ARAKAN, Cotabato Province, Oct. 28 (PIA) -- Regional line agencies and municipal and provincial government units as well as police and military troops joined forces in a serbisyo caravan at Barangay Tumanding, Arakan in Cotabato Province Tuesday, October 27.

The serbisyo caravan also signaled the start of a more comprehensive government convergence to address the peace and development needs of the community as a target site of Retooled Community Support Program (RCSP) in a whole-of-nation approach to fight and defeat local communist armed conflict.

"We are very grateful that finally we are enjoying the true government that we have longed for. Indeed, I salute all government agencies, from the national level to the provincial and municipal government, for complying with the mandate of President Duterte through EO 70 for a whole-of-nation approach, united and helping each other to achieve that goal that nobody will go astray from the right path," Barangay Chairman Dante Tumanding told Philippine Information Agency in an interview.

Tumanding said that for decades, the influence of the communist terrorist group in his barangay was significant to a degree that the entire community was red-tagged. Some of the villagers joined the New Peoples Army and 95 percent of his people were identified as "mass base."

Almost all of the residents in the area are of the Manobo tribe.

"The influence of the leftist group was really significant. People here were organized; but we cannot be faulted for this because in the past we never felt the presence of the government. We cannot be blamed that we sympathized with them because we did not know the government," Tumanding emphasized.

This situation gradually changed when government troops came in and conducted Community Support Program (CSP).

Nearly two years ago, the village chairperson said, the community returned to the fold of the government with help from the military-led CSP, which further resulted in more services from municipal and provincial governments as well as from regional line agencies.

"Since then, even before this serbisyo caravan, we have enjoyed basic services, livelihood, supplemental feeding program and many others from the government," he said.

After the village "cleared" of the presence of the communist terrorist group, Barangay Tumanding was included among more than 60 barangays in SOCCKSARGEN Region for the RCSP.

Having their barangay included in the RCSP, residents of Tumanding are looking forward to other projects intended to sustain peace and development in the area as indicated in their development plan.

Among the priority projects they expect to be implemented in their village are concreting of the road to Tumanding, improvement of access roads to sitios, establishment of a water supply system, and establishment of a high school, Capt. Tumanding said.

As an RCSP-target area, Barangay Tumanding will initially be allotted P20 million worth of projects, accordind to the Department of the Interior and Local Government (DILG).

During the serbisyo caravan, representatives of regional line agencies explained to residents the services each agency offers and their commitments in line with the barangay's development action plan.

Regional line agencies represented were DILG, Department of Labor and Employment, Department of Trade and Industry, Department of Agrarian Reform, Department of Public Works and Highways, National Housing Authority, Department of Education, Philippine Information Agency, Department of Social Welfare and Development, Land Transportation Office, PhilHealth, and Technical Education and Skills Development Authority.

Services brought by the Provincial Government of Cotabato included supplemental feeding, fluoride treatment and dental supply provision, haircutting, circumcision, animal dispersal, college scholarship, and food packs distribution.

They also handed out initial commitments identified during the community immersion and planning sessions such as assorted fruit tree seedlings, rubber seedlings, coco seednuts, family food packs, food packs for malnourished children, corn seeds, wheelchairs and crutches for persons with disability, buntis kits, and assorted medicine supply for the Barangay Health Unit, toilet bowls for zero defecation program of three sitios, and disaster preparedness handbooks.

Arakan PNP also distributed slippers and school supplies for children.

In his message, chairperson Tumanding said: "To the people of Tumanding, let us unite. Let us stop our camaraderie with the left. Let us abide by the rule of law because there remains no reason for us to follow them (the communist terrorist group). I know that you regret the past, the decades that we were with them. This is the time that we give 100 percent of our allegiance to the true government." (DED-PIA XII)

PASIG CITY, Oct. 29 (PIA) – The Armed Forces of the Philippines (AFP) recognized the designers and builders of emergency quarantine facilities in the AFP.

AFP chief of staff General Gilbert Gapay on Wednesday presented a plaque of appreciation to Architect William Tan Ti Jr., Principal Architect of WTA Architecture and Design Studio at Camp General Emilio Aguinaldo, Quezon City.

The AFP chief expressed his appreciation and gratitude to Architect Ti for his efforts and initiating a partnership with the AFP. Architect Ti’s efforts exemplified the Bayanihan Spirit and the positive outcome of public-private partnerships, especially during this trying time in the country.

“As we continue to fight the effects of this pandemic that has disrupted and changed our lives, the AFP shall be eternally grateful and honored for the opportunity to be in close cooperation and collaboration with organizations and institutions with similar aspirations of confronting this problem and coming up with solutions from a multi-sector perspective,” General Gapay said.

According to AFP, WTA Architecture and Design Studio is the lead company that designed and initiated the construction of emergency quarantine facilities (EQF) in military camps and government health institutions. Through their cooperation with the AFP’s engineering units led by The Chief Engineer, AFP Major General William Ilagan, they were able to complete and construct a total of 75 EQFs across Mega Manila.

Among the beneficiaries of these EQFs include AFP hospitals, such as V. Luna General Hospital, Camp General Emilio Aguinaldo Station Hospital, Philippine Air Force General Hospital, Manila Naval Hospital, Cavite Naval Hospital, Army General Hospital, and Fernando Airbase Hospital.

The facilities can house at least 15 patients and can be completed within five days also alleviated the burden of healthcare workers and AFP’s frontliners. (AFP/PIA-NCR)

A key suspect in the kidnapping of a 64-year-old Filipino-American farmer was arrested in Zamboanga City, the Philippine National Police-Anti-Kidnapping Group (PNP-AKG) said on Wednesday.

In a report to Camp Crame, AKG chief Brig. Gen. Jonel Estomo said Anerson Tungayao, of Barangay Tapanayan, Sirawai, Zamboanga del Norte, was arrested by members of the AKG-Mindanao Field Office and local police in Barangay Arena Blanco at around 5:30 p.m. Tuesday.

Tungayao was carrying an M16 assault rifle when he was arrested.

However, another target of the operation --Injam Yadah, an Abu Sayyaf Group sub-leader-- evaded arrest.

