gunmen, both from the BIFF and Moro Islamic Liberation Front (MILF), clashed with SAF commandos that left 44 police officers, about 17 Moro gunmen and civilians dead during the 11-hour fierce firefight.

He called on other BIFF gunmen to lay down guns, surrender and live with their loved ones by taking advantage of the government’s peace and reconciliation program.

I hope you will consider this offer before its too late,” said Rillera, also commander of Army-led Joint Task Force Central (JTFC).

Also on Friday, four BIFF members surrender to Colonel Andre Santos, 1st Mechanized Infantry Brigade commander during a rite at the Brigade’s headquarters in Tacurong City.

Santos said the rebels turned over four firearms, including a sniper rifle and anti-personnel mine.

Since January, about 70 BIFF members have surrendered to the Army in Maguindanao and Cotabato provinces.

Nagmartsa ang mga kabataan at estudyante mula sa iba’t ibang unibersidad ng Metro Manila mula sa University Avenue ng University of the Philippines-Diliman tungo sa upisina ng Commission on Higher Education (CHED) sa Quezon City noong Abril 28. Ito ay bilang protesta sa napipintong pagtataas ng matrikula, sa pahintulot ng CHED, sa maraming Higher Education Institutions o mga pribadong unibersidad sa bansa.

Sa pangunguna ng Rise for Education Alliance at National Union of Students of the Philippines (NUSP), ilampung kabataan ang nagtungo sa CHED para kalampagin ang naturang ahensya.

Kabilang sa mga pamantasan at uniberisdad na may planong magtaas ng matrikula ang University of the East (9.5%), Saint Louis University (9%), Holy Angel University (8%), Ateneo (7%), University of Sto. Tomas (7%), University of San Carlos (3-5%), De La Salle Univesity (4%) at Far Eastern University (4%).

Nakiisa sa pagkilos ang mga kinatawan ng mga konseho ng mga mag-araal at iba pang organisasyon mula sa University of Sto. Tomas, De La Salle University, Far Eastern University, Ateneo de Manila University, University of the East, National University at mga pampublikong pamantasan tulad ng UP at Polytechnic University of the Philippines.

Giit ng mga kabataan, hindi makatwiran at makarungan ang planong pagtataas ng matrikula at iba pang bayarin sa mga pamantasan.

Pahayag ni Nathan Agustin mula sa UST Student Council, “Ginigipit ng mga autonomous units ang students sa limitadong consultations on TOFI.” Himutok naman ng kinatawan ng DLSU, “ang education ay naging para sa mayaman imbis na maging para sa mamamayan.”

Bilang pagkundena sa napipintong pahirap na pagtaas ng matrikula, sabay-sabay nilang pinunit ang isang malaking “invoice” o listahan ng mga bayarin sa pamantasan. Sigaw nila: “Education not for sale!”

Ipinabatid din ng kabataan sa protesta ang paninindigan nila para sa kalayaang pang-akademiko at pagtutol sa Mandatory ROTC na itinutulak ng rehimeng Marcos Jr.
Negosyo ang edukasyon

Ayon sa pag-aaral ng NUSP, kailangan ng hanggang ₱150,000 kada taon para makapag-aral sa kolehiyo. Ngayon napipinto ang taas-matrikula, “hihilahin nito ang mga pamilyang Pilipino sa ibayong kahirapan habang nagpapayaman ang pinakamayayaman nang negosyante na nagpapatakbo sa edukasyon bilang negosyo,” paliwanag pa ng grupo.

Sa pag-aaral ng NUSP sa datos ng gubyerno noong 2021, sa 10 estudyanteng pumapasok sa primaryang edukasyon, siyam lamang ang nakapagtatapos. Pito na lamang sa kanila ang ang tutuloy sa hayskul. Sa pitong ito, anim lamang ang makagagradweyt at dadalawa lamang ang magtutuloy sa kolehiyo. Sa dalawa, isa lamang ang makapagtatapos. “Ipinakikita ng mga bilang na ito ang malubhang kalagayan ng edukasyon sa bansa,” ayon sa grupo.

