Camp Aquino, Tarlac City – February 17, 2022

The AFP’s Deputy Chief of Staff for Plans, J5 Maj. Gen. Jeffrey Hechanova, visited Northern Luzon Command today, February 17 at Camp Aquino in Tarlac City where he was received by NoLCom’s Deputy Commander Brig. Gen. Leandro Abeleda III and the NoLCom staff.

The visiting general witnessed and apprised the command’s proposed Joint Force Operating Concept (JFOC) which was presented in a briefing by NoLCom’s Assistant Chief of Unified Command Staff for Plans, U5, Col. Jose Tadeo Javier.

“The NoLCom JFOC prescribes the broad approaches for which the joint forces are employed to operate in addressing the external and internal defense and security challenges in its operating environment. It also describes the required force design of joint force for NoLCom to effectively perform its mandated mission and promote interoperability in its joint area of operations (JAO),” explained Col. Javier.

During his presentation, Col Javier emphasized the need for the JFOC which will serve as the basis of the NoLCom in conducting its operation in the future operating environment to achieve its mandated mission and the AFP’s mission of securing the state and the people.

In Maj. Gen. Hechanova’s message, he expressed his gratitude to the men and women of NoLCom for their warm welcome and lauded the staff for taking the initiative in conceptualizing NoLCom’s JFOC that will serve as a guide for the command’s future operations planning and capability development, which also aligns to the AFP’s Strategic Direction for 2028.

“Your initiative manifests your commitment to bettering the joint operations environment in your area of responsibility. I assure you that the office of the J5 will always be ready to help until we can fully implement NoLCom’s proposed JFOC,” said Maj. Gen. Hechanova.

Meanwhile, Commander NoLCom Lt. Gen. Ernesto Torres Jr. said that “the proposed NoLCom JFOC, is a work-in-progress and subject for scrutiny for us to be able to refine this so that we can have a good guide as we move forward in our military campaign in Northern Luzon.”

“As the AFP aims to advance and promote a culture of ‘jointness’, all of its units, offices, Major Services, AFP-Wide Service Support Units, and Unified Commands will be able to work seamlessly and in unity to articulate the AFP’s strategic thrusts and transformative shift and contribute to realizing the AFP’s vision of a world-class Armed Forces, a source of national pride, “Lt. Gen. Torres furthered.

NolCom is the AFP’s stronghold against terrorism and other external threats. It covers the land areas of Ilocos, Cagayan Valley, Central Luzon, and the Cordillera Administrative Region including the vast, resource-rich maritime areas of the Bajo De Masinloc (Scarborough Shoal) in the West Philippine Sea, the Philippine Rise (Benham Rise), and the Batanes Strait.
