TACLOBAN CITY -- In line with President Rodrigo Duterte’s EO 70, the Provincial Task Force to End Local Communist Armed Conflict are already organized in all the six provinces in Eastern Visayas.
These include the Leyte Provincial Task Force ELCAC, the Northern Samar Provincial Task Force ELCAC, the Southern Leyte Provincial Task Force ELCAC, the Eastern Samar Provincial Task Force ELCAC, the Western Samar Provincial Task Force ELCAC and the Biliran Provincial Task Force ELCAC.
These Provincial Task Force are chaired by the respective Provincial Governors namely, Leyte Governor Leopoldo Dominico Petilla, Northern Samar Governor Edwin Marino Ongchuan, Southern Leyte Governor Damian Mercado, Eastern Samar Governor Ben Evardone, Samar Provincial Governor Milagrosa Tan and Biliran Provincial Governor Rogelio Espina.
Assistant Regional Director Valente Bajet of the Department of the Interior and Local Government 8 told the Philippine Information Agency that the provincial governors are very supportive of EO 70 institutionalizing the whole of nation approach to end local communist armed conflict in the Region and in the entire country.
In Eastern Visayas, there are 31 identified priority barangays for ending the armed conflict. Of the 31, some 8 are in Northern Samar, 3 in Eastern Samar and 20 in Samar.
This means that all the convergence efforts of government will be focused on these areas so that the people will be dissuaded from joining the lawless elements.
With EO 70 being a ‘whole-of-nation approach,’ and given up to the year 2022 to attain the goal in ending the insurgency, it is imperative that this will not only be the concern of the national government but rather a harmonized effort from all levels of governance from the barangays to the municipalities and cities, to the provinces and to the regional government agencies and the private sector.
