MANILA – The Bases Conversion and Development Authority (BCDA) is committed to strengthening the Armed Forces of the Philippines (AFP) by creating communities that can generate revenues that could help the military in its ongoing modernization program.

“The BCDA is all about helping strengthen the Armed Forces while building great communities like Bonifacio Global City,” BCDA president and chief executive officer Aileen Zosa said in a statement forwarded to reporters Monday.

She added that by building recurring revenues through these developments, BCDA will be more conscious of generating revenues for the modernization of the AFP and expediting the completion of much-needed military facilities.

Zosa made this commitment during the 26th AFP Forum held on May 13, hosted by the agency and attended by over 90 public affairs and information officers from the DND and AFP headed by Defense spokesperson Arsenio Andolong.

The forum tackled updates on BCDA’s current efforts to contribute to the AFP modernization and its replication projects for the military.

In his message, BCDA chair Delfin Lorenzana stressed the significance of government communicators, especially in the defense and security sectors, as “bearers of truthful and accurate information”.

“We highlight the crucial role of public information officers in communicating to our stakeholders our commitment to helping build a community that is peaceful, secure and livable through the support of strong and reliable armed forces,” Lorenzana said.

As a testament to its mandate, BCDA in 2022 contributed a total of PHP7.206 billion to the AFP or PH4.562 billion higher compared to the 2021 remittance of PHP2.644 billion.

Of BCDA’s gross disposition proceeds from 1993 to 2022, 42 percent or PHP56.40 billion is allocated to the AFP for its modernization program, giving a boost to military forces who respond to crises and defend the country against all threats.

Other than contributions to the AFP Modernization Program, the BCDA also provides support by modernizing military facilities as part of its replication program.

In 2022, the BCDA turned over modern facilities to the Army Support Command of the Philippine Army, to help relocate the unit’s headquarters in Camp Servillano Aquino in Tarlac.

MANILA – The Philippine Navy (PN) on Monday announced that two of its ships, the BRP Antonio Luna (FF-151) and BRP Andres Bonifacio (PS-17), participated in the seagoing phase of the second ASEAN Multilateral Naval Exercise (AMNEX) which was held last May 13 to 14.

In a statement, Navy spokesperson Capt. Benjo Negranza said the maneuvers took place near Grande Island, Zambales, and Lubang Island, Bataan.

Nine ships from participating Association of Southeast Asian Nations (ASEAN) navies joined the seagoing phase of the AMNEX, he added.

Participating warships are also from Indonesia, Thailand, Brunei, Singapore, Malaysia, and Vietnam.

"The two-day phase was composed of exercises and maneuvers designed to enhance interoperability and maritime responsiveness, improve synchronization and communication, and develop mutual trust and understanding among participants in the conduct of maritime operations and humanitarian assistance and disaster response," Negranza said.

These include photo exercise, maritime search and rescue, publication exercise, flash exercise, deck landing qualification, night steaming in company, intelligence surveillance reconnaissance, and maritime interdiction operation with visit board search and seizure.

"AMNEX 2023 allows and capacitates ASEAN navies to respond to common regional maritime threats and challenges through interoperability, maritime responsiveness, and readiness," he added.

This year's AMNEX started May 12 and will end on the 16th. It also provides a platform for the PN to further the conduct of naval diplomacy as one of the effective tools to promote interests and uphold territorial integrity.

MANILA – The Armed Forces of the Philippines (AFP) is "amenable and open" to modifications in the pension system of military and uniformed personnel (MUP) so long as these are fair and equitable.

Finance Secretary Benjamin Diokno, in a recent statement, warned that the current MUP pension system would inflate public debt by as much as 25 percent by 2030 and could result into a fiscal collapse unless reforms are made.

Diokno said pension benefits are allocated annually through the national budget but the MUP do not contribute a single peso to their pension system.

"We anticipate around 70 to 80 percent of enlisted personnel eligible for optional retirement. Ito po ‘yung mga naka-20 years na sa serbisyo (They are those who have spent 20 years in service), to avail the same given the uncertainty of them immediately receiving pension upon retirement should the system be overhauled," Department of National Defense (DND) Officer-in-charge Senior Undersecretary Carlito Galvez Jr. told the Senate Committee on National Defense and Security, Peace, Unification and Reconciliation on Monday.

