December 13, 2021, Kuta Heneral Teodulfo Bautista, Jolo, Sulu – Another milestone is reached after the Philippine Drug Enforcement Agency Bangsamoro Autonomous Region in Muslim Mindanao (PDEA-BARMM) led destruction of dangerous drugs held at Hall of Justice, Capitol Site, Patikul, Sulu.

In the presence of PDEA-BARRM Regional Director Gilbert V Buenafe, local government officials, Joint Task Force – Sulu Commander MGen William N Gonzales, and other members of the security sector, 8.4 kgs of meth and 8.1 kgs of dried marijuana were destroyed by means of burning. These drugs, authenticated by PDEA chemists, were in custody in connection with the cases handled by PDEA region 9 and PNP Crime Laboratory BARRM.

“I am very happy that we were invited to witness this event. Our soldiers, specially the marines are always collaborating with both PNP and PDEA in bringing to justice illegal drug-related individuals. Oftentimes, we are able to connect this criminal activity with the Abu Sayyaf Group,” notes MGen Gonzales.

Per records, the military in Sulu was part of 9 drug-related joint law enforcement operations. Most recent was the arrest of 1.5 hectares marijuana plantation owner Bakil U Kadil and Atimula S Jaharan wherein two million worth of fully grown marijuana were seized along with an M16 rifle with ammunition.

Meanwhile, Governor Tan said during his speech that he will prioritize the elimination of dangerous drugs. “It’s true that these drugs are often traded on the coastal areas. Although our navy here is doing great job, Sulu is surrounded by vast seas that is why we should also apply the whole of nation approach here.”

To recall, Governor Tan and all of the Sulu Mayors had a meeting last December 1, 2021, regarding the creation of Bantay Dagat – a program in which local chief executives will be in charge of recruitment of fishermen or seafarer volunteers that would conduct maritime patrols in collaboration with the military. According to the governor, he and the Sulu’s municipal chief executives will meet later today to discuss the implementation of the said program.

“I’ve told my staff to look into building a new justice hall so we can expand the operation of our RTCs. In recent years, our law enforcement has improved attributed to the efforts of the PNP, the whole JTF-Sulu especially after the activation of 11ID. Today, we witness a follow-through of these efforts. Everyone is ecstatic over the recent positive developments here in Sulu. All of us in the government are working to ensure this sustainability.” Governor Tan added.

Brgy Mahayag, Bunawan, Davao City-For the past 12 hours of December 12, 2021, the Brigade facilitated the surrender of 4 PSR-listed SRGU members with a total of 12 HPFAs in 3 incidents at the Municipalities of San Fernando, Bukidnon and Talaingod, Davao del Norte.

Along with the previous focus military operations last December 7, 2021 conducted by 89IB under the 1003Bde an encounter transpired with the group of SRGU, SRC5 at So Pusod, Brgy Cayaga, San Fernando, Bukidnon that resulted to the capture of three (3) female amazons under SRGU, SRC5, SMRC: alias BEAUTY, alias EBA and alias AILEEN.

This prompted the government troops to enhance the conduct of pursuit operations for the other fleeing rebels.

With this, at around 7:30 pm yesterday, December 12, 2021, in a joint operation of 56IB and 89IB recovered three (3) HPFAs at Brgy Sto Domingo, San Fernando, Bukidnon that resulted to the discovery of arms cache containing one (1) Bushmaster M16 Rifle, CZ 858 Tactical-4V, and M1 Carbine which was buried by the group of SRGU, SRC5, SMRC.


In a separate incident at 9:10 o’clock on the same evening in Brgy Bulalang, San Fernando, Bukidnon, two members of SRGU, SRC5, SMRC namely Kimkim BALITE @TAMBUTSO Squad Leader, Platun Basil and Hazel SAMSON @KAT, Logistic Officer surrendered to the troops of 89IB and 103MICO, bringing with them one M16A1 Elisco Rifle.

On the following morning of December 13 at around 5am, two (2) CNT leaders namely Todong Balite Manlologpis alias BORJACK, CO of Platun Andoy, SRGU and Magno Colot Maas alias RICHARD, Iskwad Lider of Segunda, Platun Andoy, SRGU voluntarily surrendered to 56IB and 27IB. After a thorough debriefing of the two they disclosed the location of the arms cache with eight (8) HPFAs consisting of four (4) M16 Elisco Rifle, one Bushmaster M16 Rifle, Colt M653 Rifle and two M14 Rifle buried at So. Bagang, Brgy Palma Gil, Talaingod.

At present, as an impact of the 1003Bde IP-Centric Campaign for the past 5 1/2 months, the whole SRC5, SMRC and Platun Bagsik strength from 80 CNT members are now down to 9 active in one merged unit (2 HQ and 7 SRGU), 7 permitted to go home and 6 AWOL.

Likewise, the status of the three Brigade target allocations for its mission, Platun Bagsik and GF 55 were dismantled while SRGU was down to its lowest formation with only 9 active CNT members and other 13 members on lielow status from the said armed group.

In an interview with Arian Jane Ramos alias Marikit, the former Sec of GF 55 said that “With the snowball of surrenders and recovery of firearms the whole SRC 5 is technically dismantled.” She said.

Colonel Consolito P Yecla, Commander said that looking back to the marching order of the President to end the local armed conflict, technically, the 1003rd Brigade accomplished the dismantling of CTGs in its area of responsibility, 6 months earlier before the end of the term of PRRD.