Inianunsyo ngayong araw ng Philippine National Police (PNP) ang pagdedeploy ng sobra-sobrang bilang ng mga pulis sa buong bansa para “panatilihin ang kaligtasan” bukas, Pandaigdigang Araw ng Paggawa. Kalakaran na ng PNP at estado na pigilang makapagtipon ang mga manggagawa sa araw na ito.

Ayon kay Gen. Benjamin C. Acorda Jr, hepe ng PNP, magpapakilos sila bukas ng 59,587 pulis para pigilana ang mga pagtitipon sa tabing ng “pagtulong na aayon sa batas” para maging “mapayapa” ang mga aktibidad.”

Nakatakdang magkasa ng pagkilos ang mga unyon at manggagawang nabubuklod sa All Philippine Trade Union bukas sa Mendiola sa Manila. Nasa 10,000 manggagawa ang inaasahang magtitipon para sa dagdag-sahod, trabaho at karapatan.

Sa Metro Manila, aabot sa 10,529 pulis ang pakikilusin ng National Capital Region Police Office (NCRPO) para pigilan at supilin ang demokratiko at ginagaratiyahan ng konstitusyon na mga pagkilos at protesta ng mga manggagawa sa rehiyon.

Upang bigyang matwid ang planong paggamit ng dahas laban sa mga protesta, ipinahayag ng PNP na mayroong “ilang grupo na sasamantalahin ang sitwasyon para maghasik ng gulo at karahasan.” Ipinahayag na rin ng NCRPO ang kahandaan nitong buwagin ang mga mapayapang pagkilos nang sabihin na ipatutupad nila ang reaksyunaryong patakaran na “no permit, no rally.”

Namamaga ang paa ng Pulang mandirigmang si Anthony Curson (Ka Miguel) dulot ng sakit sa kidney nang dakpin at sadyang pinatay ng 62nd IB noong Abril 28 sa Sityo Malatanglad, Barangay Budlasan, Canlaon City. Liban dito, isang magsasaka ang dinampot at sinampahan ng gawa-gawang kaso ng mga sundalo.

Ayon sa ulat, si Curson ay nagpapahinga sa naturang lugar dahil namamaga ang kanyang mga paa at halos hindi na makalakad dulot ng sakit sa kidney. Si Curson ay isang hors de combat o kombatant ng BHB na wala sa katayuang lumaban.

Dinala siya sa bahay ng magsasakang si Leonido Montero at doon labis na pinahirapan bago pinatay. Tulad sa ibang kaso ng sadyang pagpatay ng mga rebolusyonaryo, pinalabas na napatay siya sa isang “engkwentro.”

Ang walang-pakundangan at sadyang pagpatay kay Curson at pagtortyur at pag-aresto kay Montero ay krimen sa digma at labag sa internasyunal na makataong batas at Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

Nilabag nito ang ika-4 na Bahagi, Artikulo 4, Numero 1 ng CARHRIHL: “Ang mga taong wala sa katayuang lumaban (hors de combat) at yaong hindi tuwirang kalahok sa mga armadong sigalot ay may karapatan sa paggalang sa kanilang buhay, dignidad, mga karapatang-to, mga paniniwalang pampulitika, at moral at pisikal na integridad, at pangangalagaan sa lahat ng sirkunstansya at makataong itatrato nang walang pagtatangi batay sa lahi, kulay, paniniwala, kasarian, kapanganakan, katayuang panlipunan o anumang katulad na pamantayan.”

Labag din ito sa ika-4 na Bahagi, Artikulo 4, Numero 4 ng CARHRIHL: “Ang sibilyang populasyon at mga sibilyan ay itatrato bilang sibilyan at ipag-iiba sa mga mandirigma at, kasama ang kanilang ari-arian, ay hindi maaaring atakihin.”

Dalawang sundalo ng 70th IB ang napatay sa isang engkwentro sa yunit ng Bagong Hukbong Bayan (BHB)-Bulacan sa Sityo Balagbag Araw, Barangay San Isidro, San Jose del Monte, Bulacan noong Abril 28 ng umaga.

