NEGROS ORIENTAL -- Both the Philippine Army (PA) and Philippine National Police (PNP) urged local officials and even political candidates to reject and report extortion attempts by New People’s Army (NPA) rebels and against supporting the communist movement.
The presence of NPA terrorist groups threatens the security in the province which the soldiers and the police are now preparing for possible violence by communist rebels as elections near.
Earlier, the Army reported that NPAs killed civilians, CAFGUs, and militiamen while heavy equipment valued at around P120 million were burned in Ayungon town.
With this, the Communist Party of the Philippines – New People’s Army (CPP-NPA) was declared “persona non grata” by Negros Oriental officials.
The Provincial Peace and Order Council (PPOC) here approved Resolution No. 3, Series of 2019, condemning the series of atrocities perpetrated by the CPP-NPA.
The resolution cited the various offenses of the CPP-NPA including the assassination of civilians, military and police personnel, and the destruction of government and private properties.
“With the declaration of the NPA as persona non-grata in Negros Oriental, we, at the Department of Interior and Local Government (DILG) are happy to hear that. We share the same sentiments with the PPOC because of the atrocities inflicted by the NPA, hindering our economic development in the province,” said Provincial Director Dennis Quiñones of the Department of the Interior and Local Government (DILG).
“In the past, the approach of the government in ending insurgency was through military action, and for so long a time, it wasn’t really that effective, this time, it will be an all-government approach, meaning all agencies in the government must join in the efforts of this ending this problem," Quiñones explained.
In a recent statement, DILG Secretary Eduardo Año commended the increasing number of local government units declaring the NPA as persona non grata, calling it a ‘bold move’, and encouraged other LGUs to do the same.
Quiñones added that it is a bold move as the LGUs have been mere spectators, but are now becoming more and more involved in solving the problem of insurgency.
It was noted that attaining peace is not only the concern of police and army, but the local government units should also actively take part in condemning atrocities and deceptions by the CPP-NPA-NDF.
