DAVAO DEL NORTE, MARCH 18 (PIA) - Provincial Governor Edwin I. Jubahib is hell-bent on ending poverty in the province of Davao del Norte as he makes intensified strides to rollout down the grassroots level the Kausa sa Agrikultura at Panginabuhian sa Barangay (KAAGAPAY).

In an interview in Talaingod, Jubahih cited KAAGAPAY as the “master key” in addressing insurgency which is rooted, among other factors, in poverty.

Jubahib recognized the need for insurgency-vulnerable sector, especially the poor and the underprivileged, to take hold of sustainable livelihood so they can provide the needs of their families and send their children to school.


“Kaya ang direksyon ko bilang Governor, tapusin ko talaga itong kahirapan sa buong probinsya ng Davao del Norte (so my direction as the Governor, I will definitely end poverty in the entire province of Davao del Norte) in tandem with the Philippine Army and the Philippine National Police, na maibay natin ang totoong kapayapaan dito sa ating probinsya (so we would be able to set sustainable peace in the province).”

Commanding General of the Philippine Army (CGPA) Lt. General Jose Faustino Jr. cited the KAAGAPAY program of Governor Jubahib as “one very big factor” in addressing local communist armed conflict in Davao del Norte, and in bringing to the folds of the laws those who had joined the revolutionary struggle of the New Peoples Army (NPA).

During his recent visit at Talaingod-based 56th Infantry Battalion, General Faustino looked at Talaingod as a “template” of clearing an area highly influenced by the NPA and the Communist Party of the Philippines (CPP) in tie-up with its legal fronts.

He gave credit to the convergence efforts of various local and national government agencies in pooling and hauling government services to indigenous peoples (IPs) far-flung communities which previously had not been reached.

“Dito mo nakita sa Davao del Norte how the LGU led, and the chief executive led the assault on poverty, the assault on insurgency, and how the local government addresses the basic needs, the basic complaints of the people not only in Talaingod but the whole of Davao del Norte,” said Faustino in a media interview in Talaingod.

However, Jubahib said “more are yet to be done” recognizing the wide-scale needs he has to address especially among IP communities and others who are living in the mountains and those at the peripheral areas of the province.

“Ang dami pa po nating kailangang i-serve sa bawat isa na matagal na nilang kinakailangan, na maibigay ng gobyerno. (There are still a number that we have to serve of services they have been needing from the government),” he said.

Jubahib was with General Faustino who recently led the ground-breaking ceremony of a three-hectare lot in Sitio Tugas, Barangay Sto Nino in Talaingod, where the 56th Infantry Battalion will transfer its command post. (PIA XI/ Jeanevive Duron Abangan)