Ayon sa ulat ng yunit, na-engkwentro nila ang nag-ooperasyong tropa ng 70th IB sa naturang lugar. Walang kaswalti sa panig ng mga Pulang mandirigma.

“Ang mersenaryong tropang ito ang masugid na tagapagprotekta ng interes ng naghaharing uri na sila Villar, Robes at Araneta,” pahayag ni Ka Jose del Pilar, tagapagsalita ng BHB-Bulacan.

Ayon sa yunit, mahigit 700 ektarya ang lupang kinakamkam ng pamilya Araneta sa lugar na siyang magpapalayas sa magsasaka sa lugar.

Ang tropa ng 70th IB ay mahigit tatlong linggo nang nag-ooperasyon at nanggugulo sa lugar. Kinokontrol ng mga sundalo ang kabuhayan at konsumo ng suplay ng mga residente. Ayon pa sa mga residente, tinatakdaan ng mga sundalo ang dami ng pagkain na pwede nilang bilhin.

Sangkot ang 70th IB sa maraming kaso ng paglabag sa karapatang-tao sa Bulacan at Zambales sa nagdaang mga taon. Imbwelto ang yunit sa pagpapaulan ng bala sa bahay ng mga sibilyan sa Sityo Manampus ng Barangay San Mateo, Norzagaray noong 2022. Ninakaw din ng mga sundalo ang bigas, manok at itik ng isang magsasaka noong Abril 24.

May 1, 2023 | Bilang pampulitikang partido at taliba ng uring manggagawang Pilipino, ipinapahayag ng Partido Komunista ng Pilipinas (PKP) ang rebolusyonaryong pakikiisa sa malawak na masa ng uring manggagawang Pilipino at masang anakpawis sa paggunita ngayong taon sa makasaysayang araw ng Mayo Uno, Pandaigdigang Araw ng Uring Manggagawa.

Sa araw na ito, ibayo nating pag-alabin ang maka-uring determinasyong isulong ang mga pakikibaka ng masang manggagawa laban sa lumulubhang mga anyo ng pagsasamantala at pang-aapi at ang pakikibaka ng buong sambayanang Pilipino para sa tunay na kalayaan at demokrasya.

Papalala nang papalala ang kalagayan ng masang manggagawang Pilipino at kapwa anakpawis sa gitna ng sumisidhing krisis ng naghaharing sistemang malakolonyal at malapyudal. Lalo pa ngayong lumalala ang mga anyo ng pagsasamantala at pang-aapi sa ilalim ng rehimeng US-Marcos na walang-awat ngayon sa pagtulak ng anti-manggagawa at anti-mamamayang mga patakarang pabor sa malalaking burgesyang komprador at mga dayuhang malalaking kapitalista.

Buong-lupit na ipinatutupad ngayon ng rehimeng US-Marcos ang mga patakarang neoliberal upang panatilihing mura at siil ang mga manggagawa at alisin ang lahat ng hangganan para sa kapitalistang pagsasamantala at pang-aapi.

Pangunahin sa mga patakarang ito ang pagpapanatiling napakababa ng sahod ng mga manggagawa na malayong mas mababa sa tunay na halaga ng lakas-paggawa ng mga manggagawa (o halaga ng pagkain at iba pang saligang pangangailangan ng mga manggagawa at ng kanilang pamilya). Bukod sa ginawang pagbaklas sa minimum na sahod (sa anyo ng tinaguriang “regionalization”), nariyan din ang “two-tier wage system,” at iba’t ibang iskema para hilahin nang hilahin pababa ang sahod ng mga manggagawa. Sinasamantala rin ng mga kapitalista ang kapit-sa-patalim na sitwasyon ng mayorya ng mga manggagawang Pilipino walang trabaho upang lalong ibaba ang sahod. Aabot sa 73% ng sinasabing may trabaho, ay walang regular na trabaho at pinagkakakitaan. Sa desperasyon, libu-libong Pilipino ang nangingibang-bayan para maghanap ng kabuhayan.

