ROXAS CITY, Capiz – The National Anti-Poverty Commission’s Sambayanihang Serbisyong Sambayanan (3S) will strengthen the Whole-of-Nation approach towards inclusive and sustainable peace in the countryside by putting an end to local insurgency.
National Anti-Poverty Commission Secretary Noel Felongco said that through the 3S, convergence of all the sectors and government services towards poverty alleviation is ensured.

This, he said, is in line with Executive Order No. 70 issued by President Rodrigo Roa Duterte that institutionalizes the Whole-of-Nation approach in attaining inclusive and sustainable peace in the countryside by putting an end to local insurgency.
The 3S is a five-year development program of NAPC that aims to have a climate-responsive, culture and gender-sensitive and participatory, convergent anti-poverty strategies in the country, he said.
Felongco said “In this plan, we are asking the cooperation of the LGUs to actively cooperate and participate in the poverty reduction program of President Duterte, in view of poverty being one of the issues raised by the insurgents.”
He said that to end local communist armed conflict (ELCAC) there is need to plan and implement programs that will benefit the unserved or underserved areas.
The programs now of the government are focused on addressing the 10 basic needs to include food, water, shelter, employment, healthcare, education, social protection, healthy environment, peace, and people’s participation.
Felongco said that NAPC was created and sits in the convergence meetings to ensure the proper implementation of social reform and poverty alleviation initiatives of the national, regional and local levels. (JBG/PIA6-Capiz)