While the DND and AFP recognizes the financial implications and fully supports measures to address the current MUP pension system issues, Galvez appealed to senators to heavily consider the morale and welfare of the soldiers.

"At present, mere discussions of proposals relating to retirement benefits, most especially the imposition of a pensionable age, has already affected the morale and caused uneasiness not only from within the active ranks of the AFP, but even from our veterans and retirees," he said.

The Senate panel opened discussion on Senate Bill Nos. (SBN) 284 and 1421 filed by Senators Jinggoy Estrada and Ramon Revilla Jr., respectively.

SBN 284 seeks to establish a unified system for separation, retirement and pension of MUP and create the Military and Uniform Personnel Retirement Fund Authority.

Meanwhile, Revilla's SBN 1421 seeks to boost MUP's pension system by creating the Military and Uniformed Personnel Insurance Fund amending Sections 3 and 24 of Republic Act No. 8291 or the Government Service Insurance System (GSIS) Act.

Sections 3 and 24 states compulsory membership in the GSIS and life insurance, respectively, except for members of the AFP and Philippine National Police.

According to data presented by National Treasurer Rosalia de Leon, the unfunded liabilities of the MUP pension system currently amounts to around PHP9.6 trillion or 53.4 percent of the 2020 gross domestic product (GDP).

The economic managers expect this to balloon further in the succeeding years.

For Senator Ronald Dela Rosa, who is also an MUP retiree, the illustration "paints a very grim picture," saying MUP's pension fund cannot possibly cause a fiscal collapse.

"Mahirap kasi ‘yung ganon eh. Parang pinapalabas natin dito na yung MUP ang dahilan kung bakit tayo magkakaroon ng fiscal collapse. Klaruhin natin ‘yan kung tama ba ‘yan na comparison (That's hard to accept. It seems like we are portraying MUP as the cause why we could have a fiscal collapse. Let's clear if that comparison is accurate)," dela Rosa said.

Senator Christopher Go also urged economic managers to find other ways or sources of funds, instead of requiring active MUP to pay for mandatory contributions for pensions.

"Pwede naman po sana ayusin natin ang pagkokolekta ng buwis. Maaaring may pagkukulang pa. Siguraduhin natin na walang mapunta sa korapsyon (We can fix the collection of taxes. Maybe there is deficiency there). I urge the BIR [Bureau of Internal Revenue], the Bureau of Customs to collect taxes and customs duty properly and more efficiently. Eliminating corruption in the government should be enough to cover for the pension requirement," Go said.

"We can also impose higher taxes on luxury goods. Mayayaman naman po ang bumibili diyan. Pwede po nating i-increase ang (Those who buy those are rich. We can increase the) SIN Tax. With this, we can also protect the health of our people," he added.

The filed measures have been referred to a technical working group and discussions will continue after President Ferdinand R. Marcos Jr. delivers his second State of the Nation Address on the last Monday of July.

"I do not want to rush things. There is no room for mistake here. If this committee commits a mistake, either we go for the MUPs, we go for the government, we have to strike a balance. This needs to be acceptable to everybody," said Estrada, the committee chairperson.

MANILA – The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) said it would focus on developing communities formerly controlled by communist insurgents to prevent them from staging a comeback in these localities.

In a statement late Monday, NTF-ELCAC executive director Undersecretary Ernesto C. Torres Jr. said this would be their roadmap in "peace-bringing" efforts.

Torres also emphasized the importance of the Barangay Development Program (BDP) and the Retooled Community Support Program (RCSP) as drivers of peace and development in areas formerly affected by the New People's Army (NPA).

"Undersecretary Torres also assured an intensified participation from national government agencies in contributing to the BDP and RCSP," NTF-ELCAC Secretariat Director for Strategic Communications Gerardo Zamudio said.

These efforts are part of the NTF-ELCAC's campaign that will seek the promotion of unity, lasting peace, and sustainable development in the country, he said adding that this "shift from war to peace" is emphasized as the task force is nearing the attainment of its objective of ending the armed conflict.

