MAASIN CITY - - Various government agencies are set to work together to address the economic and development needs of people residing at two far-flung barangays along the mountainous terrain of Southern Leyte.
Through the efforts of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC), two remote barangays of Olisihan and Pamigsi-an, of Bontoc municipality will be recipients to the whole- of- nation-approach to end local communist armed conflict programs in the area, in a report prepared by TESDA -SoLeyte Provincial Director Elizabeth Garcia.
According to Garcia, a consultative dialogue with the barangay officials and constituents of Pamigsi-an, Bontoc resulted in the identification of needs for skills training, livelihood opportunities, interventions to their community’s abaca production, cut flower and mushroom production, loan opportunities for the farmers, farm-to-market and access roads and absence of a cell site/ signal for mobile communication.
On the other hand, Brgy Olisihan through Punong Barangay Sabilo Lastra also shared of his community’s need for water supply, farm-to-market and access roads, intervention to their abaca production, construction of a health center, absence of a cell site/ signal for mobile communication skills, livelihood training, and installation of a military/ PNP detachment, Garcia reported.
“ Almost all these economic and development needs responded with the commitments of the different national government agencies and provincial government offices participating during the dialogue, “ she said.
TESDA will be implementing Carpentry NC II, Masonry NC II, Bread Making (Leading to Bread and Pastry Production NC II) and the Plant Crops (Leading to Agricultural Crops Production NC II), Garcia added.
The Department of Labor and Employment through its Provincial Head Marites Z. Viñas would complement TESDA with the provision of tool kits after the conduct of skills training while the Department of Agrarian Reform, Provincial Social Welfare and Development Office and the Department of Science and Technology also supplemented in the provision of livelihood opportunities with their respective programs for the two barangays, it was learned.
While the Provincial Agricultural Services Office responded to the needs of the two communities in the intervention to their abaca production, the Department of Trade and Industry (DTI) guaranteed that they can provide assistance to Brgy Pamigsi-an in their mushroom production.
The Land Bank of the Philippines representative also assured possible loan assistance to the local farmers, she added.
Meanwhile, for the need to have concrete access roads/ farm to market roads, the municipality of Bontoc through Mayor Jane Ruales assured the constituents that the construction of roads to these barangays is already pipelined, Garcia further reported.
“ The LGU-Bontoc would also take care of the installation of a cell site in the area through a possible partnership with private telecommunication companies,” she added.
She further noted that Lt. Col. Roberto B. Obaob of the 78th Infantry Batallion of the Philippine Army shared to the participants the initiatives of his troops in keeping the security, peace, and order of all areas under his jurisdiction.