“We will sustain our focus military operations to ensure that the SRGU is totally disintegrated, isolated, dislocated and destroyed from their traditional bases in Davao-Bukidnon, losing its foothold in the Pantaron Range particularly at the IP-dominated remote villages.” Colonel Yecla said.

CAMP ELIAS ANGELES, Pili, Camarines Sur-A communist NPA terrorist (CNT) was killed in an armed encounter between the government troops and the Communist Terrorist Group (CTG) in Barangay Salvacion, Ragay, Camarines Sur at around 2 o’clock in the afternoon, Sunday, December 12.

Joint elements of 9th Infantry Battalion (9IB), 92nd Division Reconnaissance Company (92DRC), 1st Camarines Sur Provincial Mobile Force Company, Camarines Sur Police Provincial Office (CSPPO), 1st Camarines Norte Provincial Mobile Force Company, Camarines Norte Police Provincial Office (CNPPO) and other intelligence units were conducting security operations when they encountered at least ten CTG members.

Intense gunfight lasted for 30 minutes which resulted in the killing of the still unidentified CNT and capture of two M16 rifles and bandolier.

Prior to this, two other armed skirmishes transpired in Del Gallego last December 10 where three molotov bombs, four detonators, two cellphones, three jungle packs, terroristic propaganda materials and personal belongings were seized.

Lt. Col. Cleto Lelina Jr, Battalion Commander of 9IB, directed the troops to continue scouring the nearby towns to hunt down the fleeing terrorists.

BGen. Jaime Abawag Jr, Brigade Commander of 902nd Infantry Brigade, said that these succesful engagements send a strong message to the CTG about the persistent and consistent operations of the security sector against the said terrorist group.

“Nakaalerto ang ating tropa sa anumang pagkilos na gagawin ng CTG ngayong holiday season kaya ang payo natin sa kanilang mga miyembro, huwag na sana nilang hintayin pang malagay sa alanganin ang kanilang buhay dahil hindi titigil ang mga sundalo at pulis sa pagtugis sa kanila. Tiyak na uuwi ang iba sa kanila kaya sa mga kaanak ng mga rebeldeng ito, gamitin ninyo ang panahong ito para makausap sila ng maayos at makumbinsing ‘wag ng bumalik pa sa kilusan,” BGen. Abawag said.

The newly installed Acting Division Commander of 9th Infantry (SPEAR) Division (9ID), BGEN ADONIS R BAJAO, further emphasized the call of the government on the CTG members to value their lives and go home to their families for good.

“Nakakalungkot dahil may isang buhay na namang nasayang. Maaring buhay pa sana siya kapiling ang kaniyang pamilya ngayong Pasko kung hindi siya nagpalinlang sa CTG. Kaya muli tayong nananawagan sa mga natitirang miyembro ng teroristang grupong ito na magbalik-loob na sa pamahalaan. Hindi mapapantayan ng kahit anong materyal na regalo ang inyong pag-uwi sa inyong pamilya at pag-abandona sa teroristang grupo. Kapag nagbalik-loob kayo, binibigyan ninyo ng pagkakataon ang inyong sarili at ang inyong pamilya na makapagsimulang muli. Huwag kayong magdalawang-isip na sumuko. Handa po ang 9ID at ang mga ahensya ng pamahalaan upang kayo ay tulungang magbagong buhay,” BGen. Bajao said.

FORT MAGSAYSAY, Nueva Ecija — The Commanding Officer of the 24th Infantry (WILDCAT) Battalion, Philippine Army led by Lieutenant Colonel Ricardo Gary B. Garcia III, welcomed the withdrawal of support of the 60 Communist Terrorist Group’s Mass Supporters in Brgy. Pacqued, Malibcong, Abra on December 11, 2021.

Said manifestation of abandonment of support was held through a simple ceremony witnessed by Malibcong Vice Mayor, Hon. Ragino Siddayao, Sangguniang Bayan Member, Hon. Maria Gayban, and Barangay Officials.

To solidify the commitment of the 60 mass supporters who came from the youth, women, and farmers sectors, they signified by taking their oath of allegiance to the government.

Meanwhile, the Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army Brigadier General Andrew D. Costelo PA cited the influx of withdrawal of support of CTG-affiliated personalities with the intensive information campaign of the MTF-ELCAC together with the Army’s CSP team in the grassroots.

“These results are the fruit of our shared and strong commitment to awaken the CTG’s mass supporters and save them from the dangers brought by the terrorist organization to their lives and to the community as a whole. CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division’s intensified operations against the leaders and members of the CPP-NPA-NDF in the Caraga region resulted in another encounter against the CNTs in Lanuza, Surigao del Sur on December 9, 2021.

Elements of the 36th Infantry Battalion under the 4ID’s 901st Infantry Brigade encountered more or less 15 CNTs belonging to Platoon 1, Guerrilla Front 30 of the North Eastern Mindanao Regional Committee (NEMRC) under Jevan Querada alias RayRay in the hinterlands of Sitio Catupgas, Brgy Nurcia, Lanuza, Surigao del Sur.

The troops subsequently seized one (1) M16A1 rifle, one (1) hand grenade, a component of an improvised explosive device (IED), and assorted personal belongings and medicines when the CNTs scampered in different directions after a 6-minute firefight.

Major General Romeo S Brawner Jr, the Commanding General of the Philippine Army and concurrent Commander of 4ID, has previously pronounced his intention to increase the operational tempo against the CTG in the Caraga region. The 4ID will particularly focus on capturing Myrna Sularte, alias Maria Malaya, the NEMRC Secretary and wife of Ka Oris. At the same time, MGen Brawner Jr reiterated his call for the CNTs to end the armed struggle and to avoid the same fate that their comrades suffered where most were either arrested or killed during encounters.

