One of the topics lined up for discussion in the October Barangay Assembly is Executive Order No. 70, Series of 2018, which institutionalizes the whole-of-nation approach in attaining inclusive and sustainable peace, creates a National Task Force to End Loca Communist Armed Conflict (NTF-ELCAC) and directs the Adoption of a National Peace Framework.

Department of the Interior and Local Government (DILG) Iloilo Provincial Director Teodora Sumagaysay said the department has issued Memorandum Circular 125 – 2019 to provide guidelines to local government units in the implementation of EO No. 70.

Sumagaysay said Saturdays and Sundays of March and October of every year have been declared as Barangay Assembly Days in the country pursuant to Proclamation No. 599 series of 2018 signed by President Rodrigo Duterte. All barangays are mandated to gather their residents for an assembly every semester to discuss accomplishments, finances, activities, national laws and issuances as well as issues and concerns affecting the community.

During the assembly, officials and residents will be briefed on MC 125 as barangays are required to organize their Barangay Task Force-ELCAC.

Punong Barangays are also encouraged to include in their discussions the Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 which mandates the barangays on the segregation and collection of solid wastes and creation of Barangay Ecological Solid Waste Management Committee.

Also, other national laws such as Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018; Republic Act 11261 or the First Time Jobseekers Assistance Act and Republic Act 10361 or the Batas Kasambahay which requires every employer to register domestic workers under their employment in the Registry of Domestic Workers in the barangay; and other DILG programs will be included in the discussion.

On the other hand, Sumagaysay said three villages among the 1,721 barangays in the province were chosen or became eligible as showcase barangays for this second semester.

These are Brgy. San Rafael, Miag-ao which conducted its assembly on Sunday, October 13; Barangay Lo-ong, Concepcion which held its assembly on October 12 and Barangay Dangula-an, Anilao on October 19.

Brgy. San Rafael was the province’s showcase for peace and order program particularly its Katarungang Pambarangay; Barangay Lo-ong for Solid Waste Management (SWM) and Brgy. Dangula-an for SWM and Barangay Services.

Sumagaysay said barangay officials who fail to conduct an assembly may face administrative sanctions.
