From the Philippine News Agency (Sep 10): Cops, soldiers disarm IED in Cotabato City
Military and police explosive ordnance disposal experts disarmed Monday afternoon an improvised bomb planted along Pedro Colina Hill, Barangay Rosary Heights 1, this city.
Senior Supt. Rolly Octavio, city police director, said the bomb was discovered by a concerned citizen along Lumibao Street around 3:45 p.m.
“The EOD team immediately rendered safety procedure to disrupt the bomb on its place using a water disruptor,” Octavio told local reporters.
Octavio said the explosive device--wrapped in a duct tape--was fashioned from a 60-mm mortar projectile with a 555 integrated timing apparatus as triggering device.
He said children studying at the P.C. Hill Elementary School frequently use the area in going to Kimpo Subdivision, a densely populated residential area at Barangay Rosary Heights 13, located at the foot of the hill.
The area is also situated at the back of the Cotabato Light and Power Company and the city Catholic cemetery.
The P.C. Hill, a military reservation area, houses the headquarters of the city police, Criminal Investigation and Detection Group – Autonomous Region in Muslim Mindanao (ARMM), and the Philippine Drug Enforcement Agency – ARMM among other government enforcement agencies.
Strict security measures, such as checkpoints, were immediately implemented following the bomb discovery.