Estomo said the group of Yadah and Tungayao was behind the September 16 kidnapping of Rex Triplitt in Sirawai, Zamboanga del Norte. The victim was safely rescued in a joint police and military operation on September 30.

Estomo said the group members were set to jump-off to another kidnapping when the police foiled their plan.

He added that the group's members posed as construction workers when conducting, kidnapping, extortion, and other criminal activities and are mostly victimizing local businessmen in the Zamboanga Peninsula.

Office of Civil Defense (OCD) administrator and National Disaster Risk Reduction and Management Council (NDRRMC) executive director Ricardo Jalad on Tuesday inspected a newly-constructed "three-in-one" facility of the OCD at Fort Magsaysay, Nueva Ecija which can serve as an alternative command center.

Jalad was joined in his inspection by OCD Operations Service director Bernardo Rafaelito Alejandro IV and General Services Division chief Christopher Cacutan, the agency said in a post on its official Facebook page on Wednesday.

It added that the facility in Nueva Ecija could also serve as an "alternative command center" of the NDRRMC.

Meanwhile, NDRRMC spokesperson Mark Cashean Timbal, in a message to the Philippine News Agency, said the facility at Fort Magsaysay consists of a warehouse, office, and operations center.

He added this is among the back-up facilities of OCD should the NDRRMC Operations Center in Camp Aguinaldo, Quezon City become inoperational due to a "destructive calamity".

Another alternative facility is located in Air Force City, Angeles, Pampanga, Timbal added.

The Armed Forces of the Philippines (AFP) on Wednesday honored its civilian partner who helped construct several emergency quarantine facilities (EQFs) in military and civilian health institutions in Mega Manila.

AFP Chief of Staff, Gen. Gilbert Gapay, presented a plaque of appreciation to William Tan Ti Jr., principal architect of WTA Architecture and Design Studio, in a short ceremony in Camp Aguinaldo, Quezon City.

The WTA Architecture and Design Studio was the lead company that designed and initiated the construction of EQFs in military and government health institutions.

Through its cooperation with the AFP’s engineering units, led by AFP chief engineer Maj. Gen. William Ilagan, they were able to complete and construct 75 EQFs.

Gapay thanked Ti for his efforts and for initiating a partnership with the AFP.

National Security Adviser Hermogenes Esperon Jr. on Wednesday expressed support for two government officials accused of red-tagging activist groups.

In a Laging Handa public briefing, Esperon said Armed Forces of the Philippines Southern Luzon Command chief Lt. Gen. Antonio Parlade and Communications Undersecretary Lorraine Badoy were saying that some groups were acting as legal fronts of the Communist Party of the Philippines-New People's Army (CPP-NPA).

“Hindi ko dedepensahan si Gen. Parlade at saka si Undersecretary Lorraine Badoy, kung hindi susuportahan. Ano bang sinasabi ni Gen. Parlade? Na ang CPP-NPA ay mayroong mga underground organizations na mayroong front, legal na front (I won’t defend Gen. Parlade and Undersecretary Lorraine Badoy, but I’ll support them. What is Gen. Parlade saying? That CPP-NPA has underground organizations with legal fronts),” he said.

Esperon cited the Alliance of Concerned Teachers (ACT), the largest teacher's organization in the country, as an example claiming that they were being controlled by the Kalipunan ng mga Gurong Makabayan (Kaguma).

“Halimbawa, ang Kaguma o iyong Kalipunan ng mga Gurong Makabayan underground organization iyan at ang kaniyang lumalabas na organisasyon ay ang Alliance of Concerned Teachers (For example, Kaguma or the Kalipinan ng mga Gurong Makabayan is an underground organization and the organization it represents is the Alliance of Concerned Teachers),” he said.

He said Kaguma is an underground organization of the National Teachers Bureau of the CPP.

“Ang sinasabi ko, iyong mga miyembro ng ACT ay hindi mga komunista iyan kung hindi may mga nagku-control sa kanila na miyembro ng underground movement, iyong Kalipunan ng mga Gurong Makabayan. At iyan ay sa mga organo ng National Teacher’s Bureau ng Communist Party of the Philippines (What I’m saying is members of ACT are not communists, but there are groups controlling them that are members of an underground movement and that is the National Teacher’s Bureau of the Communist Party of the Philippines),” he added.

Esperon said the Confederation of Migrant Patriotic Filipinos is fronted by Migrante and the Kabataang Makabayan is the underground organization controlling the League of Filipino Students.

He also noted that Anakbayan, Kabataan party-list and College Editors Guild of the Philippines recruit members that are members of CPP.

Esperon also said women's group Gabriela is controlled by the underground Malayang Kilusan ng Bagong Kababaihan while Courage is the front organization for the Makabayang Kawaning Pilipino.

He said the National Union of People's Lawyers is a front for the Lupon ng mga Manananggol Para sa Bayan (Lumaban).

“Hindi natin sinasabi na iyong National Union of People’s Lawyers are members of the Communist Party pero may mga miyembro sa kanila ng nagku-control sa organisasyon na kasapi sa Communist Party of the Philippines (We’re not saying that the National Union of People’s Lawyers are members of the Communist Party but they have members who control organizations that are part of CPP),” he added.

Esperon also claimed that the Makabayan bloc recruits members to strengthen the underground organizations.

“Kaya iyon ang sinasabi ni Gen. Parlade na kayo ay mga front organizations at kasama na diyan ang Bayan or iyong Makabayan Bloc dahil nasa parliamentary struggle na nga sila ngunit ang kanilang trabaho talaga ay upang mapalakas iyong mga ibang organization or iyong underground organization sa kanilang pagri-recruit ng mga kasapi. Kaya ganoon din ang sinasabi ni Undersecretary Lorraine Badoy, pareho sila ng sinasabi. Paano natin wawakasan itong armed revolution (That’s what Gen. Paralde is saying, that you are front organizations and included is the Makabayan Bloc because they have parliamentary struggle but their job is really to strengthen underground organizations by recruiting members),” he said.

Meanwhile, he praised both Paralade and Badoy for educating the public about the existence of groups acting as CPP-NPA’s legal fronts.

