CAMP PERALTA, Jamindan, Capiz- The 3rd Infantry (Spearhead) Division under the leadership of Major General Dinoh Dolina will support President Rodrigo Roa Duterte’s possible declaration of martial law in Negros.

“Martial law is a political decision. Your Philippine Army specifically the 3rd Infantry (Spearhead) Division is just an implementor should our higher authorities deemed it necessary to stabilize the peace and order situation of Negros Oriental. We should rely on the wisdom of our duly constituted authorities that everything will be done to promote the welfare of every Filipino citizen. As such we will be ready to support and abide to the President’s decision to whether declare martial law in the province,” said MGen Dolina.

In yesterday’s Palace briefing, Presidential spokesperson Salvador Panelo disclosed that the President may declare martial law in Negros Oriental to stop spate of killings and if security officials would recommend it. He stressed that President Duterte doesn’t want the killing rampage to continue and the only way to stop this is to use his emergency powers.

Panelo added that the President could declare martial law in Negros Oriental as stated in the constitution that he can declare it in the entire country or part of thereof.

“The 3rd Infantry Division is one with the clamor of every peace-loving Negrenses to end the violence perpetrated by the CPP-NPA Terrorist that resulted to the unnecessary loss of lives of defenseless civilians. Likewise, Executive Order (EO) 70 or the “Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework” has been taking grounds on addressing insurgency problems that the NPA is threatened that they will eventually be irrelevant to the people and communities they are deceiving.

The series of killings is just a way of these terrorists to stop the government in its effort of converging the different agencies in the delivery of necessary services to address the issues usually exploited by the NPAs,” Dolina emphasized.

The recent reports of massive killings in Negros Oriental though denied by the NPAs has pattern similar to their doings to extrajudicially execute individuals who go against their selfish motives.
