Belgium is investigating claims by Philippine authorities that European governments are inadvertently giving funds to Non-Governmental Organizations (NGOs) that allegedly serve as fronts of the outlawed Communist Party of the Philippines (CPP), National Democratic Front of the Philippines (NDFP), and NPA.
