From DWDD AFP Civil Relations Service Radio Website (Nov 6): PRESS CONFERENCE | Indonesian Terrorist presented to media
CAMP CRAME, Quezon City (DWDD) – Muhammad Ilham Syahputra, the Indonesian terrorist, caught in Marawi was formally presented to media this Morning, November 6, by Philippine National Police Chief Director General Ronald Dela Rosa.
Syahptura made a lot of revelation during interrogation but most of it was not made public by Dir Gen Dela Rosa for security reasons, except for the fact that “Aimen Baco” is now the recognized leader of Daesh in Southeast Asia after the death of Isnilon Hapilon. Baco is stil believed to be hiding in Marawi.
It was also explained that Syahaphutra’s Deportation Documents” are ready but he cannot be immediately deported to Indonesia because was already placed under “inquest” in the Philippines and he has to face tons of cases in connection with the Marawi siege.
He also added that there is an estimated 30 Maute terrorist remaining in Maraw with three foreign fighter in the main battle area, composed of one Malaysian and two Indonesian, and their family members.
The Armed Forces of the Philippines believes this number has dwindled after casualties were noted in the past weeks of clearing operations. AES/Photo and Video by ALS

DWDD: CLEARING MARAWI | Operations Vs Maute Stragglers on-going
From DWDD AFP Civil Relations Service Radio Website (Nov 5): CLEARING MARAWI | Operations Vs Maute Stragglers on-going
KAMPO RANAO, Marawi City (DWDD) – Military forces in Marawi City are still conducting clearing operations in the main battle area to find and neutralize Maute stragglers.

According to Col Romeo Brawner, Deputy Commander, Joint Task Force Ranao, troops on the ground are still clearing areas in the whole of the MBA from unexploded ordnances, booby traps or improvised explosive devices and remaining Maute members and their supporters.
JTF Ranao does not have the exact number of stragglers/supporters but they are believed to be hiding in different locations within a 1.5 x 2kilometers MBA or equivalent to 24 barangays.
The clearing operations have resulted in the neutralization of one Maute member last Sunday (October 29) and two more just a few days ago. This is aside from the two Indonesian companions killed by Shayputra in his escape.

Based on the statement of captured Indonesian terrorist Shayputra, he revealed that there could still be 39 Maute members/supporters hiding in Marawi. The group is a mix of Filipino and foreign fighters and some family members. Although the group is armed and capable of inflicting harm to soldiers and civilians, but most are just in survival mode.
So far, the AFP has refused to set any timetable on the on-going clearing operations. AES

MILF: ICRC deeply concerned with the thousands of Marawi Residents who cannot return home in coming months
Posted to the Moro Islamic Liberation Front Website (Nov 5): ICRC deeply concerned with the thousands of Marawi Residents who cannot return home in coming months

The International Committee of the Red Cross (ICRC) said there are about 65 barangays sustained minimum to medium damage by the conflict that lasted five months in the City of Marawi. Some other displaced residents have been monitored that they are moving back to their communities after the government officially declared the end of armed clashes between their troops and the Maute Group.
It said that more than half of Marawi’s estimated 200,000 total populations will be allowed by the government to return home in the coming days or weeks.
Roberto Petronio, head of the ICRC Mindanao sub-delegation, after his recent trip to Marawi City said “As we support the needs of returning residents, we remain deeply concerned about the thousands of people who will be unable to return in the coming months. They will need constant support during this period.”
The ICRC supported the return of displaced residents by enhancing their access to healthcare and potable water. Barangay Health Stations in Basak Malutlut, Poblacion Marawi, East Basak and Bangon received essential medicines and supplies from the ICRC for the health needs of returning residents.
Together with the Philippine Red Cross (PRC), they installed 11 water distribution points to augment the supply of potable water to nine villages in the west part; and donated two generators to the Marawi City Water District, enabling it to supply around 62,000 people with 5 million liters of water per day.
Petronio said that in the coming weeks, they will focus their assistance to thousands of people who remain displaced in the southern and western parts of Lake Lanao. He added that “these are areas that do not receive as much help due to access issues.”

