In preparation for the Cycle 2 Implementation for the Mindanao Trust Fund-Reconstruction and Development (MTF-RDP), People’s Organization (PO) in Southern Mindanao Region of Bangsamoro Development Agency (BDA) underwent PO Readiness Assessment on June 23-25, 2014 in four Barangays of Sarangani Province namely Barangay Mindupok and Maguling in Maitum municipality, Barangay Lumasal in Maasim and Barangay Tuyan in Malapatan.
The undertaking, facilitated by the BDA SouthMin Staff and Project Technical Team, was conducted to gauge the readiness of the respective POs to handle the implementation of the Mindanao Trust Fund Reconstruction and Development Program (MTFRDP) Cycle 2 Sub-Projects.
Among the factors delved during the assessment were the PO’s possession of juridical identity, functionality of various suggested committees, and their enforcement of policies, systems and procedures.
Documentations of PO meetings and activities were checked as well as their attendance to the required trainings under the Community Driven Development mechanism. Each organization was given ratings.
This activity was conducted following the implementation of Cycle 1 sub-projects under the MTFRDP.
Cycle 1 sub-projects were identified base on the priority needs of the communities. The POs underwent Thematic Mapping and workshops on Community Investment Plan and Community Action Plan where they discussed how they can help resolve their problems and what assistance they should propose to MTFRDP.
Except for the PO Lumasal which requested provision of Fishing Vessels and Fishing Implements, the rest of the POs were given post-harvest facilities for their livelihood activities.
The four organizations are now preparing for the Cycle 2 sub-project proposals. The PO of Tuyan proposes water system, Mini-Gymnasium for Lumasal, Solar Drier with Warehouse for Maguling and Trading Center for Mindupok.
Part of the initiatives to strengthen the POs, the BDA regional staff continuously assists the beneficiary organizations in terms of capability-building trainings, coaching and linking them to local partners.
There are nine (9) barangays in three (3) municipalities under the Southern Mindanao Region which are beneficiaries of the MTF-RDP. The project is supported by the Mindanao Trust Fund administered by the World Bank aimed at providing assistance to social and economic recovery of conflict affected areas in Mindanao.