‘Game-changing role of VP’

Zamudio also noted that the appointment of Vice President Sara Duterte as NTF-ELCAC co-vice chair would bring momentum to the body's mission.

"Assistant Director General Jonathan Malaya, NTF-ELCAC StratCom Cluster head, and Undersecretary Torres explained the game-changing role of the Vice President, especially during the NTF-ELCAC’s transition to peace-bringing efforts. The Vice President is expected to provide guidance to the operation of the whole NTF-ELCAC, utilizing her experience as the former Mayor of Davao City," he said.

Torres said Duterte was instrumental in the defeat of the NPA in her city as she witnessed and dealt with their atrocities and the aftermath suffered by her constituents.

“She (Vice President) sees this as a commitment to bring about peace in our country,” he added.

Torres also elaborated on how the Vice President would strengthen the efforts to protect students from terrorist recruitment through proper education.

“We really have to protect our youth from getting recruited from the deception of the CPP-NPA-NDF (Communist Party of the Philippines-NPA-National Democratic Front), and that is where the role of our VP as the Secretary of DepEd (Department of Education) would come into play,” he said.

“We, at the Headquarters of NTF-ELCAC are preparing ourselves to perform our mandate with renewed vigor to harmonize and synthesize the efforts of departments, agencies, and partner stakeholders in bringing the much-needed services to far-flung areas, particularly the conflict-affected and vulnerable areas for CTG (communist terrorist group) exploitation in order to attain genuine peace and sustainable development."

He said this would be done via the whole-of-government approach, whole-of-nation participation, and founded on good governance and unity.

"As the NTF-ELCAC achieves its goals in addressing the root causes of the communist armed conflict, its commitment to ensure the security of the Filipino people will not falter. NTF-ELCAC’s dedication to harmonizing the efforts of government agencies toward the attainment of its objectives will not wane despite the weakening of the CTG. Until the CTG’s threat has been completely eradicated, NTF-ELCAC will serve as the Filipino people’s guardian against their deceptions, crimes, and atrocities," Torres said.

DATU HOFFER, Maguindanao del Sur – An employee of the National Irrigation Administration and his daughter escaped unscathed from an ambush perpetrated by still unidentified gunmen in Barangay Labu-Labu here Monday.

The initial police report said Ismael Gudal was driving his white sports utility vehicle when they were waylaid near Labu-Labu bridge past 6:30 a.m., a few meters away from an Army checkpoint.

Gudal, an employee of Kabulnan Irrigation System in Shariff Aguak town, was taking his daughter to school in Esperanza, Sultan Kudarat.

Municipal police station chief Capt. Ramillo Serame said they are investigating the incident.

Opinion: EDCA: Illuminating the path to enhanced external defense

The Philippines has come into focus due to the increasing tension in the Taiwan Straits, leading to the establishment of new EDCA (Enhanced Defense Cooperation Agreement) sites in the Cagayan Valley Region. Recent news reports indicate that the US is allocating an additional $100 million for these new EDCA sites, which include air and naval bases in Cagayan province and the 5th Infantry Division in Isabela. The 5th Infantry Division serves as a prime example of an Army command that has been actively involved in counter-insurgency operations for approximately 50 years. Having personally commanded the Division, I can vouch for the courage and bravery demonstrated by its officers and soldiers. It has produced generals and Medal of Valor awardee. The soldiers' mindset and competence were cultivated and developed through their encounters with the local communist (CPP-NPA) threat, which was their primary concern. Their engagements mainly involved smaller to medium-sized combat operations against guerilla forces, who utilized unconventional warfare tactics.

Can the effectiveness of counter-insurgency operations contribute positively to the AFP as it gradually takes on a new role of external defense? What are the areas that need to be developed and pursued to establish a defense capability? The President has indicated in some of his statements that the AFP should now prioritize external defense. He specifically stated, "It is difficult to imagine that the Philippines can avoid a conflict involving Taiwan." The President's remarks imply a shift in priority towards the AFP's existing mission. The AFP needs to be ready to respond decisively to any external threats that challenge the country's sovereignty and territorial integrity. This marks a period of change and innovation for the AFP as it seeks to make this new role meaningful and relevant.