Inaapi at pinagsasamantalahan din ng mga kapitalista ang mga manggagawang Pilipino sa anyo ng laganap na kontraktwalisasyon (na ginawang ligal sa ilalim ng Herrera Law) at mga iskema ng “flexible employment.” Mayorya ng mga empresa at negosyo sa bansa ay nag-eempleyo mga manggagawang kontraktwal, na hindi binibigyan ng tamang sahod at mga benepisyo, at pinagkakaitan ng karapatan sa pag-uunyon at kolektibong pakikipagtawaran. Laganap ang mga kaso ng pagtatrabaho nang lagpas sa walong oras na walang bayad, at pagpapatrabaho sa mga di makatao o peligrosong kundisyon sa imbing layunin ng mga sakim na kapitalista na sagarin ang kanilang tubo.

Malaking mayorya ng mga pamilyang Pilipino ang nabubuhay nang kahig-tuka. Milyun-milyong manggagawa at mala-proletaryado ang lugmok sa hirap at gutom, laluna sa harap ng lumalalang kalagayan pang-ekonomya at panlipunan. Labis-labis ang pagdurusa sa harap ng mababang pasahod, mataas na tantos ng disempleyo, pang-aagaw o pagkakait ng kabuhayan, sumisirit na presyo ng pagkain at karaniwang bilihin, at malubhang kakulangan ng badyet ng estado sa kalusugan, edukasyon at iba pang serbisyong panlipunan.

Walang mapapala ang masang anakpawis sa paghihintay sa anti-manggagawa at anti-mamamayang rehimeng US-Marcos. Mula maupo sa poder, nagtetengang-kawali si Marcos sa napakalakas na sigaw ng mga manggagawa para sa umento sa sahod, sa harap ng walang kapantay sa nagdaang dalawang dekada na tantos sa implasyon, at mga bigong pangakong mababang presyo ng bigas at mga bilihin.

Ang prayoridad ni Marcos ay mapasaya ang mga dayuhang malalaking kapitalista, at kasabay niyon, ang kanyang mga katotong malalaking negosyante tulad nina Ramon Ang, Lucio Tan, mga Cojuangco at iba, mga kamag-anak at mga alyado sa pulitika tulad ng mga Duterte, Arroyo, Romualdez at iba pa. Habang nagpapataw ng karagdagang buwis sa balikat ng sambayanan, kinakaltasan naman ng buwis ang malalaking kapitalista at mayayaman sa ilalim ng batas na CREATE. Maya’t maya ang biyahe ni Marcos sa ibang bansa upang magpasarap at maghanap ng mga kasosyong dayuhang mga bangko at kapitalista.

Kasuklam-suklam na ngayong Mayo Uno, sa halip na harapin ang mga manggagawang Pilipino, nagtungo si Marcos sa United States upang makipagpulong kay US President Biden, upang sementuhin ang mga kasunduan para sa pagtatayo ng karagdagang mga base militar ng US sa Pilipinas. Sunud-sunuran si Marcos na ipinagagamit ang Pilipinas sa US sa geopulitikal na estratehiya nito na palibutan ang China at mang-upat ng gera. Sa ganito, dinadamay ni Marcos ang Pilipinas at isinusugal ang kalayaan at buhay ng mga Pilipino sa imperyalistang gerang inuudyok ng US. Pakay din sa biyahe ni Marcos ang ayudang militar para sa brutal na gerang panunupil sa Pilipinas para supilin ang mga patriyotiko at rebolusyonaryong pwersang ng sambayanang Pilipino.

Napaka-importante na kumilos ang mga manggagawang Pilipino upang isulong ang kanilang kagalingan at mga kahingian, at ipaglaban ang interes ng buong sambayanan. Kailangang itaas ang antas ng kanilang organisadong lakas bilang bisig sa pakikibaka. Dapat patatagin, itayo o muling buuin ang mga unyon at iba pang anyo ng mga samahang manggagawa upang bigkisin ang milyun-milyong manggagawa at buuin sila bilang isang makapangyarihang pwersa ng pagbabago.