“We shall be relentless in our hunt of the remaining CTG members particularly in Caraga. There will be no let-up. I have directed all my brigades and battalions to pursue and cause the arrest of Maria Malaya. We have given them the opportunity to choose the path of peace. Until they abandon the armed struggle, we will always be on their tail. They can run but they can never hide forever, just like Ka Oris. We shall end the reign of terror of the remaining CTG leaders in order to ensure that the people are protected, and developmental projects will never be disrupted anymore,” Maj Gen Brawner Jr stated.

It can be recalled that an encounter also transpired on December 8, 2021 in Buenavista, Agusan del Norte where the troops of the 23rd Infantry Battalion overran a CTG lair and seized an M4 rifle and assorted supplies after responding to a tip-off from the civilian populace regarding the presence of a group of armed men in their area.

Meanwhile, the death of Ka Oris has severely affected the morale of the CTG in Caraga, resulting to the surrender of four (4) of its members in just over a week. Two (2) of them were minors and females, namely alias Je-an and alias Joy aged 16 and 17 yrs old, respectively. They surrendered to 401st Brigade’s 75IB in San Miguel, Surigao del Sur on December 3 and 4. The two (2) others were alias Omar Ibarra, a seasoned political officer, spokesperson and the Deputy Secretary of SRC3 of NCMRC, and his companion, alias Manoy. They finally left the terrorist group and surrendered to 402nd Brigade in Butuan City on December 7.

Last month, two (2) CTG members also surrendered while another four (4) were arrested in a joint AFP-PNP law enforcement operation after pivot in the crackdown against the CTG in Caraga.

Raniel Engayas Belandres alias Darren, and Warren Wagdos Acebedo alias Cassey, both members of Sub-Regional Sentro de Gravidad Southland, NEMRC, voluntarily surrendered with their M79 firearms to the 9th Special Forces Company, 3rd Special Forces Battalion on November 27 in Barangay St. Christine, Lianga, Surigao del Sur.

Further, after the arrest of CNT leader alias Weng last November 14 in Bayugan City, another 3 CNTs were also arrested on November 27 in a separate AFP-PNP law enforcement operations spearheaded by 901st Brigade’s 30th Infantry Battalion in Claver, Surigao del Norte and 29th Infantry Battalion in Jabonga, Agusan del Norte.

The arrested personalities include Anecito Elimanco Patac, President of the Adama Mineral Resources Inc. Labor Union (AMRILU) which is a CTG and KMU-affiliated labor organization, in the vicinity of Purok-3, Sitio-Capangdan, Brgy Urbiztondo, Claver, Surigao del Norte.

Maj Gen Branwer Jr commended the 901st Brigade under Brig Gen George Banzon, the 401st Brigade, previously under Brig Gen Allan Hambala, and the 402nd Brigade under Col Adonis Orio, and the Infantry Battalions for their incessant efforts to rid the Caraga region of terrorists.

He also urged the civilian populace to avoid supporting the CPP-NPA-NDF as they could be held liable and imprisoned under the Anti-Terrorism Law and other pertinent laws. He added that the crackdown on the CTG will continue and reiterated his call for them to surrender and take advantage of the Enhanced Comprehensive Local Integration program (E-CLIP).

“These were the results of our no let-up campaign against the NEMRC and NCMRC. We hope that the remaining CTG leaders and members will realize the futility of fighting the government and should instead return to a peaceful path. They must not wait to be arrested because they cannot avail anymore of the benefits of the E-CLIP. The doors of 4ID and the Philippine are always open for those who decide to return safely and live freely with their families,” Maj Gen Brawner Jr said.

CAMP GERONA, Murcia, Negros Occidental – eleven (11) former rebels, who have surrendered to the government, have received a livelihood settlement grant (LSG) worth P20,000 each this year under the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development in Central Visayas (DSWD-7) held at Old Market, Brgy Poblacion, Guihulngan City, Negros Oriental on December 10, 2021. (Friday)

The assistance was based on Executive Order No. 70 series of 2018 entitled “Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework.”

The event was graced by Captain Mervin Rosal, 303rd Brigade Civil-Military Operatons Officer together with 2nd Lieutenant Mary Liza Joy De Guzman, CMO Officer of 62IB; Police Lt Colonel Roland Lavisto, Acting Chief of Police, Guihulngan City; Ms Gianne Marie Mijares, Head, City Social Welfare and Development Office (CSWDO) and Ms Maria Rossana Critico, DSWD Provincial Coordinator.

Brigadier General Inocencio Pasaporte, 303rd Brigade Commander said in a message that the 11 former rebels were from Guihulngan City, certified by the Joint AFP-PNP Intelligence Committee (JAPIC) clearance and properly endorsed to the government’s Enhanced Comprehensive Local Integration Program (E-CLIP). “The Government is sincere in helping our brothers and sisters, who were victims of the lies and deceptions of Communist NPA Terrorists, to start a better life once they return to the folds of law.”

“To all the members of NPA Terrorist Group, it is time to lay down your firearms, return to your family and live a peaceful life in the mainstream society. The government has laid down programs for you to start anew. Or else, the security forces will use all its might to hunt you down” BGen Pasaporte added.