“Sinusuportahan ko at sinasabi ko rin, dinadagdagan ko iyong sinasabi nila kung hindi pa nila nasabi. Pero napakagaling ni Lorraine at saka ni General Parlade, nasasabi nila ang lahat (I support them and I’ll also add to what they say if they haven’t said it yet),” he said. “At ngayon lang kasi nangyayari na mayroon tayong mga spokespersons na ganito na talagang nagsasabi ng totoo at kailangan talaga magising na ang buong bayan (It’s only now that there are spokespersons telling the truth and the whole country needs to know).”

Parlade was criticized for advising actress Liza Soberano to abdicate her ties with Gabriela Youth after she participated in a webinar with the group while Badoy was asked by opposition lawmakers to resign after tagging members of the Makabayan bloc as “high-ranking members” of the CPP.

The CPP-NPA-NDF is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Anti-communist groups and other non-government organizations on Wednesday held simultaneous candle-lighting vigils as they protested atrocities by the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and its allies.

Members of the League of Parents in the Philippines (LPP), Liga Independencia Filipinas (LIF), League of Youth for Peace Advancement (LYPAD), Coalition for Peace (COPA), and Hands Off Our Children, alongside mothers of students who were reportedly recruited by various militant groups, offered prayers for the souls of individuals who were killed by communist terrorist groups.

"As we approach the day of the dead and commemorate our bereaved loved ones, also, we should never forget those lives of ordinary citizens who lay victims to the terrorist acts of the CPP-NPA-NDF," the groups said as they called for the end of armed conflict caused by the longstanding insurgency.

LPP chair Remy Rosadio said the groups chose three historical places in Manila City to hold their simultaneous candle-lighting ceremony -- Plaza Miranda, Mendiola Arc, and Nicanor Reyes Street formerly known as Morayta.

During the vigil, groups denounced the killing of innocent people during the Plaza Miranda bombing and Mendiola Massacre.

"We want to remind the public about the wickedness and terroristic acts brought by these communists. They are destroying our country and our people," Rosadio said.

Stop youth recruitment

Members of Hands Off Our Children and the parents of minors who reportedly joined the communist terrorist movement demanded the CPP-NPA-NDF and its legal-fronts to stop exploiting the youth for political interest, as they staged a protest along Morayta Street.

The anti-communist groups said they will always stand their ground and expose the recruitment schemes done by militant organizations.



Rosadio said communist groups and their alleged allied youth organizations have used the pandemic to brainwash minors and eventually recruit them to join their cause.

"It is hurtful for us parents to see our children engaged in pointless armed struggles. No parent would like to see their children holding firearms and taken away from cultivated communities going to the mountains and remote areas—we just want them to be properly educated and live a peaceful life," Rosadio said.

Rosadio said the communist terrorists did not relent in the middle of the health crisis but "continued to tell lies to explicitly recruit new members for the NPA."

Rosadio, however, noted that the youth and parents are now aware of the CPP-NPA-NDF and its allies' deceptive recruitment process.

Meanwhile, LPP Secretary-General Jose Goita said the symbolic candle-lighting is a "testament on how many Filipino families have fallen into the snare of the communist insurgency.

"Some of them have not only fallen but have been broken. They were killed. As we hope that the rest of the kids who are now with the rebels or are being recruited will survive, we cannot sit by and wait for the bad news about our kids," Goita said.

On the other hand, Rosadio assured the groups' simultaneous demonstrations strictly adhered to the government's health protocols to halt the spread of the Covid-19 infection.

"We strictly observe physical and social distancing while we expressed our sentiments about the atrocities caused by the CPP-NPA-NDF," she said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

None other than Lt. Gen. Antonio Parlade, Jr., commander of the AFP Southern Luzon Command, and other officials of the NTF-ELCAC, should be blamed for whatever harm that may befall the individuals, organizations and officials successively red-tagged in the past few days.

Like a rabid dog, General Parlade threatened movie and television personalities who expressed their views and stood with activist organizations. Even Manila Mayor Isko Moreno earned Parlade’s ire and was denounced for “welcoming terrorists” after the mayor ordered the taking down of NTF-ELCAC “persona non grata” tarpaulins against the CPP and NPA.

General Parlade only proved that the real targets of the NTF-ELCAC are the activists and critics of the regime.

Parlade displayed acute hysteria in targetting defenders of women and children’s rights, activists, progressive members of parliament as well as government officials. To fascist zealots like him, one is Red if one is not anti-Red. Those who do not march to this tune are autobranded as communists.

The people are not easily intimidated by Parlade’s threat to use the fascist Anti-Terror Law to silence and suppress critics and the opposition. Over the past days, many have stood up and denounced Parlade’s red-tagging. Progressive and democratic forces have firmly defended their rights and freedom of expression especially in the face of the regime’s gross ineptness, corruption and fascism.

The ranks of the aware and courageous people fighting the Duterte fascist regime continue to swell. There is strong clamor for taking away the P19.1 billion fund of the NTF-ELCAC and for disbanding this fascist agency.

Even a few fascists were obliged to distance themselves from Parlade and advised him to “refrain” from speaking in public. However, this is all for show, as the Duterte regime relentlessly subject the national democratic and progressive forces to surveillance, intimidation, arrests and killings.

The Duterte regime and the NTF-ELCAC are set to carry out worse measures, especially after releasing the rules for using its Anti-Terror Law. Plans to designate the CPP and NPA, as well as legal and non-armed democratic and progressive organizations as terrorists must be vigorously opposed. This is the first step towards suppression and illegalization of these organizations and movements that uphold patriotism, democracy, justice, environmentalism and human rights.

Communist tagging by reactionary regimes against their opponents have a long history. Accused communists where the first to be imprisoned and suppressed by Hitler when he established his fascist dictatorship. Over the decades, anti-dictatorship forces in Indonesia, Thailand, Chile and other countries have invariably been branded communists.

Under the Marcos dictatorship, organizations, parties and individuals who stood and fought against martial law were also branded communists or friends of communists. Many of the organizations suppressed by Marcos became targets of suppression and killings in post-Marcos regimes. They suffered some of the worst attacks under the 9-year Arroyo fascist regime. They now suffer even worse suppression under the Duterte fascist regime.

