CANLAON CITY, Negros Oriental -- The City Government of Canlaon has formed its own task force to end communist armed conflict in their area.
The Canlaon City Task Force to End Local Communist Armed Conflict (CTF ELCAC) was launched on Oct. 9, 2019 during the “Dagyawan sa Barangay: Talakayan Ng Mamamayan” held here.
Gov. Roel Degamo, who also sits as the chairperson of the Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC), officiated the oath-taking of the members of Canlaon CTF ELCAC led by Mayor Jose Chubasco Cardenas and Vice-Mayor Jimmy Jayme Clerigo who serve as the task force's chair and vice-chair, respectively.
Other members of the task force include several department heads of the city government and the chair of the Sangguniang Panglungsod Committee on Peace and Order, the chief of police in Canlaon City, officers of the Department of Agrarian Reform, Department of Trade and Industry - Canlaon Negosyo Center, Department of Education Canlaon City districts, City Prosecutor’s Office, the punong barangays of barangays Bayog and Lumapao, and some representatives from the private education sector.
Degamo commended the city government for organizing its own task force on ELCAC.
“Mao kini ang gihandoy kanunay sa atong national government nga pinangulohan sa atong Presidente Duterte nga to end local communist armed conflict is to bring basic services to the people and not by war. Mao ni karon ang mga opisyales sa Canlaon City sa akong nakita nagkahiusa sa pag-adopt sa programa kay gusto pod sa atong siyudad sa Canlaon na malinawon ang ilang siyudad (Our government, through the leadership of President Duterte, has been dreaming of this for so long. We end local communist armed conflict by bringing basic services to the people and not by war. I see the officials of Canlaon City are united in adopting this program because their constituents also want peace in their city),” he said.
Degamo also stressed in his speech that the only way to attain peace is by winning the hearts of the people and not through the use of bullets.
The governor also expressed PTF ELCAC’s support to Canlaon CTF ELCAC and its endeavors, assuring continuous coordination between the two task forces in providing appropriate interventions that will address problems associated with insurgency in the city.
“On our part sa provincial government ug sa provincial task force, mahimo kining (or) ma-lessen among trabaho kay naa man siyudad na naglihok na dire and we will coordinate with each other (On our part at the provincial government and provincial task force, this will lessen our task because the city government is already taking the lead but we will coordinate with each other constantly),” Degamo told the officers of the CTF ELCAC.
Following the lead of the Provincial Government on the creation of the PTF ELCAC and institutionalizing the “whole of nation” approach to solve the communist problem at the provincial level, Cardenas issued Executive Order 07-35 s. 2019 creating the CTF ELCAC.
The “whole of nation” approach aims to address the root causes of insurgency through harmonized and efficient delivery of government frontline services and social development packages to the communities affected by insurgencies so that residents would not turn to armed struggle.
PTF ELCAC listed Canlaon City as one of the priority areas for their programs due to the insurgency affectation in their two barangays, namely Bayog and Lumapao.
Aside from the Dagyawan sa Barangay held at the city gymnasium, PTF ELCAC also spearheaded a Caravan on Basic Services in partnership with the Office of the Presidential Assistant for the Visayas (OPAV) in Brgy. Bayog.
Residents of said barangay and neighboring villages were able to avail of medical consultation, medicines, wellness services, and other government services like advisory consultation with Pag-IBIG Fund, Social Security System (SSS), Technical Education and Skills Development Authority (TESDA), LandBank of the Philippines, among others.
In his message during the Dagyawan sa Barangay, Cardenas said he hopes for a concrete resolution to some issues affecting the peace and order situation in Canlaon City through coordination with various agencies.
Dagyawan sa Barangay is a form of talakayan or consultation between line agencies of the government and the village leaders of the 12 barangays in Canlaon City to seek possible interventions to address insurgency-related issues in their area.
“Mao na ning panahon na atong mapaabot sa mga ahensya sa regional hangtod sa opisina sa Presidente na sa diin ang mga problema dire sa Canlaon iya mandunggan (This is an opportunity for us to raise our concerns to regional line agencies up to the office of the President wherein we are hoping that he will be informed on our problems here in Canlaon City),” Cardenas said.
