CEBU CITY – The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Central Visayas has revved up efforts for the Retooled Community Support Program (RCSP) this year.
In a statement on Wednesday, Department of the Interior and Local Government-Central Visayas (DILG-7) director Leocadio Trovela said five clusters of the task force recently convened to discuss revitalized efforts and updates and upcoming programs under the RCSP.
Trovela has commended the members of the different clusters for achieving milestones in the implementation of the RCSP despite the unprecedented challenges and crisis in the past year.
“Despite the pandemic, we’re able to identify priority PPAs (programs, projects, and activities) and (are) now adopted by their respective development councils of the 51 barangays,” he said.
Among the RTF-ELCAC-7 cluster members are Basic Services; Local Government Empowerment; E-CLIP (enhanced comprehensive local integration program) and Amnesty; Localized Peace Engagement; and Sectoral Unification, Capability-Building, Empowerment, and Mobilization cluster.
Trovela said a significant number of proposed projects, programs, and activities under RCSP for the year 2020 chargeable against their agency’s coffer had been successfully funded.
He said RTF-ELCAC-7 has already completed the first three phases of the RCSP implementation and is now in the last two phases which are to sustain and monitor.
RTF-ELCAC-7 has proposed RCSP proposed programs, projects, and activities for 2021, covering this year’s target barangays.
The DILG-7, together with the national government agencies (NGAs) and local government units (LGUs), said it achieved another milestone --the installation of peace poles in target barangays-- the first of its kind in the country as a sign of commitment to peace during the 2020 Dagyawan sa Barangay.
“The peace pole is one icon that would remind us—the NGAs, LGUs and stakeholders— that we have a common goal which is attaining peace in our communities,” Trovela added.
Central Visayas’ efforts did not go unnoticed after the National Peace Order presided by no less than President Rodrigo Duterte has recognized Dagyawan sa Barangay as a good practice in peace and development through the National Peace and Order Council resolution.
