NEW BATAAN, Compostela Valley Province (DWDD) – As troops of the 66th Infantry “Kabalikat” Battalion were closing in at Purok 8, Barangay Gabi, Compostela Municipality, Compostela Valley Province (CVP), a group of terrorist dissidents scampered to escape, leaving their commander and political instructor who has been a resident of the place.
Fernando D Lobiano @ Jay/Jaya is the political instructor and designated officer the newly organized Expidition Platoon of Section Committee 15 of the Sub Regional Committee 1, Southern Mindanao Regional Committee.
He was visiting his family when troops were able to monitor their presence with the help of the former mass organization members.
Sensing that he was about to be caught, @ Jaya surrendered to the troops and asked that he be brought to the Governor of Compostela Valley Province, Tyron Uy. His request was granted, the Governor accepted his surrender and turned over @Jaya to LTC Palmer M Parungao, of the Army’s 66th Infantry “Kabalikat” Battalion .
@Jaya had been with the NPA Terrorist Organization since 1995, at the age of 42, he finally surrendered, he helped reveal the location of the abducted soldier of SECOM 15, Cpl Parreno who was able to escape earlier yesterday.
Being one of the longest serving member of the former Guerilla Front 15 now a SECOM, he was tasked to command an outfit that has to create diversion while the main group exerts efforts to recover their lost mass bases.
LTC Parungao said, “The influx of surrenders of NPA rebels will continue, those who do not surrender will have a bad end.
@Jaya’s surrender has brought great demoralization in their ranks, we expect that more of the members of the expedition platoon will come back to the better part of the society”.
“The culmination of NPA spread of havoc and banditry in the country is at hand. Surrender is the best option for our brothers and sisters who have been victims of the foolishness of the CPP NPA NDF. We have to finish the business as soon as possible to continuously and strongly protect the peace” said MGen Noel S Clement, Commander of the 10th Infantry “Agila” Division. 10 DPAO / MCAG
