CPP/NDF-Bicol: To fight against what is wrong is necessary!

Propaganda statement posted to the Communist Party of the Philippines (CPP) Philippine Revolution Web Central (PRWC) Website (Dec 11, 2022): To fight against what is wrong is necessary!

For four long years, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) through the Exec. Order No. 70 has wielded its most brutal and fascist fangs against the whole Filipino nation. Using the public funds and the resources of all government agencies, NTF-ELCAC directed its terroristic violence against the civilian population.

In Bikol and the whole country, bloodthirsty fascists have been unrelenting in their terror tagging. From activists, to members of legitimate organizations, congressmen and lawmakers, members of the bar, professionals, church people, even actresses and actors, children and senior citizen – anyone who dared speak against the problems that plague the society are arbitrarily tagged as state enemies. Worse, oftentimes, these targets become fair game for the police and military’s bloody operations. It has become commonplace for terms such as ‘nanlaban-patay’ to be shown in various media forms. The masses are forced to accept that state killings against its own people is something ordinary.

But despite all these, the people has remained standing. Their fighting spirits are unwavering and have grown stronger. It has become clearer for them that there is nothing wrong with daring to struggle. In fact, there is something inherently wrong that necessitates for them to fight. As the state itself intensifies its attacks against the ordinary Filipino, the contradictions and differences between the interests of the ruling few and the oppressed become even more glaring. It has become more distinct for whom does this state and fascist machineries such as NTF-ELCAC really stand for. Many are compelled to choose sides and courageously defend their interests against the attacks of those in power.

That is why in its four-year existence, there is only one thing that can be construed: the EO-70-NTF-ELCAC and all other fascist maneuvers of the state to defeat the peope has failed. It only fueled the nation’s desire to be free from a system that has long enslaved and killed their ranks.

Roselyn Jean Pelle Command – Northern Negros Guerilla Front of the New People’s Army (RJPC-NPA) alerts the public, especially the residents of Calatrava, Negros Occidental, on the ongoing military operations in the mountain barangays of Calatrava.

The 79th IB Retooled Community Support Program (RCSP) teams are in Sitio Proper, Barangay Lalong; Sitio Victory, Barangay Minapasuk; and Sitio Huybesan, Barangay Marcelo. They are using public structures within a populated area as temporary camp.

On top of that, RJPC-NPA monitored joint combat operations of 79th IB and 6th SAF, around two (2) companies in total, covering barangays Mina-utok, Cambayobo, Winaswasan, Pantao, Malatas, Macasilao, Cruz, Menchaca, Laga-an, Hinab-ungan and Hilub-ang since November 21 until December 9.

There were reports of at least seven (7) incidents of community encampment.

With heavy military presence in Calatrava, residents fear for their security and safety, especially with the record of human rights violations perpetrated by 79th IB and 6th SAF.

RJPC-NPA calls on various rights group and peace advocates to conduct investigative missions on said areas and assist residents in filing cases against human rights violators.

MANILA – Armed Forces of the Philippines (AFP) Chief of Staff Lt. Gen. Bartolome Vicente Bacarro on Friday led the "demilitarization" of 307 firearms that the 6th Infantry Division in Maguindanao has confiscated, recovered, or surrendered to them.

The activity was one of the highlights of Bacarro’s visit to the 6th ID headquarters in Datu Odin Sinsuat to celebrate Christmas, AFP public affairs chief Col. Jorry Baclor said in a statement Sunday.

The visit, he said, aimed to boost the morale of the troops, especially those who would not be able to go home and celebrate Christmas with their families.

Baclor said the 307 assorted firearms placed under “demilitarization" were either confiscated or recovered during operations of the division from January to early December this year and some were surrendered to them.

"Demilitarization" is a term used in the military which means the destruction of firearms to make them unusable by cutting them into several pieces and burning the parts to ensure that they are completely destroyed.

Bacarro hailed the division for its accomplishment, adding that the demilitarization of the firearms contributed heavily to the AFP's mandate of protecting the country and its people.

“This ceremony may just look like an ordinary activity, however, this has an effect on the community as we were able to remove these firearms from the hands of the bad people that may cause harm to the public. As we demilitarize these firearms, we contribute to the attainment of a peaceful community as we aim towards economic improvement and development," Bacarro said.