Nueva Ecija – Combined efforts of Lila and Marley’s Toyzone, Central Luzon State University ROTC, 301st Ready Reserve Infantry Battalion, and the 84th Infantry (Victorious) Battalion led to the conduct of a gift-giving activity that benefited a total of 85 Indigenous People (IP) families of Sitio Bulak, Brgy Rio Chico, General Tinio, Nueva Ecija on December 11, 2021.

During the activity, the IP Community received food packs (2 kilos of Rice, 3 Canned goods, 3 noodles), slippers, assorted used clothes, personal hygiene kits, and school supplies, and stuffed toys for the IP students. The free haircut was also given to some of the beneficiaries.

Parents of the community were also enlightened on how Communist Terrorist Groups (CTGs) exploit and deceive Indigenous People through propaganda machinery and deception strategy in a short information drive facilitated by 1st lieutenant Arnold A Quinon, Civil-Military Operations Officer of 84IB.

In a short program, Ms Vicky Maningas, Owner of lila and Marley’s Toyzone said that, “Ang aming pagpunta sa inyong komunidad ay upang maipadama ang aming pagmamahal at pagkalinga sa inyo”. She added, “lubos din ang aming pasasalamt sa kasundaluhan sa walang humpay na suporta upang kami ay makarating ng ligtas sa inyong komunidad”.

On his part, Mr Michael Bote, Tribal Chieftain said that “Labis ang aming pasasalamat sa mga biyayang aming natanggap na ipinagkaloob ng ating mga kasundaluhan at ng lila and Marley’s Toyzone na isang malaking tulong lalo na sa panahon ng kagipitan”.

The Battalion Commander of 301RRIBn, Major Elena C Cruz also said that “Sana ang aming pagbibigay ng konting tulong ay makapag bigay ng kasiyahan sa inyong mga puso lalo na at nalalapit na ang kapaskohan”.

Meanwhile, Lieutenant Colonel Enrico Gil C Ileto, Commanding Officer of the 84th Infantry (Victorious) Battalion expressed his utmost gratitude for the continuous trust and partnership of 301st RRIbn, CLSU-ROTC, and other private stakeholders for the conduct of humanitarian activities that benefit our IP communities.

December 12, 2021, Kuta Heneral Teodulfo Bautista Jolo Sulu – Last Tuesday, 27 students of Special Forces Riverine Operations Course Class 01-2021 concluded with Joint Task Force – Sulu and 11th Infantry Division Commander MGen William N Gonzales as the guest of honor and speaker at Poseidon – 42 Training Camp, Decompound Brgy Recodo, Zamboanga City.

The training which started on September 17, 2021, involved various riverine capabilities to include piloting of head boats, maritime interdiction, and surface interdiction. On Tuesday morning, Special Forces Regiment (Airborne) Commander BGen Lincoln Francisco S Tagle declared the 27 students from 21st Special Forces Company (Riverine), 4th Special Forces Battalion, and Special Forces Squadron graduate effective.

1Lt James Arvin R Reyes, who was previously assigned in Sulu, topped the class with a general average of 91.18%.

“Riverine operations extend the capability of the Philippine Army on coastal areas such as inland waterways like rivers, lakes and marshlands. Kumbaga, isa ito sa mga nag-aaddresss sa gap sa operations ng Infantry Army at Navy. Gamit na gamit ang ganitong training especially sa Basilan at Sulu kung saan tumamatakas sa dagat ang kalaban,” 1Lt Reyes said in an interview.

Progressive groups commemorate International Human Rights Day with a rally warning that more bloodshed may happen now that the Anti-Terror Law has been upheld by the Supreme Court.

The Supreme Court on Thursday December 9 upheld the constitutionality of the controversial law but struck down two sections: Section 4 on the definition of terrorism and Section 25 which defined functions of the Anti-Terrorism Council.

37 petitions were filed before the Supreme Court last year, including those from the progressives, petitioning for the repeal of the said law for stifling democratic and constitutional rights.

The Davao chapters of Bagong Alyansang Makabayan (BAYAN) and Kilusang Mayo Uno (KMU) said that with the Supreme Court decision, the law will legitimize the government’s crackdown on groups and persons critical of the Duterte administration by tagging them as terrorists.

“This law violates the people’s exercise of their rights and to stand for their legitimate concerns. This law only makes legal and official what the state has been doing to attack our basic rights, and that is a very worrisome situation,” said Rodney Baslot, spokesperson of BAYAN-Southern Mindanao.

In Southern Mindanao, the human rights group Karapatan recorded 56 deaths of human rights defenders from the start of the Duterte administration from July 2016 to August 2021. The region also tallied 30 political detainees in the same period.

“We expect the attacks to intensify because even without the implementation of the (Anti-Terror) Law, the government’s attack on the people have been worse. We see it in how the people in Davao are being conditioned to see the presence of the military and police who are powerful against the people,” Baslot added.

KMU said the attacks on labor rights will intensify as had happened to unions affiliated with them in the past. This includes the harassment and red-tagging of the Sumifru plantation union members Nagkahiusang Mamumo sa Suyapa Farm-National Federation of Labor Unions-KMU (Namasufa-Naflu-KMU) in Davao de Oro.

Two members of Namasufa were killed during the height of their strike in 2018 as they demanded for collective bargaining and reinstatement of workers retrenched after they joined the strike.

KMU said that 87 members of Namasufa were also were forced by authorities to “surrender” as members of the Communist Party, an operation implemented by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

PJ Dizon, KMU Southern Mindanao spokesperson, said these operations have been rampant all over the region and the country. “But the ones they tag as communists are members of KMU which is a legitimate organization. This is the danger when you become a union member but the state calls you a terrorist,” he explained.

