The Armed Forces of the Philippines (AFP) said the situation in Moises Padilla town in Negros Occidental has “normalized” following the previous deployment of troops in the area.

Moises Padilla town had been recommended by the Regional Joint Security Control Center (RJSCC) 6 (Western Visayas) to be put under the control of the Commission on Elections (Comelec) because of the two violent incidents that claimed the lives of two reelectionist councilors and a former president of the Association of Barangay Captains.

The town is also put under Category Red or “area of grave concern” because of its records of election-related incidents in the past two years and monitored presence of the New People’s Army (NPA) and private armed groups (PAGS).

Despite the intense political rivalry and the presence of lawless elements, Brig. Gen. Benedict Arevalo, commander of the 303rd Infantry Brigade (IB) in Negros Island, said on Thursday the situation in the town has ‘normalized' following the deployment of 150 troops, three war tanks, and 12 army trucks on Saturday.

“The situation normalized after a big force of Army came in town after the incidence,” Arevalo said, adding that it was the first time after a long time that a large force entered Moises Padilla.

The deployment of forces in the area implies that only the security forces of the government must be recognized as armed group in the area “and not the NPA or the PAGS.”

Arevalo assured that government forces continue to monitor the movement of the rebels.

Other neighboring towns are also being monitored as these places can also be infested by the rebels, he said.

Arevalo said there are politicians who use the services of the rebels and the PAGS but did not elaborate.

“What’s important is these politicians are aware that the army is aware of what they are doing so they better stop,” he said.

Arevalo said the troops deployed in Moises Padilla will stay until the May poll ends to help ensure safe and honest elections.