CPP/NPA-Agusan del Norte: NPA-in-action: 5 military killed
NPA-Western Agusan del Norte propaganda statement posted to the Communist Party of the Philippines Website (Nov 5): NPA-in-action: 5 military killed

Ka Omar Ibarra, Spokesperson
NPA-Western Agusan del Norte – Agusan del Sur (WANAS)
5 November 2017
Press Release
Despite of Duterte’s almost-half-a-year martial law in Mindanao, several operatives of the New People’s Army – North Central Mindanao Region (NPA-NCMR) were still able to launch tactical offensives. Among these was the military action in Agusan del Norte by the end of October.
On October 25, 2017, 3:00 PM, NPA – Western Agusan del Norte – Agusan del Sur Subregional Command (NPA – WANAS) forces simultaneously harassed a police station in Brgy. San Mateo, Butuan City and a camp of the 23rd IB in Brgy. Balungagan, Las Nieves in Agusan del Norte. In the said operations, NPA killed five while wounded three enemies.
Until present, the US-Duterte regime did not cease from its brutal attacks against the revolutionary forces, not only in the region but also all over the country. These military actions would serve as another blow to the Duterte regime’s failure in defending itself from the intensification of the revolutionary movement that would eventually burry this regime and the bureaucrat-capitalist system to the dustbin of history.

CPP: Resist imperialist collusion for all-out liberalization! Resist imperialist rivalries and rising threats of war!
CPP propaganda statement posted to the Communist Party of the Philippines Website (Nov 4):
Resist imperialist collusion for all-out liberalization! Resist imperialist rivalries and rising threats of war!