To embark on this new paradigm shift, there is a need to develop new infrastructure facilities, defense assets, and resources that align with modern technology in weaponry, armaments, communication, and logistical support. EDCA has been seen as a step towards strengthening our defense capabilities against external threats, essentially involving the modernization of our armed forces. We have developed a culture of reliance on support from the United States. The readiness of a military force is not solely determined by its inventory of warfighting equipment but also by its military mindset and psychological preparedness, which hold equal importance.

To initiate a paradigm shift, it is crucial to break free from the entrenched military values that have been shaped over years of counter-insurgency operations. Instead, new values should be cultivated to align with a fresh political and military order. In the book "Hope is Not a Method" by Gen. Gordon Sullivan, former US Army Chief of Staff, it is emphasized that assuming new roles cannot be solely reliant on hope. The Philippines cannot continuously rely on the United States. Prolonged dependence will hinder our initiative, ingenuity, and limit our ability to develop necessary options and approaches for operational readiness.

Can EDCA make a significant impact? We shouldn't expect miracles, but it does offer temporary relief for existing and impending threats. It is a preferable alternative to have US forces as partners, with the Mutual Defense Treaty (MDT) serving as an added incentive. This arrangement provides a sense of security and enhances our credibility. Alongside the opportunity for our troops to gain valuable experience through joint military exercises and other partnership programs, the following areas of concern should be prioritized to leverage meaningful change:

1. Craft a mission statement that is effectively communicated throughout the command structure, emphasizing self-reliance and strengthened partnerships with the US and other allied nations, grounded in mutual respect and cooperation.

2. Implement organizational changes in Command, Control, and Communication that align with EDCA and the operational concepts of allied forces, aiming for interoperability.

3. Foster the development of doctrines, education, and training programs to achieve uniformity, unity of effort, and synergy across the military forces.

4. Recognize that leadership is the key factor in facilitating the transition. As technology evolves, mindsets also need to adapt. Responsive leadership characterized by focus, mental resilience, flexibility, dynamism, and creativity is crucial in this changing landscape.

It is evident that the challenges and opportunities faced by the Philippines in the realm of defense and security require a proactive and strategic approach. The EDCA offers a temporary relief to existing and future threats, while emphasizing the importance of self-reliance and credible partnerships with the United States and other allied nations. As we navigate the evolving landscape of technology and geopolitical dynamics, it is crucial to embrace innovation, foster unity, and build upon the invaluable experiences gained through joint military exercises and partnerships. Together, with a clear vision and steadfast commitment, we can forge a path towards a more secure and resilient future for the Philippines.

MANILA, Philippines — In the early 1980s, Maximo Vicente Matias was a junior reserve officer flying Philippine Air Force (PAF) jet fighters as part of “Cope Thunder,” a US-led large-scale multinational air combat exercise regularly held in the Philippines.

Cope Thunder, which started in 1976, was discontinued when the United States left its bases in Clark and Subic in 1991. The exercise was moved to Eielson Air Force Base in Alaska the next year and was called Red Flag Alaska.

The halt in the air combat exercise on Philippine soil marked the start of the PAF’s decline as its fighter planes became obsolete and were not replaced.
Good training

More than 30 years later, the drills are making a comeback amid concerns by the two allies over an increasingly aggressive China.

This year’s Cope Thunder will be held twice, with the first scheduled May 1 to 12 and the second, from July 2 to 21.

The upcoming drills in July will include cargo aircraft to simulate the movement of a large fleet and “to test air mobility and combat readiness in a realistic operational environment,” the PAF said.

From 1981 to 1983, Matias took part in Cope Thunder, which was sometimes held twice a year. Though the PAF’s glory days and reputation for air supremacy in the region had started to wane from the 1970s, the force made up for it with good training, he said.

“When it came to training, we were… the top,” the 69-year-old said. “Even though our hardware was becoming vintage… our training didn’t decline.”

‘Russian intrusions’

He said other countries participated in Cope Thunder. Such multinational exercises were important since they “hone[d] the capabilities, skills and camaraderie” of the troops as they trained together, he said.

Back then, a Chinese threat was nowhere in their minds, Matias said, nor did he foresee that Beijing would one day turn into Washington’s biggest rival. “It’s the Russian intrusions we were guarding against,” he said.