Freedom- and democracy-loving people must display greater courage. There is honor in being branded Red if it means selflessly serving the people.

Their bravery and militance is much needed in the fight against fascist brutality, corruption and national treachery of the Duterte regime and its plan to perpetuate itself in power. At the same time, they need to be smart to frustrate the evil fascists to oppress them legally and extrajudicially.

In the face of worse repression and shrinking democratic space, the doors of the New People’s Army are always open to welcome anyone who need protection who wish to offer their ability and talents to serve the peasant masses and advance the people’s war for national freedom and democracy.

Our fellow countrymen and members of the legal profession,

We hope this letter finds you well. We understand these are trying times for the judiciary and the entire legal system. The Bicolano revolutionary movement extends its solidarity to all members of the bench and the bar who continue to struggle for justice and freedom. NDF-Bicol especially writes to Judge Jeaneth Gaminde San Joaquin and her aide, Rocelle S. Martinez, who were attacked by state agents on October 20. We fully support the demand for a thorough investigation of the incident and the call for justice for all victims of state fascism.

This recent attempt on the life of Judge San Joaquin is the US-Duterte regime’s traditional way of emasculating the judiciary. It is a scare tactic and this is the message it wants to send across: anyone who dares contradict the fascist agenda will be readily dispensed with. Despite issuing the warrant leading to Nagrampa-Caballero’s arrest in July, Judge San Joaquin managed to independently perform her duty as a court official, review the mass leader’s case and eventually allow the latter’s release in the same month.

Members of the bench are not free from persecution. You bear the heavy weight of deciding the fate of thousands of individuals. Your courts are flooded with unresolved cases, some of which were filed maliciously by state agents against innocent people. And after a long day in court, you constantly face all sorts of threats on your life, family and career. Do you wish to serve and protect a justice system that cannot truly deliver justice to the oppressed and exploited?

Every administration has utilized and treated the judiciary as a rubberstamp of its fascist moves. The judiciary is so powerless that it has no other choice but to follow the command of the dictator or else face impeachment or removal from their position. This is the fate that befell former Chief Justices Renato Corona and Maria Lourdes Sereno, and the fate that will befall all other judges and justices who would dare challenge Duterte’s dictatorship. The US-Duterte regime will definitely exploit the judiciary for its fascist intentions – may it be the release of tens of thousands of unnamed arrest warrants or the approval of a new Constitution vesting greater powers to a dictator.

Reforms in this reactionary justice system are futile. The judiciary can never act independently. Justice, in a society controlled and run by the ruling elite, is not blind. It sees clearly and thoroughly discriminates for the class it represents. It preys against the poor and innocent and glorifies the greedy, corrupt and murderous. How can the rule of law ever be fair to people so distant to court processes? How can the judiciary ever act independently, when laws are hand-tailored to ensure there are enough loopholes the ruling class could utilize? Faster court processes and unclogging the court dockets will not solve the injustice being experienced by the Filipino people. Only a revolution can.

The people’s war is not a war of oppression, but a war for liberty. It is the people’s realization that this rotten justice system is beyond repair. It is the genuine exercise of their sovereign right to decide their fate and the future of generations to come.

The people need magistrates who will free the poor and oppressed, not one who would catapult and secure a dictator into power or warrant the arrest of thousands of innocent people. More than ever, members of the bench are crucial actors in the people’s fight for their rights. The people have justice on their side, and they will rejoice to have you with them in the frontlines of the struggle.

Brutal at mapaghiganti ang rehimeng US-Duterte sa mga sumusuway sa mga pasistang adyenda nito. Nitong Oktubre 20 lamang, pinagbabaril ng death squad ng estado sina Judge Jeaneth Gaminde San Joaquin at Rocelle S. Martinez sa Brgy. Puro Batia, Libmanan, Camarines Sur. Pauwi na sana si Judge San Joaquin, lulan ng isang itim na sasakyang pick-up. Matatandaang si Judge San Joaquin ang naglabas ng mandamiento de aresto laban sa tagapangulo ng Bicolana Gabriela na si Jenelyn Nagrampa-Caballero noong Hulyo. Sa parehong buwan, pinirmahan niya ang temporary release order ni Nagrampa-Caballero matapos masuri ng kanyang korte ang kawalan ng merito ng kaso.

Napakalaking insultong linlangin ng estado ang mamamayang naghahangad lamang ng katarungan. Pilit na pinalilitaw ng rehimeng US-Duterte na NPA ang nagtangka sa buhay ni Judge San Joaquin. Walang nakasampang kaso laban kina Judge San Joaquin at Martinez sa rebolusyonaryong hukumang bayan. Ang hukumang bayan ay mayroong karampatang prosesong sinusunod at kabilang na rito ang matamang pagdinig ng kaso at pagsusuri sa panig ng lahat ng sangkot. Ang paggawad ng rebolusyonaryong hustisya ng NPA ay nakasalalay sa pasya ng hukumang bayan.

Kapugay-pugay ang independyenteng paggampan ni Judge San Joaquin ng kanyang tungkulin sa panahong sinusukluban ang bansa ng isang pasistang diktadurang tumuturing sa hudikatura bilang tagaluwal ng libu-libong pekeng arrest at search warrant para sa panunugis at pagpapakulong ng mga patriyotiko at progresibong indibidwal at mga kritiko. Para sa diktaduryang ito, hindi na baleng deka-dekada nang inaamag ang mga nakabinbing kaso basta’t manatili sa piitan ang mga bilanggong pulitikal. Pinalalaya, at nagbabayad-danyos pa nga, sa mga tauhan ng US at elemento ng naghaharing-uri na mayroong mga karumal-dumal na krimen habang ang mamamayang tumitindig para sa kanilang karapatan ay pinararatangang mga terorista. Hamon para sa iba pang huwes, mahistrado at mga abugadong tumindig para sa katarungan at makiisa sa laban ng mamamayang pabagsakin ang diktaduryang rehimeng nagmamaliit sa institusyong pinagsisilbihan nila.

