DUMAGUETE CITY, Sept. 28 (PIA) -- Members of the Negros Oriental Task Force to End Local Communist Armed Conflict-Strategic Communication (NOTF ELCAC StratComm) Cluster recently convened and developed a key message for its information dissemination activities.

The cluster came up with the message: “Maghugpong Kita Batok sa Teroristang NPA. Kalinaw ug Kahusay Ipatunhay” during a planning-workshop held on Sept. 25 at the Provincial Convention Hotel, this city.

The message is a call for community stakeholders to unite in denouncing alleged terrorist group New People’s Army (NPA) and to promote peace and order in the community.

This will be printed on tarpaulins and will be hung in conspicuous areas especially in the 16 priority areas of ELCAC convergence efforts in Guihulngan City, Siaton, Sta. Catalina, Canlaon City, Valencia, and Zamboanguita.

NOTF ELCAC StratComm Cluster is chaired by the Philippine Information Agency (PIA) at the provincial level an attached agency of the Presidential Communication Operations Office (PCOO).

PCOO serves as the lead agency of the StratComm Cluster in the National Task Force on ELCAC.

During the planning-workshop event, PIA Provincial Information Center Manger Jennifer Tilos encouraged the group to work collectively so that the efforts of the StratComm Cluster will be truly felt on the ground and the goal of “whole-of-nation” approach will be achieved.

“We hope to empower the communities with accessible public information. We will agree to speak in one voice to resonate, to reach hard-to-reach areas - katong atong gi-identify na mga barangay (those barangays we have identified). Initially, duna tay mga identified barangay na atong tagaan ug message in a concerted effort (Initially, we have identified several barangays which we will reach out in a concerted effort),” said Tilos.

Aside from this, she also emphasized the importance of communicating government efforts and initiatives to people living in far-flung areas.

“If the people, nakakita, nakahibalo, naka-feel (will see, will be aware, and will feel) that the government is taking care of the people, perhaps we can also change their attitudes, opinions, notions, and their impressions in favor of the government. While it is important to deliver goods, it is equally important to deliver the key message,” Tilos added.

Aside from creating the key message, members of the StratComm Cluster here also crafted initial activities which will be carried out in the last quarter of 2020 to the 1st semester of 2021.

The group also had a security briefing with the officers of the Philippine Army prior to the workshop.

Agencies present during the planning-workshop include the Philippine National Police, Philippine Army, Department of Information and Communications Technology, Department of Education, and agencies comprising the Association of Negros Oriental Public Information Officers (ANOPIO).

Also part of the StratComm are National Commission on Indigenous People, National Intelligence Coordinating Agency, National Telecommunications Commission, People’s Television Network, and Philippine News Agency. (ral/PIA7-Negros Oriental)