During the Cold War, the Soviet Union occupied a naval base in Vietnam to project power in the region.

‘Poking message’

“When the Russian Bears came into the Philippine air defense identification zone, we scrambled and ran after them. The United States flew behind us in separate radar control sites,” he recalled.

After 16 years in active duty, Matias left the service in 1988. He would later work as a commercial pilot before moving to Australia, where he is now based with his family.

But he still watches military developments in the Philippines.

He said Washington and Manila should invite more countries such as Japan, South Korea, and Australia to take part in Cope Thunder “to send out a poking message to China that we want freedom of navigation” in the region.

GEN. Benjamin Acorda Jr., Philippine National Police (PNP) chief, welcomed the surrender of 50 members of the Bangsamoro Islamic Freedom Fighters (BIFF) on Friday in Parang town, Maguindanao del Norte.

The surrenderers turned over their firearms and pledged allegiance to the Philippine flag during a ceremony held at the Camp SK Pendatun, the headquarters of the Police Regional Office in the Bangsamoro Autonomous Region (PRO-BAR).

The former BIFF outlaws used to operate in Maguindanao del Norte and Maguindanao del Sur. The group turned in several mortar rounds, assault rifles, grenade launchers, and bomb-making devices.

BGen. Allan Nobleza, PRO-BAR director, presented the 50 former Moro extremists to Acorda in the presence of police officials and local leaders.

Acorda lauded the local political leaders for assisting the police in establishing a peaceful environment across the BARMM.

"I appreciate your brave decision to embrace peace and work towards a better future for your communities," said Acorda, adding that the event marks a crucial step toward lasting peace and reconciliation in the region.

Acorda presented the "Pedtabanga Tanu" livelihood assistance program to the former BIFF combatants during the ceremony.

"This program aims to empower and support the surrenderers in their transition to a peaceful and productive civilian life. Through livelihood training, skills development, and financial aid, the PNP and its partners are committed to ensuring that the former combatants have sustainable means of income and livelihood," he said.

More than 150 BIFF members have so far surrendered to police and military authorities in the BARMM since January this year.

Acorda arrived in Cotabato City on Thursday and presided over the BARMM Stakeholders' Summit for Unity and Peace inside the BARMM regional government center in this city before proceeding to the PRO-BARMM headquarters for an overnight stay.

With Acorda were Nobleza, BARMM Senior Minister Abunawas Maslamama and BARMM Interior Minister Naguib Sinarimbo.

The meeting focused on the region's peace and order situation, encompassing security measures in preparation for the upcoming Barangay and Sangguniang Kabataan elections.

The forum aimed to bolster the collaboration between the PNP and local government officials for the implementation of plans and programs to preserve peace and order in the region.

During the summit, Acorda also emphasized the importance of inclusive and participatory governance, highlighting the need for sustained efforts in addressing the root causes of conflict and promoting social cohesion.

He said the discussions centered on collaborative initiatives, capacity-building programs and community engagement strategies to build a united and prosperous Bangsamoro region.

Acorda also conducted a command conference with the PRO-BAR leadership to discuss key issues and strategic plans for maintaining peace and security in the region and held a special talk with police officers.

FOUR New People's Army (NPA) rebels surrendered to military authorities in Surigao del Sur on May 6 and 7, 2023, the military reported.

The military identified the surrenderers as John Paul Loyola, the team leader of Team Baking, Squad 2 of the SRSDG Southland under the Northeastern Mindanao Regional Committee (NEMRC); Ruel Tawede alias Rocco, the commanding officer of Militiang Bayan/Hikling, Lumpong 5; and Jonas Angeles and his live-in partner Inday Sampaga, both members of the weakened Guerilla Front 16 under the NEMRC.

According to Angeles, he surrendered after he was left to take care of himself from a gunshot wound he sustained during an encounter at Mapula, Barangay Esperanza, Carmen in Surigao del Sur on April 15, 2023.

He was also exploited for nine months, he added.

The four surrenderers handed over one M14 rifle, one M1 carbine rifle, and one M16 rifle.