Petitioners warned that the law still allows proscription of persons and groups as terrorists.

Dizon said this crackdown will put pressure on workers and unions without addressing legitimate labor rights and concerns.

The Anti-Terror Law was passed last year in June and signed into law by President Rodrigo Duterte in July.

During that same period, two sets of red-tagging posters were spread all over Davao City, targeting progressives including Dizon, UCCP Bishop Hamuel Tequis, Doctor Jean Lindo and other sectoral leaders as “terrorists” and “berdugo” (killer).

The National Union of Peoples’ Lawyers (NUPL), counsel of BAYAN, and other groups, said they will continue to take “legal and political actions” to challenge the Anti-Terrorism Law.

NUPL President Attorney Edre Olalia said that the “law’s enablers and enforcers law’s enablers and law enforcers can nevertheless still spin, repackage and relabel advocacy and dissent as terrorism.”

“Expression, including protected expression, will still be chilled into silence, while legitimate activities of development organizations and human rights defenders are still in danger of being falsely considered as material support for terrorists,” Olalia said.

NUPL said the Anti-Terrorism Council still retains powers to freeze bank accounts and assets, conduct surveillance, and proscribe persons and groups as terrorists.

Baslot and Dizon said despite these threats, they will continue to amplify legitimate issues of the public especially on the pandemic and make the government accountable for its failures to address people’s concerns.

The Mitsubishi Shipbuilding Co. Ltd. has performed the first-ever sea trial in Japan of MRRV-9701 or the first 97-meter multi-role response vessel (MRRV) of the Philippine Coast Guard (PCG).

The PCG stated in a post on Wednesday that MRRV-9701 will be one of the largest vessels in its fleet once delivered. This vessel, which is modeled after the Japan Coast Guard’s (JCG) Kunigami-class vessel, is expected to boost the PCG’s maritime security and safety capabilities.

The 97-meter MRRV has a maximum speed of at least 24 knots and a range of at least 4,000 nautical miles. It can undertake continuous marine patrols in the country’s maritime territories, including the West Philippine Sea and the Philippine Rise.(Video courtesy of binmei.pj)

In addition, MRRV-9701 will significantly boost the capabilities of the PCG in conducting maritime search and rescue, maritime law enforcement, as well as humanitarian assistance, and disaster response operations, it said.

The expertise of PLt. Col. John Mocyat as commander of the elite Special Action Force commando unit is expected to be shared to the Negros Occidental Police Provincial Office mobile force company unit.

Mocyat, formerly commander of the Special Action Battalion 6 of the elite PNP SAF, was installed yesterday as the new commanding officer of the 2nd Provincial Mobile Force Company of NOCPPO.

He replaced PLt. Col. Nazer Canja, who was also installed yesterday by NOCPPO provincial director Col. Romy Palgue as the new deputy provincial police director for Operations.

Canja is now the third highest official of NOCPPO.

Palgue expressed utmost confidence to both police officials on their newly assigned positions.

AN INDONESIAN court sentenced an Islamic militant who eluded capture for 16 years to life in prison after finding him guilty of making bombs used in a 2005 market attack that killed 22 people.

Upik Lawanga, known as “professor,” is a key member of the Jemaah Islamiyah militant network, which the U.S. has designated a terrorist group. It is widely blamed for attacks including the 2002 bombings on the Indonesian resort island of Bali that killed 202 people, mostly foreign tourists, as well as attacks in the Philippines.

The East Jakarta District Court found Lawanga, 43, guilty of involvement in the May 28, 2005, attack at Tentena market in Poso district which killed 22 people and injured 91 others, mostly Christians. Muslim-Christian conflicts in Poso in Central Sulawesi province killed at least 1,000 people from 1998 to 2002.

Lawanga was also accused of building bombs used in a 2004 passenger minibus attack that killed six people and a 2006 attack using a flashlight bomb that killed a Christian woman.

"What the defendant has done was a crime against humanity that left deep wounds, trauma and sorrow for the families of the victims," said Presiding Judge Sutikna, who goes by a single name.

Lawanga said he would appeal the decision. He argued in court that he helped make the bombs but did not carry out the attacks, saying he did not know how they would be used. He said he was only obeying orders from other senior members of the group to assemble bombs to avenge Christians for the massacre of Muslims at an Islamic boarding school during sectarian conflict in May 2000.

He said his motive was the deaths of relatives and friends in the Muslim-Christian conflict and the burning of mosques and his brother's house.

Other militants testified that Lawanga was nicknamed the "professor" because of his ability to build bombs and firearms. They described him as an important figure because of his expertise.

Lawanga said he joined Jemaah Islamiyah in Poso in 2002 and learned how to assemble bombs from Azahari bin Husin, a Malaysian bomb-making mastermind who was killed in a police raid in Indonesia in 2005.

Lawanga left Poso after the 2005 attacks and lived with his wife and children in Lampung as a duck farmer.

The trial began early September and was held remotely due to the coronavirus pandemic.

Lawanga, whose real name is Taufiq Bulaga, became one of the country's most wanted militants after being named as a suspect in the Tentena market attack. He was arrested last year in the same southern town on Sumatra Island where Zulkarnaen, believed to be the military leader of the Jemaah Islamiyah network, was arrested by counterterrorism police a week later. Zulkarnaen had been on the police wanted list for 18 years.

Police, who learned of their hideout after interrogating several militants arrested earlier, found a bunker at Lawanga's house with handmade guns and explosive materials.

