The Participatory Governance Cluster in partnership with the United States Agency for International Development(USAID) presented the Open Government and Participatory Governance initiative to North Luzon (Regions, 1, 2, 3 and CAR) stakeholders in a two – day regional dialogue here.
US Ambassador to the Philippines Sung Kim, in a message read by USAID Deputy Director for Economic Development Jenna Diallo, affirmed the long – term partnership between the US and the Philippines wherein along with six other countries, have founded an Open Government Partnership in 2011 that has grown rapidly to 75 members this year and covers almost a third of the world’s population.
Kim outlined that the USAID leads the US government’s international development and disaster assistance that promotes and demonstrates democratic values a ride to advance free, peaceful and prosperous world.
Kim commended the Philippines’ commitment to an open, responsive and engaging government. He cited the country’s open government reforms under President Duterte that include Executive Order No. 2 that operationalizes the people’s right over information, EO No. 6 which institutionalized decency complaint hotline, EO No. 9 that created an office in participatory governance, and EO No. 24 which established the participatory government cluster to enhance citizen participation in all government processes.
He also congratulated the government for the passage of the Tax Reform for Acceleration and Inclusion (TRAIN) law and for the country’s effort in making it into the top spot of the Open Budget Search in Asia.
Kim said the US is delighted to be the Philippines’ development partner and assured USAID’s commitment in working with the PH government in strengthening democratic governance.
Meantime, Participatory Governance Cluster chair and Department of Interior and Local Government Secretary Eduardo Año, in a message read by DILG USEC Austere Panadero, said the presence of participants in the event is itself a testament to their openness and willingness to take part in shaping a government that is open, participatory, inclusive and sensitive to people’s needs.
Among the open government initiatives showcased in regional dialogue are “The Shaping Good Local Governance Agenda via CSO Engagement” presented by USEC Panadero, the Freedom of Information presented by Presidential Communications Operations Officer ASEC Kris Ablan, and update on the 8888 Hotline presented by Office of the Cabinet Secretary Director Christine Lovely Red.
There were also updates from the Home Mutual Development Fund popularly known as PAGIBIG and presentation on the TRAIN law and other financial/budgetary reforms of the government by the Department of Budget and Management.
