From the Manila Times (Mar 11, 2019): ‘IPs most vulnerable to Red propaganda’
BUTUAN CITY, Agusan del Norte: The Indigenous Peoples (IPs) in Mindanao is the sector most vulnerable to the propaganda of the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), according to a top military official.
Lt. Gen. Felimon Santos Jr., commander of the Eastern Mindanao Command (EastMinCom), said this in a statement sent to the media over the weekend.
Santos said the IPs were considered major stakeholders in the peace and development in eastern Mindanao, but they continue to be defenseless and exposed to the influence of the CPP and NPA. This was manifested, he added, in the large number or percentage of IPs in the ranks of NPA combatants.
“We shall continue to implement our peace and development program with culture and conflict sensitivity. We will be the bridge of the IPs in their development as a tribe, people and community,” Santos said.
In the same statement, EastMinCom spokesman Lt. Col. Ezra Balagtey said Santos represented Defense Secretary Delfin Lorenzana during the 17th founding anniversary celebration of the Sovereign Tribal Council for Peace and Development (STCPD) held in Butuan City on Friday, March 8.
STCPD is a conglomeration of 39 tribal groups and communities in Mindanao, Balagtey added.
