CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Five former rebels (FRs) received more than two million pesos worth of housing assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP) from the National Housing Authority (NHA) Region 2 on October 27, 2021, at NHA Regional Office 02, Carig Sur, Tuguegarao City, Cagayan.

NHA handed over 450,000 pesos for each FR (three from Cagayan and two from Kalinga) for the construction of their house. Based on the engineering and architectural design of the NHA, the house consists of two bedrooms, a living & dining room, kitchen, and comfort room. This will vary depending on the decision of the FRs if they will avail the blueprint.

According to Engr Roderick Ibañez, Regional Manager of NHA Region 02, the housing assistance that they have just given is under the Administrative Order No. 10 signed by President Rodrigo Duterte. “Ang Housing Assistance na ito ay talagang nakalaan para sa inyo (FRs). Layunin nito na mabigyan din ng komportableng matutuluyan ang mga FRs na ipinagkait sa kanila nang sila ay nasa loob pa ng kilusan. Laging bukas ang tanggapan ng NHA para sa lahat ng mga nagbalik-loob at magbabalik-loob sa ating pamahalaan upang kayo ay alalayan sa inyong pagbabagong buhay.” He also thanked the military specially the 17th and 50th Infantry Battalions in extending assistance for the former rebels to complete the documents needed for the processing of their housing assistance.

On the other hand, the beneficiaries expressed their gratitude to the government for giving them not only a house but a home. According to alias Awit, former Vice Platoon Leader of Squad Uno of Danilo Ben Command, West Front Committee, the housing assistance of the government will give them a comfortable home where they never experienced inside the Communist Terrorist Group (CTG). For his 10 years being a member of CTG, he was used to lay down in a patchy dried leaf.

While, alias Sib-at, former Team Leader of Leho Cauilan Command in the province of Kalinga urged his former comrades to return to the folds of the law and take the opportunity and benefits that the government is offering for their reintegration.

MGen Laurence E Mina, Commander of 5ID said that the government will unceasingly assist the FRs to start anew and in their reintegration back to the community. “Through the Whole-of-Nation Approach, the government is doing its best to provide necessary assistance to FRs in order for them to start a decent life with their family and loved ones.”
