CATBALOGAN CITY, August 10 (PIA) -- Regional Director Karl Caesar Rimando of the Department of the Interior and Local Government 8 (DILG-8) said during the Panindugan Virtual Kapihan hosted by Regional Director Olive Tiu of the Philippine Information Agency 8, that the program to End Local Communist Armed Conflict (ELCAC) through Executive Order 70, has helped empower the barangays in their fight against insurgency.

“Through ELCAC, particularly the Retooled Community Support Program (RCSP), the issues of the barangays in the different communities were identified. These were further forwarded or referred to the concerned agencies for better response,” Director Rimando said.

Director Rimando also said they have localized the RCSP in all provinces of the region.

“We have oriented all governors, DILG officials and field officers and these officials are already aware of their responsibilities as regards to EO70,” he said.

When asked what the common basic services the community members demand, Director Rimando identified livelihood opportunities, additional schools, and agricultural projects, among others, which according to him, are the same problems that have long existed.

“There had been an instance when we visited barangays conducting RCSP, that the problem of the community was on the lot of the owner and right then and there, the owner donated the lot for the benefit of the community,” Rimando added.

Rimando further said that 80 percent of the barangays have already their Barangay Development Plans (BDPs).

“Through ELCAC, barangays have become enthusiastic in crafting BDPs to really address the issues in the community,” he said.

On the local Peace Engagement which the DILG is the cluster head, the director said there is a scheduled Regional Peace and Order Council Meeting, where issues on how to help LGUs through the concerted efforts of the different government agencies will be tackled.

The ELCAC efforts of the government was recently stalled due to the COVID-19 pandemic. This has now resumed since the assumption of office of RD Rimando, following the health protocols and minimum health standards set forth by the Inter-Agency Task Force on COVID-19. (LDL/GMT/PIA-Samar)