According to the 4th Infantry Division (4ID), since January 2023, a total of 67 communist rebels have surrendered to the military.

Major General Jose Maria Cuerpo II, the 4ID commander, said that the rebels surrendered due to discouragement and after a series of neutralization, voluntary surrender, apprehension and death of their leaders from military operations.

"The continuous exhaustion due to our relentless focused military operations and the unfulfilled promises of the communist terrorist group (CTG) led them to abandon the organization," Cuerpo said. (SunStar Cagayan de Oro)

BUTUAN CITY – Three key leaders of the New People’s Army (NPA) in Mindanao were killed in an encounter in Cantilan, Surigao del Sur last week, the military said on Sunday, May 14.

Major Francisco Garello, chief of the Public Affairs Division of the 4th Infantry Brigade, identified the slain NPA fighters as Alberto Castaneda, alias “Justine” or “JD,” commander of the Sandatahang Yunit Pampropaganda 16C of the Weakened Guerrilla Front-16; Eric Mahinay Colon, alias “Neo,” political guide of Squad 1, Sentro de Grabidad-16; and Ranjie Pertos, alias “Goyong,” vice squad leader of SDG-16, all under the Northeastern Mindanao Regional Committee (NEMRC).

Castaneda, Colon, and Pertos died in Sitio Katarungan, Barangay Lobo on Thursday, May 11, in a gunbattle with the Army 30th and 36th Infantry Battalions under the 901st Infantry Brigade.

Operating troops who engaged at least 30 NPA rebels from the SDG-16 and WGF-16 recovered one R4 rifle, one M16 rifle, one Ultimax 100, one AR-18 rifle, and three AK47 rifles.

A day before on Wednesday, May 10, the 3rd Special Forces Battalion, 75th Infantry Battalion, and 41st Division Reconnaissance Company (DRC) under the 401st Infantry (Stingers) Brigade led by Col. Francisco Lorenzo clashed with an undetermined number of NPA rebels in the mountainous area of Barangay San Jose, Prosperidad, Agusan del Sur.

“Our combined troops overrun and seized the enemy position as the CNTs run for their lives and scampered towards different directions. At the encounter site, we captured various war materiel, including numerous ammunitions and magazines of different calibers, six blasting caps with 30 meters detonating cords for the prohibited anti-personnel mines, 13 backpacks with personal belongings, communications and electronic devices, medical paraphernalia, and communist documents that will aid us in locating further the CTG remnants,” Lorenzo said.

Major Gen. Jose Maria Cuerpo II, commander of the 4th Infantry Division (4ID), said the recent defeat suffered by the NPA will further weaken its strength, capabilities, and influence in the Caraga region.

“The 4th ID, with its strong commitment, will continue to carry on with its mandate of protecting the people and facilitating inclusive development to sustain peace and security in the Caraga region,” Cuerpo said.

NSFA, Panacan, Davao City - The sustained military operations launched by the Eastern Mindanao Command (EastMinCom) under the direction of LtGen. Greg T. Almerol induced more losses to the Communist Terrorist Group (CTG) after neutralizing 155 CTG members and capturing 172 firearms and 28 anti-personnel mines (APM) from January to 2nd week of May this year.

In a recent development, combined troops of the 30th Infantry Battalion (30IB) and 36IB, under the operational control of Joint Task Force (JTF) Diamond's 901st Infantry Brigade (901Bde), neutralized three CTG personalities and captured seven high-powered firearms in an encounter at Sitio Katarugan, Brgy. Lobo, Cantilan, Surigao del Sur on May 11.

Two of the said fatalities were identified as Alberto Castañeda alias Bern/JD, Commanding Officer of Sandatahang Yunit Pampropaganda 16C, Guerilla Front 16 (SYP16C, GF16) and Eric M. Colon alias Neo, Political Guide of Squad 1, Sentro de Grabidad 16 (SDG16), GF16, all under the North Eastern Mindanao Regional Committee (NEMRC).

Government troops also seized three AK47 rifles, an Ultimax 100 Light Machine Gun, an AR18 rifle, an M16 rifle, an R4 rifle, an improvised explosive device (IED) with detonator, 13 backpacks with assorted personal belongings, communication and electronic devices, a medical kit, and other war materiel after the skirmish.