Mahigpit na nananawagan ang NDF-Bikol sa mamamayan, laluna sa mga huwes at mahistrado ng mga korteng magkaisa at maging bahagi ng pakikibaka para sa tunay na katarungan. Ang gipaigting nga militarisasyon sa mga mersenaryong AFP ug PNP sa kabanikanhan nagbunga og mas grabeng pag-antus ug pagpanglupig sa katawhang Lumad. Pinaagi sa pugsanong pagpundo sa tropa sa AFP/PNP ilalom sa malinglahong Community Support Program (CSP) sa mga komunidad sa Lumad, kalisod ug pagpamig-ot sa panginabuhian ug pagpanglapas sa tawhanong katungod ang adlaw-adlaw nilang nasinati. Dugangan pa sa mas gipasubsob nga mga dagkong operisyong kombat sa mga berdugong AFP/PNP dinha sa kabukiran.

Dinhi sa Surigao del Sur, sukad kaniadtong Mayo 2020 hangtud sa kasamtangan, walay puas ang mga operisyong kombat sa AFP ug PNP sa mga Lumad nga komunidad. Partikular niini nga mga munisipyo mao ang San Miguel, Lianga, Marihatag, Tago, San Agustin, Cagwait, Lanuza ug Carmen. Lakip usab niini ang lungsod sa Prosperidad sakop sa probinsya sa Agusan del Sur. Gimobilisa niini ang mga tropa sa AFP sa 401st ug 901st brigade partikular ang 3rd SFB, 75th IBPA ug 36th IBPA ug mga myembro sa PNP mobile battalion.

Gawas sa mga sustinidong operisyong kombat, aduna usab pito ka mga komunidad ang wala nay nagpuyo, samtang onse ka komunidad sa Surigao del Sur ang kasamtangang giyak-an sa mga CSP. Kini nga mga komunidad plano usab nga tukoran og mga kampo detatsment sa CAFGU.

Ang mga pinatakang pagpamomba sa AFP ngadto sa mga gidudahan nilang kampo sa NPA nagresulta og dislokasyon sa pamuyo sa gatusan ka pamilyang Lumad. Nanugdang kining ilang mga bomba duol sa mga komunidad, kabalayan ug mga umahan sa mga lumulupyo, gamit ang ilang mga haytek nga pwersang pangkahanginan ug kanyon.

Ang daang abunda ug produktibong kahinguhaan sa komunidad sa Lumad nawala. Gatusan ka mag-uuma ang napugngan sa pagpalambo sa ilang mga umahan. Ginapig-utan sila sa AFP/PNP nga moadto sa ilang mga umahan, duha hangtud tulo ka oras lang ang ginatugot sa ilaha nga mag-uma matag adlaw. Ang molapas sa oras pasumanginlang nakigkita sa NPA. Mas midaghan ang ihap sa mga sibilyan, lider Lumad ug mag-uuma ang gikasuhan ug mga tinumo-tumong kasong kriminal, gidakop ug gipreso. Wala kini sila gituboy sa katawhang Lumad aron nga mamahimong Datu sa mga tribo. Gigamit kini sila isip hinagiban aron paludhon ug babagan ang katawhang mibarug ug misukol batok sa mga makadaot nga programa ug palisiya sa rehimeng US-Duterte. Ug aron bungkagon ang nagtunhay nga panaghiusa sa katawhang Lumad.

Taliwala sa ginatagawtaw sa rehimeng US-Duterte nga hugot subayon ang mga health protocols aron makalikay sa COVID- 19, nagpasiugda na hinuon ang AFP/PNP ug CAFGU og mga panagtapok, pulong-pulong ug mga salida sa komunidad. Kanunay nga moadto ug mopuyo kuyog sa mga sibilyan nga walay face masks ug social distancing.

The Regional Operations Command of the New People’s Army in Southern Mindanao strongly condemns the extra-judicial murder of comrade Dennis “Ka Mayen” Rodinas by joint AFP and PNP forces in an outskirt barangay in Cebu City last October 11.

Ka Mayen was an hors de combat, who was recuperating after having sought medical treatment for his illness and was therefore unable to give battle when armed state agents stormed in the house and summarily executed him.

The fascist state forces likewise arrested pregnant comrade Girlie Mercado and two of Ka Mayen’s relatives, Ryan and Rodelyn Moralde, in the Tokhang-style operation. Comrade Mercado and Ka Mayen’s two civilian relatives must be unconditionally released from wrongful detention.

Revolutionary forces, the peasant and Lumad masses and allies grieve the loss of a courageous Red commander and Party cadre. Ka Mayen served as one of the commanders of the Southern Mindanao Regional Operations Command before his failing health forced him to seek immediate medical attention late last year.

He was instrumental in the successful raid of the residential compound of Mayor Joselito Brillantes, Jr. in Monkayo town, Compostela Valley on April 14, 2015 which netted 74 high-powered firearms, including 4 machine guns. In April 2012, he was also one of the Red commanders who pulled off a bold joint tactical offensive against a security company in Butuan City that protected large-scale mining operations, where 66 high-powered firearms were seized.

He displayed his class bias for the oppressed masses and against the ruling class and its rabid anti-people mercenaries in the tactical offensives which he spearheaded that made a deep impact in the lives of the masses. One such offensive action was the April 2017 punitive action against bourgeois-comprador Lapanday Foods Corp. and rendered justice to thousands of peasants displaced by the company’s land-grabbing operations and to workers exploited by low wages and other unfair labor practices. In October 2015, an NPA unit under his command carried out an order by revolutionary people’s court meting out revolutionary justice against paramilitary leader Dario Otaza and his son Daryl for their numerous crimes against peasants and Lumad in the province of Agusan del Sur.

Ka Mayen was deployed in Western Mindanao Region where he was captured and jailed for several years before he staged a daring escape in July 2011 with the aid of an NPA unit in the Bukidnon – Davao City national highway in Kitaotao town. In that tactical offensive, four Bureau of Jail Management and Penology personnel, including a provincial warden, were held as prisoners of war.