MANILA – Armed Forces of the Philippines (AFP) chief-of-staff Lt. Gen. Bartolome Vicente Bacarro has commended the 1st Brigade Combat Team (1BCT) for its efforts in preserving the country's peace as it marked its fourth anniversary on Dec. 9.

“Let me commend the valiant men and women of the 1BCT under the leadership of Col. Leodevic Guinid for your significant achievements that you will all carry on for the years to come and for the future members of our Brigade Combat Team,” he said in a statement forwarded over the weekend.

During his visit to the 1BCT headquarters in Sultan Kudarat, Maguindanao del Norte, Bacarro called the 1BCT as "one of the AFP’s primary territorial defense units since its establishment."

The 1BCT is the Philippine Army’s contingency force that is capable of addressing conventional, unconventional and asymmetric threats.

Activated in 2018, its first deployment was in Sulu to ensure peace and security in the region.

Bacarro also emphasized the importance of commitment and responsiveness in conducting “effective engagements in conventional and unconventional warfare and empowered by the concept of strategic territorial defense.”

“I ask for your continued dedication to protecting and preserving the peace in our communities. The higher headquarters will hit the ground running to ensure that we strongly capacitate our force providers, our very own front liners who gain victories for the AFP and the Filipino people, one battle at a time,” he added.

AFP holds first-ever fun run since pandemic onset

Also on Friday, the AFP hosted the first uniformed service fun-run since the Covid-19 pandemic started in 2020.

The event is part of the AFP's pre-87th anniversary activities at Camp Aguinaldo, Quezon City.

Over 500 runners composed of uniformed and non-uniformed personnel from the General Headquarters, Army, Navy, Air Force, Philippine National Police, Bureau of Jail Management and Penology, and Bureau of Fire Protection participated in the activity in either five or ten kilometers categories.

The activity aims to promote a healthy lifestyle and develop a love for running, especially for members of the uniformed services of the government who work together for the security and welfare of the Filipino people.

Further, it intends to develop camaraderie among the members of the participating agencies. “It is in the spirit of celebrating our strength and potential that I congratulate everyone who participated in this year’s edition of the AFP anniversary fun-run,” Bacarro said in his message read by AFP assistant deputy chief-of-staff for personnel Brig. Gen. Rommel Roldan.

Wounded troops get early Yuletide gift

Last Dec. 7, troops wounded in action who are recovering at the V. Luna Medical Center (VLMC) received early Christmas gifts from the AFP.

Bacarro led the distribution of gift packs to soldiers to boost their morale and let them feel the essence of the holiday season.

He also assured the wounded troops that the AFP recognizes the sacrifices of its personnel as they perform their duties.

“As part of the noble profession of arms, we understand that our lives are always on the line in the performance of our mandate of protecting the people and the state. Rest assured that the AFP will continue providing quality programs, especially healthcare for you and your families." Bacarro said.

He also thanked the medical doctors, nurses, and other allied health professionals in VLMC and other military treatment facilities for taking care of soldiers and being instrumental in their fast recovery so they can return to their respective stations.

Joint peace security team activated in Lanao Norte town

From the Philippine News Agency (Dec 12, 2022): Joint peace security team activated in Lanao Norte town (By Priam Nepomuceno)

WORKING FOR PEACE. Representatives of the Philippine government, military and local officials lead the activation of the Joint Peace and Security Team (JPST) on Nov. 30, 2022. The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) on Monday (Dec. 12, 2022) said JPST Balo-i facility is the third out of 11 stations to be constructed under a memorandum of agreement signed between the OPAPRU and AFP in support of the deployment of JPSTs in Mindanao. (Photo courtesy of OPAPRU)

MANILA – The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) on Monday said the Government of the Philippines (GPH) Peace Implementing Panel and Armed Forces of the Philippines (AFP) have deployed Joint Peace and Security Team (JPST) and opened its station in Balo-i, Lanao del Norte last Nov. 30.

This is the second to the last JPST to be activated in the Bangsamoro Region for this year.

