CORTES, Bohol, Sept. 26 (PIA) -- Little by little, communist terrorist groups (CTGs) especially members of the Communist Party of the Philippines New Peoples’ Army (CPP-NPA) are losing every square inch of position and influence in their hinterland strongholds where they seek refuge.This after three barangays in Bilar town recently passed a resolution declaring the Communist Terrorist Groups, most specifically the CPP/NPA of the National Democratic Front as persona non grata.
According to the Philippine Army’s 47th Infantry Battalion, the initiative to declare these groups as persona non grata was spearheaded by their respective Barangay Peace and Order Councils in support to the National Task Force in Ending the Local Communist Armed Conflict.

Barangays Bugang Sur, Bugang Norte, and Cansumbol, all of Bilar town, have approved in a joint resolution, Resolution No. 16 Series of 2020, condemning the atrocities ruthlessly perpetrated by the CPP-NPA-NDF by declaring them as persona non grata, according to 47th IB Civil Military Operations Officer 1st Lt. Elma Grace Remonde-Abulencia.
Having been a favorite refuge of communist rebels in the past, these barangays have finally stood up to denounce the atrocious circumstances that these barangays were put through due to the presence of the armed rebels.
Overpowered and intimidated by fear, barangay residents then could only pray that the operations of Army patrols do not occur at the same time that the armed men are in the village to rest, or they would be caught in the crossfire.
The barangay resolution emphasized that the Communist Terrorist Group (CTGs) will only threaten the economic, social, and political stability of the barangays and its residents with their illegal and unlawful activities that could hinder the continuing production and development of Bohol Province.
To make this initiative even more solemn, village heads and local constituents took their Oaths of Allegiance to the Government spearheaded by the barangay officials and constituents.
These barangays were identified earlier as the advantage areas for the CTGs in their recruitment and mass organization, according to military intelligence reports.
In view of this, the 47th Infantry Battalion (IB) deployed its Community Support Program (CSP) team together with the Philippine National Police (PNP) and Provincial Community Organizers to identify issues and concerns for the people being oppressed by the terrorist insurgents.
Villagers have asserted that the presence of the Philippine Army in their barangay has a great impact on the peace and order in their area.
"During their stay, we felt secure and safe from these lawless elements of the NPA. We are grateful that the Army has taken its part in clearing our barangay and declaring it free from the threats of CPP-NPA-NDF,” said Bugang Norte Barangay Chairperson Tito Ancog in his message during the oathtaking in his village.
The other two barangay chairpersons also expressed their gratitude and support to the government programs that sustain the peace and order in their barangays. (PIA Bohol with reports from 1Lt. Elma Abulencia)