The gruesome murder of Ka Mayen at the hands of state forces stands in stark contrast to how NPA units humanely treat AFP and PNP prisoners of war on many occasions. AFP 1st Lt. Vicente Camayo, Compostela Valley Provincial Jail warden Jose Mervin Coquilla, Ozamiz Provincial Jail Warden Erico Llamasares and Deputy Chief of Police Menardo Cui were only among the many prisoners of war who expressed high regard to the way they were treated by their NPA custodial units under Ka Mayen’s leadership.

Ka Mayen was organized during his college years in Davao City, eventually deciding to do full-time work as an urban-based activist in the early years following the Party’s Second Great Rectification Movement. He decided to join the NPA in early 2000 and became one of the leading Red commanders of petty bourgeois background who contributed greatly to the upsurge of the people’s war in Southern Mindanao.

The AFP will certainly gloat over the summary killing of Ka Mayen and hype it as another achievement in their anti-people counter-revolutionary war. Time and again, they fail to realize that killing a revolutionary, especially in the fashion that the fascist US-Duterte regime has become accustomed to, will not stem the tide of the revolution, but will only flame the anger of the masses.

Ka Mayen’s life, as with all other martyrs of the revolution, will be remembered and celebrated by masses and comrades in the only way they know how–by waging the revolutionary armed resistance until victory.

Tila nauulol na aso si Parlade sa pagkakalat ng kanyang rabies na red tagging sa mga artistang sina Liza Soberano, Catriona Gray, Angel Locsin at sa mga pangkaraniwang aktibista.

Larawan ng matinding desperasyon ng AFP at NTF-ELCAC ang anti-Komunistang panunugis ni Parlade sa artistang si Liza Soberano dahil lamang sa pagtataguyod nito ng adbokasiya para sa karapatan ng mga kababaihan at kabataan sa webinar na inorganisa ng Gabriela Youth. Ang kanyang adbokasiya na isulong ang mga karapatan ng mga kababaihan at kabataan ang nagtulak sa NTF-ELCAC, sa pamamagitan ng kanilang tagapagsalita, na agarang pagbantaan ang buhay ng mga artistang nagpapahayag ng kanilang mga paninindigan.

Ano nga ba ang aasahan sa isang heneral na gaya ni Parlade, kung ang kanya mismong commander-in-chief na si Duterte ay lapastangan din sa kababaihan at pasimuno sa mabagsik na pagtugis sa mga kritiko ng kanyang gubyerno? Sa apat na taong panunungkulan ni Rodrigo Duterte, ipinakita nya ang kanyang pagiging macho-pasista lagpas pa sa pagiging misogynista o sexista. Lagi niyang itinuturing na laruan at ginagawang katatawanan ang mga kababaihan na nagiging dahilan sa pagkabawas sa kanilang pagkatao at dignidad. Bukambibig niya palagi ang pag-alipusta at paglapastangan sa kababaihan. Hindi makakalimutan ng buong bayan ang kautusan ni Duterte na barilin sa ari ang mga babaeng Pulang Mandirigma ng Bagong Hukbong Bayan.

Ipinakita lamang ng mga huling kaululan ni Parlade ang tunay na katangian ng NTF-ELCAC – ang magparatang nang walang katwiran na maging ang mga kababaihan at prominenteng indibidwal na nagtataguyod ng kagalingan ng mamamayan ay iniuugnay sa NPA at armadong pakikibaka. Kahit pa nga naghuhumiyaw ang katotohanang wasto at tunay na makamamamayan ang mga adhikain na isinusulong ng Gabriela at ng Makabayan Bloc, pilit na dinudumihan ni Parlade, ng AFP/NTF-ELCAC at ni Duterte ang mga progresibo at demokratikong organisasyon ng mamamayan na paborito nilang tugisin, targetin ng red tagging at pagbantaan ang buhay.

Ang pagdamay sa mga artistang kagaya nina Angel Locsin, Liza Soberano at Catriona Gray ay patunay kung gaano kabagsik ang kamandag ng pasismo na nananalaytay sa katawan at lumulukob sa buong AFP at sa rehimeng US-Duterte. Kahit sinong mamamayan ay nanganganib na mabiktima ng kamandag na ito.

Hinahangaan at pinagpupugayan ng RCTU-NDF-ST ang matatapang na kababaihang kagaya nina Angel Locsin, Liza Soberano, Catriona Gray sampu ng mga kababaihang aktibista na patuloy na nagtataguyod ng kagalingan ng mga bata at kababaihan maging sa harap ng seryosong pagbabanta sa kanilang buhay ng isang baliw at ulol na si Parlade.

Dahil sa mabilis na paglawak ng pagkondena ng buong sambayanan, nagkakagulo na ang mga berdugong heneral ng NTF-ELCAC maging ang mga hepe nilang si Lorenzana at Duterte kung paano pagtatakpan at aampatin ang pinsalang ginawa ng kanilang baliw na tagapagsalitang si Gen. Parlade.

Imbes na kondenahin ng Malacañang, agaran at pilit pang ipinagtatanggol ng isa pang sinungaling na tagapagsalita ni Duterte na si Harry Roque ang ginawa ni Parlade na pagbabanta sa buhay ng mga artista at aktibista. Kagaya ng inaasahan, agad-agad ding dinepensahan ng kapwa berdugo na si AFP Chief of Staff Gen. Gilbert Gapay si Parlade sa kanyang kawalanghiyaan at pagbubulag-bulagan sa karapatan ng mga kababaihan at karapatang pantao, na nagpapatunay lamang na walang ibang isinusulong ang rehimeng US-Duterte kundi paghahasik ng malawakang panunupil, panghaharas at pagpatay gamit ang mga uhaw sa dugong AFP/PNP.

Matagal nang naghahasik ng lagim at karahasan sa Timog Katagalugan ang Southern Luzon Command sa pamumuno ngayon ng sinungaling at ulol na berdugong heneral na si Lt. Gen. Parlade. Aktibo ang 202nd Infantry Battalion ng Philippine Army at 2nd Civil Military Operations Battalion, katuwang ang PNP Regional Office 4A sa paglulunsad ng malawakang panunupil at karahasan sa mga lider-manggagawa, organisador at maging sa mga pangkaraniwang manggagawa na kasapi ng mga militanteng unyon, pederasyon at alyansa ng mga manggagawa.

