CAMP EDILBERTO EVANGELISTA, Patag, Cagayan de Oro City– The 4th Infantry Division condemns and strongly criticize the NPA’s attempt to justify their barbaric act after they murdered an infant and a policeman on November 9, 2017, in Brgy. Tikalaan, Talakag, Bukidnon, saying it only aggravate the pains and sufferings of not only the bereaved families but every single peace-loving Filipinos who feels the loss of these precious lives.
In a statement of the terrorist’s spokesperson, Malem Mabini (hoax identity), it said that even they have deliberately planned and launched the ambush in this public place, the death of the civilian is unforeseen. They ask for forgiveness on their barbaric act and wanted to connect with the relatives of the aggrieved in an offer to indemnify the incident.
This was strongly criticized by the 4ID and has emphasized the criminal liability of these NPAs to include their violation to the only document that is agreed upon by the GPH and the NDF including the CPP and NPA which is the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) that was signed in March 1998 at The Hague, the Netherlands.
“The killing of the infant and policeman – like other NPA executions – is just plain murder,” said MGen Ronald Villanueva, 4ID Commander. “The NPA’s actions and claims of revolutionary are flagrant violations of our law and international law. If they wanted to offer indemnification to the family, it would be best if they surrender the perpetrators to justice.”
“The mere fact that the NPAs are guilty of the murder case, they shall be punished and put behind bars. We will ensure that justice will be given to the families of the victims. There will be no let up on our operation.”
“They dastardly and deliberately violated Part 4, Article 4, Num 4 of CARHRIHL which clearly states that civilian population and civilians shall be treated as such and shall be distinguished from combatants and, together with their property, shall not be the object of attack. They shall likewise be protected from indiscriminate strafing and use of landmines.”
In the last part of their statement, the hoax NPA spokesperson also underlined that the innocent civilians have been victimized by the AFP after using airstrikes, bombings, and indiscriminate firing during the Marawi siege.
“This part will lead us to the conclusion that the NPA are really siding the MAUTE Terror Group. Because for one, the AFP only used precision ordnance such as air assets, mortars, and individual firearms on the location of the terrorists which the NPA described in their statement as innocent civilians.”
“Innocent civilians who beheads, rape, and torture people. Innocent civilians who kill and injure soldiers. Innocent civilians who created havoc and terrorized the peace-loving people of Marawi.