Meanwhile, LtGen. Almerol lauded the troops of JTF Diamond for their efforts and dedication to pursue the goal of EastMinCom to eradicate the CTG this year with the help of local government units and support of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

“The recent accomplishment is a testament to our continuous efforts to finish the dwindling CTG units in our joint operational area and to attain just lasting peace in Eastern Mindanao," he said.

The EastMinCom Commander likewise warned the remaining active CTG members to reconsider their refusal to yield, should they wish to avoid the fate of their dead comrades "who continued to terrorize the peace-loving communities."###

Kinundena ng mga kabataan ang pinaplanong paglulunsad ng isang palaro sa hanay ng mga kadete ng Reserve Officers’ Training Corps (ROTC) sa Visayas sa susunod na dalawang buwan. Inianunsyo ang naturang aktibidad noong Mayo 5 sa isang pagtitipon sa kampus ng Cebu Technological University (CTU) sa Cebu City kung saan dumalo ang mga sundalo ng Armed Forces of the Philippines.

Naunang itinakdang ilunsad ang aktibidad sa kampus ng University of the Philippines-Cebu ngunit napigilan at napaatras ito ng mga kabataan at estudyante ng UP-Cebu. Naglunsad ng pakilos ang komunidad ng UP Cebu noong Mayo 5 para magbarikada laban sa nakatakdang oryentasyon.

Samantala, mahigpit na kinundena ng grupo ng kabataan na Anakbayan ang inilunsad na oryentasyon sa CTU. Ang naturang aktibidad ay nilahukan ng 300 kadete at mga upisyal ng AFP at Commission on Higher Education. Ang mga kalahok sa oryentasyon ay pinaglunsad ng drills at ibinilad sa kainitan ng araw.

“Naalarma…ang mga kabataan sa aktibidad na inilunsad sa loob ng isang unibersidad dahil mistulang giangawang normal ang presensyang militar sa kampus sa kabila ng tumitinding panawagan ng mga estudyante laban sa mga pag-atake sa kanilang kalayaang pang-akademiko,” pahayag ng Anakbayan.

Dagdag pa nila, ang mga palaro ay dapat masaya at makapagtataguyod ng pag-unlad sa malikhaing mga paraan, ngunit “ang ROTC games ay instrumento…para lamang pagtakpan ang madugong kasaysayan ng ROTC at korap na mga gawain nito.”

Ginagamit din umano itong paraan para padulasin ang paglulusot sa isinusulong ng rehimeng Marcos Jr na “mandatory ROTC.” Anila, walang maidudulot ang programang ito kundi pagsupil sa kritikal na pag-iisip at pagmamanman sa mga estudyanteng kritikal at bumabatikos sa anomalya.

Kabi-kabilang batikos ang inabot ni Sara Duterte matapos italaga siya ng mga alipures ng kanyang ama bilang co-vice chairperson ng korap at pasistang National Task Force-Elcac. Bwelta ng ACT Teachers party-list, tiba-tiba na naman si Duterte dahil kokopoin niya ang bilyun-bilyong condifdential at intelligence fund sa pagkakatalaga niya sa ahensya.

“Sa pagkakatalaga niya…magkakaroon siya ng awtoridad sa higit na malaking confidential at intelligence fund liban pa sa kontrolado na niyang pondo sa Department of Education at Office of the Vice President,” pahayag ni House Deputy Minority leader at ACT Teachers party-list Rep. France Castro.

Giit ng mambabatas, “yan ang problema sa NTF-ELCAC at whole-of-nation approach, magagamit talaga ang buwis ng taumbayan sa mga di magandang gawain na walang ideya ang mamamayan for what, how, when, who and where exactly.”

Aniya, “mamamalayan mo na lang mataas na ang bilang ng mga kaso ng red-tagging at lahat ng kaakibat nitong mga paglabag sa karapatang-tao tulad ng ekstrahudisyal na pagpaslang, pagdesaperasido at panggigipit sa mga kritiko.”

Ayon naman kay Kabataan Rep. Raoul Manuel, “di ito magandang pangitain para sa academic freedom at pagtanggol sa mga ahensyang sibilyan mula sa pagiging militarisado. Dapat mapagpalaya, di mapanupil, ang edukasyon.”

