PAGADIAN CITY: Halfway houses and farmlands are set to be built and developed next month for New People’s Army (NPA) rebel returnees in Guipos, Zamboanga del Sur.
Gov. Antonio Cerilles said the houses and farm would be located on a 20-hectare lot owned by the province behind the Army’s Camp David Sabido where the 53rd Infantry Battalion Headquarters, under Lt. Col. Marlowe Patria, is based.
Cerilles and Patria had signed a Memorandum of Agreement for the “From Arms to Farms” project that was witnessed by Department of the Interior and Local Government (DILG) Undersecretary Reynaldo Mapagu, chairman of Task Force Balik Loob.
Patria said the halfway houses and their facilities would be worth more than P5 million funded by the DILG’s Task Force Balik Loob. They would serve as the surrenderers’ temporary shelters before they return to their communities even as such could also become venues for livelihood education and processing of the former dissidents, he added.
Meanwhile, Brig. Gen. Roberto Ancan, Joint Task Force Zampelan commander, said at least 43 rebel returnees received at total of P2.75 million financial aid from the Enhanced-Comprehensive Local Integration Proram and firearms compensation from the DILG, while each of them got P65,000 as emergency help.
