National Security Adviser and Vice-Chairperson of the NTF-ELCAC Secretary Hermogenes C. Esperon Jr. addresses the participants at the Mindanao leg of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) major island summit held in Cagayan de Oro.
All Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) from the Mindanao island group gathered in Cagayan de Oro City on October 10 for the first leg of the Major Island Group Summits prior to the national summit which will be attended by President Rodrigo Roa-Duterte.
National Security Adviser and Vice-Chairperson of the NTF-ELCAC Secretary Hermogenes C. Esperon Jr. called for the summit to assess and review current performance of the regional task forces and gather these for the presentation of accomplishments to the President in the coming national summit.
“ I really expect that the best contribution in this national campaign will come from Mindanao. It is from this area that we’re getting many good accomplishment. I am proud to present to the President the works of Mindanao”, Esperon said in his speech during the Mindanao ELCAC Summit.
Present in the gathering were the Cabinet Officers for Regional Development and Security (CORDS), Regional Task Force vice-chairpersons, cluster heads, and secretariat, all from the different Mindanao provinces.
Each Regional Task Force got to present accomplishments from March to September 2019, proposed programs, projects, and activities, gaps and challenges encountered, as well as recommendations to better services and performance.
Esperon noted that some regional task force are working faster than others, he cited these regions as mostly coming from the Mindanao island group.
He said that despite non-uniformity of movement and progress, this can be understood because each region tackles a different problem that makes it unique from others.
“ In this summit, we are to learn from each other, from the success of other regions, and pick up lessons from each other.”
The summit, Esperon added, is also aimed for the actors to develop kinship and rapport that would identify the group as one big Mindanao.
It was in 2018 that President Duterte issued Executive Order 70 (EO 70) providing for a Whole-of-Nation approach in defeating the Local Communist Terrorist Groups.
A National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) was created to synchronize the utilization of the government's instrumentalities of power with the capabilities of private sector stakeholders to finally end the 50-year long deceit, lies and atrocities committed by the communist terrorists against the people. The "Whole-of-Nation Approach" gives importance to inclusive and sustainable framework towards attaining peace.
Esperon said in less than six months since the approval of the EO 70, the national task force already had a National Action Plan and few months thereafter, regional task forces were activated and have started implementing the programs, projects, and activities which are all geared towards ending insurgency.