The two were tried separately at the same court.

An Indonesian court banned Jemaah Islamiyah in 2008, and a sustained crackdown by security forces with support from the U.S. and Australia helped weaken the militant network.

Militant attacks on foreigners in Indonesia have largely been replaced in recent years by smaller, less deadly strikes targeting the government, mainly police and security forces, inspired by Islamic State group tactics abroad.

Indonesia's police counterterrorism unit, known as Densus 88, has arrested more than 500 suspected Jemaah Islamiyah members in the past two years, including a member of the Indonesia Ulema Council, the country's highest Islamic body, who was arrested last month. Authorities estimate the group has more than 6,000 members. (

Senator Christopher “Bong” Go said he supports sufficient budget for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), saying the task force’s role towards long-lasting peace and development must be sustained and pursued further.

Go, a member of the bicameral conference committee for the 2022 General Appropriations bill, urged fellow lawmakers to ensure that the NTF-ELCAC will have the necessary resources to continue its development assistance programs in conflict-affected areas.

“Being one of the members ng bicam ay isinulong ko na maibalik o madagdagan ang pondo ng NTF-ELCAC dahil naging successful naman ito. (of bicam, I pushed to reinstate or increase the NTF-ELCAC budget because it is successful). Not only to fight insurgency but (to bring) development doon mismo sa baba (down to the affected areas),” Go said in a recent media interview after visiting a fire-hit area in Manila.

Under the Senate’s final version of the proposed 2022 budget, it increased the NTF-ELCAC’s budget to PHP10.8 billion after it initially cut by PHP24 billion.

Senate finance committee chairman Senator Sonny Angara said PHP10 billion is for the NTF-ELCAC’s Barangay Development Program (BDP).

Go said there is a need to enable the task force to continue to discharge its mandate and implement its programs and projects effectively.

He added that there is also a need to push a whole-of-government approach to ending the insurgency that is fueled by decades of government neglect, social injustice, and poverty.

“Iyung mga napapabayaang hindi napapansin na barangay, doon nagkakaroon ng insurgency. Kasi ang pakiramdam ng mga barangay na ‘to, they were neglected, walang pumapansin sa kanila [kaya] napapasok ng Left. So, bigyan natin ng insentibo ang mga ito (In the neglected barangays, there is an insurgency because they felt they are neglected, no one pays attention so the Left entered. Let’s give them incentives),” Go said.

Go noted the NTF-ELCAC’s many successes in bringing development closer to the people as he stressed the importance of reintegrating former rebels into the society by providing them means to make a living and overcome poverty.

“Pare-parehas naman tayong Pilipino. Ibig sabihin, bigyan natin ng pagkakataon na magbagong buhay ‘yung sinong gustong magbagong buhay (We are all Filipinos. Let’s give a chance to those who want to return to the fold of the law),” he said.

He emphasized the urgent need to end decades of armed conflict, saying Filipinos should not kill each other.

In 2018, President Duterte signed Executive Order No. 70 which institutionalized a whole-of-nation approach to attaining inclusive and sustainable peace.

The order also directed the adoption of a National Peace Framework to ensure the harmonized and synchronized delivery of services in conflict-affected and vulnerable areas as well as provided for the creation of the NTF-ELCAC.

Under the BDP, communities cleared of New People's Army influence and presence will be receiving five core programs worth PHP20 million per barangay which include farm-to-market roads, school buildings, water and sanitation systems, livelihood programs, and health stations.

Ano pa ba ang masusulingan ng mamamayan kung ang ipinantatapat sa kanilang mga lehitimong panawagan at pakikibaka ay baril, howitzer, killer drones at libu-libong mersenaryong tropang gumagamit ng mga ito? Paano nila mapapanagot ang rehimeng Duterte sa kanyang mga krimen sa bayan at sangkatauhan kung ang reaksyunaryong batas ang mismong ginagamit niya para umiral ang kultura ng impyunidad at patuloy na lapastanganin ang karapatan ng mamamayan?

Sa paglulunsad ng armadong rebolusyon, tiyak na maipagtatanggol at maipaglalaban ng mamamayan ang kanilang mga batayang karapatan. Ang dahas at terorismo ng rehimeng Duterte, sa pamamagitan ng AFP-PNP, ay esensyal upang mapanatili ang kanyang pasistang-paghahari. Ito ang instrumentong ginamit ni Duterte upang mamayagpag ang kanyang gera kontra-droga at itanghal ang sarili bilang numero-unong druglord sa bansa. Matapos ang Bloody Sunday, walang-awang pinaslang naman ng mga ahente ng reaksyunaryong estado ang lider-unyon na si Dandy Miguel. Pinagbabaril si Miguel habang lulan ng kanyang motorsiklo galing trabaho noong Marso 28.

Minasaker noong madaling araw ng Mayo 21 ang mga aktibista na sina Lowel Riza Mendoza, Christine Estocado at Cristopher Buton sa Brgy. Macabling, Sta. Rosa, Laguna sa reyd na inilunsad ng pinagsamang pwersa ng AFP-PNP. Noong Hulyo 29 naman, pinaslang ng 203rd Brigade at PNP Mimaropa si Salvador “Baduy” Dela Cruz sa Magsaysay, Occidental Mindoro. Si Badoy ay kilalang lider-katutubo sa kanilang lugar at matagal nang pinararatangang tagasuporta ng NPA bago siya paslangin.

