Philippine National Police (PNP) chief Gen. Debold Sinas on Wednesday welcomed the surrender of more than 10 Communist Party of the Philippines-New People’s Amy (CPP-NPA) members operating in Central Visayas and encouraged more rebels to return to the fold of the law and lead new lives with their families.
"I encourage our brothers and sisters in arms from Luzon, Visayas, and Mindanao to return to the folds of the law and rebuild their lives with their families," he said in a statement.
Sinas said Executive Order No. 70 creating the National Task Force to End Local Communist Armed Conflict (ELCAC) offers many opportunities for rebel returnees to reintegrate with society as useful and empowered citizens under a democratic and free society.
On Saturday, NPA members Yolo Fat and Melborn Sabio, both in their 20s, chose to lay down their arms and surrendered to the 703rd Maneuver Company of the Regional Mobile Force Battalion-7 in Barangay Li-ong, Dumanjug, Cebu.
They were both members of Squad 3 Striker Unit operating in Sandayao and Binubojan in Guihulngan City, Negros Oriental.
Police Regional Office (PRO)-7 director, Brig. Gen. Albert Ignatius Ferro also informed Sinas of the surrender of four former rebels operating in Bohol.
Ferro added that another 13 rebels surrendered to authorities on Aug. 21, 2020, and 12 of them were acknowledged by Guihulngan City Task Force ELCAC. The remaining female surrenderer is now under police custody for having a standing arrest warrant for recruiting individuals to the armed movement for 20 years.
Rebel returnees yielded assorted firearms, ammunition, a pump boat, and voluminous subversive documents to police authorities.
"Majority of the surrenderers were recruited at a young age and were promised to have their own lands if they allied with the organization. Some had served the group for 15 years already," Ferro said.
Sinas recognized the anti-insurgency efforts of the Central Visayas PNP as "a breakthrough to the government's E.O. 70 creating the National Task Force to End Local Communist Armed Conflict (ELCAC) that program offers many opportunities for rebel returnees."
Sinas instructed Ferro to assist the rebel returnees in preparing essential requirements to avail of national government assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP) for full validation.
Meanwhile, police authorities traced and arrested another notorious member of NPA in Barangay Kaybiga, Caloocan City on Monday.
Ronnel Gabion is a member of the CPP's Northern Front Komiteng Rehiyon Cagayan Valley and vice squad leader of the West Committee Danilo Ben Command under Platoon Ernesto.
He is also included in the Top 10 Most Wanted Persons in Cagayan Valley Region under the warrant of arrest issued by Regional Trial Court Branch 33 in Ballesteros, Cagayan.
The report said that the arrested suspect is now under police custody for debriefing before heading to Cagayan Valley.