"The 30 JPST members – composed of contingents from the AFP, Philippine National Police (PNP), and the MILF (Moro Islamic Liberation Front) – Bangsamoro Islamic Armed Forces (MILF-BIAF) – will be housed in the newly-constructed facility built by the 55th Engineering Brigade of the 1ID(1st Infantry Division) under the command of Brig. Gen. Irineo Sebastian based in Pacalundo, Balo-i," it added.

The JPST Balo-i facility is the third out of 11 stations to be constructed under a memorandum of agreement signed between the OPAPRU and AFP in support of the deployment of JPSTs in Mindanao.

The creation of JPSTs is considered a major milestone under the Bangsamoro peace process, as former adversaries on the battlefield are now working side by side as partners in peace and development.

Col. Charlemagne Batayola, 2nd Mechanized Brigade deputy commander, said the creation of JPSTs is a solemn symbol and a beacon of hope among peace stakeholders, as they continue to move forward in their quest for long-lasting peace in the Bangsamoro.

“Collaboration allows us to know more than we are capable of knowing by ourselves. That's why a strong partnership and collaboration with the different regional provincial and local stakeholders is essential too in accomplishing our mission. But we cannot accomplish all that we need to do without working together,” he added.

“We, in the security sector, can assure you that we will always be here – to ensure a safer and peaceful Lanao del Norte conducive for economic development. Likewise, we are expecting that our local partners will also do their part through good governance. Because good governance is essential to have a peaceful, developed, insurgent and violent extremism-free community,” Batayola said.

The government launched in 2019 the recruitment and training of prospective members of the JPST who will be deployed in batches as peacekeeping forces in state-recognized MILF areas across Mindanao.

The JPSTs will be composed of 3,000 members coming from the MILF, 1,600 from the PNP, and 1,400 from the AFP.

“The success of these projects is [the] results of our genuine trust to pursue the realization of the normalization track of the Comprehensive Agreement on the Bangsamoro or the CAB,” 1st Infantry Division commander Brig. Gen. Antonio Nafarette said.

Nafarette also reaffirmed the AFP’s continuous support for the establishment of JPST stations, as they will ensure “the protection of the decommissioned combatants and all those combatants that [have] been decommissioned” in their respective communities.

Meanwhile, Bangsamoro Member of Parliament Abdullah Macapaar said the national government's peace and development initiatives will be successfully implemented if the people throw their full support behind them.

The 6,000-strong JPST will be playing a crucial peacebuilding role, as they are tasked to secure MILF communities that will be transformed into “peace and growth zones” under the normalization track of the CAB.

The decommissioning process is part of the CAB's normalization track, which aims to assist MILF combatants in transitioning to peaceful civilian life while transforming their communities into peaceful, progressive, and resilient communities.

For GPH peace implementing panel chairman Cesar Yano, the JPST is not just a 'mere decoration' but a mechanism that aims to foster greater understanding, peace and unity among the people.

He also reiterated the national government’s steadfast commitment to sustain the gains of peace, particularly by carrying out various socio-economic interventions in former conflict-affected areas in Mindanao.

Meanwhile, Ariel Felicidario, co-chair of the committee, clarified that it is not the role of JPSTs to carry out military offensives, but to help resolve "rido" (clan war) cases and to help sustain peace initiatives in the Bangsamoro.

To date, a total of 19 JPSTs have been activated and deployed in areas mutually identified by the GPH and MILF in Mindanao. Of the 24 JPSTs to be activated, five are still scheduled for deployment.

The JPST Balo-i in Lanao del Norte is the 19th JPST activated this year.

PNP to enhance interoperability with AFP, PCG vs. smuggling

From the Philippine News Agency (Dec 12, 2022): PNP to enhance interoperability with AFP, PCG vs. smuggling (By Christopher Lloyd Caliwan)

PNP chief Gen. Rodolfo Azurin Jr. (File photo)

MANILA – Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. on Monday said they are eyeing more interoperability training programs with the Armed Forces of the Philippines and the Philippine Coast Guard to stop smugglers in their tracks.

“We need more training especially for special operations in critical areas like Palawan, Basilan, Sulu and Tawi-Tawi. Even in the northern part of the country because it is our boundary with Taiwan, so there is a need for the presence of our troops there from the Maritime Group,” Azurin said in a radio interview.

Azurin said these planned training with the military and coast guard will allow the PNP-Maritime Group with necessary skills in operations on the seas.