Alang-alang naman sa matatanggap na pabuya, iligal na inaresto ng AFP-PNP ang isang nagngangalang Ernesto Panganiban sa Brgy. Lisap, Bongabong Oriental Mindoro. Pinalalabas ng mga pasista na isang mataas na upisyal ng CPP-NPA sa rehiyon si Panganiban na mariin namang pinabulaanan ng CPP-ST.

Bago ito, iligal na inaresto sina Maria Teresa Dioquino, Marlon Torres, Benny Hilamon, at Nolan Ramos o tinawag na Romblon 4, mga mangingisdang dinakip sa Romblon nang masalanta ng bagyo noong Hunyo. Patuloy silang nakapiit at nakararanas ng tortyur sa bilangguan. Ilan lamang ito sa mga kaso ng tumitinding paglabag sa karapatang pantao sa rehiyon. Samantala, nagpapatuloy pa rin ang walang-humpay na mga focused military operations (FMO) na naghahasik ng teror sa pamamagitan ng paggamit ng bata-batalyong tropa ng militar na sumasaklaw ng ilang magkakaratig na bayan at tumatagal ng ilang buwan. Inilulunsad din ang walang habas na pamumutok mula sa mga sasakyang panghimpapawid at mga pambobombang sumasalanta sa mga pamayanan at kabuhayan ng mga sibilyan sa kanayunan ng rehiyon. Sa kabilang banda, ang retooled community support program operations (RCSPO) ay walang ibang layunin kundi ang pananakot at panlilinlang sa mamamayan. Ibinunga ng mga ito ang maramihang kaso ng sapilitang pagpapasuko sa mga inosenteng sibilyan. Ito rin ang dahilan ng pagdami pa ng mga kaso ng paglabag sa karapatang pantao sa kanayunan na bumibiktima sa mga magsasaka, pambansang minorya at maralita.

Sa ganitong kalagayan ng karapatang pantao sa rehiyon at sa bansa sa ilalim ng tiraniko at pasistang rehimeng Duterte, marapat lamang at nasa katwiran ang inilulunsad na digmang bayan ng rebolusyonaryong kilusan at CPP-NPA-NDF. Batayang karapatan ng mamamayan ang mag-aklas laban sa isang gubyernong hindi nagsisilbi sa kanilang interes. Karapatan nilang magtayo ng sarili nilang gubyernong tunay na magpapahalaga sa kanilang kapakanan at kagalingan. At ito mismo ang nasa kaibuturan ng pakikibaka ng mamamayan–ang igiit ang karapatan ng mamamayan para sa kabuhayan at isang makatarungang lipunan.

Sa pamamagitan ng mga inilulunsad na taktikal na opensiba ng NPA, patuloy na binibigwasan ang mersenaryong AFP-PNP na kasangkapan ni Duterte sa kanyang talamak na krimen at atrosidad laban sa mamamayan. Pinapatawan ng rebolusyonaryong hustisya ang mga maysala at may utang na dugo sa mamamayan upang pagbayarin at papanagutin sa kanilang mga krimen. Ngayon ay hindi panahon upang maging kimi ang mamamayan kundi panahon ito ng mas maigting na pakikipaglaban. Sa okasyon ng International Human Rights Day, hinahamon ng Melito Glor Command-NPA ST ang sambayanang Pilipino na tanganan ang armas na kanilang gagamitin para ipagtanggol ang kanilang mga karapatan at kamtin ang kanilang mga mithiin at adhikain sa pamamagitan ng makatarungang armadong pakikibaka. ###

Mula sa Revolutionary Council of Trade Unions – National Democratic Front – Southern Tagalog (RCTU-NDF-ST), taas kamao at rebolusyonaryong pagpupugay sa lahat ng mga demokratikong pwersa na nagpapahayag at kumikilos para gunitain sa ibat-ibang panig ng bansa ang Pandaigdigang Araw ng Karapatang Pantao. Sa araw na ito, malakas at nagka-kaisang isinisigaw ng sambayanang Pilipino ang pagsusulong at panawagang kamtin ang mga pundamental na karapatang lansakang nilalabag ng rehimeng US-Duterte, kaalinsa-bay sa matagal nang paghahangad ng hustisya para sa lahat ng mga biktima ng pasistang estado mula sa Martial Law ni Marcos hanggang kay Duterte.

Kaliwa’t kanan ang mga paglabag ng rehimeng US-Duterte sa mga pundamental na karapatan ng mga manggagawa at maralita. Sa loob ng halos anim na taon, mas lumubog sa kumunoy ng kahirapan ang mga manggagawa at pamilya nila dahil sa hindi makata-rungang pagbibigay ng nakabubuhay na sahod, pagpapatupad ng mga anti-manggagawang patakarang kontraktwalisasyon, malawakang tanggalan sa trabaho at pa-nunupil ng estado sa karapatang mag-unyon. Sa kabilang banda, habang ang mga mag-sasaka at katutubong minorya ay nanatiling walang lupang sinasaka, walang ayuda at im-bes na pangalagaan ang interes laban sa mga panginoong maylupa ay malawakang pinal-alayas at itinataboy sa kanilang mga sakahan at lupang ninuno. Ibinunsod nito ang paglitaw ng malalawak na kolonya ng mga maralitang lungsod na nagsisiksikan sa mga komunidad maralita. Dito, nakaranas sila ng kalunos-lunos at di-makataong kalagayan, nahaharap tuwina sa malawakang demolisyon at pwersahang pagpapalayas, wala o kundi man ay kapos sa serbisyong panlipunan tulad ng pabahay, pangkalusugan at edukasyon.