Communist Party of the Philippines
4 November 2017
The Communist Party of the Philippines (CPP) calls on the people of Asia and the world to unite and intensify their resistance against inter-imperialist collusion and rivalries through the Association of Southeast Asian Nations (ASEAN), the Asia-Pacific Economic Cooperation (APEC) and other imperialist instrumentalities which subject the toiling people to worsening forms of oppression and exploitation.
The upcoming APEC summit in Vietnam on November 8-10 and the successive ASEAN and East Asia Summit to be held in the Philippines on November 12-13 and 14 will serve as occasion for the imperialist powers to project their military and political power in the Asia-Pacific region and wring further liberalization policies from the Philippines and other backward economies. US imperialist chieftain Donald Trump is set to visit the Philippines, as well as Japan, China, South Korea and Vietnam.
There is collusion among the the leading global capitalist powers such as the US, Japan, China and Russia, in so far as pushing for all-out liberalization is concerned. The imperialist powers are united in the push to break down trade and investment barriers in order to allow unrestricted plunder of mineral and agricultural resources and cheap labor in the semicolonial and semifeudal countries.
Under the America First policy, the Trump regime seeks to further break down economic barriers to favor US monopoly capitalists. The Trump government has turned its back on the Trans-Pacific Partnership and similar multilateral agreements in favor of bilateral arrangements with individual countries. Trump aims to push around its economic weight (buttressed by its military presence) to force countries to break down trade and investment barriers to favor US monopoly capitalist companies.
On the other side of the multipolar world, China is pushing for “economic integration” of ASEAN and APEC countries under the Regional Comprehensive Economic Partnership. Like the US, China aims to push for all-out liberalization under its “one belt, one road” project to tighten the integration of these countries into its Factory Asia “global value chain” to take advantage of cheapest available labor. To facilitate rapid transportation of capital goods and consumption commodities, China aims to construct a network of rails and ports. This infrastructure binge, in turn, will help absorb its surplus steel.
There is rivalry and intense contradictions between the leading capitalist powers especially amid the protracted crisis of the global capitalist system. While the US imperialists remain the biggest military power, China continues to strengthen its armed capability and is fast developing its capability to project power overseas. Russia remains the biggest nuclear rival of the US.
The ASEAN is one of the flashpoints of rising inter-imperialist rivalry, mainly over control of the South China Sea trade route which has resulted in US and China saber-rattling.
The US imperialists under Trump are drumbeating threats to launch a war against the Democratic People’s Republic of Korea (DPRK) in order to justify efforts to build-up its military presence and strengthen its foothold in South Korea and around the South China Sea. The US is using the Duterte regime as an additional noise-maker to foment a war against the DPRK to which North Korea has responded to by fast building its capacity to launch an inter-continental ballisic missile (ICBM) to deliver nuclear payloads as a deterrent against a US attack against it.
Instead of pushing for the demilitarization of the South China Sea and, thus, reduce the possibility of the Philippines being pulled into a vortex of war, the Duterte regime is further stoking the tensions by turning a blind eye on China’s occupation of Philippine claims in exchange for promises of Chinese loans and capital infusion, on the one hand; and, on the other, allowing the US military to continue using Philippine territorial seas for its power projection operations and Philippine ports for docking, refuelling and provisioning of US warships.
The US military has also set its sights on strengthening its military presence in the Malacca Straits, the narrow international sea passageway from the Indian Ocean through Malaysia’s waters to Southeast Asia. The “ISIS threat” and “high seas piracy” in the Malaccas now being played up by the Duterte regime is being used by the US to justify its growing presence and joint exercises with the militaries of the Philippines, Indonesia, Malaysia, Singapore as well as with Australia as a counterpoint to China’s own efforts to increase its presence in that part of the region. Duterte and the US military are now singing the same tune with regard “drugs and terrorism” in order to justify the Plan Colombia-type US intervention in the Philippines.
US imperialist chief Trump’s visit to the Philippines in line with the ASEAN Summit will further cement the master-puppet relationship with the Duterte regime. He will surely be pleased by the Duterte regime’s vigorous push for further economic liberalization, particularly with its rush to further open the economy to full foreign control by trimming down the “negative list” of areas of the economy reserved to Filipinos. Under the guise of “federalism,” Duterte is also rushing charter change in order to remove restrictions against foreign ownership of local enterprises, something which the US imperialists have long sought.
Trump also aims to secure US military presence in the Philippines through US military bases and facilities under the EDCA, rotating forces of the US military, regular dockings of US naval warships, joint military exercises and so on. The Trump visit will highlight the US role in Marawi, specifically, its role in leading the arrest operations against Isnilon Hapilon (whose capture or death was offered a $5 million reward by the US State Department), and in the conduct of electronic surveillance, aerial bombings and drone strikes.
The imperialist chief’s visit will altogether trump Duterte’s claims of upholding an independent foreign policy and prove it to be an empty brag. Duterte has largely proved himself to be subordinate to US policy dictates, especially with regard US counter-insurgency doctrine and US “war on terror.” To obscure his subservience to US imperialism, Duterte claims of being a target of a CIA assassination plot, when in fact he is a closet puppet of the US government. Duterte is no Fidel Castro.
As the imperialists and their subalterns congregate in their high-flying summits, the CPP calls on the Filipino people and their revolutionary forces to mount protests in the cities and launch tactical offensives in the countryside to underscore their demand for national and social liberation.
The Filipino people must confront the Duterte regime’s subservience to US imperialism, particularly, its counterinsurgency doctrine and “war on terror” which serve as pretext for US military presence, intervention and control of the AFP. They should also denounce the regime’s push for all-out economic liberalization in order to comply with US and China dictates and attract foreign investments.
Resist imperialist collusion for all-out liberalization! Resist imperialist rivalries and rising threats of war!

