BUTUAN CITY – The Philippine Army and the Philippine National Police (PNP) in Caraga Region commemorated the National Human Rights Consciousness Week on Tuesday here as part of their commitment to uphold and protect the rights of every citizen especially the youth.

The 402nd Brigade of the Army and the Butuan City Police Office (BCPO) conducted a "peace march" and a concert at Guingona Park here, anchored on the theme “Youth Standing Up for Human Rights”.

Major Francisco Garello, Jr., 402Bde civil-military operations officer, said the activity also marked the 71st year of the adoption of the Universal Declaration of Human Rights.

“The activity is part of the commitment of the Armed Forces of the Philippines and the PNP in Caraga to uphold and protect the rights of every citizen especially the youth,” Garello said in a statement on Tuesday.

Meanwhile, the Army's 3rd Special Forces Battalion (3SFBn) also led the Human Rights Day with Agusanon Children on the same day at the 3SFBn headquarters in Barangay Noli, Bayugan City, Agusan del Sur.

“We stand to uphold human rights as we put a premium to the welfare of our youth because they are the most vulnerable sector in any conflict,” said 3SFBn commander Lt. Col. Joey B Baybayan in a statement.

The Commission on Human Rights (CHR) in the region led a Forum on Climate Justice also on Tuesday here.

Baybayan lauded the move of the CHR to probe the case of a child warrior of the communist New People’s Army (NPA), who was killed during an encounter with government troops, on November 30 in Agusan del Norte.

Col. Allan D. Hambala, commander of the 401st Infantry Brigade, said the NPA recruitment of minors was "horrible and deceptive" and violated the rights of the children.

“We urge the nation, and even militant groups, to open their eyes and see the brutal effect of the 50-year existence of communist insurgency on our youth. If we love our country, let us support the whole-of-nation approach to end the useless communist armed and political struggle of the NPA terrorists and their front groups,” Hambala said.

The CHR-13 activity commemorating the National Human Rights Consciousness Week, meanwhile, focused on climate justice and was participated in by representatives from government line agencies, local government units, non-government organizations, and private institutions in the region.

CHR-13 Director, Atty. Jerefe Tubigon-Bacang lauded the different sectors for joining the commemoration as she emphasized the role of every stakeholder in addressing the problems caused by climate change.

Participants to the forum were also given the opportunity to share their views on climate change and the contributions of government agencies and the private sector in addressing the environmental problems in the region.