Dapat likhain ang isang malawak at makapangyarihang kilusang propaganda at pag-oorganisa sa masang manggagawa na umaabot sa pinakamaraming bilang ng mga unyon, pabrika at lugar ng pagtatrabaho, at mga komunidad. Tipunin ang mga manggagawa, talakayin ang kanilang kalagayan at mga hinaing, pag-isahin ang kanilang paninindigan, at itaas ang kapasyahang lumaban. Bigyang-alab ang diwa ng militanteng pakikibaka sa pamamagitan ng sama-samang pagkilos, welga at mga pagkilos sa lansangan. Itaas ang kamulatan para ipaglaban ang pambansa-demokratikong hangarin ng buong sambayanan, at makiisa sa pakikibaka ng uring manggagawa sa iba’t ibang panig ng daigdig.

Kaalinsabay nito, dapat palalimin at palawakin ng Partido at mga rebolusyonaryong pwersa ang ugat nito sa masang manggagawa at anakpawis. Dapat puspusang itaas ang rebolusyonaryong at maka-uring kamulatan ng mga manggagawa. Buuin at palakasin ang kanilang mga rebolusyonaryong organisasyong masa. Pandayin ang libu-libong proletaryong rebolusyonaryo, rekrutin sila at tipunin sa parami nang paraming sangay ng Partido. Tipunin ang suporta para sa armadong pakikibaka, at magrekrut ng mga mandirigma at kumander para sa Bagong Hukbong Bayan, ang tunay na hukbo ng uring manggagawa at magsasaka.

The fascist generals and their rabid mouthpieces are frantic in covering up the truth of how they butchered National Democratic Front of the Philippines (NDFP) Consultant Rogelio Posadas (Ka Cocoy) and the enforced disappearance of Lyngrace Marturillas, Renel delos Santos and Renal Mialen.

They spent millions on an expensive drama-serye to make believable their made-up story of Posadas gunned down during a 10-minute firefight with the 62nd Infantry Battalion (62nd IB) and 94th IB at Sitio Cabite, Barangay Santol, Binalbagan, Negros Occidental on April 20, while deliberately shrugging off the demand of the families of the other three victims to surface their kin.

Their claim of back-to-back encounters are all tired scripts backed by soldiers indiscriminately firing near farmer communities in Barangays Santol and Payao, Binalbagan, and Barangay Camangcamang, Isabela that have caused trauma and fear among residents.

The Philippine Army went as far as transporting Ka Cocoy’s dead body by helicopter from the headquarters of the 303rd Brigade in Murcia, Negros Occidental, a flying distance of 50 kilometers to Binalbagan, to plant the cadaver in the so-called encounter site. His blood is still evident on the ground where butcher soldiers carelessly planted his body, a backpack (notably not his own) and other paraphernalia to demonstrate an outcome of a gun battle.

Ka Cocoy, after being waylaid around 6pm on April 19 along Isabela-Hinigaran Road, was a captive of the bloodthirsty military for more or less eight hours. Without a doubt, he was subjected to physical and mental torture before they killed him. Thus, the overwhelming concern for the three others who are still in the hands of these fascists.

Summarily executing revolutionaries is a continuing policy of a politically weak regime such as that of Duterte and Marcos Jr. Negros Island has a long list of murdered revolutionaries like NDFP Consultant Ericson Acosta, NPA Negros Spokesperson Juanito Magbanua (Romeo Nanta), Kerima Tariman, Florida Ceballos, Arjen Mahinay, Junjun Callet, Marilyn Badayos, Rudy Carbajosa, Ronilo Desabille, Rufino Bocaval. They were all captured defenseless and then killed in cold-blood similar with the slaughter of Benito and Wilma Tiamzon and eight comrades, Jorge Madlos (Ka Oris), Menandro Villanueva, and many others.

No matter how the Armed Forces of the Philippines (AFP) and the National Task Force (NTF)-Elcac twist facts and fabricate stories, the truth cannot be concealed from the people of Isabela and Binalbagan who witnessed intensified militarization in their communities from April 10 onwards, the human rights violations perpetrated by soldiers of the 94th and 62nd IB against their families and neighbors, and, most of all, the actual abduction of NDFP consultant Rogelio Posadas, Lyngrace Marturillas, Renel delos Santos and Renal Mialen on April 19.

