TACLOBAN CITY, Feb. 1 (PIA) -- There are six (6) barangays in four municipalities under the RTF8-ELCAC which are included in the roll out of NTF-ELCAC Barangay Development Fund for 2021.

The six barangays which were cleared in 2016, are all located in the province of Northern Samar.

The RTF8-ELCAC Technical Working Group led by Major General Pio Q. Diñoso III, the chairperson, identified the six barangays as Barangay Hitapi-an, Barangay Osang and Barangay Nagoocan in Catubig; Barangay Calantiao in Bobon; Barangay San Miguel in Las Navas; and Barangay Quezon in Catarman.

Each cleared barangay shall be allocated with an amount not exceeding P20 Million to be used in the following projects: Farm-to-Market Roads; School Buildings; Water and Sanitation System; Health Stations; Rural Electrification; Reconstruction, rehabilitation, repair, and other similar projects in connection with the occurrence of natural or human-induced calamities, epidemics, crises resulting from armed conflicts, insurgency, terrorism, and other catastrophes; Housing; COVID -19 vaccination, immunization and other health-related projects; Agricultural, livelihood and technical vocational trainings/ projects; and Assistance to indigent individual or families in any of the following forms of assistance: medical, burial, transportation, food, cash for work and educational.

In order to operationalize the EO70, the RTF8-ELCAC has identified the Retooled Community Support Program as its umbrella program.

The RCSP is a convergence mechanism for local governments particularly at the barangay level for the identification of issues and needed government interventions. Anchored on the empowerment framework that intends to develop people’s capability to organize themselves and implement their own programs and projects by bringing about value chain interventions to uplift their current condition.

One of the outputs of the RCSP process is the enhancement of Barangay Development Plans which identifies the priority projects and programs to address the existing issues and development gaps in the barangay.

Priority projects identified by the barangay during RCSP will be funded by the Local Government Support Fund – Support to the Barangay Development Program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

In the entire country, there are 822 cleared barangays from 2016 to 2019. Of the total number, only six are in Eastern Visayas.

The guidelines issued by the Department of Budget and NTF-ELCAC, provide that the LGSF-SBDP shall be released to the Provincial Governments where the cleared barangays are situated.

The identified barangays shall submit their requests, together with the documentary requirements to the Regional Task Force-ELCAC concerned for evaluation as to the compliance with the requirements and conditions prescribed.

The RTF-ELCAC will evaluate requests and then endorse the same to the DBM Central Office. (PIA8)
