MAKILALA, Cotabato – Alias Jay-ar, 26 years old, member of the Militia ng Bayan (MB) under GF ALIP, FSMR together with his M1 Garand semi-automatic rifle surrendered at Brgy. Kimlawis, Kiblawan, Davao del Sur last November 4, 2020, after receiving news about the recently launched Tupad Pangako Program headed by the Province of Davao del Sur.
Consequently, one of the participants of the Tupad Pangako Program tipped off the location of an ammo cache containing sixty (60) 5.56mm rounds and five (5) 20-round magazines.
The Tupad Pangako Program is a manifestation of the Whole of Nation approach in ending the local communist armed conflict which aims to reorient and reorganized the mindset of the former rebels to abandon their terroristic views and acknowledge the legitimacy of the government. It is a 13-week program that combines the de-radicalization, BOOST Program, and the Enhanced Comprehensive Local Integration Program (E-CLIP) with an emphasis on spiritual enlightenment for a holistic transformation.
During the custodial debriefing, Alias Jay-ar revealed how deceptive the NPAs are by giving false promises to their recruits but only enabling them to live a fearful and uncertain life.
He added that “Ako naglaum sa akoang nadungan na aduna nay bag-ong programa ang gobyerno sa Davao del Sur na andam mutabang sa amoa na nagamit lamang sa mga NPA.”
“The Battalion is grateful to the Province of Davao del Sur for enabling the Tupad Pangako Program which will clearly address the influx of surrenders from the ranks of the CPP-NPA-NDF. We are positive that this recent surrender and recovery of ammunition is only the start of the many benefits that this program will bring to the communities of Davao del Sur especially to our brothers and sisters who have lost their way to the deceptive CTGs,” Said Lieutenant Colonel Geoffrey M Carandang, Commander of the 39th Infantry (Smash Em) Battalion.
