From the Sun Star-Davao (Oct 26): NPA bomb expert yields weapons

A bomb expert and member of the New People's Army (NPA) voluntarily surrendered before authorities at 11 a.m. Wednesday, said Captain William Rodriguez of the Army's 1002 Infantry Brigade. Rodriguez identified the bomb expert as Jimmy Cutan, of the NPA's Front Committee 71 of Far South Mindanao operating in the remote parts of Malapatan, Sarangani and in Malita, Don Marcelino, and Davao del Sur. Rodriguez said Cutan also endorsed his caliber .22 pistol and 10 pounder cylindrical anti-vehicle improvise explosive device (IED). Rodriguez said the IED endorsed by Cutan is a powerful explosive that could lead to numerous deaths. It was learned that Cutan decided to lay down his arms and surrender after realizing the sincere efforts of the government to assist rebel returnees. It might be recalled that last month the government released livelihood funds to 80 rebel returnees in Sarangani province. Cutan is undergoing tactical interrogation from the military and is set to be endorsed to the police.