“Aside from training, we also need additional high-speed tactical watercraft for the conduct of patrol,” he added.

Law enforcement agencies continue to work with the Bureau of Customs (BOC) in curbing smuggling.

Last week, the BOC, in its preliminary report, logged a total revenue collection of PHP790.301 billion from January to November.

This surpassed the PHP721.52 billion target revenue collection for this year.

Crimes dip in Central Visayas

Meanwhile, the Police Regional Office (PRO)-7 (Central Visayas) has recorded a decrease in crimes in the region in the last two months.

The PRO-7 attributed this to the strategic anti-crime security adjustments and deployment that also led to more than 99 percent crime clearance efficiency.

Data from the PRO-7 showed a total of 37,444 crimes were recorded from October to the first week of December, a 5.24 percent drop compared to the same period last year with 39,514 cases.

For index crimes or crimes of serious nature such as murder, homicide, robbery and carnapping, the figure also went down by 9.84 percent.

PRO-7 director Brig. Gen. Roderick Augustus Alba said the decrease in crimes is an offshoot of an aggressive anti-criminality campaign that was implemented in the past two months.

He also added that out of 21,171 cases of crimes, a total of 21,033 were cleared.

This translates to a 99.35 percent crime clearance efficiency while crime solution efficiency is posted at 86.73 percent, or 18,361 cases solved.

MANILA – The Armed Forces of the Philippines (AFP) and the United Nations Office on Drugs and Crime (UNODC) would be partnering on areas of common interest.

This came after AFP chief-of-staff, Lt. Gen. Bartolome Vicente Bacarro, and UNODC Philippines head and senior policy advisor Oliver Georges Lemet signed a declaration of cooperation at the AFP general headquarters in Camp Aguinaldo, Quezon City on Monday.

"The declaration is a non-legally binding instrument; however, the parties are expected to act in good faith concerning each other’s role stipulated in the document with the end view of having the areas of possible cooperation materialize into a formal and binding agreement," said AFP public affairs office chief, Col. Jorry Baclor, in a statement.

The document covers common interests and areas of cooperation such as health, counter-illicit drugs, counterterrorism, transnational organized crime, anti-corruption, human rights and criminal justice.

This involves the development and institutionalization of training and education on human rights-based approaches in these areas.

Joint research projects, internships, fellowships, and other capacity-building measures will also be tapped.

"The United Nations specifies that the security sector’s role is to enhance effective and accountable security for the state and its people, without discrimination and with full respect for human rights and the rule of law. This is imperative and this is why we are signing today (Monday) this agreement," said UN Resident Coordinator in the Philippines Gustavo Gonzales in the statement.

Meanwhile, Bacarro praised the signing, calling the document another initiative that will enhance the AFP’s human rights and good governance practices.

"The declaration of cooperation we have just signed is a very welcome addition to the array of human rights and good governance initiatives that we currently implement as it appeals to the values of professionalism and service excellence," he added.

Bacarro said the declaration specifically covers diverse yet very important areas such as drug problems, counterterrorism, transnational organized crime, anti-corruption and criminal justice.

"It is in these areas that we endeavor to formulate relevant education, training, and research programs that will undoubtedly provide great benefits for our military institution," he added.

Ex-NPA leader among 107 graduates of soldier course

Private Kurt Russel Sosa, a former New People's Army officer, recites the graduate’s oath during the ceremony for 107 finishers of the Candidate Soldier Course and Infantry Orientation Course at Camp General Manuel Yan. Sr. in Mawab, Davao De Oro on Saturday (Dec. 10, 2022). In an interview, he vowed to serve the government well. (Courtesy of 10ID)

DAVAO CITY – A former officer of the communist New People’s Army (NPA) is now a full-fledged member of the Philippine Army after completing the Candidate Soldier Course and Infantry Orientation Course.

Private Kurt Russel Sosa, formerly known as alias Ugnay, used to be the deputy secretary of the dismantled Sub-Regional Committee 4 and secretary of the Guerilla Front 3.

He is now a soldier under the 10th Infantry Division (10ID) and joined 106 other graduates during a ceremony at Camp General Manuel Yan. Sr. in Mawab, Davao De Oro on Saturday.