Walang pinag-iba ang pasistang rehimeng US-Duterte sa kanyang pangunahing idolong diktador at pasistang rehimeng US-Marcos. Pareho silang pahirap, mandarambong, ma-panupil at mamamatay-tao. Sa Loob lamang ng anim na taon, napantayan kung di man nalagpasan na ni Duterte ang malawakang pamamaslang na ginawa ni Marcos. Nagka-roon din ng malakihang pangungutang at malawakang pandarambong sa kaban ng yaman na hindi man kasinlaki ng bilyon-bilyong dolyar na dinambong ng pamilya Marcos sa loob ng 20 taon nito sa kapangyarihan, hindi naman magpapahuli sa pagkahayok sa pan-darambong ng bilyon-bilyong piso mula sa pondong publiko na nakalaan sa paglaban sa pandemyang Covid-19, mga proyektong pang-imprastruktura at iba pang serbisyo pub-liko.

Walang ibang hangarin ang mga mandarambong na pamilyang ito kundi maipagpatuloy lamang ang kanilang pang-ekonomiya at pampulitikang pakinabang, walang habas na pangungurakot sa kaban ng yaman habang nasa poder, patuloy na pangangayupapa sa imperyalismong US at China, pagkokonsentra sa lahat ng pakinabang sa mga proyektong nasa ilalim ng Build-Build-Build, malaking pakinabang sa utang panlabas at ayuda mula sa labas ng bansa.

Hangarin ding pagtakpan ng pasistang rehimen ang kanyang mga krimen at patuloy na hinahadlangang makamit ng mga biktima at pamilya nila ang katarungan sa malawakang pamamaslang na dulot ng “gera kontra droga” na kumitil sa may 35,000 na pinaghihi-nalaang adik at tulak mula sa hanay ng mga maralita. Hindi pa kabilang dito ang mga bru-tal na pinaslang na mga lider-masa, aktibista at kritiko gamit ang duguang kamay ng NTF-ELCAC.

Sa kanyang pagtakbo bilang senador, nagmamaniubra si Duterte para maka-iwas at protektahan ang kanyang mga tirador sa Davao Death Squad mula sa pag-uusig ng Inter-national Criminal Court sa kanilang madugong krimen laban sa sangkatauhan.

Sa pagsasanib ng apat na pamilya ng mga mandarambong, asahan natin na gagawin nila ang lahat ng paraan para matiyak ang kanilang panalo sa darating na halalang 2022. Sistematiko din nilang ilulunsad ang malawakang pandaraya gamit ang de-kompyuter na pagbilang ng boto at COMELEC. Gagamitin nila ang pondong publiko sa pamimili ng bo-to, panunuhol at pagbili ng pampulitikang impluwensya upang pwersahang mailuklok sa kapangyarihan ang pangkating Marcos-Duterte-GMA-Estrada. At tulad ng isang maton, ang sinumang mga lokal na pulitikong hindi kapanalig ay nakakatikim ng iba’t ibang anyo ng panggigipit hanggang sa mapaluhod nya ang mga ito at ang mga nagmamatigas ay na-papabilang na lamang sa mahabang listahan ng mga EJK.

Ang tambalang Bongbong Marcos at Sara Duterte-Carpio ay perpektong tambalan na higit na maglulubog sa bansa at mamamayan sa ibayong pagdarahop, kadustaan at ligalig dahil ipagpapatuloy lamang ng tambalang ito, at malaman na higitan pa, ang mabangis at madi-lim na paghahari ng kanilang mga pamilya sa lipunang Pilipino. Si Rodrigo Duterte ang nagsilbing litmus test para sa pagpapanumbalik ng madilim at pasistang paghahari sa bansa.

Dahil dito, makatarungan lamang at dapat na hadlangan nang buong lakas ng uring manggagawa at sambayanan ang hangarin ng pamilyang Duterte at Marcos na itayo ang kanilang imperyo at dinastiyang pulitikal sa pamamagitan ng pananatili sa poder ng ka-pangyarihan ng pamilyang Duterte at muling pagbabalik ng pamilyang Marcos sa Mala-kanyang. Makikita ang buktot na hangarin ng pagsasama-sama ng apat na pamilyang MANDURUGAS na sina Marcos-Duterte-GMA-Estrada.

Kinakailangang magkaisa ang buong hanay ng mga manggagawa, magsasaka at iba pang maralita upang mahigpit na maisanib nito ang kanyang lakas sa ibat-ibang progresibong grupo, sektor at alyansa para labanan ang pangkatin ng mga mandarambong at mamama-tay tao. Huwag nating hayaan na manaig ang mga buktot na hangarin ng pamilyang Mar-cos-Duterte-GMA-Estrada na iluklok sa poder ng kapangyarihan ang tambalang Bongbong Marcos-Sara Duterte-Carpio.

Aktibo nating ipanawagan sa lahat ng mga manggagawa sa ibat-ibang kumpanya, mga pabrika at mga komunidad ng maralita ang paglaban sa imbing pakana ng pangkatin ng mga mandarambong. Ilunsad ang malawakang edukasyong masa hinggil sa reaksyunaryong katangian ng burges na eleksyon at sa lipunan at rebolusyong Pilipino. Pukawin, organisahin at pakilusin ang mamamayan upang aktibong sagkaan ang patuloy na paglapastangan at paglabag sa mga batayang karapatan ng mga manggagawa at maralita. Buuin ang kanilang sariling lakas sa pulitika upang magkaroon sila ng malakas na makinarya at sentro ng paglaban.