Kilala si Duterte sa labis na mapanupil na mga patakaran nang nanungkulang alkalde ng Davao City at ngayo’y pangunahing nangigipit sa mga guro at estudyante bilang kalihim ng DepEd.

“Mahirap matuto habang may pasok during the hot dry season. Kulang pa rin ang sahod ng mga guro at kawani. Kulang ang mga silid-aralan. May laptops na dapat pinamigay sa mga guro pero binenta na lang sa retail stores. Di ba ito ang mga dapat unahin ng pamunuan ng DepEd?” giit ni Rep. Manuel.

Samantala, ayon sa Bagong Alyansang Makabayan-National Capital Region, “like father, like daughter” ang kahihinatnan ng pagkakatalaga ni Duterte sa NTF-Elcac. Tulad ng amang si Rodrigo Duterte, anila, pareho ang rekord at intensyon nila ng panggigipit sa mga progresibong indibidwal at organisasyon.

“At ngayon sa pagkakatalaga sa ahensya…ipagpapatuloy lamang niya ang sinimula ng kanyang diktador at pasistang ama. Mangangahulugan ito ng panganib at takot sa mamamayan ng bansa,” giit ng Bayan-NCR.

Ipinawalambisa ng Bangued Regional Trial Court Branch 2 ang mga warrant of arrest na inilabas laban sa tinaguriang “Northern Luzon 7” na kinabibilangan ng mga aktibista at tagapagtaguyod ng karapatan ng mga katutubo na sinampahan ng kasong rebelyon noong Enero. Inilabas ng korte ang desisyon noong Mayo 11 na nagsasabing hindi naman pinangalanan ng mga nakaligtas sa ambus noong Oktubre 2022 sa Abra ang pitong indibidwal.

Ayon sa Cordillera People’s Alliance (CPA), “sa katotohanan, hindi nila kailanman mapapangalanan [ang pito] dahil wala naman silang kinalaman sa naturang insidente.”

Ang Northern Luzon 7 ay kinabibilangan nina Jennifer Awingan, Sarah Abellon-Alikes, Stephen Tauli, Windel Bolinget, Lucia Lourdes Gimenes, Nino Joseph Oconer, at Florence Kang. Sila ay mga aktibista at progresibo mula sa rehiyon ng Cordillera at Ilocos.

Ang pito ay idinadawit sa isang ambus ng Bagong Hukbong Bayan noong Oktubre 27, 2022 sa Sitio Kutop, Barangay Gacab, Malibcong, Abra.

Nagpasalamat si CPA Chairperson Windel Bolinget sa mga sumuporta sa kanilang pito at nagkampanya para sa agarang pagbabasura at resolusyon ng kaso. Aniya, “ang kaso ng rebelyon/insureksyon laban sa amin ay walang batayan at gawa-gawa.”

Dagdag pa ni Bolinget, sana ito na ang huli sa mga gawa-gawang kasong isinampa ng estado laban sa kanya, kanyang mga katrabaho at lahat ng mga aktibista. Giit niya, “dapat nang kagyat na matigil ang judicial harassment, redtagging at terrorist-tagging, at lahat ng porma ng paglabag sa karapatang-tao.”

Ayon kay Beverly Longid, national convenor ng Katribu Kalipunan ng Katutubong Mamamayan ng Pilipinas, “habang natutuwa tayo sa pagbasura sa gawa-gawang kaso laba sa Northern Luzon 7, nananawagan din tayo sa pagpapalaya kina Mary Joyce Lizada at Arnulfo “Ompong” Aumentado, [mga kasapi ng Bigkis at Lakas ng mga Katutubo sa Timog Katagalugan] mula sa kamay ng militar sa Camp Capinpin sa Rizal.”

Gayundin, ipinanawagan ni Longid ang kagyat na paglilitaw kina Dexter Capuyan at Gene Rox Jamil “Bazoo” de Jesus, mga tagapagtanggol ng karapatan ng katutubo sa Cordillera na dinukot ng mga elemento ng Criminal Investigation and Detection Group (CIDG) noong Abril 28.