Sporadic clashes continue in Marawi
From Malaya Business Insight (Nov 6): Sporadic clashes continue in Marawi
SPORADIC clashes between government forces and remnants of the terrorist Maute Group in Marawi City reached the eighth day yesterday as the military continued to flush out Maute stragglers.
Col. Romeo Brawner, deputy commander of the military’s Joint Task Force Ranao, said the stragglers are believed to be scattered in the main battle area which the military earlier declared to have been cleared of terrorists.
“It’s still ongoing,” Brawner said of the sporadic fighting. “It’s been daily since last Sunday (October 30) when we killed one of them and followed by two others a few days later,” he also said.
Brawner was near the encounter area during a phone interview yesterday afternoon and gunfire can be heard from his phone.
The stragglers are a mix of Filipinos and foreigners but their exact number is still being verified, Brawner said.
In Iligan City, security forces arrested Indonesian Minhati Madrais alias Baby, 36, widow of Omarkayam Maute who was killed by government troops on October 16, about a week before the Marawi conflict ended.
Madrais, who carried an expired Indonesian passport, is among persons listed in Arrest Order No. 1 issued by Defense Secretary Delfin Lorenzana and martial law administrator.
Martial law was imposed by President Duterte in the whole of Mindanao after the Maute attacked Marawi City on May 23.
Police said government forces swooped down on Madrais’ lair at Steele Makers Village in Tubod, Iligan City, after receiving information on her whereabouts. Madrais was with her six children (four girls and two boys) when found by the raiding team. Recovered from her house were four blasting caps, two detonating cords, and a time fuse.
Madrais was brought to Iligan City Police Station along with her children who will be turned over to the local social welfare office.
Lorenzana ordered the termination of offensive operations against the Maute on October 23 or 154 days after the group attacked Marawi. Officials have said the last terrorist in Marawi had been taken down.
The Marawi conflict has resulted in the death of at least 900 Maute men, 165 soldiers and policemen, and 47 civilians. It has also displaced hundreds of thousands of residents who started to return to their homes last week.
On Wednesday last week, Indonesian terrorist Mohamadin Ilham Syaputra was arrested by government forces in Marawi City. Brawner said Syaputra claimed to have killed two Indonesian companions who had opposed his escape.
He also claimed there were 39 stragglers “but we are verifying this.”
“We’re monitoring the entire MBA (main battle area),” said Brawner. He said the MBA is composed of portions of 24 barangays and has a size of 2 x 1.5 kilometers.
Citing the statement of Syaputra, Brawner said the stragglers include women and children who are members of the families of Maute fighters. He said the stragglers are a mix of Filipinos and foreigners.

Military chief orders increased patrols with Malaysia, Indonesia
From Malaysia Business Insight (Nov 6): Military chief orders increased patrols with Malaysia, Indonesia
ARMED Forces chief Lt. Gen. Rey Leonardo Guerrero has ordered “increased coordinated patrols” with the Malaysian and Indonesian militaries to combat transnational crimes in the waters of the three countries.
“We will also increase the frequency of our coordinated patrols with our ASEAN (Association of Southeast Asian Nations) counterparts in order to prevent the use of our common maritime borders for illegal activities,” he said.
Guerrero’s directive was contained in a “command guidance” he issued shortly after assuming the top military post on October 26. The guidance outlines the AFP chief’s courses of action and orders for the line units and offices.
Guerrero is hoping to enhance border security with Malaysia and Indonesia through the June 2017 Trilateral Cooperation Agreement which wants to end kidnapping, trafficking, and transit of terrorists in the Sulu Sea.
Members of the Abu Sayyaf have abducted a number of foreign and Filipino victims in the waters of the three countries, and brought the victims to Sulu and Basilan, its main area of operations.
The latest kidnapping was on October 14 off Pangutaran town in the waters of Sulu. The Abu Sayyaf is holding at least 18 kidnap victims in Sulu.
Guerrero reiterated the military’s intent to develop a credible defense force by strengthening the capabilities of the Navy and the Air Force so they will be more effective in monitoring and controlling sea lanes and air space.
Guerrero assumed the post on October 26, the day Eduardo Año reached the mandatory retirement age of 56. Guerrero is reaching the retirement age on December 17. President Duterte has the prerogative to extend the tour of duty of Guerrero who is said to be close to the Duterte family.