The national democratic revolution primarily waged through armed struggle continues because of the prevailing basic problems of imperialism, feudalism and bureaucrat capitalism. This is what escapes the understanding of fascist Army generals such as Arevalo, Sison, and Edralin. They do not grasp that their growing desperation to destroy the Communist Party of the Philippines (CPP), the New People’s Army (NPA) and the NDFP gives life to a stronger and ever determined generation of revolutionaries who will surmount the current revolutionary challenges and carry forward the Philippine revolution.

The Apolinario Gatmaitan Command of the NPA’s Negros Island Regional Operational Command (AGC-NPA) with its five guerrilla fronts, under the absolute leadership of the CPP, persists in launching armed struggle, implementing agrarian revolution and building organs of political power. While it is true that the revolutionary ranks face difficulties and hardships upon the death of our comrades, we are also inspired and strengthened by their exemplary lives devoted to serving the people to the very last.

Unlike the bourgeois state ruled by dictators and imperialist puppets, the revolutionary movement is never headless nor leaderless. Here in Negros Island, there is a bottomless bench of Party cadres and a spring of young revolutionaries who are prepared to defeat the counterrevolutionary war of the Marcos II regime and stir up and spread the flames of guerrilla warfare and carry forward the protracted people’s war.###

The said endeavor has benefited a total of 360 families from 6 Sitios of Brgy Sta Felomina namely, Sitio Tagdo, Sitio, Gatongon, Sitio Mibislig, Sitio Gamot, Sitio Dumasilag, and Sitio Bangan. Different offices coming from LGU Bukidnon which include Municipal Mayor’s Office, Municipal Health Office, Municipal Social Worker Development Office, Nutrition, Municipal Civil Registrar, Municipal Agriculture Office, Philippine National Police, Luan-Luan Eagles Club and Aktibong Kabatan-unan sa Quezon (ACOQ) have exerted effort to make the activity successful.

Hon Lorenzo desires to bring government services to the above-mentioned Sitios which are conflict-striken areas to lessen the influence communist terrorist groups and make government services accessible more to the public and further enables the Government to implement the whole of nation approach.

The one-day activity offered free medical and dental check-ups, medicines and vitamins, distribution of vegetable seeds, slippers, hygiene and sleeping kits distribution, civil registration assistance, food pack distribution, free haircut and circumcision, feeding program, cattle deworming, family planning services and parlor games. Further, an information education campaign on VAWC (RA 9262) and Anti-Trafficking (RA 9208) was also conducted.

CAMP EVANGELISTA, Cagayan de Oro City - The 4th Infantry Division has installed the new Commander of the 401st Infantry Brigade based in Prosperidad, Agusan del Sur and new commanding officer of the 75th Infantry Battalion based in San Miguel, Surigao del Sur in a seperate Change of Command and Assumption Ceremonies on Wednesday, April 26, 2023, presided over by Maj. Gen. Jose Maria R. Cuerpo II, the 4ID Commander.

Col. Francisco F. Lorenzo Jr., who served as the 401st Deputy Brigade Commander for four (4) years, has officially assumed command as the new Brigade Commander. He replaced Brig. Gen. Rommel B. Almaria, who was appointed as the Chief of the Armed Forces of the Philippines (AFP) Command Center since February 2023.

"I understand, the job ahead demands no less than the best of me to ensure the continuity of our campaign, fulfill my mandate and contribute to our goal of ending the local communist armed conflict. With it, I will devote all the capabilities and resources of this brigade to accomplish its mission and make it a better unit each day in terms of personnel competence, facility conduciveness, and equipment readiness. I will also ensure that the 1,144 soldiers and 1,400 CAFGUs composing the 'Unite and Fight' team are taken care of and dedicated to work hard all year round to serve and secure our countrymen in this part of our land," Col. Lorenzo Jr. said in his assumption message.

Meanwhile, Lt. Col. Jan B. Molero took the helm as the new Commanding Officer of the 75th Infantry Battalion replacing Lt. Col. Jelson D. Buyuccan. In his assumption speech, Lt. Col. Molero encouraged the troops as well as the stakeholders to continue working together for the greater good of the 75IB's area of responsibility.

