New Bataan, Compostela Valley Province – Barangay Tag-ugpo supplemented the long list of villages, municipalities and provinces that declared CPP- NPA Persona Non Grata during the Peace Building Seminar held in Tag-ugpo Central Elementary School, Pantukan, Compostela Valley Province on 27 to 28 July 2019. About 300 Underground Mass Organization (UGMO) members attended the two-day Live-in Seminar that culminated with a Peace Rally that participated by more or less 1,000 CNN supporters.

With a theme: ”Tama nga Pag-Giya ug Pag-Pakabana sa Katawhan, Maoy Dalan sa Panaghiusa aron Makab’ot ang Kalinaw ng Kalambuan”, the Live-in Seminar was headed by Hon. Roberto M. Yugo, Municipal Mayor, supported by Hon. Ulysses Alcosero, Brgy Chairman and LTC ROMAN S MABBROANG INF (GSC) PA, 66 th Infantry Battalion Commander.

Noteworthy, same activity was conducted in Brgy Araibo in December 2017 and in Brgy Las Arenas in February 2018. Thousands of UGMO members and NPA supporters were organized as Peoples Organization (POs) and received numerous livelihood programs from the Local Government Units, Local Government Agencies, Non-government Organization and civilian stakeholders.

The Philippine National Police (PNP) and Philippine Army (PA) discussed the contents of RA 10168 declaring the CPP-NPA as esignated/identified terrorist and explained Executive Order Nr. 70, the whole-of-nation approach to end insurgency. Representatives from the Department of Interior and Local Government, Department of Social Workers and Development (DSWD), Department of Labor and Employment (DOLE), Department of Agriculture (DA), TESDA and Municipal Health Office (MHO) of Pantukan discussed the guidelines of the government to the POs and Former Rebels (FR) in acquiring and sustaining livelihood programs. Additionally, opportunities for education and employment were also explained.

On the last day, all of UGMO members and NPA supporters marched around Tag-ugpo to denounce insurgency and support peace and development for the whole of Pantukan. This was soon followed by an oath taking which was administered by the Municipal Mayor himself and the signing at the wall of commitment as a proof that the people of Brgy Tag-ugpo sincerely embrace peace.

“Tag-ugpo became instrumental in the socio-economic development of the people, because the residents and their leaders are sincere in embracing peace. Today, we start a new life for peace and progress. As your partner for peace, you can rely on us 24/7 in ensuring that peace and order is always observed in your locality,” LTC MABBORANG said during the culmination of the Live-in Seminar.
