CITY OF ILAGAN, Isabela -- President Rodrigo Duterte is not giving up on ending the five-decade-old insurgency problem in the country, according to Department of Labor and Employment Secretary Silvestre Bello III.

“Instead, the President is focusing on localized peace talks 'as a better way' in its effort to make amends with communist rebels,”
he told the Philippine News Agency in an interview at his residence here on Sunday.

The labor secretary said the national government has been tapping governors, mayors, and local government leaders to facilitate peace talks with local communist guerillas.

“Our government peace panel was dissolved but as the Cabinet Officer for Regional Development (CORD) for Region 2, I would still be active with our peace efforts as we coordinate with governors and mayors and other local government unit officials to talk to local communist guerrillas,”
he said.


“Hopefully, we can succeed in local peace talks where our panel failed. It is important that we did not abandon the legacy for peace negotiations. We just took a different track and solved the bickering,” Bello said.