"To our stakeholders, let us continue to be partners in ensuring that our communities will remain dedicated in our collective efforts to put an end to this insurgency problem. So that we can achieve sustainable peace and development for all. And to the personnel of 75IB, let us work together to continue the tradition of excellence of the unit. Hence, I humbly ask each and every one of you to pledge with me, our unflinching commitment to the unit, one for all, all for one," he added.

Moreover, Maj. Gen. Cuerpo II put his confidence to the new commanders that they will overcome challenges ahead of them and lead their troops well. He also invigorated them to sustain the culture of professionalism and excellence in the division's continuous quest to attain lasting peace and security in Northern Mindanao and Caraga.

Said Change of Command and Assumption Ceremonies were attended by other Brigade and Battalion Commanders, Local Chief Executives, other stakeholders, families and friends of the new and former Commanders.

In recognition to unit’s support, the 1st Civil-Military Operations (Mahigalaon) Battalion, 1st Infantry (Tabak) Division, Philippine Army, received a Plaque of Appreciation during the 49th Founding Anniversary celebration of the 1st Cavalry (Tagapanguna) Battalion at Headquarters, Camp Colonel, Jacobo E Zobel, Upper Pulacan, ZDS last April 26.

The award was received by the Battalion’s Executive Officer, Major Gilbert C. Osores who’s on-behalf of the unit attended the momentous occasion. It was handed-over by the Guest of Honor and Speaker, Maj. Gen. Facundo O Palafox IV, the Commander of the Armor (Pambato) Division, Philippine Army. The event was also graced by the other military and civilian unit’s stakeholders.

This recognition ensures an unbroken support and participations from the Mahigalaon Battalion. And, will continue to contribute in the mission accomplishments of the units it serves.

While conducting intensified military operations, troops of the 3rd Scout Ranger Battalion discovered a makeshift hut in a heavily vegetated area in Barangay Batobato, Maguing, Lanao del Sur on Saturday morning, April 29.
 
According to Joint Task Force ZamPeLan Commander, Maj. Gen. Antonio Nafarrete, the hut is believed to be the hideout of the lawless group under Alias Lomala, who was responsible for the ambush of Lanao del Sur Gov. Mamintal Adiong, Jr.
 
After searching the hut, operating troops recovered one M16 rifle, one M14 rifle, one bandolier, and personal belongings.
 
"I commend the troops of Joint Task Force ZamPeLan for this accomplishment. Rest assured that our campaign against terrorism and other criminalities will not falter," WestMinCom Commander, Lt. Gen. Roy Galido, said.

Camp Navarro, Calarian, Zamboanga City – April 30, 2023

Three members of the Far South Mindanao Region (FSMR) withdrew their support to the group and yielded to the military in Sultan Kudarat on Friday evening, April 28.
 
The former rebels submitted themselves to Lt. Col. John Paul Baldomar, Commanding Officer of the 37th Infantry Battalion, at 6 p.m. Friday at Camp Brig. Gen. Belita, Tibpuan, Lebak, Sultan Kudarat.
 
Surrendered personalities handed over one 7.62mm M14 rifle, one 5.56mm M4 Carbine, and one Caliber .45 pistol.
 
According to Joint Task Force Central Commander, Maj. Gen. Alex Rillera, the surrender of the CTG members bespeaks the group’s continuous downfall due to the untiring efforts of the armed forces to conduct focused military operations (FMOs) and the effective implementation of community support programs in their mass bases.

During the debriefing, the former rebels revealed that they experienced hardships and pressure due to the military’s continuous conduct of FMOs and the lack of moral and financial support from the leadership of FSMR, hence their withdrawal of support to the group.
 
The surrendered personalities are currently at the 37IB headquarters for custodial debriefing and ECLIP processing, while their surrendered firearms were deposited at the H37IB supply room for safekeeping.
Western Mindanao Command Chief, Lt. Gen. Roy Galido, commended the Joint Task Force Central for their relentless efforts to end terrorism in Central Mindanao. He also urged the remaining terror group members to follow in the footsteps of their former comrades. “It is best for them to end their armed struggle peacefully because we assure that we will never allow them to reemerge and wreak havoc in the communities.”
