Senate Majority Floor Leader Alan Peter Cayetano on Monday presented the supposed close links of the Moro Islamic Liberation Front (MILF) with the international terrorist Zulkifli Adhir, alias Marwan, citing documents allegedly obtained from a US District Court.
Cayetano told journalists that there were seven pages of the Warrant of Arrest and 33 pages of Indictment allegedly issued by US District Court in Northern District of California.
"It is becoming more and more clear, there seems to be an intimate relationship between Marwan and MILF, and that it's an outright lie that they are not protecting him," Cayetano said.
Cayetano disclosed that the Indictment contained detailed information about how Marwan and his brother Rahmat Abdhir communicated with each other via electronic mail that do not use their real names.
He said that the US government had detailed the communications exchanges between Marwan and his brother, who is a US citizen living in the Northern District of California.
On Page 7 of the Indictment, it said that "Zulkifli Abdhir (Marwan) kept Rahmat Abdhir informed of the situation in the Philippines by providing reports of battles that were occurring in the region where Zulkifli Abdhir was located between the troops of the Philippine government and individuals or groups who were actively protecting Zulkifli Abdhir, including but not limited to elements of the MILF, as well as by reporting on the involvement of the United States in these conflicts through the use of Orion spy planes and Predator drones."
"Zulkifli Abdhir informed Rahmat Abdhir via e-mail, when he needed money sent or wired from the United States to the Philippines so that Zulkifli Abdhir could use the money to purchase various items including firearms and ammunition," the document said.
Both Marwan and his brother Rahmat were indicted on two counts of Conspiracy to Provide/Providing Material Support to Terrorists; 13 counts of Contributing Goods and Services to a Specially Designated Global Terrorist and one count for Material False Statement.
The document was allegedly signed on August 1, 2007 by a US Magistrate Judge under CR 07-00501.
Meanwhile, Cayetano said, if there is going to be any chance of peace it should not with MILF: "Let's look for a party that can help achieve genuine peace."
He said that, if the MILF expressed sincerity on the peace process, they should come clean in this matter of their relationship with Marwan and about their having turned their back on terrorism.
"They should also disclose the location of the gun factory and agree to inspections and the dismantling of these illegal installations because they violate the terms of the ceasefire," Cayetano aid.
He elaborated also that there should be a new set of negotiating panel to deal with MILF to negotiate for the interest of the Filipino people, not of the government or the Bangsamoro alone.