In an interview on Sunday, Capt. Mark Anthony Tito, the 10ID spokesperson, said Sosa will be deployed to various line units.

He said Sosa was class president of the batch that includes 18 females.

“Along with Sosa, there were another three former rebels and nine members of the indigenous people’s community,” Tito said.

Sosa said he chose to serve the government to regain a peaceful life with his family and regrets believing the NPA’s false promises.

“Unlike when I was still in the armed struggle, we were restricted [to see our family] due to security reasons. Now that we (Davao Region) are insurgency-free, we have gained our peace of mind,” he said.

He said he knows the Army would save him and give him security.

“For my former comrades, we have seen our downfall and we have to accept that we are all collaterals of this circus. If you continue to join the revolution and wage war against the government, it will only lead you to death,” he said.

In his message to the graduates, Maj. Gen. Nolasco Mempin, 10ID commander, being a soldier will not make them rich.

“However, if we perform our duties and responsibilities with utmost nobility, this will give us a more fulfilled life than anyone else," he said.

Kalinaw News: 28 CTG and Milisyang Bayan members yield to troops in Sarangani Province

From Kalinaw News (Dec 10, 2022): 28 CTG and Milisyang Bayan members yield to troops in Sarangani Province

Camp Navarro, Calarian, Zamboanga City – Twenty-eight communist terrorist group and Milisyang Bayan members finally decided to return to the folds of the law in Sarangani Province on December 8, 2022. They submitted themselves to the 38th Infantry Battalion at Purok Caballero, Tambilil, and Kiamba towns, all in the same province, on Thursday evening.

Lt. Col. Michael Angelo Candole, the Acting Commanding Officer of 38IB said the former rebels handed over five Garand rifles, 17 rounds of cal. 30 ammunition, three Garand clips, two 40mm High Explosives ammunition, one improvised explosive device, and 70 meters of electrical wire. Lt. Col. Candole confirmed that three of the surrendered personalities were members of Squad Primera of Guerilla Front Musa, Far South Mindanao Region (FSMR) while the rest were from the Milisyang Bayan (MB) and Sangay ng Partido sa Lokalidad (SPL).

The former rebels revealed that they witnessed how the lives of their comrades changed after they decided to return to mainstream society and this convinced them to surrender as well.

According to Maj. Gen. Roy Galido, Commander of Joint Task Force Central, the surrendered CTG personalities will be recommended to avail of the E-CLIP benefits. They were given initial financial assistance, food items, assorted vitamins, and medicines from the local government of Kiamba and were subsequently presented to Kiamba Police Station for documentation.

Meanwhile, Brig. Gen. Arturo Rojas, Acting Commander of WestMinCom commended the troops for this remarkable accomplishment. He also urged the remnants of the CTG to end their arm struggle and support the government’s peace efforts. “Reintegration packages which include livelihood and capacity development trainings, are being prepared to provide former rebels and their families social equity and a fair chance to be productive members of the society.”

The influx of surrenders is attributed to the government’s Reintegration Programs being implemented by the National Task Force to End Local Communist Armed Conflict and the collaborative efforts of the military forces, the local chief executives, other law enforcement agencies, peace-inclined groups, and the peace-loving people of Mindanao.

The said troops acted upon the information provided by a concerned citizen on the alleged hideout of the Communist NPA terrorist believed to be members of the Weakened Komiteng Larangang Guerilla – Baggas.

Upon verification, combined troops discovered an enemy hideout that was abandoned for months based on the tracks found.

After a thorough search in the area, the combined troops located an arms cache containing one colt M16A1 rifle with four magazines, two Garand rifles with five magazine clips, one carbine rifle, three rifle grenades, 27 pieces of 7.62mm ammunition, two M203 live ammunition, one 60mm live ammunition, two sticks of Ammonium nitrate, three improvised explosive devices, electric wire, blasting cap, medical paraphernalia, NPA flag other personal belongings, and subversive documents.

The dwindling number of the KLG-Baggas may have sorted in leaving the war materiel to escape the government forces. Moreso, the sustained campaign of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) of Kalinga draws close to the dismantling of KLG-Baggas.

To recall, on December 8, troops of the 54th Infantry Battalion encountered the members of Weakened KLG Ampis in Brgy Tulgao, Tinglayan, Kalinga.
