The Commission on Human Rights – Army led Community Based Dialogue (CBD) Core Group initiated a dialogue during the Orientation on United Nations Guiding Principles on Internally Displaced Persons (UNGIDP), International Humanitarian Law (IHL) and Indigenous People’s Rights Act (IPRA) Law to selected IP and Brgy Leaders within the so called LASICAM (Brgy Lahi, Sico-Sico, Camam-onan of Gigaquit, SDN) Complex held at Women’s Building, Brgy Poblacion, Gigaquit, Surigao del Norte on July 23, 2019.

The activity was an initiative of the Community Based Dialogue Core Group renamed as Marajaw Na Katiguman Alang sa Kalinaw (MaKaAsa Ka) Core Group composed of government agencies and civil society organizations spearheaded by the Commision on Human Rights (CHR) as part of the Information Education Awareness Campaign to more than twenty (20) IP and Brgy leaders led by Hon. Bartolome G. Guiritan of Brgy. Camam-onan and Datu Ferdinand Lebrigo of LASICAM Complex identified as affected areas of CPP-NPA Terrorists (CNTs).

Maj Francisco P Garello Jr, 402nd Brigade CMO Officer and Lt Col Jeffrey Villarosa, 30IB Commanding Officer participated in the said dialogue as a member agency of the core group purposely to advocate and ensure strict adherence of Human Rights and IHL and Peaceful Communities.

Highlight of the activity was the orientation and the Open Forum wherein participants were able to acquire knowledge and voice out their issues and concerns to the members of the core group.

“Kami mga tribu nahadlok sa amo kahimtang kay kami makatagamtam usahay nga maipit sa giyera ilabina sa pag atake sa mga NPA sa among lugar kun maghimo og programa ang kasundaluhan. Kami mapasalamaton sa kasundaluhan kay makaprotektar kanamu sa mga NPA og nalipay kami nga anaa sila sa among kumunidad”, said Bae Joan Belliona Hukman of Palilihan, Mahanub of said town.

Meanwhile, Lt Col Villarosa, the newly installed 30IB Commanding Officer ensured the participants that his soldiers are there in their communities not to violate their rights but to protect them from the CNTs who continue to instill threat and manipulate them.

Likewise the soldiers link them to gov’t agencies in order to address the issues present in their communities.

“I already gave you my numbers, you can call and text whatever issues on concerns you may want to raise. Rest assured that any abuse or violation of my soldiers, if proven, will not be tolerated”, ensures Lt Col Villarosa.

In his statement, Col Maurito L Licudine, 402nd Brigade Commander reiterated his commitment in protecting and respecting the Human Rights and the IHL. He assured that in line with Army Transformation Roadmap (ATR), soldiers are now professional performing their duties with utmost commitment to facilitate the resolution of issues in close cooperation with the Local Government Units, Local Government Agencies and other stakeholders.

Said dialogue resulted to the clarification of issues and a benchmark for the core group in raising awareness and advocacy to the respect of human rights and the IHL towards communities.
