CAMP GEN MACARIO PERALTA JR, Jamindan, Capiz (DWDD) – An off-duty CAFGU was abducted and killed by members of the Communist-Terrorist NPA at Brgy Talalak, Sta Catalina, Negros Oriental at around 8 in the morning, November 13, 2017.
The CAFGU was identified as CAA Gelino Vailoces, 52 assigned at Cuadra Detachment under Alpha Company, 12th Infantry (Cadre) Battalion located in Siaton, Negros Oriental. According to witnesses, Vailoces was forcibly taken by 30 armed members of the said Communist-Terrorist Group in his house at Brgy Talalak, Sta Catalina, NOR. Around 3 o’clock in the afternoon, Vailoces was found dead 1.5 kilometers away from Cuadra Detachment.
Vailoces suffered gunshot wounds in both knees and in his mouth which led to his instantaneous death. His body was brought to the nearest funeral parlor. The family is preparing to file appropriate charges against the Communist-Terrorist NPA.
Colonel Eliezer Lozañes, Commander of the 303rd Infantry Brigade, said that the victim was on off-duty status. He is unarmed when the incident happened. Col Lozañes also added that the incident is a clear violation of the Comprehensive Agreement in Respect for Human Rights and International Humanitarian Law (CARHRIHL) that was signed between the government of the Philippines and the National Democratic Front of the Philippines (NDFP), the political arm of Communist Party of the Philippines. The NPA is the armed wing of the CPP.
Killing or injuring unarmed, in civilian clothes and off-duty soldiers and CAFGU members are among the prohibited acts under the agreement.
The Armed Forces of the Philippines, the Philippine Army in particular, is preparing substantial documents in support to filing of complaints (Violation of CARHRHIL) against the Communist-Terrorist NPA to the Peace Panel.
Once again, we are calling on the communities to remain vigilant and report immediately presence of CPP-NPA Terrorists in their area so that we can put to stop the suffering of our people from the ideology-based violent extremism, extortion, threats, intimidation and other criminal activities of the Communist-Terrorist NPA. 3DPAO/MCAG
