The
provincial government of Maguindanao have dispersed dozens of water buffaloes
to former Moro guerrillas as part of the government’s intervention to improve
their productivity, officials said today.
The
dispersal was part of the Payapa at Masaganang Pamayanan (PAMANA) program of
the Office of Presidential Adviser on the Peace Process (OPAPP).
To
address underdevelopment and low productivity, Maguindanao Governor Esmael
Mangudadatu and Presidential Peace Adviser Teresita Deles have been jointly
implementing several PAMANA projects in the province.
”It
aims to bring former Moro rebels to the mainstream after decades of hiding in
the mountains fighting the government forces,” Mangudadatu said.
The
PAMANA project aims to make former conflict areas into productive communities
by providing the former rebels with livelihood.
Mangudadatu
led the dispersal of the water buffaloes in a simple rite at Barangay Popol in
Buluan town Thursday.
Aside
from water buffaloes dispersal, OPAPP has several other PAMANA projects that
benefited former fighters of the Moro National Liberation Front (MNLF) which
signed a peace deal with Manila
in 1996.
Former
Moro guerrillas and their families were also provided with livelihood like
indigenous crafts production, cloth weaving, corn and rice farming, among
others.
Core
shelters were also established in communities previously scenes of skirmishes
between government forces and Moro rebels.
Beside
the provincial capitol here was a multi-million women’s center funded by the
PAMANA funds.
Manguadatu
said PAMANA projects helped restore confidence of former Moro combatants on
government programs.
