Organized by the National Commission on Indigenous Peoples (NCIP)-10, the workshop was aimed to provide a framework on the roles and participation of IP in the drive against communist insurgency and how to mainstream such participation in the implementation plans of the 12 LOEs under Executive Order No. 70.
Datu Kailingan Cesar, one of the IP participants from Balingasag, said the workshop provided an opportunity to hear the concerns of the IPs in the region, to tackle their rights, and to come up with a solution that best suits their needs.
He also emphasized that some of the government programs did not reach their communities because of the Communist Party of the Philippines-New People’s Army (CPP-NPA). Because of their presence in IP communities, he said government personnel who are designated to help the IP were not able to deliver the social services for the IP.
Datu Cesar added that he was grateful for President Rodrigo Duterte’s Executive Order No. 70 as this will directly address the issue of the IP communities. (Earvin W. Bitoy/PIA10 Intern)
