MANILA, Philippines — The People’s Law Enforcement Board (PLEB) of the Quezon City government yesterday conferred its first ever “Bayani ng Bayan” award on the ground commander of the police troopers who carried out the Jan. 25, 2015 Mamasapano operation, which led to the death of Malaysian terrorist and bomb expert Zulkifli Bin Hir, also known as Marwan.
Mayor Joy Belmonte and PLEB executive officer Rafael Calinisan presented the award to Lt. Col. Raymund Train of the police Special Action Force (SAF) for his courage and gallantry.
Train was the ground commander of the SAF team that carried out Oplan Exodus, an operation that neutralized Marwan and Filipino bomb maker Abdul Basit Usman.
Marwan, at the time, was wanted in four countries – Indonesia, Malaysia, the Philippines and the United States – and carried a $5-million bounty on his head from the Federal Bureau of Investigation and P7.4 million from the Philippine government.
Marwan was killed during the operation, but the SAF troops were overpowered in a firefight with the combined forces of the Bangsamoro Islamic Freedom Fighters and the Moro Islamic Liberation Front.
The clash resulted in the death of over 60 people, including 44 SAF members.
Train, who has kept a low profile since the Mamasapano clash, received the PLEB award during flag-raising rites at city hall yesterday.
“It took us more than a year to convince him to receive this award. All these years, Lt. Col. Train has chosen to be anonymous and under the radar. It is about time that we share his story to the public to inspire patriotism in every Filipino,” Calinisan said.
Belmonte said Train should be emulated not only by police officers, but by all Filipino citizens.
“We should strive to be like him: selfless service beyond the call of duty. I am one with the citizens of Quezon City in conferring this award on him. This award is given so that his heroism will never be forgotten,” the mayor said.
