From the Daily Guardian (Mar 27, 2019): Victims of NPA told to sue Ka Frank
BACOLOD City – The commander of the Army’s 303rd Infantry Brigade (303IB) called on victims of alleged atrocities committed by the New People’s Army (NPA) in Negros to surface and file charges against National Democratic Front (NDF) spokesperson Ka Frank Fernandez, who was arrested Sunday in Liliw town, Laguna.
In a phone interview with members of the local media on March 26, 2019, Brigadier Gen. Benedict Arevalo said he has been chasing down Fernandez since he was a lieutenant in the Philippine Army.
Arevalo said many innocent people were killed because of Fernandez, pointing out that he was not only the NDF spokesperson but also a ranking leader of the NPA in Negros.
The NPA is the armed wing of the Communist Party of the Philippines.
“He is the one who directly gave orders to the rebel combatants as to who and what they would attack, and who they will ambush,” Arevalo said.
The 303IB commander said families of those killed by the NPA in Negros should pursue justice for their loved ones by filing charges against Fernandez.
Arevalo also claimed that Fernandez’ wife, Cleofe Lagtapon, heads the NPA’s Komiteng Rehiyon-Negros.
Arevalo said he ordered all Army units in Negros to continue pursuing the rebels to prevent them from conducting any retaliatory attacks.