Nagtutuloy-tuloy din ang kaliwa’t kanang pagbabahay-bahay ng mga ahente sa paniktik at mga traydor sa kilusang manggagawa para takutin at sindakin ang mga lider manggagawa at organisador ng mga lehitimong organisasyong masa sa rehiyon. Ginawa nila ito sa mga progresibong lider manggagawa ng Coca-Cola upang sapilitang agawin nila ang pamumuno sa unyon at wasakin ang unyon para sa kapakinabangan at interes ng kapitalistang Coca-Cola. Dahil dito, naipatutupad na nila ang malawakang tanggalan sa kumpanya nang walang pagtutol mula sa mga bagong halal na pamunuan.

Sa pagkukunwaring makatao, luha ng buwaya ang binibigay nila Parlade sa mga pinapatay at binabastos nilang mga Pulang Mandirigma. Malinaw ang kanilang kawalanghiyaan at kawalang-respeto sa karapatang pantao sa bawat pamilyang namamatayan ng mga kapamilya nilang kasapi ng NPA. Matapos lapastangin at bulukin ang katawan ng mga nasawi, kanilang pupwersahin at lalansiin ang mga namatayan talikuran ang mga organisasyon sa karapatang-pantao na tumutulong sa kanila.

Ang kasinungalingang nasa anyo ng red tagging at tumitinding panunupil ay nagpapakita ng napakalaking desperasyon ng rehimeng US-Duterte na wasakin ang rebolusyonaryong kilusan bago matapos ang kanyang termino. Ngunit hinding-hindi magtatagumpay ang tiranikong rehimen ni Duterte na gapiin ang pakikibaka ng sambayanan, bagkus magtutulak pa para tahakin ng sambayanang lumalaban ang landas ng armadong pakikibaka dahil sa nararanasan nilang matinding kalupitan.

Matagal nang lantad ang kabiguan ng rehimeng Duterte at kanyang mga berdugong heneral sa kanilang hungkag na ilusyong wakasan ang armadong pakikibaka at durugin ang NPA. Nananatiling wasto ang paglulunsad ng armadong pakikibaka laluna sa panahon ng pasismo, malawakang kahirapan, pagdusta at kawalang-respeto sa karapatan ng mga manggagawa at mamamayan.

Dahil sa kawastuhan at pagiging makatarungan ng armadong pakikibakang isinusulong ng NPA, patuloy itong minamahal ng sambayanan bilang kanilang tunay na hukbo na walang pag-iimbot na naglilingkod sa masa laban sa panunupil ng mga lokal na naghaharing uri sa pamamagitan ng berdugo at mersenaryong AFP at PNP.

Sa gitna ng maruming kontra-rebolusyonaryong gerang pinamumunuan ni Duterte, ibayong lalakas lamang ang rebolusyonaryong kilusan ng mamamayan at ng mga manggagawa. Walang anumang kasinungalingan, black propaganda o pananakot ang makapaninindak sa mamamayang matagal nang nagdarahop, ginugutom at pinapatay ng rehimeng Duterte, ng kanyang mga alipores, at ng mga malalaking burgesya komprador, panginoong maylupa at burukratang kapitalista. #

Muling nananawagan ang pamunuan ng National Democratic Front of the Philippines-Southern Tagalog sa lahat ng mga kasapi at kaalyado nitong organisasyon na mobilisahin ang sariling hanay para magsagawa ng relief and rehabilitation sa mga lugar at pamayanan sa rehiyon na labis na tinamaan at sinalanta ng magkasunod na bagyong Pepito at Quinta. Inaabisuhan ang mga nakatayong komite at grupo sa kalamidad at sakuna ng mga kasaping organisasyon ng NDFP-ST at mga lokal na organo ng Pulang kapangyarihang pampulitika sa antas baryo, bayan at distrito na pangunahan muli ang pag-oorganisa at pagsasagawa ng mga operasyong relief and rehabilitation sa mga biktima ng kalamidad ng bagyong Pepito at Quinta.

Higit kailangan ngayon ang maramihang pagpapakilos sa ating mga kasapi, boluntirs at kaibigan para gumampan ng gawain sa relief and rehab at iba pang anyo ng humanitarian aid dahil sa lawak at tindi ng pinsala sa mamamayan ng rehiyon dulot ng dalawang magkasunod na bagyo, lalo na ang bagyong Quinta, kung saan direktang tumama ang bagyo sa malaking bahagi ng kalupaan ng rehiyon. Kailangan nating mabilis na makapagtipon ng mga tao na aatupag sa pangangalap ng mga rekurso mula sa mga indibidwal na kasapi ng rebolusyonaryong kilusan, sa mga kaibigan at alyado ng NDFP sa loob at labas ng bansa lalo na sa hanay ng mga kababayan nating migrante at overseas Filipino workers, sa mga intistusyong relihiyoso at pang kawang-gawa, sa mga kababayan nating nakaririwasa at mga pilantropo. Kailangan din natin ang maraming bilang ng tao at boluntirs para sa repacking at paghahatid ng mga nakalap na pagkain at rekurso sa mga nasalanta at biktima ng bagyong Pepito at Quinta.

Ang New People’s Army at mga saligang rebolusyonaryong organisasyon sa kanayunan ng rehiyon ay kasalukuyang abala sa pag-aasikaso at pagtulong sa mga biktima lalo na ng bagyong Quinta. Nauna na nilang inilagay sa pinakamataas na alerto at inihanda ang buong pwersa para sa pagtugon sa emerhensya dahil sa paparating na bagyong Quinta.

Dahil sa lawak at tindi na dulot ng dalawang bagyo sa mamamayan ng rehiyon at iba pang lugar sa bansa, malaking panahon ang kailangang igugol natin lalo na sa rehabilitasyon ng mga nasirang tahanan at napinsalang mga ari-arian at kabuhayan ng ating mga kababayan. Sikapin natin na mabigyan ng pinakamataas na prayoridad sa iba pa nating mga rebolusyonaryong gawain ang pagtulong sa pag-aayos at pagkukumpuni sa mga nasirang tahanan at kabuhayan ng ating mga kababayan. Gawin natin ang lahat ng ating makakaya para matulungan ang ating mga kababayan na makabangon mula sa pinsalang dulot ng mga bagyong Pepito at Quinta. Subalit kailangang isagawa natin ito nang hindi binibitawan ang mataas na alerto at pagbabantay mula sa patraydor na atake ng pasistang AFP at PNP na gagamitin ang sariling mga relief mission upang atakehin ang hukbong bayan at rebolusyonaryong mamamayan.

