CAMP CAPINPIN, Tanay, Rizal – Twenty seven former rebels received Php 2.352 million worth of grants from the government during the awarding ceremony of the Enhanced Comprehensive Local Integration Program or E-CLIP at DILG Office in Lucena on Thursday.
Mr Jeffrey Jumarang, DILG Quezon’s Focal Person, led the distribution of E-CLIP entitlements to the former rebels following the prevailing DOH-mandated protocols in containing the spread of Covid-19.
Colonel Alex Rillera, Commander of 202nd Brigade which has operational jurisdiction in the area, said that “the former rebels were the ones who surrendered last Oct 26, 2019 and brought along with them 14 firearms.”
“The Provincial Task Force ELCAC Quezon’s efficiency in the implementation of government’s E-CLIP despite the prevailing contagion is a manifestation of President Duterte’s firm resolve to end local communist armed conflict so that peace, prosperity and development will finally reign and will be the way of life of every Quezonian”, said Col Rillera.
Under the program, each former rebel who will be enrolled shall be entitled to immediate and livelihood cash assistance with a maximum amount of Php65,000 while, depending on the result of their profiling, they may also qualify for additional compensations in the form of educational, legal and health services, employment as well as housing benefits, among others.
Major General Arnulfo Marcelo Burgos Jr, Commander of the Philippine Army’s 2nd Infantry Division which covers Southern Tagalog, commended the soldiers and Quezon’s PTF ELCAC “for the unwavering commitment and dedication to support and implement President Duterte’s Executive Order Number 70” which calls for a whole of nation approach in ending local communist armed conflict.
He added that through the government’s concerted effort at all levels, “we will be able to address the prevailing issues in the community which is imperative if we want to end communist insurgency while performing our equally urgent tasks in defeating the deadly corona virus which is threatening our very existence today.”
“The headways that we have gained are indicators that the much coveted peace is within reach,” said Maj Gen Burgos as he lauded the former rebels “for responding to the call of the government in choosing peace and prosperity over chaos and terrorism.”
He ended his statement by reaffirming his soldiers’ commitment in performing their mandate as advocates of peace, servants of the people and defenders of Southern Tagalog.
Per the military’s record, 2ID has already facilitated the surrender of 603 former rebels who turned over 108 firearms across Southern Tagalog since E-CLIP was launched in 2018.
A total of Php 12.142 million worth of assistance have been awarded to these former rebels who opted to rejoin mainstream society.