Kahit sa panahon ng mga kalamidad, sakuna at pandemyang Covid-19, patuloy at walang lubay ang mga operasyong militar ng AFP at PNP laban sa mamamayan at rebolusyonaryong kilusan. Hindi kinikilala ng AFP at PNP ang mga tuntunin na nakapaloob sa internasyunal na makataong batas at karapatang pantao at sa Comprehensive Agreement on the Respect of Human Rights and International Humanitarian Law (CARHRIHL), lalo na sa panahon ng mga kalamidad at sakuna, na naggagarantiya at nagbibigay proteksyon sa anumang isinasagawang humanitarian aid ng magkabilang belligerent forces.

Patuloy nating pagsumikapan ang paghahatid ng mga ayudang pagkain at materyal sa mga nasalanta nating mga kababayan. Ganunpaman, dahil sa tindi at lawak ng naging pinsala ng bagyong Pepito at Quinta, higit kailangan nila ngayon ang ayudang pinansyal para gamiting pondo sa kanilang rehabilitasyon at kabuhayan.

Tungkulin nating pakilusin ang mamamayan ng rehiyon para sa kanilang karapatan at pangangailangan. Dapat nilang hilingin at kalampagin ang reaksyunaryong gubyerno sa kanilang pangangailangan para sa dagliang ayuda at para sa kanilang pangmatagalang kabuhayan. Igiit ng taumbayan na ito’y obligasyon ng gubyerno sa mamamayan sa harap ng mga kalamidad na dumarating sa bansa.

Walang maaaring idahilan ang pasistang rehimeng US-Duterte na walang pondo o kulang ang pondo ng gubyerno para sa rehabilitasyon sa mga naging biktima ng kalamidad o pondo para serbisyong panlipunan. Kailangan nating ipaglaban at igiit ang paglilipat ng intelligence at discretionary fund ng Office of the President na umaabot sa 4.5 bilyong piso at sa 16.9 bilyong pondo ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) bilang pondo sa ayuda, rehabilitasyon at pangangailangan sa kabuhayan ng mamamayang Pilipino.

Kalampagin at batikusin ang pasistang si Duterte sa pasya nitong paglaanan ng naglalakihang halaga ang mga anti-mamamayang programa nito lalo na ang pondong ginagamit sa “kontra-insurehensya” at sa panunupil sa kalayaan ng taumbayan sa pamamahayag at pagtitipon para iparating sa gubyerno ang kanilang mga karaingan at kahilingan. Kailangan patuloy na labanan at tutulan ang malalaking pondong inilalaan ni Duterte sa “kontra insurhensya”, panunupil sa mamamayan at sa paggamit ng mga pondong ito bilang kanyang suhol at pinagkukunan ng kurakot ng kanyang mga matatapat na opisyal sa gubyerno, AFP at PNP. Sa kabilang banda, ilantad at labanan ang tahasang pagbabawas ni Duterte sa mga pondong nakalaan sa serbisyong panlipunan, sa ayuda sa mga manggagawa at ofw’s na nawalan ng hanapbuhay sanhi ng pandemikong Covid-19, sa mga tsuper at maliit na opereytor ng dyip na nawalan ng pasada dahil sa pinatutupad na militaristang lockdown, sa mga magsasaka sa palayan na nalugi at nabaon sa utang dahil sa pinatutupad na Rice Tariffication Law at ang pagbawas ni Duterta sa pondo sa kalusugan at sa paglaban sa pandemyang Covid-19.

Higit na kailangan ngayon ang ating pagkakaisa at pagtutulungan para makabangon sa pinsalang hatid ng dalawang bagyong Pepito at Quinta. Hindi dapat na lubos na iasa ng naghihikahos na mamamayan sa inutil, makupad, pabaya at walang malasakit na gubyernong Duterte ang pagtugon sa kanilang pangangailangan. Dapat nila itong igiit at ipaglaban.

Napakasama ng rekord ni Duterte sa pagtugon at pagharap sa mga dumarating na kalamidad sa mamamayang Pilipino. Malaking patunay dito ang labis niyang kapabayaan at kawalang malasakit sa pagtugon at pag-aasikaso sa mga nawalan ng tahanan at kabuhayan na mga mamamayan ng rehiyon dahil ng pagputok ng bulkang Taal. Sinundan pa ito ng kanyang labis na kainutilan, kapabayaan at mga kapalpakan sa pagharap at paglaban sa pandemikong Covid-19.

Habang nasa kapangyarihan ang pasistang rehimeng US-Duterte, mananatiling hungkag, kapos at mga pakitang tao lamang ang mga pagtugon ng gubyerno sa mga biktima ng kalamidad at sakuna sa bansa. Malayo at malabong pagtuunan niya ng mahalagang pansin ang kapakanan at kagalingan ng sambayanang PIlipino. Sa loob nang mahigit sa apat na taon niyang panunungkulan, lalong kapighatian at kalupitan ang kanyang idinulot sa bayan. Mas masahol pa sa pagputok ng mga bulkan at pagtama ng mga lindol at bagyo, si Rodirgo Duterte ang pinakamalaking kalamidad at trahedya na dumating sa bansa.

Sa harap ng mga kahirapan at balakid na hatid ng pasismo ng estado, walang ibang dapat gawin ang taumbayan kundi ang higit na palawakin at paigtingin ang paglaban para ibagsak ang korap, pabaya, walang puso, tiraniko, kriminal at mamamatay taong si Duterte. Ilang beses nang napatunayan ang lakas at kapangyarihan ng taumbayan nang pabagsakin nito sa kapangyarihan ang diktador na si Ferdinand E. Marcos noong Pebrero 1986 at ang korap na si Joseph Estrada noong Enero 2001. Tiyak na magagawa din natin ito sa pagpapabagsak kay Duterte.###
